Thank you, Madam Deputy Speaker. I pay tribute to you and Dame Rosie for your service to the House, which has been long and very valuable.

Colleagues are asking for items to be dealt with in the wash-up, so may I give a big push to my private Member’s Bill? The Zoological Society of London (Leases) Bill, is currently in the Lords, where it has been given its Second Reading, having passed unopposed and unamended in this place. If we could get it into statute, everyone would be grateful.

As we approach the 4 July election, it is fair to say that the voters of this country have a choice. In exercising that choice, they can look to Wales, where Labour has been in power and a disaster, and to Scotland, where the SNP has been in power and another disaster, but we in London can look even closer at what it has been like to live under the Labour Mayor. I could go through a litany of his disasters, but his latest ruse to improve the air quality in London is to order electric buses from China, even though suitable buses are available in this country and would provide jobs for people here. Will my right hon. Friend set out the choice that people will have come 4 July?

I will ensure that all those involved in wash-up have heard what my hon. Friend has said about his private Member’s Bill, which I know is popular and well supported. I thank him for all his work on it.

With regards to the Mayor of London’s choice to purchase buses from China, I think it is consistent with Labour’s policy towards green energy, the main beneficiary of which does appear to be China.

First, may I rejoice at the news that the Scottish Government no longer have a Minister for Independence? I was waiting this morning, Mr Speaker, to discover why that would be my fault, but the hon. Lady did not raise it. I wish to place on record my thanks to the former First Minister for his service. I know that there are many who would kick a man when he is down, but I am not one of them; he has done his best. Some say that he has been the worst SNP leader of all time. I say, no. Not only has he managed not to be arrested, but other SNP leaders make his record look pretty stellar —the new First Minister, for example. I also welcome him to his post.

In all seriousness, I welcome the hon. Lady’s support for the education pamphlet on conspiracy theories. That is very important, as such theories are a real threat not just to democracy, but to the wellbeing of our constituents. They are a form of radicalisation, they are spreading and we must do everything we can to combat them.

The hon. Lady returns to the issue of the border operating model. As she would expect, I have paid great attention to what is actually going on. There remains little sign of disruption to border flows as a result of the changes, and volumes of trade appear to be at the levels expected. The IT systems are working as they should, and although, as I said last week, there have been some minor issues to resolve, there is nothing fundamental. I would be very happy to facilitate a deeper briefing for her or any of her colleagues on that matter if it would be of interest.

Our exports are now at record levels. We have become, as I have said, the fourth largest exporter overall, and we are the largest net exporter of financial and insurance services in the world. I am sorry that the hon. Lady still does not seem to recognise the importance of that to her own constituency. I think that is something to celebrate, so I ask her to focus on the realities of what is going on and the opportunities that sit there for her constituents.

Today, we have had the excellent news that Harrow has been allocated Government funding for a new special educational needs school—something that has been campaigned for by the Conservative-run council, the officials and the teachers and parents of Harrow for a considerable length of time. I am sure that my right hon. Friend will join me in congratulating all those responsible on obtaining this. Can we have a debate in Government time on the brilliant work that our teachers and support staff do in special educational needs environments, in very challenging circumstances, with a lot of very challenging children?

I congratulate my hon. Friend on all the work that he is doing to ensure that his constituents have the provision that they need. We have had a huge uplift in the general teaching staff; there are now 30,000 more teachers than when we came to office. Obviously, we have also been expanding special educational needs provision, but the need is growing and we are determined to keep pace with that. I think that a debate on the subject would be welcomed by many in the House, and I encourage him to apply for it in the usual way.

I bring good news from the Chairman of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), whose daughter-in-law is recovering. [Hon. Members: “Hear, hear!”] That is good news, and he hopes to be back next week.

May I add my condolences to those sent to the family of Lord Field? I had the opportunity to meet him when I was a student at Liverpool University. He was a redoubtable campaigner on everything he believed in and one of those people I profoundly respected.

On behalf of the Backbench Business Committee, in addition to the business that my right hon. Friend the Leader of the House has announced, on Thursday 9 May there will be a debate on miners and mining communities and a debate on the BBC mid-term charter review. If we are given the time for Thursday 16 May, we have offered a debate on the Parliamentary and Health Service Ombudsman’s report on women’s state pension age, which is extremely well subscribed; and if we are given 23 May, there will be a debate on UK arms exports to Israel and inequalities in dementia services.

In further good news, we have filled up the business for Westminster Hall on Tuesdays until the Whitsun recess with debates on: costs associated with illegal immigration; the impact of smartphones on social media; and the introduction of UK-made zero-emission buses in the UK. On Thursday, we have debates on global health agencies and on Global Intergenerational Week. The Backbench Business Committee has been aiming to get as many debates on the agenda as possible, but, as always, if Members have requests, they should please submit them by Friday lunchtime and we will deal with them as appropriate.

Over the weekend, I spoke to a number of women who are frightened of walking home after dark. The fact is that the rise in crime in London has been dramatic, the rise in knife crime has been dramatic, and the Metropolitan police is the only force in the country that has failed to meet its recruitment target. Could we have a statement next week on actions that the Government will take to ensure that we have the police that are needed in London to make women—and men—feel safe when they are travelling home?

I thank my hon. Friend for stepping up and making that very helpful announcement on all Backbench Business in the forthcoming weeks. I am sure the whole House will want to send good wishes to the hon. Member for Gateshead (Ian Mearns) and his family. It is very good news that his daughter is making a recovery; we send all our love to him and his family.

My hon. Friend is absolutely right to point to the failings of the London Mayor. London has got less safe and crime is on the rise, particularly violent crime, and it is no surprise to hear that my hon. Friend’s constituents are very concerned about that. Unfortunately, many of the areas he mentions are the responsibility of the Mayor of London, but there is something that not just Government Members but the general London public can do in the coming days, and that is vote in a new Mayor of London. I think people will agree that you are indeed “Safer with Susan”.

First, I should thank the hon. Lady for her concern about Portsmouth port, which is doing very well. We have a brand-new passenger terminal and an enormous number of new ship visits, which are projected to increase our local economy by £300 million over the next few years. That is in addition to massively increasing and diversifying the freight coming into that port. I hope she will welcome the news that the United Kingdom is exporting more and has just become the fourth-largest exporter in the world. We are doing very well.

I am always keen to facilitate my constituents who wish to make complaints to all sorts of organisations in their ability to do that. I just say to the hon. Lady that our nation’s flag is important to the people of Portsmouth. I suggest that she might like to think twice before she mocks that view. These things and these traditions are important. They are not the worship of ashes, but the preservation of fire.

The hon. Lady has been busy, too, during the recess, penning articles about how much my colleagues and I hate Scotland and the Scottish people. She has done it again in her opening remarks and her questions to me. At some point, she will have to say why she thinks that is the case. I know that the Scottish rugby team has being doing well against England, but that is not grounds to justify her accusations against me. The SNP seems hellbent on exposing hate where there is none. I understand that of the 9,000 hate crimes reported under the SNP’s new law, with 3,419 made on 1 April alone, only nine will qualify under this new law, and seven of those nine have now been dismissed. Police Scotland deserves our thanks and our sympathy. I am sure that those police officers joined the force to do something much more helpful for their communities. It is only the Conservatives who have stood against this lunacy, and we will continue to do that. Other parties had the opportunity to repeal this law and chose not to. We on the Government Benches know that laws and movements based on hate and division always try to curtail freedom, and we know that in the end such movements always fail.

I associate myself with your remarks, Madam Deputy Speaker, about the late father of Mr Speaker.

The Chairman of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), is with his family right now, because his daughter-in-law is still extremely ill. I am sure the whole House will send our sympathy and best wishes for a speedy recovery. [Hon. Members: “Hear, hear.”]

On behalf of the Backbench Business Committee, I thank my right hon. Friend the Leader of the House for the allocation of time for the hospice funding debate. I hope that will take place on Monday. It is heavily subscribed, I believe, and a lot of Members will want to take part. We have now filled our Chamber time. On 2 May, there will be a debate on security in the western Balkans and another on pension schemes. On 9 May, if we are given the time, there will be debates on miners and mining communities and on the BBC mid-term charter review, both of which are popular matters for discussion. We have also allocated all the time available to us in Westminster Hall. If the Leader of the House has more time that she needs to allocate to the Backbench Business Committee, we can readily fill up that time if she wishes.

The Mayor of London made a solemn promise before the last mayoral election that he would not expand the ultra low emission zone to outer London. No sooner had he been re-elected than he started a consultation on expanding ULEZ to outer London. The fact that 66% of respondents objected seemed to have no bearing on his decision; he immediately introduced ULEZ to the whole of outer London, and people are suffering as a result. At this election, he is promising not to introduce pay per mile if he is re-elected. Can we trust him? Not a bit of it. The reality is that his adviser—

Thank you, Madam Deputy Speaker. One of the Mayor’s key advisers has let slip that the Mayor is planning to do precisely that if he is re-elected. Can we have a debate in Government time on promises made at elections and promises broken?

First, I thank my hon. Friend for stepping up in place of the Chair of the Backbench Business Committee. I am sure that all Members will join him in sending our thoughts and love to the hon. Member for Gateshead (Ian Mearns) and his whole family at this difficult time. I also thank him for the advert for future Backbench Business Committee debates.

My hon. Friend is absolutely right to point out the abysmal record and broken promises of Labour’s London Mayor, whose war on motorists will, I am afraid, continue. He is targeting people through the ULEZ and low-traffic neighbourhoods, which disproportionately hit those on low incomes. Meanwhile, Transport for London is not in a financially stable position, and every year, 15,000 fewer homes are being delivered than the Mayor promised in his London plan. Labour has a record of failing not only those in Wales, Birmingham, Nottingham and countless other places, but Londoners, who will be safer with Susan Hall. I urge all hon. Members to support her.

As the House may be aware, the Chairman of the Backbench Business Committee is not able to be here because his daughter-in-law is seriously ill in hospital, and it is right that he is by her side at this time. I am sure the whole House will wish her a speedy recovery. [Hon. Members: “Hear, hear.]

On behalf of the Committee, let me say that our debates in the Chamber are now full until 9 May, provided we are allocated the time by the Leader of the House. Equally, we are full in Westminster Hall until 2 May—obviously, we will have control of that time. So all those who wish to get applications in before the summer recess should do so quickly, as the Committee has been working overtime to process these applications.

The shocking rise in antisemitism and anti-Muslim hatred has been well publicised, but what has not been is the anti-Hindu hatred occurring on our campuses and across our country. I have the honour of chairing the all-party group on British Hindus and it has recently published a report on that hatred, on which action is clearly required all round. So will my right hon. Friend allow time in the Chamber for a debate on hatred of British Hindus and enable us to celebrate the contribution they make to this country? Given that it is Holi on Tuesday, will she also join me in wishing all Hindus “Holi hai!”?

On the all-party group’s report on anti-Hindu hatred, I will make sure that the relevant Secretary of State has heard what my hon. Friend has said today. I know that he has been campaigning on this matter for some time and that he will have listened to what the Minister for Equalities said about it at Women and Equalities questions yesterday.

I am sure my right hon. Friend will join me in congratulating Conservative-run Harrow Council on this year exceeding the usual number of apprentices it recruits. More than 50 young people have been given the opportunity to work across different departments, including eight in our schools. That obviously gives them the opportunity to build a career in public service. Will my right hon. Friend find Government time for a debate on apprentices in public services, so that we can congratulate the public services that are recruiting apprentices and shame those that do not?

I encourage the hon. Lady to re-read the Chancellor’s Budget speech to see what progress we are making on growth and inward investment into this country. This year, our investment summit had a record amount of money being put into this nation, with more than £30 billion garnered in just that week. She will know that yesterday we had revised forecasts on returning to our target for inflation. These are tough times, but the plan is working, and we are determined to see hard-working families through.

Before the pandemic, Transport for London’s finances were in a complete mess, because the Labour Mayor of London refused to raise fares in line with inflation. Now, after receiving from the Government the final instalment of the £6.2 billion to cover the covid period, he freezes fares again, refuses to pay the police the money they need to reform and keep London safe, and raises the council tax precept by 8.7%. Will my right hon. Friend arrange time for a debate so that we can point out the errors of the London Mayor and put us on course for proper government in London?

I thank my hon. Friend for again raising the appalling maladministration of the Mayor of London. Londoners are paying more to prop up the Mayor’s budget, not just in the increased headline rates, but also in a whole series of stealth taxes and fines that are being levied. Even the most fundamental services in London, such as the police, have enormous black holes in their budgets. It is an absolute scandal, and I hope that Londoners will rectify that situation in the coming months.

This weekend the first Romanian weekend school will open in my constituency in St Teresa’s primary school. This will be the first Romanian supplemental school, adding to the weekend schools we have for the wide range of diasporas in and around my constituency. While I am sure my right hon. Friend will welcome this initiative, may we have a debate in Government time on how we can provide more opportunities for supplemental schools for the various diasporas in this country, given the challenges they face in trying to introduce these schools?

I thank the hon. Gentleman for bringing us back to the matter of substance. He will know that I have worked with the Foreign, Commonwealth and Development Office, and particularly its consular teams, to ensure that Members can get information fast, particularly during recess, when dealing with cases in which people are in peril or immediate danger. I will touch base with the FCDO and with Members after business questions to ensure that all the advice and guidance is up to date.

I have been pleased to help obtain additional funding for urgent A&E services at Northwick Park Hospital, on which many of my constituents rely for their healthcare. The Northwick Park, St Mark’s, Central Middlesex and Ealing hospitals now have a collective backlog of £56 million-worth of urgent repairs. It is clear that hospitals across the country are crumbling. We need to have a debate in Government time on what we can do collectively to ensure that we have the medical facilities in this country that the public rightly demand and that we have a duty to provide.

Friend for his continued campaigning to ensure not only that his constituents have the healthcare professional uplift that they needed, and that they now enjoy, but that the buildings from which those professionals operate are fit for purpose. The next Health and Social Care questions are on 5 March. I know my hon. Friend is a passionate advocate on this issue, and I will make sure that the Secretary of State has heard what he said this afternoon.

I thank the hon. Gentleman for all his work on the Backbench Business Committee and for welcoming two weeks of business—nothing makes me happier than to come to the House and announce that. He knows that I take very seriously our obligations to provide the Backbench Business Committee with time to have its debates on the Floor of the House. I hope to update him shortly on when we can give him some additional time.

The hon. Gentleman raises an incredibly important point about football, and I find it amazing that it has been allowed to endure for some time. It is probably very unfair on not just the players but the travelling public. I will make sure that the Secretary of State has heard his concerns, and he will know that the next Culture, Media and Sport questions are on 22 February.

Collecting food waste from domestic properties is an expensive service both to set up and to carry out. Every local authority in west London has had the service for a long time—certainly before March 2023. In west London, the Department for Environment, Food and Rural Affairs is providing £230,000 in funding for Hounslow, £201,000 for Brent, £406,000 for Ealing and a massive £606,000 for Hillingdon. In my borough of Harrow we have had zero, yet we provide food waste collection to 4,136 flats, and the borough wants to roll out the service to over 18,000 more flats. It is clearly unfair that Harrow has been singled out. It is not getting the funding it deserves, and has not for many years. Could right hon. Friend arrange for the DEFRA Secretary of State or a Minister to make a statement on the Floor of the House on how that funding is allocated, and why Harrow does not receive its fair share?

The hon. Lady talks about normal service, and we have had normal service from the SNP this morning: the full bingo card of textbook, standard nationalist operating procedure. Failure to take responsibility for the things that it is responsible for: tick. Blame others: tick. Demonise opponents: tick. Distract from the indefensible things that we have found about this week: tick. A complete lack of self-awareness: tick.

Only the hon. Lady could come to this House and raise the issue of the covid inquiry this week. Perhaps she should have spent a little more time watching the evidence delivered by her own First Minister. We are having a covid inquiry and we did a lessons learned exercise because we want to ensure that this nation can be resilient in future and we want to learn the lessons. The hon. Lady’s party has been less than forthcoming on a similar ambition for its performance in Scotland. I would ask her to reflect on that. The only thing missing from the hon. Lady’s question is that she has somehow failed to accuse the UK Government of being responsible for an escaped macaque from the Highland zoo.

I also wish you a happy birthday, Madam Deputy Speaker. Last week Ram Mandir was consecrated in Ayodhya—the birthplace of Lord Ram—in Uttar Pradesh in India. That caused great joy to Hindus across the world. Sadly, the BBC reported that it was the site of the destruction of a mosque, forgetting that it had been a temple for more than 2,000 years before that, and that the Muslims had been allocated a five-acre site adjacent to the town on which to erect a mosque. Will my right hon. Friend allow a debate in Government time on the impartiality of the BBC and its failure to provide a decent record of what is going on all over the world?

My hon. Friend will know that the Secretary of State for Culture, Media and Sport recently reported on the BBC review, which raised very important issues. My hon. Friend knows how to apply for a debate, and he will know that the next questions to the Secretary of State are on 22 February. However, he has, I think, achieved his objective today, which was to get his concerns on the record.

I thank the hon. Gentleman for raising that. We have a good record and have halved crime since 2010 with roughly the same resource—once online fraud is stripped out—but some areas and issues remain stubborn. I very much appreciate that it is particularly challenging in rural areas. I will certainly ensure that the Home Office has heard his concerns. I know that, in other areas, there is good practice where even if there is not a physical police station, there is a physical police presence, and a lot of good practice is being shared across police areas, but I will ensure that the Home Office has heard what he has said.

My right hon. Friend mentioned the chaos that would have ensued had the RMT gone ahead with its strike on the underground over this past week. The strike was called after all the other trade unions had accepted the 5% pay offer, and the RMT and other unions were told there was no more money left. However, at the very last moment—literally hours before the strike was due to start—the Mayor of London magically found £30 million. He proposes to increase the council tax share in London by 8.7%. He refuses to give the Metropolitan police the funding it needs, and indeed he can find money for his vanity schemes, yet he still carries on with the ULEZ expansion, which is hated across London. May we have a debate in Government time on the chaos that seems to ensue in City Hall, and on its finances?

Londoners are enjoying the worst of all possible worlds. On the Mayor’s own assessment, he has had spectacular failure with regard to strikes—under his tenure, Londoners have had to endure 139 transport strikes, I think. My hon. Friend is right that this is not just capitulating to unions, while not protecting basic public services; it is rewarding people for taking strike action. I am not sure whether the Mayor has found £30 million, as there is some scepticism and questions are being asked about his budget, but he certainly has not found the £70 million shortfall in the Met’s budget to allow it to continue its reforms and good work. It is a sorry state, and I hope it will not be too long before they will have someone in City Hall who will look after their interests, have the backbone to stand up to militant trade unions and realise that clobbering hard-working people and charities through ULEZ is not a good idea.

I am sure that I speak for all of us when I say how sorry we are and how much our thoughts are with all those who have been affected by these appalling tragedies in the hon. Lady’s constituency. It is terrible when one terrible thing happens, and I know it rocks a whole community, but to have two such terrible events take place together is truly shocking. Of course, I will be very happy to meet her to discuss what more can be done. She knows I take a personal interest in ensuring that social media companies take their responsibilities very seriously. If there is anything we can do to assist her community, we stand ready to do so.

Abdul Wahid is the head of the UK arm of Hizb ut-Tahrir. He utters the most vile antisemitism possible and praised the attacks of 7 October as being a punch in the face for Israel. Not only is he uttering this vile abuse, but he is also an NHS GP in Harrow. There is a large Jewish community in Harrow and they will be fearful of going to their GP in case he is the one who sees them. May we have a debate in Government time on how we can root out extremists from public service? In my view, his right to be in this country should be cancelled and he should be deported. We must ensure that extremism is not allowed in our public services.

I know that many Members will be aware of this shocking case. My hon. Friend will understand that I cannot comment on specific details of what might be happening with regard to an individual, but I can say that the Community Security Trust has been recording an increased number of antisemitic incidents and hate crime, notably since the start of the current conflict. Of course, these attitudes and actions are utterly indefensible and should not be tolerated regardless of a person’s walk of life, but it is all the more shocking when that person has been charged with carrying out a public service, especially one that requires the trust and confidence of the local community. I am sure that this is not the last we will hear about the case that my hon. Friend has raised.

Our hard-pressed and hard-working police have had their leave cancelled, have been required to work overtime and are at breaking point just policing organised protests. To make it even worse, the Just Stop Oil brigade refuses to engage with the police about its protests. The Metropolitan police says that it has now cost taxpayers £20 million to deal with those Just Stop Oil protesters, so may we have an oral statement on police funding and what will be done to stop those protesters bringing London to a halt?

I join my hon. Friend in paying tribute to all the work that the police have done. Since we have given them some new powers, they have done an incredible job ensuring that activists do not disrupt traffic or stop emergency vehicles and keeping areas running, including our major motorways and, in particular, our capital city. My hon. Friend is absolutely right that those protests are costing taxpayers and using police resources—if he were to found a campaign called Just Stop It, Just Stop Oil, I think it would be very well supported. I will ensure that the Home Secretary has heard his concerns about resourcing.

I thank the hon. Lady for raising this—very sadly—timely question given the events of this week. As she knows, speeding is a critical issue and one of the biggest killers globally, affecting many countries. As well as measures we take at home, she knows that we make a big contribution to reducing the number of deaths on the road elsewhere. It is an excellent topic for a debate. I will download her interest to the Secretary of State, and I am sure that if she applied for a debate, it would be well attended.

My right hon. Friend has already mentioned the financial impact on poorer families of the Labour Mayor of London’s hated expansion of the ULEZ—ultra low emission zone—scheme, but she is probably not aware that the Advertising Standards Authority has found him guilty of using incorrect statistics in the scientific evidence, which led to its expansion. Given that authorities across the country are now considering introducing similar schemes, would it not be a good idea to have a debate in Government time on ULEZ, so that we can expose these lies for what they are?

I thank the hon. Gentleman for raising this important point. I am sure he has met the Home Secretary about his first point. If he has not to date, I would encourage him to do so. I am sure that if we were to hold a debate on this matter, it would be very well attended. I would like to use Government time to bring forward further legislation that enables us to get the Rwanda scheme working, and I hope that the hon. Gentleman would support that. He will know that the Minister for Immigration has announced the closure of the first wave of asylum hotels. I do not know if any of those are in the hon. Gentleman’s constituency, but he will know that that is the first tranche of several.

Yesterday, more than 60 Members of this House and the other place met under the auspices of the all-party Britain-Israel parliamentary group and witnessed the video of the true atrocities committed by Hamas on 7 October. Rarely have I seen Members of this House and the other place so silent and so horrified.

In contrast, overnight the Israel Defence Forces have facilitated the media to enter the Al-Shifa Hospital, the Rantisi children’s hospital and the Nasser Hospital, all of which have been demonstrated to be command and control centres and weapons centres. At the children’s hospital, there is clear evidence that hostages were kept there by Hamas and have subsequently been moved. That is in direct contrast to what many people have seen in the media across the world from those people who support Hamas.

May we have a statement from the Government, probably from a Foreign Office Minister in this place, on exactly what is happening in terms of progress in liberating Gaza from Hamas and the attempts being made by the IDF to minimise civilian casualties as this terrible war continues?

I thank my hon. Friend for raising this important point. He is correct that it is now clear that hospitals and other civilian places have been used by Hamas. That is not news: a 2015 report by Amnesty International alleges that the Shifa Hospital has served as a Hamas interrogation and torture centre for some time. To reassure the House, Members will know that the Israel Defence Forces are doing a huge amount and taking great care with regard to civilian lives, as they do the very difficult job of clearing these areas out and trying to destroy Hamas and their network. The IDF transferred incubators, baby food and additional medical supplies to hospital compounds, and on Sunday they opened up additional humanitarian corridors from various hospitals for civilians and patients to evacuate—on foot if they could, or via ambulance—to the south.

The Israeli-operated humanitarian corridors have reportedly been used by approximately a quarter of a million Palestinians. Today, I understand that Israel is facilitating the provision of fuel to the United Nations Relief and Works Agency to enable the delivery of aid into Gaza. Its job is made harder by the operations of Hamas—I think that, in terms of getting people out, a third of the names on the list provided by Hamas to Egypt and Israel were known Hamas terrorists, leading to delays in civilians getting the medical attention they require. This is an incredibly difficult situation, and I urge all hon. Members to be kept informed and up to date about what is happening on the ground.

This weekend, the nation will fall silent to remember those who made the ultimate sacrifice in the great war, the second world war and other conflicts. Next weekend at the Cenotaph, the Association of Jewish Ex-servicemen and Women will conduct its annual march. That will be a really important security operation for the Metropolitan police. Last year, my right hon. and learned Friend the Member for Cheltenham (Alex Chalk) became the first ever Minister to lay a wreath at that service. Will my right hon. Friend allow a debate in Government time on the contribution made by Jewish ex-servicemen and women, and will she prevail on the Defence Secretary or a Defence Minister to attend the service and lay a wreath?

I thank my hon. Friend for raising that very important point. It is right that we mark the contribution of all ex-servicemen and women. He mentions the—I think 120,000—Jewish servicemen who fought in world wars with our British armed forces. These are incredibly important events, and 19 November coincides with Mitsvah Day, a day when the Jewish community around the country will be supporting local charities and communities—another example of the service they give to their communities and this nation. I am very happy to ensure that there is ministerial attendance at that event. That tradition should continue. I cannot tell him which Minister, but I shall make sure that all relevant Departments remember the request.

The hon. Gentleman will know how to apply for a debate in the usual way. He has recently applied for debates and I think he has a debate on another topic later this week. The House is always happy to facilitate that. He is absolutely right: we want to ensure that information is taken from a wide range of sources. Historically, there have been scandals; we had the EU emissions scandal related to diesel vehicles. It is very important that information is out there and people can scrutinise it. I encourage all Members to make use of the House of Commons Library, which is a tremendous repository of information, but also to take their information from a wide variety of sources.

It is understandable that, after suffering the worst terrorist atrocity in its history and the largest loss of Jewish life since the holocaust, the state of Israel will now seek to eliminate the threat of Hamas and all the other terrorist organisations. Mr Speaker enabled a statement on Monday and then an urgent question. Rather than a statement, would it not be better for the House to have a debate, in Government time and on a Government motion, so that it can express its support for the state of Israel and we can come to a ready conclusion to send a strong signal? Does the Leader of the House agree that there can be no equivalence between the Hamas terrorists, who kill, maim and torture civilians and try to eliminate as many Jews as they possibly can, and the Israel Defence Forces, which seeks to target terrorists and minimise civilian casualties?

I think that many Members of this House would want further opportunities to discuss this very important matter, so I suggest to my hon. Friend that he pursues the idea of a debate.

There has been discussion over the last week of proportionality, and the term “collective punishment” has been used on the Floor of the House. It is incredibly important that we recognise that the International Committee of the Red Cross principle of proportionality does not mean an eye for an eye, as some have suggested. That would be perverse. We do not suggest via that very important principle that, if the Israel Defence Forces raided Gaza and beheaded a precise number of infants or burned a precise number of families or raped a precise number of women and girls, that would be okay—of course not. That is not what proportionality means. The principle of proportionality seeks to limit damage caused by military operations by requiring that the effects of the means and methods of warfare must not be disproportionate to the military advantage sought.

What Israel is trying to do is end Hamas, a terror organisation that is a block to peace. The IDF is a trained military force that is subject to the rules of armed conflict and international law. Its soldiers are trained in these ethical matters. Its targeting doctrine and analysis of it is in the public domain and subject to scrutiny. I do not think that Hamas produces joint service publications, but if it did, they would say the opposite. It is there to cause damage and suffering to Israeli civilians and it has no regard, either, to the value of Palestinian lives, whose suffering appears to be acceptable collateral damage to its cause. It is very important that all of us in this House understand those critical principles, and I am sure that the Library will be able to assist hon. Members.

Let me start by saying how much I enjoy our exchange every week, and how disappointed I should be if it were, indeed, to be our last. However, I feel that it is my duty to point out to the hon. Lady the error of what she asserts. She talks about denying the people of Scotland a choice in respect of their future. We are the Government who gave the Scottish people, as well as other residents of the United Kingdom, a vote on their future, in respect of both Scottish independence and Brexit. The difference between the hon. Lady’s party and mine is that we honour the results of referendums.

I know that the hon. Lady and her party have been campaigning hard on the two- child policy this week, so let me illustrate the powers and the opportunities that sit in her party’s hands. It may interest her to know that the projected black hole in the SNP’s budget, identified by the Scottish Fiscal Commission as a huge £1.9 billion in the next four years, is enough money not only to reverse that policy in Scotland, but to reverse it for the whole of the UK. As a Minister at the Department for Work and Pensions, I was amazed at the lengths to which the SNP would go not to take control over many aspects of welfare policy that we wished to devolve to it, choosing instead to criticise the UK Government for the decisions that they were making. The hon. Lady’s party is in power in Scotland. It pains me that it is in power, but it is and has been for many years, so it is time that its Members took some responsibility.

Earlier this week, in the Pakistani province of Sindh, two Hindu temples were ransacked and 30 women and children were taken hostage by armed insurgents. They are claiming that until a young Pakistani woman, Seema Haider, who wishes to marry an Indian man, returns to Pakistan, they will not release the women and children. The Human Rights Commission of Pakistan has condemned the move. May I ask my right hon. Friend to urge the Foreign Secretary to make the strongest possible representations to the Pakistani authorities to ensure that the women and children are freed and returned to their homes and loved ones immediately?

I thank my hon. Friend for bringing the House’s attention to a very serious situation, as he so often does. He is the second highest attender of business questions, and he always raises important matters. We are deeply concerned about this situation. I will make sure that the Foreign Secretary is fully aware of it, and we urge the Pakistani authorities to investigate any allegations fully, prosecute those responsible, and provide justice for the victims and their families.

My right hon. Friend will be well aware that the judicial review brought by the councils of Harrow, Hillingdon, Bromley, Bexley and Surrey against the Mayor of London’s extension of the ultra low emission zone has now been heard, and we are awaiting the judge’s decision. He has given a commitment to try to release the decision before 31 July. Whatever the decision, it will have ramifications not only in London but across the country, so can she arrange for a statement to the House on the position if the decision is announced before we rise for the summer? In Uxbridge, 25% of vehicles are non-compliant at the moment. Does she agree that the people of Uxbridge can send a strong signal to the Mayor of London by voting for Steve Tuckwell as their new MP?

My hon. Friend raises an important point. People who live in suburban areas are particularly reliant on vehicles. Public transport will get them to certain appointments, but households and businesses need to use cars. This is causing huge anxiety and stress at a time when people can least afford to absorb those additional costs, so I understand why it is such a concern both to households and to businesses. I know that that concern is shared by many in the House—certainly on the Conservative side—and that if he applied for a debate, it would be well attended.

There is an emerging scandal that the drone technology and other sophisticated weaponry being used by Russia in Ukraine, having been supplied by Iran, uses technology supplied by British universities. My right hon. Friend the Member for Haltemprice and Howden (Mr Davis) raised this with the Prime Minister yesterday, and the Prime Minister agreed that a cross-Government investigation will take place. I have written to the Secretary of State for Business and Trade with full details, and it is quite clear that this is an emerging scandal and a threat to our national security.

At the same time, the executions continue in Iran. There have been attacks this week by the Albanian police on the Ashraf peace camp for Iranian refugees, and there is pressure on the French to prevent the Iranian resistance from holding its conference next weekend. Can we have a debate in Government time on Iran’s nefarious activities, and on making sure our national security is safeguarded?

Yes, the members of that Committee were doing their duty. My advice to all hon. and right hon. Members, having had the Committee carry out the work we asked it to do, is to read the report. Members should make their own judgments about it and take the task that it is our privilege to do seriously and soberly. Members should use their own judgment on that. I can confirm that the motion before us will be votable and amendable, and it is House business, so I am expecting a free vote.

The hon. Member for Bristol West (Thangam Debbonaire) reminds us of a previous case, and I know these are difficult matters for the House. We have to look at the evidence and the report, but we are talking about people who are friends and colleagues. The task we face on Monday will be a painful process and a sad process for all of us, but we all must do what we think is right, and others must leave us alone to do so. I concur with the hon. Lady.

The hon. Lady has understandably focused on wrongs and gongs, if I may say so, but she will know that this Government have not been distracted from our duties. She mentions the cost of living. I know how stressful, frightening and exhausting that living from hand to mouth can be, and we are determined to support families and businesses through these tough and volatile times. Global economic conditions have been made worse by the actions of those who would do us harm. The latest atrocity in Ukraine will have knock-on effects globally. As a country, we must, and we will, weather this storm. That is why we are supporting households on average to the tune of £3,300. It is why we have frozen fuel duty for the 13th consecutive year. It is why we have the triple lock and the largest ever increase to the national living wage. It is why we have doubled the personal allowance. It is why we are capping bus fares and why we have introduced tax-free childcare, supporting 2 million families, and are expanding that offer further still.

The public need a plan from their Government to grow the economy, to halve inflation and to reduce debt. Those are their priorities, and that is why they are our Prime Minister’s priorities, too. The hon. Lady will know that we are a resilient nation. We have had the fastest cumulative growth in the G7 for the past two years. The International Monetary Fund has revised its forecasts up, and we have avoided a technical recession that many said was inescapable. This week, we learned that employment is higher than pre-pandemic levels. We have 4 million people into work, half of whom are women. The percentage of women in high-skilled jobs is up 38.5% since the hon. Lady’s party was in power.

In tough times, this country does not need doom-mongers and hand-wringers; it needs fighters, grafters and hope-bringers. It needs a Government who will back families, workers and wealth creators and all who invest in every sense in our nation. That is what we are focused on, including, most notably during London Tech Week, the growth sector of artificial intelligence. In contrast, we know what Labour’s AI policy is: anti-investment, anti-infrastructure, anti-innovation and anti-individuals.

In 13 years of Labour Government, they managed to electrify just 60 miles of rail track. Their top 10 worst IT failures cost half the schools budget. They had no free childcare for under-threes, they gifted us the fuel duty escalator and they thought it an acceptable state of affairs that someone in a second job got to keep only 2p for every additional pound they earned. No Labour Government have ever left office with more people in work than when they came to power. AI is not a danger to jobs and wages, but a Labour Government certainly are.

I was pleased earlier this week to be re-elected as co-chairman of the all-party group on the holocaust memorial and education centre. I understand that the Standing Orders Committee has considered the progress of the Holocaust Memorial Bill, which will bring both the much-needed and expected education centre and the memorial to fruition. Can my right hon. Friend provide a progress report on that Bill, but also on the long-promised boycotts, divestment and sanctions Bill that the Government have promised to bring forward?

I congratulate my hon. Friend on his re-election to that important role. On the first Bill he mentions, he knows how important this is to the Government and to many people, and it is also important that we bring these things forward in a timely way. He will know that the next stage is for the House of Lords Standing Orders (Private Bills) Committee to meet on 19 June to consider the Standing Orders that apply, and I hope the Bill will continue to make good progress. The second Bill is also making good progress, alongside the Procurement Bill, as he will know, and I will announce further business in the usual way.

I will make sure that the Secretary of State has heard the hon. Gentleman’s remarks. The care workforce is under tremendous pressure, with an enormous number of vacancies at the moment. He will know that the Secretary of State is looking not just at what we can do to bolster that workforce, but at the status of that job and the support people have in it.

Yesterday, no fewer than three 24-inch mains water pipes burst in my constituency, causing extensive flooding, traffic chaos and a widespread lack of clean water across my constituency. The good news is that two have been repaired today, but the third repair is still outstanding. That comes on top of the chaos that has been caused by Affinity Water replacing the water mains, supposedly as an improvement. So may we have a statement or a debate in Government time on the action being taken across the country to replace outdated water mains, so that the chaos that ensued in my constituency is not spread across the country?

I am extremely sorry to hear about this ongoing issue in my hon. Friend’s constituency. I will certainly make sure that the Secretary of State has heard his concerns about this, as the next departmental questions are not until 6 July. I just wish to put on record my thanks to all those who are working in his constituency to make sure that vulnerable people in particular are looked after at this time.

Diagnostics of all descriptions are a priority for the Government, which is why we have uplifted funding and created new diagnostic centres, in part to help us crack through the covid backlog. I strongly suggest that the hon. Gentleman raises this matter with the Secretary of State at the next questions on 6 June, and asks to speak to the Minister. I am not equipped to answer his question, but the Department will be. I strongly suggest that he seeks a meeting.

I associate myself with my right hon. Friend’s remarks about our dear friend Karen Lumley. She certainly brightened up Prime Minister’s Question Time—each week, we were not sure what colour her hair would be.

This weekend, on Sunday 28 May, Azerbaijan will celebrate independence day. Azerbaijan was created as the first secular Islamic republic at the end of the great war, after the Soviets had taken over Russia. British troops were involved in defending Azerbaijan against an invasion by the Turks at the time. Azerbaijan was the first country to enable women not only to be represented in its Parliament but to vote—way before we did. However, that did not last long, because the Soviets invaded and, indeed, until 1991 it was part of the Soviet Union. It eventually gained its independence. Will my right hon. Friend join me in celebrating Azerbaijan’s independence day and in welcoming the Speaker of the Azerbaijan Parliament to this country in celebration?

While I am on my feet—I crave your indulgence, Madam Deputy Speaker—I am sure that the whole House will wish us well as the Lords and Commons cricket team embark this afternoon on our first match of the summer, taking on Harrow School in our annual fixture.

My right hon. Friend will be aware that Vahid Beheshti was carrying out his hunger strike on the opposite side of the road from the Foreign, Commonwealth and Development Office for more than 70 days before being taken to hospital. The good news is that he is likely to be allowed to leave hospital today. The bad news is that there are continued threats to his peace camp. May we have a statement from the Foreign Secretary about measures that the Government will take to combat the Islamic Revolutionary Guard Corps and the nefarious activities that it has launched in the UK, and about the literal epidemic of executions taking place in Iran right now, involving innocent people whose only crime has been to demonstrate against the current Administration?

I thank my hon. Friend for raising that important point, and I am glad that Vahid Beheshti is recovering and regaining his strength. His protest was not just about what was happening in Iran, important though that is; it was also about the increasing intimidation of and threats to murder individuals who are in the UK. That should concern us. Such threats have been made against Vahid Beheshti and others supporting his protest, and the message we should all send from this place, today and every day, is that our eyes are on those people. We will ensure that they have the right to protest and get across their point of view about what is happening in Iran.

I thank the hon. Gentleman for the advertisement for future debates. I remind all Members of the House that this is an incredibly valuable tool that we have now been using for 13 years, and I hope that he will organise some suitable celebrations for that landmark birthday. There are many ways in which we can make change and improve things for our constituents. A lot can be done in business questions, but a lot can also be done in such debates when the will of the House is shown and there is cross-party concern and support for particular campaigns and issues. I encourage all Members to make use of this welcome innovation.

I add my congratulations to my right hon. Friend on her performance at the coronation. The wait for the renters reform Bill seems never-ending. It is important that we get the Bill right, but we are running out of time in the Session, particularly given the queue of legislation in the House of Lords. The other eagerly awaited legislation is the leasehold reform Bill, which has been pressed for in this House for a long time. Could the Leader of the House give us an update on when that Bill will come before us?

I thank the hon. and learned Lady for raising this important point, and may I say how sorry I am to hear that? It is incredibly important that we allow people to debate and discuss issues, and view films. It is incredibly disappointing to hear of people being presented with a situation that is intimidating, upsetting or violent. This is a particular issue for lesbians, because historically the LGBT movement has given them a lower profile than gay men, for example. It is incredibly important that we be very aware of these sorts of issues. I shall certainly make sure that the Minister for Women and Equalities and the Home Secretary hear her concerns.

I too was at St James’ Park, and I am still getting over it. At least Tottenham are refunding the gate money after that game.

Today is the 64th day that Vahid Beheshti is on hunger strike opposite the Foreign, Commonwealth and Development Office. Last week, together with 125 other Members of both Houses, I wrote to the Prime Minister about the hunger strike. The letter was copied to the Foreign Secretary and the Home Secretary, and drew attention to the plight of the poor people in Iran, and the need to proscribe the Islamic Revolutionary Guard Corps in its entirety. I am pleased that Mr Beheshti had a meeting with Lord Ahmad and the Security Minister relatively recently, but there is still no action from the Government. Can we have a debate in Government time on what measures we will take to proscribe the IRGC in its entirety? Let us have a vote on that, so that the Government can support it and then make it actuality.

I thank my hon. Friend for raising that important point. We are all extremely worried about the fact that Mr Beheshti is on the 64th day of his hunger strike. I visited him much earlier, in the first month of his strike. He is doing this not just because of the situation in Iran, I think, but also because of the situation that we increasingly face in the UK, with people being intimidated, threatened or worse by the regime and its proxies. I hope that he will soon bring the hunger strike to an end, but I understand why he is doing it. I am glad that Ministers have met him. The hon. Gentleman may wish to raise the matter again with the Foreign Secretary on 2 May.

I warmly welcome the release of the Government’s action plan to combat antisocial behaviour. In Harrow, more than 5,000 cases of antisocial behaviour have been reported to the council this year alone. It is the second most important crime issue that people experience and suffer. Will the Leader of the House arrange for a debate in Government time on what we as MPs and local authorities can do to combat this problem? In Harrow, we have a consultation on a public spaces protection order to cover the whole borough, for instant action against those who commit these crimes, which would reassure people.

While I am on my feet, I remind the House that we are we celebrating not only Easter but Passover, Ramadan, Rama Navami, and Vaisakhi at the end of the recess period. All religions are included in the Easter recess.

I thank my hon. Friend for his final remarks wishing everyone well during this incredibly important period in religious calendars, and I congratulate him on his focus on antisocial behaviour. In the year ending September 2022, there was a 35% increase in police recorded incidents of antisocial behaviour, but we want that number to continue to go down. That is why we have announced the new antisocial behaviour plan. We look forward to working with my hon. Friend to ensure his constituents are safe and feel safe.

We have introduced the Bill and other legislation to tackle these issues. If he needs any particular support on those individual cases, I would be happy to assist him. We are here to ensure that legislation is scrutinised and, where possible, improved, so it will be business as usual for this Bill. I am glad we are bringing it forward.

The hooliganism of Khalistani hooligans outside the Indian high commission on Sunday is a disgrace to this country. This is the sixth time in as many years that the high commission has been attacked in a similar way. As my constituency neighbour, the hon. Member for Harrow West (Gareth Thomas), pointed out, security guards were injured, an attempt was made to remove the tricolour and windows were smashed. Khalistani militants are operating across the world; Canada, the United States and Australia saw similar attacks over the weekend. We are harbouring Khalistani terrorists in this country right now. Can we have a debate in Government time on what action we can take to ensure that these terrorists are held to account and banned in this country?

I thank my hon. Friend for adding his voice to those of others who have condemned this action. We take the security of the Indian high commission extremely seriously and we have been in close contact with the Government of India on this issue. He will know that it will be for the police and the Crown Prosecution Service to determine whether action involving warrants and criminal proceedings is needed, and I am not able to comment further on that.

My right hon. Friend raises some important points. He will know that in order to implement the Windsor framework, a series of statutory instruments will need to be brought forward, and we need to ensure good time to debate those and areas of concern. This SI, which I have described as a keystone in that Windsor framework, is a section on which the whole framework depends. It will be an important debate. The SI will be published on Monday. That is the earliest I think we can bring that forward, but I wanted to give all hon. and right hon. Members as much notice as possible.

In just a few weeks’ time, we will be celebrating the coronation of King Charles III, and people up and down the country will be planning their celebrations. It therefore would be helpful if we could have a statement from the relevant Minister on the arrangements for communities to celebrate in the time-honoured fashion. Will the Leader of the House join me in congratulating Conservative-run Harrow Council, which has agreed to waive all fees for street parties on such a celebratory day?

One of our manifesto commitments was to halve rough sleeping, and then end it by the end of this Parliament. During the pandemic, we actually achieved it under the Everyone In programme. The Government have thrown a lot of money at attempting to halt rough sleeping, but recent figures demonstrate a 26% rise in the number of people rough sleeping, and, indeed, a rise in the number of people threatened with homelessness. Could we have a debate in Government time on what action the Department will take to actually deliver on our manifesto commitment and end rough sleeping for good?

I thank my hon. Friend for raising that point. I know that he is an assiduous campaigner on this matter, not just for his constituents but across the country. Rough sleeping levels are currently 35% lower than they were a few years ago, and we clearly had some opportunities during the pandemic to tackle some of the difficult issues that had been driving people on to the streets. We need to continue that, and we are putting forward £433 million in the rough sleeping accommodation programme, which will deliver 6,000 move- on homes and accompanying support services.

I know that this is an issue of concern to many Members across the House. Certainly we have seen, from the volume of warrants being issued at magistrates courts, that it has affected a large number of people. Anticipating that hon. Members would want to be able to provide good advice and support to their constituents who may have wrongly been put on a prepayment meter, I have already raised the issue with the relevant Department and asked it to put together a “Dear colleague” letter, so that where we find that vulnerable individuals have been forced on to prepayment meters, Members have the right information to ensure that the situation can be rectified swiftly. I shall make sure that the Secretary of State for Energy Security and Net Zero has heard the hon. Lady’s comments today.

I place on the record my concerns and condolences for all of the people affected by the terrible earthquake in Syria and Turkey.

Domestically, Royal Mail is reviewing customer service points to reduce markedly the number available. That will affect us all and constituents across the country, making it more inconvenient for people who are not at home when deliveries arrive to go to a customer service point and collect their parcels or post. Apparently, Royal Mail will not consult the public, just Ofcom, and will ask if it can reduce the service from six days a week to five. Can we have a debate in Government time on this vast reduction in service, which will be inconvenient for all our constituents?

I thank the hon. Gentleman for raising this important issue. I know many people will ask why we are concerned about such matters in this place and say that surely it is not a matter for us, but a matter for the Church; I would point them to the large number of letters we all receive, not just from parishioners, but from members of the clergy. I understand why this is a focus for many Members across the House. The Second Church Estates Commissioner, my hon. Friend the Member for South West Bedfordshire (Andrew Selous), responded to an urgent question on this matter, and I refer hon. Members to that. As politicians, we perhaps more than most appreciate the difficulty of the judgments that the Church needs to make in this respect, but I know there have been meetings this week both in Parliament and with the legal profession about the implications of this decision. I hear what the hon. Gentleman says and I know this is an issue that many Members of this House will wish to pursue.

Today is the deadline for outer London local authorities to sign up to dictator Khan’s unreasonable demands to erect cameras and other signage in their boroughs for the ultra low emission zone. Given that that decision will affect more or less the whole south-east of England, with councils all over the region concerned about their residents driving into London, will my right hon. Friend arrange for a debate in Government time, so that we can express our view and send a very strong message to dictator Khan that he should not be implementing this policy—[Interruption.]

The title that the hon. Gentleman gave the Mayor of London is causing some disquiet across the Chamber. The Mayor of London is not a dictator. The Mayor of London can be voted out of office, and I would encourage people to do that, because I think that some of the policies he has implemented are causing immense difficulties, not just to residents but to businesses in London and outside, and not just in surrounding boroughs but in constituencies such as mine where tradesmen need to come into London. We have to enable people to make such transitions, and I think that—particularly at this point, when they have little liquidity in their businesses and households—a more sensible and considered approach might be appropriate.

I thank the hon. Gentleman for that suggestion and for the tone in which he always engages. I feel strongly that many Members will have ideas about what else we can do to make ourselves the best legislature in the world, and I know that you have that ambition too, Mr Speaker. We will very shortly bring forward a survey, which is supported by the shadow Leader of the House, the hon. Member for Bristol West (Thangam Debbonaire), to look at what additional support and services we can develop to enable hon. and right hon. Members to do their job better and to support them in that kind of engagement. I hope that all Members will respond to that survey when it comes out. I think the hon. Gentleman’s suggestion is excellent.

Today is Republic Day in India, and many millions will be celebrating in style there, as will the diaspora across the world. Very sadly, the BBC has chosen over the last two weeks to show what can only be described as propaganda videos on behalf of the opposition to the Government of India —particularly scurrilous and baseless attacks on Prime Minister Narendra Modi—and to quote the involvement of Jack Straw when he was UK Foreign Secretary. Can my right hon. Friend arrange for a debate, in Government time, on BBC impartiality? It is quite clear that this is a gross dereliction of the BBC’s duty. I agreed with only one thing in the two shows: the final comment about Narendra Modi and the Indian Government being re-elected at the next election and probably the one after that.

My hon. Friend has very clearly got his concerns on the record. I know that they are shared by others in his constituency. The BBC, as he and all Members know, is governed by the royal charter—it is an independent body—and we also have in Ofcom a regulator whose job it is to ensure that the BBC is robustly held to account for delivering its public service duties, including accuracy and impartiality. I would suggest that he engage with the BBC and Ofcom if he feels the need to, but he has got his concerns on the record today.

I am pleased that the hon. Gentleman has obtained funding. All our thoughts and prayers will no doubt be with the poor people of Ukraine, who are suffering from the illegal invasion by Russia. This is not the first time that Russia has invaded sovereign territory. Thirty years ago today, Soviet troops invaded Baku in Azerbaijan, trying to prevent the independence movement from succeeding. The result was 150 people killed outright and 800 severely injured. The end result was the break-up of the Soviet Union, demonstrating that in the end force does not work. Will my right hon. Friend join me in wishing the survivors and the relatives of the victims of Black January commiserations, and in expressing solidarity with the people of Azerbaijan?

It has been a particularly grim week, looking at the situation in Ukraine and the results of Russia’s war in Ukraine, in particular the scenes from Dnipro. We can all imagine what it would have been like sat there having breakfast with family and then suddenly your home is not there along with your husband, your father, your children, your household pets. What we have seen this week is appalling and I hope the war will swiftly be won by the Ukrainian people. My hon. Friend is right that it has echoes of horrors of the past and I thank him for drawing attention to the anniversary of Black January, when Soviet troops were deployed to Baku. It is an important part of the history of Azerbaijan and there are many people in the UK who will also want to remember those sad times.

I start by wishing the shadow Leader of the House a speedy recovery. She will be frustrated to have lost her voice. I wish her well and hope she is not feeling too bad.

I shall be charitable to the hon. Member for Newport East (Jessica Morden), because I do not think she has understood what the strikes Bill is doing. In addition to the powers in the Bill, we will focus on three areas: two blue-light services, and rail. That is because unions have behaved responsibly in other areas, such as nursing, where agreements are in place. We will act where we have concerns about threat to life or huge disruption and misery for the general public, with devastating impacts on their lives. For example, some people are losing their job because they cannot consistently get to work. Labour’s London has had nearly 100 public transport strikes, which is unacceptable to the public.

The proposal is modest and proportionate, many other countries do similar, and it will not prevent people from taking strike action should they wish. It will protect the public from the worst impacts on their lives and wellbeing. To dismiss a sensible approach before seeing the legislation and before the consultation that will help us arrive at the safety levels is, frankly, putting dogma before duty to the public.

However, I live in hope of a U-turn, because there have been quite a few from Labour recently. This week, we learned that the Opposition have gone from placing education at the heart of what they do to having nothing to say on the matter, except on the tax status of schools. They said they would defend freedom of movement, but now they are not. They said they would nationalise rail, mail, energy and water, except they are not, but then they might. They said they would not use private sector providers for the NHS; now they would. They said they wanted patients at the heart of healthcare and no more NHS reorganisation, except they now plan to abolish GP practices: the largest possible NHS reorganisation. They said they would abolish tuition fees; now they would not. They said they would restore faith in politics, but then blocked Brexit and now oppose the Retained EU Law (Revocation and Reform) Bill, which includes good scrutiny measures and, as the hon. Lady knows, flexibility on whether to push out each statutory instrument and on what areas are priorities for Government reform. They said they want local people in the driving seat, except that at every possible opportunity they want to take powers away from communities and give them to regional bodies.

The Leader of the Opposition said he did not want to get out the “big Government chequebook”, but Labour’s current spending commitments say otherwise, with £90 billion of uncosted spending plans. The Opposition say they want to clean up politics and that they are patriotic and on the side of hard-working families, yet some of their largest donors are also backing Just Stop Oil and one has been an agent of the Chinese state. They say that the unions’ demands are unaffordable, but join them on the picket line. So I live in hope that we might have another U-turn from the Opposition and that their position on this important strike legislation will change by Second Reading.

Happy new year, Mr Speaker. Over the past three years, the most hideous crime in my constituency has been the theft of catalytic converters, with gangs of thugs arriving at people’s properties and threatening those who own the cars with baseball bats or iron bars while stealing the catalytic converters. Over the Christmas period, we heard that only about 5% of those thefts have been solved. May we have a debate in Government time on action that can be taken to combat this heinous crime and to prevent the thugs who do it from profiting from their thefts?

I thank the hon. Gentleman and send my good wishes to his colleague, the hon. Member for Edinburgh North and Leith (Deidre Brock)—I am sorry not to be able to wish her a good Christmas in person.

The hon. Gentleman talks about the most vulnerable in society. This Government have not just acted to protect people this winter by providing cost of living payments and extra money to the Scottish Government to enable those to happen, but we have increased benefits in line with inflation—that is our record, as well as introducing the triple lock. If the Scottish Government were so aggrieved, the hon. Gentleman needs to explain why they did not take up their powers on controlling welfare payments earlier, as they could have done. They were very happy to leave things with the UK Government for longer than they needed to.

The hon. Gentleman did not actually mention Scottish independence until the very last moment in his speech. I thought he might be setting a record by talking about other issues, but he let himself down at the last moment. Normally, I am pretty brutal with his colleague, the hon. Member for Edinburgh North and Leith, who is not here today. However, in the Christmas spirit, I will not just outline all the rational arguments that I do every week for why we are better together as the United Kingdom—the £2,000 tax dividend; the strength of our defence and security; our global reach; and our ability to offer support in a crisis situation, whether it is cost of living issues or any help needed, for example, with the ongoing situation in Shetland, where His Majesty’s armed forces are available to step up and help. Sometimes we forget that the arguments for the Union are ones that appeal not just in the head but to the heart. The reason so many people in this place object to the SNP’s obsession with independence is that it will rip apart a family of nations and the families that live in those nations. That is my Christmas message to the hon. Gentleman and his colleagues this year.

All this year, Hindus across the world have been celebrating Pramukh Swami Maharaj’s birth centenary. That culminates with a festival that begins today in Ahmedabad, where, literally, millions of Hindus will gather, culminating in the opening of a new mandir. Thousands of our constituents will be visiting, so, as we celebrate Christmas, will my right hon. Friend join me in wishing those travelling to India a very successful festival? Can we have a debate in the new year on the contribution made by Pramukh Swami Maharaj in building more than 1,100 temples across the world, so that Hindus can celebrate their religion?

The SNP has done its best not to take up the powers given to it. I remember, at the Department for Work and Pensions, my frustration when it had powers to act on welfare. It would rather criticise the Westminster Government than take the responsibility and power offered to it, and actually do its own thing. I wonder why that is. It is because the SNP wants power, but it does not want to be held responsible or accountable for delivering services. I am afraid the people of Scotland are finding it out on that.

Very sadly, the number of rough sleepers has increased once again and people are being forced to sleep rough on our streets. The cold weather is once again upon us and organisations across the country, including Shelter, Crisis and others, will be opening shelters to accommodate people during the cold weather. During the pandemic, dormitory-style accommodation was quite rightly outlawed, but that meant separate rooms had to be provided for people who were rough sleeping. At the moment, I understand that no guidance is being given by the Department on what should happen now. May we therefore have a statement from the relevant Secretary of State on what advice is being given to the charities and organisations that give wonderful support to people who are forced to sleep rough?

I thank my hon. Friend for raising this matter. In the last few years, in part because of what happened during the pandemic, we have been able to halve rough sleeper numbers. There is, I understand, advice on gov.uk relating to shelters and other facilities. I think there is advice on Shelter’s website, too. However, I shall write to the relevant Department and make sure that advice is up to date and that all such organisations are aware of it.

I hope the right hon. Gentleman will be supporting measures in trade deals or our memorandums of understanding with the states of the United States to improve all of this—the mutual recognition of qualifications and the slashing of bureaucracy. I look forward to him, when those matters are debated on the Floor of the House, supporting the measures that the Government bring forward. I remind him also that the Home Office is offering all colleagues one-to-one surgeries to crack through any difficult cases, issues or obstacles that are proving difficult to get over. I remind him of that service. I am sure the Home Office stands ready to assist in any way that it can.

Today is Great Union Day, when Romanians celebrate the unification of what we now call modern Romania at the end of the great war. Indeed, Romanian is now the third most spoken language in the UK. Can we have a debate in Government time where we could celebrate not only Great Union Day, but the massive contribution that Romanian citizens make to the economy of this country?

This is an incredibly important matter for this Government in terms not just of the programmes that we do, but of ensuring that the right policies are in place.

In Iran, 60,000 people have been arrested for protesting, hundreds have lost their lives, and many are being warned that they face the death penalty. The agreement on the joint comprehensive plan of action seems to be in complete tatters. Thanks to you, Mr Speaker, two urgent questions have been granted recently, but we have never had a debate in Government time on what is going on in Iran and what the Government’s position will be. Can we now have such a debate? Today, there is an attempt at the United Nations Human Rights Council to launch an investigation into Iran’s activities, and its activities against its own people. Surely now is the time that our Government should be launching a debate in Parliament so that we can pile on the pressure.

I thank my hon. Friend for raising that important matter. I know that it is of huge concern to Members in all parties. Many events will be taking place in Parliament to ensure that the voices of the Iranian people can be heard and that we hear about what is going on there. The UK supported the special session at the UN to which he referred. I will write to the Foreign, Commonwealth and Development Office and the Foreign Secretary to make sure that they have heard his concerns today.

I did hear the particularly tragic case that was raised yesterday, and of course I am aware of the wider issues involved in this anomaly. On Sunday 20 November, the annual parade of the Association of Jewish Ex-Servicemen and Women will take place at the Cenotaph. I thank you, Mr Speaker, for granting me an Adjournment debate on the subject. This year’s event is special—it is the 100th anniversary of the commencement of the parades. I have attended them every year since I was elected, but unfortunately a Minister has never been present. It will be too late by the time of my Adjournment debate, so will my right hon. Friend prevail upon her Cabinet colleagues to ensure that a Government representative is at the centenary parade?

I was very sorry to hear about the several incidents in the hon. Gentleman’s constituency. I am sure that all hon. Members will want to send their thoughts to the families of the victims. We hope that the person who survived that terrible attack will make a recovery. It is incredibly important that we tackle violent crime. The Government have lifted restrictions on stop and search and removed more than 72,000 knives and dangerous weapons in recent times, but more needs to be done. I am sure that, if the hon. Gentleman wanted to apply for a Backbench Business debate, he would have support across the House for it.

In the past week many of my constituents have been afflicted by flooding from sewerage systems that are completely inadequate. Developments have taken place, but no further improvement of the sewerage system in Harrow has been made. May we have a debate in Government time on what measures we can put in place to ensure that, when developers put in applications for developments, proper consideration is given to sewerage systems so that people are not afflicted with unnecessary flooding?

This is incredibly important. Planning committees need to give due regard to infrastructure not just for developments but, for example, for the astroturfing of pitches and so forth. I will raise this matter with the new Secretary of State. I also encourage my hon. Friend to raise it in questions.

Thank you, Mr Deputy Speaker. The Chair of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), is indisposed, so he has asked me to report.

In addition to the business that my right hon. Friend the Leader of the House has announced, on Tuesday morning there will be a debate in Westminster Hall on baby loss and safe staffing in maternity care, and in Westminster Hall next Thursday there will be debates on Colleges Week and World Menopause Day—all subjects that I think colleagues will wish to debate. On Tuesday 1 November, provided Madam Deputy Speaker agrees, there will be a debate on the importance of religious education in modern Britain.

We have a queue of debates requiring Chamber time, so I am grateful to the Leader of the House for announcing further dates for the Backbench Business Committee. We are also short of debates for Westminster Hall on Thursdays, so I encourage colleagues to apply for Westminster Hall debates.

On Monday it is Diwali, and Hindus, Sikhs and Jains will be celebrating in the time-honoured fashion. Will my right hon. Friend join me in wishing everyone Shubh Deepavali, and Nutan Varshabhinandan for Wednesday and the Hindu new year?

I am sure my right hon. Friend has seen widely circulated reports about the arrest of 24 men for having sex with a 13-year-old girl in Bradford. This follows a series of scandals, in Rotherham, Rochdale and other places, that have a common theme: a cultural problem of men thinking it is okay to groom young girls for the abuse of sex. It is clear we have a cultural problem, so may we have an urgent debate in Government time on how we will combat that and, in particular, how we will protect young girls who are in the care of local authorities?

I thank my hon. Friend for raising this appalling issue. I am sure all Members of this House would have been appalled to read some of the details of these cases involving very young girls having to go through the ordeal of not only sexual assault and rape, but it being done repeatedly, by multiple men. It is appalling. I encourage him to apply for a debate in the usual way, but I will also write to the Home Secretary and urge her to update the House on what more can be done to tackle this appalling situation.

I join my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) in condemning the violent attacks on Hindu temples in Leicester and Smethwick only last night. Next week, the Hindu festival of Navaratri begins, on 24 October we will celebrate Diwali, and the following day is Hindu new year. The Hindu community in this country are seriously concerned about their safety in going about their celebrations, so could my right hon. Friend arrange for an urgent statement to be made by the new Home Secretary on what arrangements will be made to make sure that our Hindu friends and neighbours are able to celebrate their religion in peace and harmony, as they have always done?

Before the recess, I raised the plight of Obaidullah Jabarkhyl, a young Afghan boy who became separated from his family when they fled Afghanistan. Very sadly, he ended up in Paris while the rest of the family ended up here. Over the last 12 months, his solicitor, the family and my office have been trying to get him reunited with his family. The good news is that yesterday he arrived at King’s Cross and was reunited with his twin brother. However, this highlights the problems there are for Afghan refugees and others who are separated from their families across the world. Equally, 11,000 Afghan refugees are still in hotels in this country. May we have a debate in Government time on the plight of refugees, and on how we can ensure that we can short-circuit this and get people into decent homes that they can make their own?

My hon. Friend is an assiduous campaigner on these matters, and he continues to raise his concerns but also concerns shared by many Members of the House. I know that the new Home Secretary will be looking at these issues and asking other Government Departments to grip them. I would be happy to raise this issue on his behalf, and I will certainly encourage the Home Office, as I have mentioned, to be as helpful to Members of this House as possible in resolving these cases.

As I have alluded to, as well as the economic benefits that we hope trade agreements will bring, they are about highlighting the fantastic food safety, quality and welfare standards of our local produce and are an opportunity to champion that. For example, on my recent visit to the United States I met the agriculture commissioners of every state and talked about the practices and values that sit behind what we do here in the UK. The United States is interested in that and wants to reform some of its practices. I know that the hon. Lady is passionate about this agenda and hope she will support us in ours.

The hon. Lady raises a very important point. I reiterate that we are working to get a deal. We will continue to negotiate until that becomes an impossibility, but I am hopeful that we will get a deal. We have invested a huge amount in ensuring that businesses are ready. Most of the things that businesses and citizens will need to do are already known and are not contingent on the final negotiations. I stand ready to assist if the hon. Lady’s constituents or businesses have particular issues, but an enormous amount of support is available—not just information but webinars and dialogue with experts and officials—to ensure that people have all the information. There is also, of course, the substantial campaign, which has been running for many weeks, to ensure that people are fully informed about what they need to do before the end of the year.

I am sure that my right hon. Friend will join me in congratulating the International Trade Department on the new trade deals with major markets, including Japan, Kenya and Canada, with many more to come. Will she confirm that nothing will be done in our negotiations with our friends from the European Union that will compromise our ability to do new trade deals around the world?

I can give my hon. Friend those assurances. That is one of the main motivating factors as to why people wanted to leave the EU. Many other reasons related to the EU’s trade policies, protectionism and their impact on developing nations in particular. I will happily join my hon. Friend in praising the International Trade Department, which has had a huge amount of work to do in not only forging new trade relationships, but rolling over and improving existing arrangements with many nations. That does not often make the press, but it is a substantial amount of work and the Department has done an excellent job.

Although all the people understandably want to return home, it is important to recognise that they can do so only when the conditions are met, which means that we are in a protracted situation. We are proceeding with this as soon as a suitable legislative vehicle is available. However, I can update my hon. I have frequent discussions with the Department for Business, Energy and Industrial Strategy. We are doing further consultative work, but my message to business is, “Don’t wait for that.” An exemplar of flexible working is our civil service, which offers flexible working from day one. As a consequence, it has a wider pool of people to pick from. So do not wait for us, but we are going to do some further things.

I have taken on board your wise words on perseverance, Mr Speaker, so when will my right hon. Friend introduce proposals to repeal the Equality Act 2010, which makes specific provision for caste as a protected characteristic?

My hon. Friend is consistent and persistent, and he is right to be. We obviously need a suitable legislative vehicle and parliamentary time, but our request to proceed with drafting has been cleared by the Parliamentary Business and Legislation Committee. On the guidance that we want to provide, we are confident that we can publish it before summer.

This is a complex area, and I thank the hon. Lady for raising it. In addition to the efforts we are making with the Saudis and the Emiratis to try to get supplies into Yemen, we are also aware of in-country issues with moving supplies around, including basic vaccines and so forth. My right hon. Friend the Minister for the Middle East is in frequent contact with all parties, as am I.

The Indian diaspora in this country is incredibly generous in donating money to fund orphanages and schools for disabled children in India. What assistance can the Department give to match fund that generosity?

Our aid programmes in India are limited to investments on which we make a return and to technical support. We do not do traditional aid programmes in India, and we certainly do not fund the types of institutions to which my hon. Friend refers. If he thinks we should be doing something that we are not, he can write to me and I will take a look at it, but that is our policy.

Taking your sage advice to persist, Mr Speaker, may I ask my right hon. Friend when she will respond to the long-awaited consultation on removing caste from the Equality Act 2010?

I congratulate my hon. Friend on his persistence. I will do that shortly; I know that many Members of this House want that to be done. Since the last Women and Equalities questions, I have met the Dalit community—the meeting was organised by the hon. Member for Stretford and Urmston (Kate Green)—and I am considering their particular concerns. I hope to make an announcement on this in the coming weeks.

I agree so much that I signed up myself. I pay tribute to the armed forces for the work they have done in recent years, in particular the RAF, some of whose initiatives have been pioneering. I would like to see more women serving in our armed forces; our armed forces will be operationally better if that is the case.

Our public consultation on how best to ensure that there is appropriate and proportionate legal protection against caste discrimination ran for six months last year. We received more than 16,000 responses, which demonstrates how important this matter is to some groups and communities, and we will respond in due course.

I welcome my right hon. Friend to her post. She is the third Minister for Women and Equalities since the consultation closed, and I have no doubt that she is going to wade through those 16,000 responses, which will overwhelmingly be in favour of caste being removed as a protected characteristic. Will she agree to meet me so that I can brief her on the feelings of the community on this matter?

I understand my hon. Friend’s frustration. He has really championed this issue for a long time. I have already agreed to meet him, and I am very happy to do so, but I can reassure him that previous holders of this post have already briefed me and that this matter is receiving my immediate attention.

I should thank the hon. Lady for affording me the opportunity to associate myself with the remarks of the Prime Minister yesterday. This has been an appalling episode taking place during CHOGM week, and she took the opportunity yesterday to apologise and to provide reassurances to Commonwealth partners as well as to people here. It is important to reiterate that anyone who answered Britain’s call all those years ago has the right to remain and call Britain home. The Home Office has, as the hon. Lady knows, put in place new measures to ensure that no one should have any concerns about the process.

12. I thank my right hon. Friend for her answer, particularly on health. Will she rededicate herself to the elimination of malaria, polio and other such diseases across the Commonwealth?

In my speech last week, I reiterated that programmes on health are one of the best ways that we can use UK aid, providing a win for the developing world and also contributing to our own global health security. We have made some commitments on malaria during CHOGM, and there will be a malaria summit this evening.
