I think that that is what we should be doing. Our armed forces have been exempt from that, so I have said that we must do it. It would mean a pay increase of a couple of thousand pounds for the lowest paid soldiers, sailors, airmen and women, but I think that that is what we should be doing. That is certainly my policy.

The Canadians and Australians are applying to build more Type 26 frigates than the United Kingdom now is. Part of the reason is that they have invested in world-class purpose-built new shipyards whereas the UK has not. Will the Secretary of State review our 2015 decision to cancel the purpose-built shipyard for Type 26 and ensure that we get the investment needed to make our industry world class?

Last month, I announced the next phase of our returners programme—£500,000 targeted at those with additional barriers to participating in the labour market, including those who speak little English, people with disabilities, and those who are homeless or have been victims of domestic abuse.

Does the Minister think that the fund is resourced sufficiently to help with the huge roll-out of universal credit, which disproportionately impacts on women? That is especially so in my constituency of Glasgow North East, which will have the highest number of universal credit claimants in Scotland: more than 16,000. It is vital that we have a targeted programme to assist women, who will be disproportionately affected. Will the Minister lobby hard for extra resources to focus on the women worst affected by the roll-out of universal credit?

Our returners programme is not designed to do what the hon. Gentleman has asked; it is a distinct fund. We have also announced some additional money to support women facing the greatest barriers to getting into the labour market. We should absolutely be talking to every Government Department, including the Department for Work and Pensions, about universal credit and other policies, to ensure that they are supporting women.

I share the hon. Lady’s concern. The atrocities that have been committed against those people are horrific. As she will know, to classify something as genocide is not something that the Government can do—there is an international process to classify something as genocide—but I would be happy to update her, perhaps by letter, on what the timetable for that process might look like.

I raised the issue of Afrin with the Foreign Secretary some weeks ago and sought his assurance about what discussions he has had with the Turkish Government and our NATO allies about how they are safeguarding the law of armed conflict in relation to civilians in Afrin. Will the Secretary of State update the House on what discussions the Government have had with their Turkish counterparts on upholding the cornerstone of NATO policy and the law of armed conflict, and on securing civilians?

We have good practices and procedures in place, and I have confidence in what my Department does. However, we work not only with the Oxfams and the Save the Childrens of this world, but with a raft of other organisations further down the supply chain. We must ensure that we can have confidence in the whole of that process. There are individuals whom we can accredit and register, but that will not be possible in the case of other partners on the ground, so we must also ensure that we have the right oversight wherever in the world we are working.

Extremely serious though they are, we should not allow these ongoing revelations to be used as a pretext to undermine the UK’s financial commitment to overseas development aid. A significant number of influential people who are now being vocal on the issue seem to be trying to exploit them for that, and I welcome the Secretary of State’s reassurances in that regard. Does the Secretary of State share my concern about the ulterior motives of certain people of influence, who are conveniently jumping on this issue, despite being silent on other forms of abuse and sexual exploitation when they occur in other sectors and other parts of our society?

I do not think that is how people are responding to this situation; I think the bulk of people in this House and in the country want us to get a grip on this particular issue. As I said, we are committed to 0.7%—we introduced it; it has been in our manifesto; we are committed to it. We are also committed to spending it really well and ensuring that, in spending it, we are working with organisations that we can trust and that put their beneficiaries first.

My right hon. Friend is absolutely right: our NGOs are second to none. If we are going to continue to make our funds deliver, provide value for money and have the impact required, British NGOs still need to be delivering that aid. All this will be part of the negotiations, but I concur exactly with my right hon. Friend’s sentiments.
