15. What steps he is taking to offer more intensive support for new jobseekers.

Conditionality measures were announced in the spending review to increase the support for jobseeker’s allowance claimants. Claimants will be asked to write a CV and register with universal jobmatch. Longer initial interviews, weekly signing and quarterly reviews with our advisers will provide more intensive support for claimants.

I thank the Minister for that reply. Will she reassure me that that conditionality will involve remedying deficiencies in what is often called work readiness, as well as focusing on the overall number of jobs for which a claimant applies each week?

My hon. Friend is quite right that work readiness skills are key and that it is not only the number of jobs for which somebody applies that matters. Through the claimant conditionality and the longer intensive interview when a claim is made, the people at Jobcentre Plus will find out what skills the claimant needs and support them.

The hon. Lady has bounced across various subjects there, but may I just put on the record the fact that the Remploy factories had faced an uncertain future since 2008 and that her Government closed 29? We have sought to support the people involved in the best way possible, and so 925 out of the 1,325 are in work or training. We are talking about significant support and significant movement into work; the rate is higher than the one relating to regular redundancies. As I said before, the Work programme is working. It has significantly improved under my predecessor and we will continue that.

I welcome the information that the Minister has given about the role that Work Choice has played in helping former Remploy employees. Will she confirm that we have no plans, despite rumours I am hearing, to roll Work Choice up into the Work programme? Such an approach would lose the specialisation that has made Work Choice the success it has been so far.

My hon. Friend is right. Work Choice has been a success. We are looking at the disability employment strategy. For the first time ever we are considering greater segmentation and greater differentiation, and the greater support that is needed. We have also engaged with business as never before. We have started a two-year disability confident programme, engaging with 430 businesses and 35 of the FTSE 100. We need employers to work with us to give these people jobs.

I would like to refresh the hon. Gentleman’s memory about a couple of points. The work capability assessment was brought in under the previous Government, and we are trying to get it right. Equally, the cumulative impact on housing under the previous Government shows that 1.8 million people were left on waiting lists, a quarter of a million people were in overcrowded housing, and the housing bill doubled. The intention of our cumulative impact is to get it right.

Virtue is not found solely in the amount of money that is spent. Does the Minister agree that it is as important to enable disabled people to fulfil their aspirations and live fully in society as it is to focus on financial payments to a proportion of them?

I completely agree with my hon. Friend, who does so much in this area. This is about fulfilling potential, protecting the most vulnerable, and helping those who would like to get into work. The budget remains at £50 billion, which is a fifth higher than the average in Europe, over double that in America, and six times more than in Japan. We are world leaders and I am proud of our record.

I have the figures from 2007-08 and they are exactly the same as those for DLA this year, whether that applies to appeals or to people wanting to make new claims. That was the main reason for introducing PIP. It is about clarity and certainty for both the claimant and the assessors, so that we can reduce any delays in reassessments and appeals.

The Minister will be aware that the opportunity to have one’s DLA reconsidered at the end of a fixed-term award is, actually, not an opportunity to cut the DLA. Will she join me in welcoming the fact that more than 12,000 people in the past year have had their DLA award increased at the end of a fixed term? Is that not something that the Opposition ought to bear in mind when they criticise us for cutting DLA?

My hon. Friend is correct. If people are being reassessed or if their term has come to an end, they will be reviewed according to their needs now and many people will get an increased award.

An announcement has been made and there is now a 90-day consultation to find out who would wish to take over the business as an ongoing concern; otherwise it is open for people to buy the assets to open up social enterprises, as has happened in Aberdeen and is happening in Wigan. I also wish to mention at this point that in the hon. Gentleman’s constituency there are 10,300 people with disabilities, while at the factory itself there are 37, and that last year alone Remploy Employment Services did find 169 people jobs. First we have to go through the process and see what we can do for the good people of Dundee.

Labour Members are very keen to list disability charities when they happen to be in agreement with each other. Having listened to Labour Members preach equality for the past hour on the previous urgent question, will the Minister remind me how many disability charities—and which ones—made a contribution to the Sayce review supporting the Labour party’s policy of segregated employment for the disabled?

13. What plans he has to improve the Access to Work scheme for disabled people.

We are undertaking a radical review of Access to Work so that it can help more disabled people into mainstream employment. We are implementing several improvements, including a fast-track assessment process and the removal of cost-sharing for small employers, as well as working with an expert panel to consider how the scheme can be further personalised and made to work more effectively for disabled people and their employers.

I welcome the Government’s continued commitment to the Access to Work scheme. May I draw the Minister’s attention to the report of the all-party parliamentary group for young disabled people, which I chair? One of its recommendations was that the scheme should be extended to both internships and long-term voluntary work placements. Will the Minister undertake to consider that recommendation?

The policy intent of Access to Work is to support disabled people into paid sustainable work, and as such it is not offered for unpaid internships or voluntary work. However, from 1 October this year Access to Work has been available to young disabled people undertaking work experience under the Youth Contract. I would like to meet my hon. Friend to talk further about this matter.

First, I thank the hon. Gentleman for his kind words about my coming into this new position. If Mr Speaker will indulge me, I want to say how delighted I am to be here, particularly at the close of the Paralympic games, which have been such a sensational success. As Sir Philip Craven, the international Paralympics president has said, these have been the greatest Paralympic games of all time, with more medals in more sports— 120 medals—for Team GB and record ticket sales of 2.7 million in London compared with 480,000 in Beijing.

Let me return to the hon. Gentleman’s question. I know how much work he has done on this and that he delivered a 100,000-signature petition to the Prime Minister. Further work and analysis is continuing to determine the stage 2 process for the Remploy sites. Work is going forward. He, like me—I have read the words he said—wanted a viable business. That is exactly right, and that is what we are looking for. Where there is a viable business, it will continue, because we are looking for sustainable, long-term employment for all those employees.

I, too, welcome the Minister to her position. Will she remind the House how many more disabled people will benefit from the transfer of funds from Remploy, which is getting more disabled people back into work than was the case under the previous system?

I thank my hon. Friend for that question. He is quite right. At the moment, the money for sustained employment for disabled people goes to just a fifth of the number of people it should. We are maintaining the budget of £320 million and we want it to work more effectively for more people. We are aiming to have people getting sustainable work as we move forward.
