I do not have time immediately available for a debate on the investigations and inquiries relating to Jimmy Savile. Indeed, it might be difficult to hold such a debate while police investigations are taking place. None the less, I will of course ask my right hon. Friends to reply to the hon. Lady on this. I would also say, as someone who knows Kate Lampard, that I am sure she will conduct her investigations in relation to the NHS independently and effectively.

Will my right hon. Friend grant us a debate on the employment figures? The Opposition seem to want to do down those figures, but I would particularly like to celebrate the fact that there are more women in employment now than ever before.

My hon. Friend makes an important point. It is important to recognise that, if employment were not rising, Labour Members would have been the first to say that we should debate the matter. Instead, they dwell on bad news. Such, I suppose, is the nature of opposition. They seem to be wallowing in that kind of thing. They seem to like being in opposition, and I think we will leave them there for a long time. My hon. Friend is absolutely right, however. The increase in employment, especially among women, and the reduction in youth unemployment are things that we should take the opportunity to celebrate.

I reassure hon. Members that no decisions have been taken as yet. Such a project would be a major undertaking, and a final decision will not be taken for some time and would probably be a matter for both Houses. This will clearly require careful study and planning.

Most of the current Palace of Westminster dates from the mid-19th century, and much of the external structure and weatherproofing has been untouched since then. Many of the utilities and services inside the Palace date back 60 or 70 years. There is a major backlog of remedial work, including that involving asbestos, which is being professionally assessed and must be remediated in accordance with regulations.

In January this year the Commission appointed a study group to examine all the possibilities, including a temporary relocation of Parliament. The group was assisted by two Members from each House. The report of the study group is not yet finalised, but it is expected to be submitted to the Commission and the House Committee of the House of Lords at the end of next month.

On my hon. Friend’s suggestion about Birmingham, I cannot possibly comment. In regard to the costs, it is my experience from my past life that a decant and a quick contract are often preferable to a series of contracts with no decant, but that is a matter for the study, and we must be led by the evidence that is produced. We will follow that properly.

I thank the hon. Gentleman for those answers. My concern is about decanting and its cost. Does he view the September sittings as a significant barrier to achieving the necessary repairs without completely closing Parliament? A contractor could be let in during the long summer period, and while I acknowledge what the hon. Gentleman said, this would be preferable to hon. Members.

The hon. Lady makes a good point about the September sittings. I have given evidence on the subject. Again, there is a balance to be struck between the cost of a day’s sitting and the advantage one might gain on a contract, but in this case we are into something of a quite different magnitude. There is already estimated to be £1 billion-worth of backlog, and these are not contracts of 10 or 11 weeks; they are seriously big contracts, so all options to ensure best value for the taxpayer and allow the Commission to make the right choice must be looked at.

The hon. Lady will remember that, before the last election, the then Home Secretary made it clear that if he and his party were re-elected, they would not be able to guarantee that there would be no reductions in the number of front-line officers. It is the view of the Government that it is possible for police authorities to cope with the budgets they have been allocated and protect the effectiveness and visibility of front-line policing.

In response to a question from a Labour Member, the Leader of the House mentioned the Commonwealth discussions that the Prime Minister has had about the royal succession. May I urge the Leader of the House to tell us when we might expect a debate on the royal succession Bill and what that Bill might include?

When we have a Bill there will, of course, be a debate. I am grateful to my hon. Friend for raising the issue. In his statement, the Prime Minister said that we are intending to legislate

“to end the system of male preference primogeniture and the provision that anyone who marries a Roman Catholic would be ineligible to succeed to the Crown.”—[Official Report, 31 October 2011; Vol. 534, c. 31WS.]

Any legislation that we bring before the House has to work for 16 countries, and to that end a group of senior officials from across those countries is working urgently to agree the necessary legislation. When that has been done, it will be brought before the House.

Will my right hon. Friend the Leader of the House outline how business leaders in my constituency and Derbyshire in general can put their ideas to the Chancellor in respect of his announcement yesterday on establishing more enterprise zones?

As my hon. Friend will know, the Cabinet recently met in Derby in her county. We met wealth creators in Derby, and they pressed the case for more investment in the town and the county. Members will have an opportunity in today’s debate on the Budget and subsequent debates to make the case for an enterprise zone in their constituency, and I note that my hon. Friend has made an early bid.

If the matter is indeed not devolved but retained, I will of course draw it to the attention of the Under-Secretary of State for Business, Innovation and Skills, the hon. Member for Kingston and Surbiton (Mr Davey), who is responsible for postal affairs, and establish whether he can take any action to ensure that deliveries get through.

The Leader of the House may be aware that hauliers are to be penalised by the European Union, which is considering introducing a 4-metre height limit on new trailers. I have been lobbied by several hauliers in my constituency, not least Mr Robin Allen, who fears that that is much lower than the current limit and that hauliers will not be able to carry the same amount of goods, which means that there will be more lorries. The bridges do not need to be made any higher, because the trailers are already being driven under them. Will the Leader of the House refer the matter to the relevant Minister?

I am all in favour of fewer lorries on our roads. I think that it would be best for the Secretary of State for Transport to have a dialogue with the Road Haulage Association, establish whether those anxieties are reflected more broadly throughout the industry, and then establish whether we can take action to minimise any loss of trade carried on the larger trailers.

It is deplorable that the winner of the prize is unable to attend the ceremony, and I deplore the loss of liberty involved. Foreign Office questions are next Tuesday, when the right hon. Gentleman will have an opportunity to raise that matter, but I can tell him that it was raised when my right hon. Friend the Foreign Secretary recently visited China.

Will the Leader of the House grant a debate on the appropriateness of Royal Mail stopping the delivery of mail when there is snow on the ground? In large parts of my constituency, no mail has been delivered for about seven days because Royal Mail feels that it would be inappropriate for postmen and postwomen to go out in case they slip, and small businesses are suffering.

I am very sorry about that loss of service in my hon. Friend’s constituency. I hope that the health and safety measures to which she refers will be fair, balanced and proportionate. I understand that Royal Mail has an agreed policy with the unions whereby they conduct a walk-risk assessment process for the postal round—it is referred to as a “walk”. I will raise the issue that she raises with the Under-Secretary of State for Business, Innovation and Skills, my hon. Friend the Member for Kingston and Surbiton (Mr Davey), to see whether he has a role to play in restoring the service in her constituency.

The Leader of the House may be aware that two large businesses in my constituency are closing or making people redundant. I wrote to the Secretary of State for Business, Innovation and Skills some time ago, and he promised he would try to fit in a visit to my constituency. Could the Leader of the House give me any advice on how I can impress upon the Secretary of State the urgency of such a visit?

I understand my hon. Friend’s concern about the loss of jobs in her constituency. She will know that my right hon. Friend the Secretary of State for Business, Innovation and Skills will shortly make a statement. If she stays in her place, she may have an opportunity to put her question directly to him.
