Thank you, Mr Speaker. That was great exercise bobbing, I can tell you.

The Prime Minister should be congratulated on his international leadership on Ukraine, which is shown by how much people in Ukraine and the Ukrainian Government applaud him for his leadership at NATO. We are now entering a phase where the Ukrainians really need to start to be able to push the Russian lines back. What conversations has he had in NATO about providing heavier land-based equipment to the Ukrainians?

My hon. Friend is completely right; that is where the focus now is. The Ukrainians are heroic. They have shown they can push the Russians back. They pushed them from Kyiv. They pushed them back from Kharkiv. What they need is the right multiple launch rocket systems to do it, because the Russians are very good at standing off and using heavy artillery to shell and intimidate. The MLRS are absolutely critical to the Ukrainian fightback. That is what we are giving them now, together with several other allies. What they also need is the training to make sure that those very sophisticated weapons are used to the best possible effect, and we are giving them that training as well.

I thank the hon. Gentleman very much. There is clearly an economic cost to the protocol. That is also now turning into a political problem, and an imbalance in sentiment about it. We need to rectify that balance for the sake of the Good Friday agreement, on which this country depends.

12. By 2025, Liberal Democrat Eastleigh Borough Council will have a debt of £650 million, which is £6,300 for every resident in Eastleigh. Does the Prime Minister think it acceptable for this council to become a speculative property developer, and what advice would he give to my constituents next week if they want to put a stop to this casino council and its profligate ways?

My hon. Friend is completely right about Eastleigh Borough Council and the debts it has run up. I cannot even see the leader of the Liberal Democrats in his place here. He is not even delivering value for money for his own constituents.

Q13. I do not know what I have done to deserve that. Residents in the village of Hamble in my constituency are currently facing the prospect of a quarry being given planning permission, with 144 lorries per day in that congested area and one-road access. Will my right hon. Friend agree to meet me to discuss how we can tighten the regulations on where quarries can be built, to take into account the health implication, our environment, and our local communities?

I thank my hon. Friend. He is a great champion for Eastleigh. The planning framework is robust and should ensure that quarries do not have an adverse impact on the environment or on health. I will ensure that he gets a meeting with the relevant Minister to discuss his concerns further.

I believe the hon. Member does a serious injustice to the efforts of local councils up and down the country to look after people coming from Afghanistan and I think he does an injustice to the efforts of the UK. We are proud under Operation Pitting to have already evacuated 15,000 people from Afghanistan. We have allocated £286 million in assistance for people in Afghanistan and we are continuing to offer safe passage to this country from Afghanistan.

The Prime Minister will be aware that Eastleigh was formed as a railway town and, from producing locomotives and carriages to building gliders for the D-day landings, Eastleigh has a proud railway heritage. Given that pedigree, its excellent transport links and the need to level up the south, does he agree that Eastleigh would make the perfect home for the new headquarters of Great British Railways?

We have invested massively in removing cladding from high-rise blocks, and we will continue to do so. I know the structure in question and I do believe that Ballymore, the company concerned, has been too slow. We are on its case. I think it is very important that people understand that overall risks of death by fire have been coming down for a very long time and will continue to come down. It is simply not the case that all the high-rise buildings in this country are unsafe, and it is very important that Members of Parliament stress that.

Independent lifeboat stations such as the Hamble lifeboat in my constituency respond to over 100 incidents a year in the Solent. The pandemic has increased the operating costs of independent lifeboat stations while also restricting their ability to raise money. Will the Prime Minister look to see what more the Government can do to support independent lifeboat stations such as the Hamble lifeboat as they keep a watchful eye on all of us?

I thank my hon. Friend for raising the excellent work of Hamble lifeboat. In April last year, my right hon Friend the Chancellor put forward another £750 million in support of charities such as that one.

If the hon. Member had read the article I wrote this morning in The Daily Telegraph, he would have seen that the things that we have set out in the Hendy review will be of massive benefit to Northern Ireland. That includes upgrading the A75, which is the single biggest thing that people in Northern Ireland wanted, by the way, and which the Scottish nationalists—the Scottish National party—have totally failed to do. The review also includes better connections east-west within Northern Ireland, which we should be doing, and better connections north-south within the island of Ireland. It is a fantastic Union connectivity review. The hon. Member should appreciate it; it is the way forward. I am amazed, frankly, by his negativity.

Despite the claims of Eastleigh Liberal Democrats, my constituents will be delighted to know that the concrete section of the M27 will start to be resurfaced this summer. Does the Prime Minister agree that this shows that it is Conservative Governments who invest in infrastructure and that if elected in May Conservative candidates like Jerry Hall will deliver for the people of Eastleigh, Hedge End and West End?

That is absolutely true. It is Conservative Governments who invest in Eastleigh; it is Conservative Governments putting £640 billion into an infrastructure revolution. I congratulate Jerry Hall on what he is doing to resurface the road and to make it quieter, and I hope that he will be duly elected in May.

I welcome the Prime Minister’s statement and the clarity that he has given, but there are four independent tap shop and breweries in my constituency that have gone through a terrible time with being allowed to sell only takeaways very late in the day. Will he and the Chancellor look at extending business rate relief to these businesses and giving bespoke new grants to this industry?

I think I have answered the right hon. Gentleman’s question already. I believe it is absolutely essential that we invest in our people and protect them from the effects of this epidemic, as we have done at huge expenditure, quite rightly, but it is also essential that we get the economy moving, including in Scotland. I hope that he supports that objective as well.

I am sure that the hon. Lady would want to join me in encouraging all parents to send their kids back to the schools that are open and waiting to receive them. I am sure that she and the Leader of the Opposition will want to join everybody in saying it is safe to go back to school.

The Prime Minister has done exactly the right thing to ensure there is a Foreign Office with a laser-like focus on aid and diplomacy, but what involvement will trade have in this mix so that compassionate aid and international trade work hand in glove?

We are keeping the Department for International Trade separate, and it is working hard on free trade deals, as it must for the moment, but it is very important that in post—in missions around the world—there will be a single point of reference for Governments who need to understand the UK position. It is a powerful change. The ambassadors around the world will be newly empowered and authorised to project the UK’s point of view.

I have to say to the hon. Lady that I share her outrage, and I understand what she says. We are developing contingency plans for a replacement for Northern Rail. We are also looking at the whole way that the franchising system operates, and she will have seen Keith Williams’s very valuable report on that.

Q10. My right hon. Friend has always been a vocal advocate of localism, so what advice can he give to my constituents who are concerned about the local Lib Dem council’s unwanted housing plan in Eastleigh, which would lead to even more overdevelopment without securing the vital infrastructure that Eastleigh needs?

I am not surprised by what my hon. Friend says about the cavalier behaviour of the Lib Dem council in Eastleigh. We will ensure that, in so far as we need to build many more homes, which we do, we will supply the infrastructure necessary and do it on brownfield sites.
