Commons ChamberI listened very carefully to the hon. Gentleman. The Solicitors Regulation Authority deals with professional misconduct and I know that it takes all complaints very seriously indeed. The solicitor profession has a long and honourable tradition of quality work and I know solicitors would want that to be maintained, so if there are any particular cases, I urge they be taken up with the SRA.
3. What steps the Crown Prosecution Service has taken to increase the conviction rate for hate crimes against disabled people.
The proportion of successful outcomes of disability hate crime cases increased from 77.2% in 2012-13 to 81.9% in 2013-14. To build on this improvement, as recently as last month the CPS published a new disability hate crime action plan further to improve the prosecution of disability hate crime and the experience of disabled victims and witnesses.
I thank my hon. and learned Friend for that response. In my constituency, I have worked with various organisations and individuals who have highlighted to me the fact that from a BME community background this can often be a culturally taboo subject to talk about. May I impress upon my hon. and learned Friend the importance of being mindful of that? We should send a strong, robust message on hate crime, through not just his own good offices but those of other organisations as well?
I thank my hon. Friend for that question and I hear very much what he says, and I am sure the CPS hears it too. All discrimination cases should be treated equally. It is troubling that disability hate crime remains the lowest strand of offences prosecuted, which is why the CPS action plan is a vital step forward.

T2. Like many in the Chamber, I welcome the fact that we will devolve more powers to cities and to the west midlands in particular, but will my right hon. Friend be mindful of the fact that the character of the constituency that I represent and the city of Wolverhampton do not wish to be consumed by or subsumed in a Greater Birmingham authority?
I understand the hon. Gentleman’s pride in the identity of his constituency and of the constituents he represents. Equally, working collaboratively across the west midlands is the best way to draw on the strengths of the region. That can be done effectively, while retaining local identity, through the partnership between Greater Birmingham, Solihull, the black country and other places in the west midlands. It is that combination of collaboration and retaining local identity that is the secret to the success in his area.

Commons ChamberTo be fair, the reason I have repeated myself is that I have been on my feet for about two hours so there is bound to be some repetition—and even hesitation and deviation at moments. The point I make is that we have in the past been prepared to back up our actions, as we did with other EU partners over the issue of research grants to Israel. However, as I said, the first step is to make absolutely clear our condemnation of this, and I will work with others to make sure it is reversed.
One reason why so many young people of a south Asian heritage, be they men or women, are put on the conveyor belt towards extremism is that they often have the baggage of a dual cultural heritage. I have been on this journey so I know that the pressures placed on them by extended family and their own community groups are acute and powerful, but within the vacuum there is often a lack of British identity. May I impress on my right hon. Friend the fact that it is crucial we have a debate that propagates the view that someone can have a traditional view of Islam, which stresses justice, faith and truth, but within that they can essentially be British, and that to do that in a pragmatic way is quintessentially British?
My hon. Friend has put it extremely well. It is perfectly possible for people to come to this country and integrate in our way of life while maintaining their own religion and faith and the traditions that go with them. Over the years, Muslims, Hindus and Jews have all managed to do that in Britain, but perhaps we need to do more to help it to happen. That is where the debate goes into how we teach in schools, how we try to integrate communities and how we promote the use of English. All those things are important steps on that journey.

Commons ChamberNo, the hon. Gentleman is not right. He is right that Chesterfield will have substantial investment in skills, which will be very important for his constituents, but he is wrong to say that there will no flexibilities. It will be open to the local enterprise partnership to bring forward projects, as it has done—it made those proposals—and to vary them if it thinks that that is in the local interest.
May I tell my right hon. Friend that the people of Wolverhampton are very heartened by this news, particularly as people have tried to talk down the city in the past? In that vein, will he elaborate on the Wolverhampton interchange, which will help private enterprise and connectivity in the 21st century?
My hon. Friend has been campaigning for improvements to the Wolverhampton interchange for all the time he has been in the House, and it is a great day for him to succeed in that campaigning. The interchange is supported by businesses locally, and it will mean big advantages not just for Wolverhampton but for the whole of the region because of the connections that will be made—for example, from Wolverhampton to the new HS2 station.

Commons ChamberPerhaps I could send the hon. Gentleman a copy of my article in The Sunday Telegraph and of the Bloomberg speech, which set out the key areas, including ever-closer union, that are so important.
A point that is very rarely made—with the democratic deficit we have, following the recent European elections—is that there has been a huge and significant rise in extremist parties. May I impress on my right hon. Friend, for when he next meets his European counterparts, that if we fail to reform the status quo we are creating an environment that is very difficult for minorities across Europe, but if we reform, it will create an environment in which we can extinguish a lot of such extremist feeling?

Commons ChamberWe need to build more houses in our country and that is why we are reforming the planning system, which Labour opposed, why we have introduced Help to Buy, which Labour opposed, and why we have put extra money into affordable housing, which Labour opposed. Labour is now the “build absolutely nothing anywhere” party and as a result housing will become less affordable.
Over the past few decades, hundreds of millions of people have been lifted out of poverty in India and China. As those people have increased their living standards, their energy demands have increased, too. Does my right hon. Friend agree that if we are to have sustainable, long-term and cheap energy, the innovative deal that the Chancellor heralded a few weeks ago through the Chinese initiative is crucial and much better than short-term political gimmicks?
That was an important step forward in encouraging inward investment into our country to help fund our nuclear programme. That means that we will have dependable supplies of low-carbon electricity long into the future. People might oppose foreign investment—it sounds now like the Labour party opposes foreign investment and with all the flip-flops the Opposition have done this week, I would not be at all surprised if they did not start to oppose nuclear energy, too—but getting that foreign investment means that we can use our firepower to build hospitals, to build schools, to build roads and railways and modernise our country.

Commons ChamberWhen the hon. Gentleman’s party put the top rate of tax up, millionaires paid £7 billion less in taxation. We are having a lower tax rate that will raise more revenue. That makes pretty good sense.
Just a few weeks back, my right hon. Friend became the first serving British Prime Minister to visit Amritsar in Punjab. As a British Sikh, may I say how warmly his visit was received? More importantly, will he congratulate Her Majesty’s Government on the pioneering work they have done in searching the Sikh turban at European airports? It shows that we can have a proactive relationship with Europe, rather than a reactive one.
I thank my hon. Friend for all the work he does in this area and for how he consistently raises issues about the British Sikh community, the immense contribution it makes to our country and the respect that we should show it. I also thank him for accompanying me on that trip to the Golden Temple—something that I will never forget. It gives me the opportunity to say, on behalf of the House, how much British Sikhs give to Britain and how much we thank them for it.

Commons ChamberOf the three main failings highlighted in the Francis report, may I point out particularly to my right hon. Friend the third—that of the defensive culture in the NHS? Historically, clinical negligence cases continually highlight the fact that it is the recognition by hospitals that something has gone wrong that often blocks the issue being addressed. My right hon. Friend was absolutely correct to say that often families are not looking for financial remuneration but for a clear apology. May I impress on him and the Secretary of State my request that any future inspection regime should put that at the heart and the centre of any inspection?
My hon. Friend is right. That was why I mentioned in my statement the importance of trying to have a transparent and frank inspection system, such as that in schools, because that challenges complacency. If a report is received that says that a school is not up to standard, the community knows and the teachers know. Yes, it can be depressing for a while as it is sorted out, but it is much better than leaving problems to fester.

Commons ChamberI thank the hon. Lady for her invitation, and I will think about it carefully. I know that my right hon. Friend the Secretary of State has attended her Select Committee. She is right, of course, to say that the Committee plays a crucial role in mobilising the opinions of many groups—non-governmental organisations and others—which take an interest all this. I hope that she recognises—as I know she was there—that the Government made considerable efforts to talk to all those groups on an ongoing basis, notwithstanding their evident disappointment in the outcome of the summit, and we will of course continue to do so.
There is great news about the economic development of sub-Saharan Africa, which is a possible portent for the future but is also a double-edged sword, because that development is built on the back of natural and mineral resources. Can my right hon. Friend assure me that the UK will continue to take a lead on sustainability, and will tackle concerns about eco-protectionism head-on?
That is one of the issues that were raised forcefully by many of the leaders from Africa. I had a meeting with President Meles of Ethiopia, who is a leading thinker on all these matters. He recognises, in a way that I think is pretty far-sighted, that notwithstanding the challenges that his people now face, he will be doing a disservice to them and, indeed, to future generations of Ethiopians if they do not use the resources that are available to them in a sustainable fashion.

Commons ChamberMy hon. Friend puts it very well. This is not a question of right or wrong; this is not black and white, because it is a question of balance. I said that Jenny Watson rightly has a balanced approach towards the issue. My concern is that this legislation does not recognise the reality; the Government construct Aunt Sallies and then knock them down, without coming forward with a legitimate basis on which to make their proposals. So I think that postal votes and proxy votes are important issues.
The hon. Gentleman makes a specific point about knocking down arguments and Aunt Sallies. I have found from my experience as a constituency MP that many black and minority ethnic communities, particularly migrant communities, came to this country because they wanted to live in an environment in which there was a belief in a robust democracy. Although this issue of highlighted cases of electoral fraud is important, the impression is being given that there is a laxity on this issue and that there is a question about how robust the system is. By putting forward this argument, the hon. Gentleman is undermining a lot of the faith and belief that we have in the robustness of the current electoral system.
With respect, I do not believe I am doing that. I am trying to present a case that is, above all else, accurate. I am not denying that electoral fraud takes place and that it is a problem; all I am saying is that the problem is not on the scale that many Conservative Members and elements in the Government seem to believe it is. As my hon. Friend the Member for Scunthorpe (Nic Dakin) said, we have to take a balanced approach to this issue. If public perceptions are that widespread fraud is occurring in certain areas, we have a duty to tell things as they are, to spell out the truth and to respond accordingly. In a modest way, that is what I am trying to do.
Indeed, and that is one of the things to which I alluded earlier, as have ACPO and the Electoral Commission. Many people make complaints, be it in the heat of the moment or otherwise, but are then unable to substantiate their allegations, which often fall by the wayside, completely unproven.
I remember being in a radio studio for “Beyond Westminster”, where I heard a young lady of Pakistani descent talking about the amount of courage she needed to go live on radio to discuss this issue. She said that many dozens of her relatives would like to speak about this issue and how they had been pressured on voting, but did not wish to raise it because they felt it was too controversial and doing so would cause their communities harm. I heard her give that interview on radio.
I do not doubt what the hon. Gentleman says for a moment; all I am saying is that it is unwise to take a particular incident and extrapolate way beyond it, as hon. Members have done all too often, including on Second Reading. Speaker after speaker attempted to justify individual electoral registration and the particular procedure with regard to postal vote and proxy vote carry-overs on the basis that there was widespread electoral fraud. I simply do not think that that is a legitimate argument that can be substantiated.
I have been careful to keep my remarks particular to Great Britain and not refer to Northern Ireland. [Interruption.] With all due respect, it is not covered by this Bill. I think that the situation in Northern Ireland is different. I hear what the hon. Gentleman is saying, but, again, it would be wrong to extrapolate from what is happening or what has happened in Northern Ireland to what is happening in other parts of the United Kingdom.
If what the hon. Gentleman is saying is correct, will he not concur that he has absolutely nothing to fear from the Bill, as drafted?
I have concerns, because my objective is simple: to ensure that as many people as are entitled to be on the electoral register are on the electoral register. All hon. Members will uphold that simple democratic principle. My concern about the detail of this Bill—and we have not seen the secondary legislation yet—is that it provides all kinds of unreasonable hurdles to individuals to prevent them from exercising their legitimate decision when the time comes to vote or not to vote. That is worrying, and it is part of the motivation behind our amendments.
Let me develop my argument about postal votes. One welcome thing that we have seen in the past few years is that more people are finding it convenient to be on the register and have a postal vote. However, many people, particularly those who are elderly or disabled, are concerned about the Bill. That is why all hon. Members have received representations from a range of different organisations spelling out in detail their concern; for example, a circular has been distributed by organisations that have come together to speak with a collective voice. These organisations include disability charities, Scope, the Royal National Institute of Blind People, Mencap and Sense. They all expressed concerns about the transitional arrangements for postal and proxy votes because they believe that the effect will be to disfranchise many disabled people who are entitled to be on the register.
