Commons ChamberI look forward to joining my right hon. Friend on the Back Benches and continuing to campaign on this issue. I also pay tribute to her for the work that she has done on this issue. She is right: it is an absolute scourge. We must continue to fight it, and we must continue to raise awareness of it, because there are too many people today in this country—not trafficked into this country, but British citizens—who find themselves taken into effective slavery. We must raise awareness of this, and we must constantly work to combat it and to end it.
I recognise the concern that the hon. Gentleman is showing for his constituency, and the worry and concern that there is for those people who are employed in the business that he has referred to. Of course, whenever we see closures of factories and closures of industrial sites, the Government do act to ensure that support is available for those who find themselves losing their jobs, should that be the case.
However, the hon. Gentleman says that I talked of having a modern industrial strategy. We have a modern industrial strategy. It is a modern industrial strategy that is essentially setting the background and the framework that will enable the economy of the United Kingdom to be the economy for the 21st century.

Commons ChamberMy hon. Friend will know that, in terms of the activities of Russia across a range of issues, the European Union has used the tools at its disposal. I referred in my statement to the sanctions in relation to Russian activity, particularly in Ukraine, but it is the case—he is right—that Russia does not permit the extradition of Russian citizens who are suspected of crimes in other jurisdictions. We all across the world should recognise the importance of ensuring that those responsible for crimes can be brought to justice. I urge a change of opinion, but I suspect that Russia will continue to wish not to extradite its citizens, which means that those who have been the victims of crimes such as the use of Novichok on the streets of Salisbury, the murder of Alexander Litvinenko and the downing of MH17 do not find the justice that they deserve.
The Prime Minister has set an ambitious climate target for this country of net zero carbon emissions by 2050, but it will only be successful if there is strong co-operation across the European single market. To that end, did the Prime Minister have discussions with her counterparts in Europe at the European Council about the possibility of setting an external tariff to the common market area which reflects the carbon intensity of imports to the European Union?

Commons ChamberI always look forward to the prospect of a walking holiday, but, obviously, with matters as they stand at the moment, my focus is on trying to ensure that we deliver on Brexit and do that with a deal and by getting the legislation through.
The Chancellor of the Exchequer described the proposal to hold a ratification vote on the Government’s deal as perfectly coherent and worthy of consideration. Given that there have been efforts across the House to build consensus around this idea, will the Prime Minister at least agree that it is worthy of consideration and that it is coherent, reflecting the model of the Good Friday agreement?
The Chancellor did indicate that this was one of the proposals that has come forward. I have indicated on a number of occasions—I have done it in answer to a number of questions in this House—that I continue to believe that we should deliver on the result of the first referendum.

Commons ChamberI say to the hon. Gentleman that this House will have decisions to take and it will have to look at the consequences of those decisions, but the easy way to ensure that he is not in the position that he sets out is to vote for the deal when we bring the meaningful vote back.
The Prime Minister seems incapable of thinking more than one move ahead. Clearly, she is more of a draughts player than a chess player. Let me spell out the issues here: the Prime Minister’s deal has already been defeated and the House has already rejected leaving on no-deal terms. I do not see that situation changing in the next few days, so in all probability the House will vote to extend article 50. But what will the Prime Minister do, because the 27 EU states have said that they will agree to an extension only on the basis of a general election or a referendum of some description. What will the Prime Minister’s negotiating basis be? What will she do if one of the EU27 happens to scupper this by vetoing it?
The hon. Gentleman has layered assumption on assumption and on assumption in his question. The first stage is for us to ensure that we can bring back a deal from the European Union with the changes that this House has required such that this House will support it and we can leave on 29 March with a deal.

Commons ChamberI am not quite sure what timescale the hon. Gentleman thinks he would save by having a second referendum, because that in itself would take considerable time to take through the House and put in place. I will respond to him in the way that I have responded to others: I do not believe that it is right to have a second referendum. I believe that it is right to deliver on the result of the 2016 referendum.
The Prime Minister could achieve a majority in the House if she were just to recognise the scale of the defeat that she had on her deal recently and bring forward an amendment to her red lines on a customs union, with a British say in trade deals. That would be the way to break the impasse, but she does not seem to be prepared to do that because it would break her own party in the process, so it is party before country. However, she is also presenting a false choice to Parliament by saying that it is a choice between a deal or crashing out with no deal. We know for a fact that the Prime Minister has the option, if it came down to the wire—to the last 24 hours—to revoke article 50 and stop the clock to save us from a disastrous no deal. If it came to it, would the Prime Minister do that?
The hon. Gentleman suggests that I revoke article 50. Revoking article 50 means going back on the result of the 2016 referendum—
It is no good the hon. Gentleman shaking his head. What the European Court of Justice made clear in its determination was that it was open to an individual member state to request a revocation of article 50, but that that meant staying in the European Union.

Commons ChamberI am not sure whether it is appropriate for me to comment on my hon. Friend’s husky intelligibility at this point, Mr Speaker.
May I say to my hon. Friend that it is important for this country to continue to have good relations with the European Union once we have left? Working to leave with a deal that is agreed by both sides will help in that regard. People have focused on the backstop in the withdrawal agreement and often on the trade aspects, but the security aspects—the arrangements with the European Union to enable us to continue to work together on matters such as dealing with terrorism and organised crime—will be important in the future.
Time marches mercilessly on towards 29 March. Given the current trajectory, it is not beyond the realms of possibility that we will end up in a situation on 28 March when the Prime Minister will have failed to agree a deal, but also failed to negotiate an extension to article 50. She will then be faced with two options: to see the United Kingdom crash out with no deal; or to revoke article 50. Only one of those in that situation would be in the national interest, so which choice will she take?
I am working to ensure that we can agree a deal with the European Union that will secure the support of this House such that we leave on 29 March, but do so with a deal.

Commons ChamberThe sensible way forward is to deliver on Brexit for the British people and to do so with the deal that has been negotiated with the EU.
The Prime Minister received a letter that I and many other colleagues across the parties in this House signed warning against the impact of a no-deal Brexit on our industries, particularly our manufacturing industries, that rely on very sensitive supply chains across the European continent. Faced with this dilemma tomorrow night of a deal that is dead in the water or a default to a no-deal situation, it is clear that the Prime Minister cannot in all conscience entertain any scenario in which no deal is a possibility. Is it not her duty now to rule out, once and for all, no deal under any circumstances, as it is not in the national interest? She should not countenance it under any circumstances.
I am not asking Parliament to vote for no deal; I am asking Parliament to vote for the deal that ensures that we avoid no deal.

Commons ChamberWill the Prime Minister accept that the fundamental premise of this deal is not going to change and that no amount of sugar-coating is going to build a majority in this House for a fundamentally dead deal? Will she face up to the reality of democracy, face the House of Commons, put it to a vote and allow Parliament to decide what happens next, instead of holding us all hostage to her own misfortune?
The fundamental premise of this deal is that it delivers on the referendum, respects the decision taken by the British people and does so in a way that protects people’s jobs and livelihoods for the future. I believe that is the right premise for the deal.

Commons ChamberThe key element of the political declaration is that, first, it gives us greater freedom to negotiate on services, because this is an area, as my hon. Friend says, where the single market has not been developed by the European Union. Secondly, it is important—again, this was hard fought for—to get a recognition that, in relation to services, the future relationship could go beyond those that existed in other free trade agreements, because this is an area that has not been well developed in other free trade agreements. It is to the UK’s advantage, of course, given the importance of services to our economy, to develop it in this relationship with the European Union, and of course with other countries around the world.
The man who wrote article 50, Lord Kerr, has said today that the characterisation of a choice between the Prime Minister’s deal and defaulting to a no-deal situation—or going back to square one—is a false choice. Who is correct, the man who wrote article 50 or the Prime Minister?
Article 50 is the basis on which the negotiations have been held. It was the triggering of article 50 that led to the negotiations and led to the timetable for leaving on 29 March 2019. Article 50, in itself, does not determine the nature of any future relationship with the European Union, so it is not a question of what article 50 says; it is a question of negotiating a deal. We have negotiated a deal, and it is a good deal for the UK.

Commons ChamberWe will ensure that Parliament, before it takes the meaningful vote, is able to see both the future framework as it is developed in greater detail than it is at the moment in the outline political declaration, together with, as I have indicated, the various forms of analysis that the Government have committed to.
Given that the Prime Minister’s own Scottish Tory MPs no longer have confidence in her Secretary of State for Scotland, who has been trampled over on fisheries and the Irish backstop, and who could not even turn up today, how can she seriously suggest that this deal offers anything other than an undermining of the integrity of the United Kingdom?
The hon. Gentleman’s portrayal of the position of the Secretary of State for Scotland is completely wrong. The Secretary of State for Scotland is doing an excellent job, together with my Scottish Conservative colleagues on the Government Benches, in defending the interests of Scotland, and is doing so in a rather better way than the SNP.

Commons ChamberIt has been announced this morning that Sir Jeremy Heywood is sadly standing down as Cabinet Secretary and head of the civil service to concentrate on his recovery from ill health. Jeremy has been an exemplary public servant for more than three decades, serving with the highest distinction Prime Ministers and Ministers in all parties in the finest traditions of the civil service. As he steps down, he can look back on a contribution to public life that few in our country can match, and I am personally very grateful to him for the support that he has given me as Prime Minister since my first day in No. 10. I am sure that the whole House will join me in offering our very best wishes to Jeremy and his family.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.
Two teenage brothers from my constituency, Somer and Areeb, have lived in Glasgow since the youngest was five years old. They are now naturalised Glaswegians, but they live in constant fear of deportation to a country from which they fled in fear of their lives. Their school friends at Springburn Academy rallied to their cause by launching a petition, which has now been signed by more than 90,000 people, and which was recently presented to the Home Office by the school and the Moderator of the Church of Scotland. However, that action has been met with callous indifference.
When the Leader of the Opposition met the children in August, he was appalled by the lack of compassion shown by the Home Office towards these boys who have been kept in limbo for years. Will the Prime Minister now review the case, and meet the boys to witness at first hand what life is like at the sharp end of this Government’s hostile environment?
Every case in relation to people’s right to stay here in the United Kingdom is looked at extremely carefully, and I will certainly ensure that the Home Office looks again at this case.

Commons ChamberYes, I am happy to give that reassurance to my hon. Friend. Not only in relation to our negotiations with the European Union, but in relation to our modern industrial strategy, we are ensuring that we are a great place or one of the best places in the world to set up and grow a business.
Does the Prime Minister agree that a meaningful vote is meaningful only if votes on amendments come before the vote on the principle of the deal? If that does not happen, she will be sent home to think again by this Parliament. If she loses that meaningful vote, will she accept that she has lost the confidence of the House?
We have been very clear that the vote will be an amendable vote. Obviously, the Procedure Committee—[Interruption.] Perhaps the hon. Gentleman would like to listen to the answer. The Procedure Committee is considering the nature of the vote, but, as I have said to a number of Opposition Members, if he asked members of the public, they would say that they expect Parliament to vote on the deal the Government bring back.

Commons ChamberYes, I am happy to repeat that commitment to protect those rights of EU nationals in the event of no deal. I hope that we will see a reciprocal arrangement from the member states of the European Union for UK citizens in the event of no deal.
I never thought I would see the day when the Prime Minister’s Secretary of State for Scotland and the leader of the Scottish Conservatives, Ruth Davidson, were prayed in aid by the Democratic Unionist party in support of its arguments on the backstop. Will the Prime Minister confirm that the only way in which a backstop can function and succeed is if it undertakes the same functions as the single market and the customs union on that border? Will she stop pandering to reactionary nationalists such as our ex-Foreign Secretary and his cohort?
If the hon. Gentleman wants to see the details of the proposal that we put forward on the customs arrangement—[Interruption.] “Oh, we’ve heard that,” says the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy). I think if she waits, she will hear a slightly different answer to the one she thinks I am about to give. If the hon. Member for Glasgow North East (Mr Sweeney) wants to see the arrangements for the UK-wide customs proposal that we put forward in response to the EU’s suggestion of a customs border down the Irish sea, he should look at the paper that we published in June.

Commons ChamberI can absolutely give my hon. Friend that reassurance. We will obviously share the information to ensure that those to whom he refers are now aware of the further evidence that has been made available. Of course, this is not just about the names, because the police have today released CCTV images of the two individuals.
The Prime Minister’s comprehensive statement highlights that the Russian state effectively put hundreds of British citizens in mortal danger, not least those in our NHS who so expertly treated the victims. Will she therefore outline what measures she is putting in place to enhance the resilience of our chemical, biological, radiological and nuclear training, so that personnel across civilian and military services are able to deal with such threats? Will she also review the 2011 decision to disband the Joint Chemical, Biological, Radiological and Nuclear Regiment?
The hon. Gentleman makes an important point and gives me a further opportunity to commend the excellent work done by the national health service when faced with the attack in Salisbury. Many people would have found it difficult to deal with such a difficult case, so the fact that they did is a huge commendation for the professionalism of our national health service.
A decontamination review took place a couple of years ago. The Home Office will also be looking at a review of protective measures, as the hon. Gentleman would expect.

“nothing is agreed until everything is agreed”.
The Government have been clear that when we come to finalise the withdrawal agreement we need not only sufficient detail on the future relationship, but a linkage between the two. It is a package. They are not separate issues.
The Prime Minister must now know that her fate is inextricably tied to the success or failure of her maximum facilitation customs proposal. I understand that she has been eager to solicit the views of the other 27 EU member states, so how many member states has she consulted? Given that her own Cabinet has failed to support the idea over the past 24 hours, is she confident that member states will continue to support it in the next round of negotiations?
We have put forward a facilitated customs arrangement. If the hon. Gentleman looks at the details of the various models that were proposed, he will see that his question is not entirely factually correct. However, we will be negotiating such matters with the European Union.

Commons ChamberOf course, we are taking action on the issues on the railways, to ensure that trains are able to arrive without delay. We will be leaving the European Union on 29 March 2019, and the implementation period will last until the end of December 2020. That is our commitment, and that is what is going to happen.
The hon. Gentleman raises a very specific individual case. It is right that it be looked at properly, and that is what I will ask the Home Office to do.

Lady, as I have said in response to others, that that issue of the risk of escalation, which I recognise she and others have identified, was considered when we took the action. The action was taken in a way so as to minimise the risk of escalation; this was targeted and limited, and it was about degrading the capability of the Syrian regime in relation to its chemical weapons. I continue to believe it is important that we give a very clear message that we will not accept the use of chemical weapons.
All right-thinking Members of this House will utterly abhor the atrocious use of chemical weapons against the civilian population of Syria, which constitutes a gratuitous war crime upon that population. But the Prime Minister said there was an immediate need to act—contravening the normal practice of consulting Parliament prior to any military action overseas—due to the immediate need to alleviate further humanitarian disasters in Syria. Was that based on a specific intelligence report that there was an imminent risk of further chemical weapons attacks in Syria? Does she accept that the key way of preventing further attacks in the future is by achieving a no-fly and no-bombing zone, internationally policed by the United Nations in Syria? That would be a way of denying the Syrian air force access to the delivery of these weapons.
As I laid out in my statement, there has been clear evidence of a continuing use of chemical weapons by the Assad regime in Syria. We saw what had happened in Douma. We gave time to make the appropriate assessments of what had happened in Douma and to make the proper planning for strikes. We took those strikes in a timely fashion to ensure that they were effective and had an impact on the chemical weapons capability of the Syrian regime. That was the basis on which we took the decision we took. It was clear from the behaviour we have seen from the Syrian regime that it would be prepared to continue to use chemical weapons, with the danger to civilians that we had already seen in Douma and elsewhere, and we were seeking to prevent humanitarian suffering for the future. That was the basis on which we took that action.

Commons ChamberI am happy to pay tribute to Detective Sergeant Nick Bailey. As I think I mentioned the other day, I believe he said that he was merely doing his job. That is the attitude that is taken by all our police officers on a daily basis no matter what danger they find themselves in. My understanding is that he remains seriously ill, but he is conscious and has been engaging with people.
The Prime Minister’s reaction to the terrible incident in Salisbury is proportionate, appropriate and robust, but does she agree that we need to go further and set an example in this House? All right hon. and hon. Members should immediately and permanently desist from appearing on any Russian propagandist channels, including RT and Sputnik.
The hon. Gentleman makes a good point. I have spoken about the actions that the Government can take, but there are actions that individual Members can also take to send a clear message.

Commons ChamberI believe that the Scotch whisky industry will be in a better position when we are able to have trade deals with countries across the rest of the world. I was very pleased to take a representative of the Scotch Whisky Association with me on my recent trip to China, which is a huge market that could open up to Scotch whisky.
The UK already has some of the most unbalanced regional growth of any country in Europe, and the Prime Minister’s own Brexit analysis suggests that any deviation from the benefits of the single market and the customs union will only exacerbate that problem. Does she not agree that that is a dereliction of duty and that she should undertake to ensure there is no detriment to the nations and regions of the UK as a result of exiting the European Union?
Not only will we ensure that we have an exit from the European Union that works for the whole United Kingdom, but as I said on the steps of No. 10 when I first became PM, we want a country that works for everyone, which means every part of the United Kingdom. This is a Government who, through our industrial strategy and our economic policy, are ensuring that we will see growth and prosperity in every part of the United Kingdom.

Friend raises an important practical point, and I know that a number of EU citizens are concerned about the process of applying for settled status, and about how bureaucratic it will be. That is why the Home Office is working to make the process as light touch and streamlined as possible, so that people can be reassured that this will not be a difficult process.
The Prime Minister has stated her intention to create a new partnership with the European Union after Brexit that is built on shared fundamental values such as democracy, the rule of law, free trade, rigorous and fair competition, strong consumer rights and high regulatory standards, but does she agree that the hard-won and hard-fought-for workers’ rights that we have built within the European Union are also critical to those shared fundamental values and that we should uphold those rights after Brexit?
I have been clear that this Government want not only to maintain workers’ rights but to enhance workers’ rights. I am very surprised that the hon. Gentleman should ask that question, given that the Labour party voted against the very European Union (Withdrawal) Bill that will bring workers’ rights under EU law into UK law.

Commons ChamberWe are very clear that the issue of borders and relationships is one that we wish to discuss as part of the overall future relationship between the United Kingdom and the European Union. As I said earlier, we have been continuing to discuss with the Government of Gibraltar their particular concerns and interests to ensure that we can provide a deal that works for Gibraltar as well as the United Kingdom.
Does the Prime Minister agree that in the haste to seize control of laws, borders and money, no consideration has been given to how that is best achieved within the British state itself? Would it not be more satisfactory to convene a constitutional convention that would properly consider how the distribution of legislative and regulatory governance across the UK is achieved through each component part of the United Kingdom, including England itself?
We are doing a very simple thing. We are putting into place the wishes of the British people as expressed in a referendum and we are negotiating towards that future deal. I suggest that the hon. Gentleman talks to the leader of his party. The Leader of the Opposition says that we are being too slow, but the hon. Gentleman says we are being too hasty.

Commons ChamberI think it is very important, as people are thinking about going to university, that they are not misled in any way. It is the case that more disadvantaged 18-year-olds are now applying to university than ever before. I believe the Leader of the Opposition said exactly the opposite, and I think he should apologise for that. I think the Labour party should actually go further. At the election, the Leader of the Opposition vowed to deal with student debt, and Labour were going to abolish student debt; now they say it was not a promise at all. Students know Labour cannot be trusted on student fees.
Q3. The Prime Minister will now know what it is like to have a job but to lack job security. Sometimes it can even bring a tear to the eye. Given her new-found empathy for millions of workers in insecure work, why is she now cutting six Department for Work and Pensions jobcentres in Glasgow and also back-office staff at Springburn in my constituency, where unemployment is twice the national average?
May I start by welcoming the hon. Gentleman to his new job in this House? What is happening in relation to jobcentres in Scotland is that the DWP is ensuring it is using the estate properly and to the best advantage. As a result of what is happening, no services are going to be cut. In fact, services to people using jobcentres will be enhanced in future. I think what matters is actually the service that is provided to people attending those jobcentres.

Commons ChamberI suggest that the hon. Lady look at the 12 objectives set out in my Lancaster House speech in January for a negotiated deal with the European Union. We specifically referred to science and innovation.
Much play has been made this afternoon about the supremacy of this place in terms of the repatriation of powers from the European Union, yet there has been no consideration of how the whole governance and structure of the United Kingdom is to be developed, post-Brexit. Will the Government give any consideration to a concurrent constitutional convention that would consider how stable and sustainable governance and distribution of power across the United Kingdom is considered after the Brexit process, including the possibility of a federal UK?
I welcome the hon. Gentleman to his place; I did not welcome one or two other new hon. Members who have stood up, so I apologise to them for that. I say to the hon. Gentleman that the best way of ensuring good governance and stability across the United Kingdom is maintaining the United Kingdom.
