Order. The question was about Chester, so there was no particular reason to talk about Wales.

I will leave open the question of whether a bust of the right hon. Member for Greenwich and Woolwich (Mr Raynsford) is any more or less substantial than any bust of the Secretary of State.

I thank my right hon. Friend for his statement, and I want to revisit a comment that has been made by colleagues on both sides of the House. It appears that the rot started to set in as a result of electoral fraud at the very beginning, and that that was the first step. Many people from a south Asian community background feel that it is unfortunate that this spotlight has been shone on the community. I hope that, for the sake of community cohesion, the proposed action can be a stepping stone towards ensuring that we have a full, robust and fair electoral system. Many migrants come to these shores to escape electoral fraud and dishonesty in the countries they came from.

I warmly thank the Secretary of State and I know that Angela Wells and David Hudson, the head teachers of the Buckingham and Royal Latin schools, will similarly thank the right hon. Gentleman.

In September this year in my constituency, a free school will be opening in one of the most deprived wards in Wolverhampton, providing an invaluable ladder for social mobility. Can my right hon. Friend confirm that a future Conservative Government will provide free school places and free schools to meet the needs of local people?

I call Paul Uppal. [Interruption.] Order. I am quite worried about Opposition Front Benchers. They are in a state of quite extraordinary excitement, but I want to hear Mr Uppal.

Thank you, Mr Speaker.

Immigration cases take up most of the case load at my weekly surgery, particularly during the summer months, when the wedding season and many other family occasions take place. Will the Home Secretary and the Minister for Immigration, my hon. Friend the Member for Ashford (Damian Green), consider pinning down responsibility for sponsorship when people come here to visit their families on such occasions? That would tackle head-on the problem of absconding, fraud and overstaying. The last Labour Government examined the matter when immigration was an issue, but they ducked it and chose not to do anything about it.
