Commons ChamberI have described the situation as best I can. For any new accession, there is veto by every country at every stage. As I see it, if we look at certain countries such as France, we find that there is no prospect of the French allowing full Turkish membership of the EU. In this debate that we are having about Europe—my hon. Friend and I will unfortunately be on opposite sides of the debate, but I promise that it will be a civilised one—I want to get rid of any of the potential scares on either side of the argument. Let us argue about what is actually going to happen rather than things that are not going to happen.
There is merit in selecting the asylum seekers in greatest need, because those people will have the most serious health problems—for some of them, lifelong health problems. Will the Prime Minister agree to compensate those authorities that fully take asylum seekers in, and, in the interests of the asylum seekers and the local community, will he help to spread these asylum seekers fairly throughout the country? Will he tell us how many asylum seekers his constituency helped last year and how many he expects to welcome this year?
First, the hon. Gentleman is right to say that by selecting the 20,000 from the refugee camps, with the help of organisations such as the UNHCR we can try to choose the most vulnerable people who might have disabilities or other issues with which we in a civilised country like the United Kingdom can help. On the issue of helping local authorities, there is DFID money in year one, and we are coming forward with this package for subsequent years.
As for my own constituency, a number of families have been resettled, although I do not have the number off the top of my head. I agree with the hon. Gentleman that we want to encourage more local authorities to come forward, which is where the Under-Secretary of State for Refugees, my hon. Friend the Member for Watford (Richard Harrington), is working so hard.

I disagree with my hon. Friend. The Government are required, under the European Union Referendum Act 2015, to take a position. They are also required—or commitments were given during the passage of that Act—to set out certain matters, including the process of leaving the European Union under article 50, which is in a document that we published this morning. During the passage of the referendum Act, there was a debate on how this could best be done, and we are acting on the conclusions that were reached.
Is this not constitutional gibberish, and utterly unworkable? The protestations that we hear from Ministers now would be much more impressive had they joined our Select Committee in condemning the politicisation of the civil service during the Scottish referendum campaign. The difference is that, whereas all Ministers agreed in the case of the Scottish referendum, in this case we have a disagreement, and a Department in which the “inners” can see the papers and the “outers” cannot. Is it not a fact that the only way of making this workable is for Ministers to resign and leave office until after 23 June?
It is precisely because we did not want that to happen that we proposed these arrangements. I think that the hon. Gentleman is wholly wrong, and misjudging the position, if he thinks that supporting the Government’s position is anything other than an impartial and proper course for civil servants to take. The alternative is to argue that civil servants should not support the Government’s position, and I think that that would be ridiculous.

Commons ChamberIt is a pleasure to speak after the hon. Member for Ilford North (Wes Streeting). I do not agree with everything he had to say, but one thing I do have in common with him is a great love of London as a whole. I love walking through London, and it was only last summer that I went to Barkingside for the first time. I realised how important Barnardo’s was at the time—certainly in Victorian times, when it was a little Essex hamlet. I also saw the new housing development on that very site, which will clearly make a big impact, with some social housing—and, I suspect, possibly a bit of private housing, probably to help fund it. That development will be a real asset in the community that he represents.
I also thank the hon. Member for Redcar (Anna Turley), who spoke from the Front Bench, for her contribution. I remember a similar instance in opposition many moons ago—about 10 years ago—when I was speaking on the National Lottery Bill. I thought we had tabled an excellent set of sensible amendments that the House would surely take on board. I should not disappoint her too early on, when there are another two hours and 11 minutes of debate left, but I suspect that she might not get her way. Both Labour Members who spoke are from the 2015 intake, and they spoke eloquently. I would like to acknowledge from the Government side my sympathy for the hon. Lady, who has had to get involved in the major issue of the steelworks in Redcar. We must all have a huge amount of sympathy for her. Having to navigate that issue as a local constituency MP as well as doing day-to-day work here in Westminster must be incredibly difficult.
I have a little bit of sympathy with some of what the hon. Lady said, despite our rather fierce earlier exchanges. I believe it to be almost axiomatic in public life that once organisations such as the Charity Commission are set up, corporatised and granted ever-burgeoning budgets and staffing, they see their mission as expanding their empire of influence. This Bill has been a salutary example, in part at least, of the operation of such tactics. Problems have been identified that have long since been addressed and largely solved by the passion, commitment and the graft of volunteers, quietly—often informally and unpaid—working in their communities.
To take one apposite example, the extent of the local charitable activities of many of this nation’s leading independent schools has been transformed over the past decade, let alone the last generation. Yet rather than welcoming, heralding and trumpeting the success of the big society, which is what I think this amply represents, we risk promoting big bureaucracy in the shape of the Charity Commission. We must resist some of the amending provisions, especially new clauses 2 and 3, which we will doubtless debate further, and I want to take the House on a short journey within a stone’s throw or two from here.
Will the hon. Gentleman acclaim that the greatest triumph of the big society was the work of its poster-girl, Camila Batmanghelidjh, from the kids society?
As a matter of fact, I believe it was called Kids Company, not kids society. She was an individual who had worked with a number of politicians. There are issues that I am sure should rightly be addressed by Select Committees and others about what precisely happened in regard to Kids Company.
I was about to take the House on a short journey from this Chamber to the site in Tothill Street where the Harris Westminster Sixth Form centre stands. Since its foundation in 2014, this academy has been the focus of substantial collaboration and co-operation with Westminster School, one of the oldest foundations in this country, which is even closer at hand in the curtilage of Westminster Abbey. That co-operation includes teaching classes with small intakes in subjects such as Latin, Greek and German. For over a decade, the school has routinely offered science outreach and summer school partnerships to several local maintained schools.
As the local MP for the past 15 years and an erstwhile president of the St Andrew’s youth club, the oldest youth club, on Old Pye Street, I know it has played a massively important role in the local community. Many people live in social housing, so the club was a magnet for young boys and girls—initially just boys in the 1860s, but girls in more recent times—not just from the immediate Westminster area, but from further-flung places south of the river, too. I was well aware that when the club lost funding from the local authority, it was Westminster School that stepped into the breach, providing cash and gym apparatus. I suspect that scores of other local charitable organisations could tell similar stories about the time, money and equipment quietly donated by the Great School, which has been an integral part of the local fabric since 1179.
Charitable status, as Members have pointed out, rightly depends on what the charity in question is established to do, rather than on a Charity Commissioner’s subjective analysis of public benefit. Here I agree with much of the thrust of what was said by Opposition Members. While we all appreciate that charitable status confers financial and reputational benefits, I strongly believe that the Charity Commission is not the appropriate means of prescribing how independent schools or other organisations should satisfy the public benefit test.
Indeed, it appears that for party political reasons, independent schools, rather than other charitable bodies, are in the sights not just of many MPs—dare I say, particularly on the Opposition side—but of leading lights in the Charity Commission. Surely a more sensible approach, one that avoids any accusation of political and particularly party political bias, would be to work on some non-statutory guidance to these organisations about the anticipated nature of their public benefit engagement.
We should also recognise that many independent schools do not have the capacity or the financial resources to sponsor academies—some lack the playing fields, drama, arts and music facilities, commonly assumed to be the norm in private schools. In truth, there is still plenty of co-operation and sharing going on between independent and nearby maintained schools—a healthy, informal co-operation, which stands to be undermined by any proposal to define levels of contribution or to extend the public benefit, as we have understood it in the past. It is worth saying that it takes two to tango: there is little that independent schools can do if the state sector head at the nearby school refuses an offer to work together. It is surely invidious to place burdens of the sort proposed if the independent school in question does not have the ability to achieve the Charity Commissioners’ objectives.
I shall not detain the House. We are having an interesting debate, and in truth I share some of the concerns expressed by Opposition Members that part of this legislation purports to solve problems that many charitable organisations and independent schools in particular have by their own efforts done much over the years to alleviate. Indeed, some of what is set out in the Bill betrays worrying assumptions that underlie an outdated sense of “groupthink” that besets the Charity Commission. I very much hope that, in its wisdom, the House will today reject some of the amendments, particularly new clauses 2 and 3 if they are pressed to the vote. Failing that, I trust that the Government Whips will achieve the same ends.
Charitable ends can never be justified by uncharitable means. Terrible revelations were made last summer by the Daily Mail and The Mail on Sunday, to their great credit—I do not say that very often—about the abuse of the means that charities were using to achieve their ends. We all strongly support such charitable ends, but those charities engaged in the fierce fundraising that goes on among charities and that is becoming even fiercer. One charity spends an astronomical amount— £20 million—on fundraising to get the money in. Understandably but wrongly, certain charities fell into the trap of using means that were thoroughly unjustified and in too many cases abused their donors.
We heard from my hon. Friend the Member for Clwyd South (Susan Elan Jones) about a terrible case, though it should be pointed out that the relatives of Olive Cooke have pointed out since that her death had no connection with the pressure that was put on her and was due to other reasons. But there have been other cases of people who were suffering from dementia being plagued by repeated phone calls, letters and pressure on them. We have considered the case of chuggers. Highly respectable charities were using chuggers to accost people in the street and offer them a deal. That was fine for the charities because they got a huge amount of money in, but it was a very poor deal for donors. Of the donations they give for the first full year, virtually none goes to the charity. Such deals are very poor value for the donors.
As a senior member of the Public Administration and Constitutional Affairs Committee, I have been asked to speak today by the Chair of that Committee, who tabled new clauses 4 and 5. The Committee was shocked by the evidence we had. We saw that all the charities were in confessional mood. They were penitent and agreed that they had overstepped the mark. As members of the Committee with supervisory roles over the charities sector, we were tempted to call for new regulations, but we decided unanimously that we did not want to cage the entire charity movement in a new prison of regulation that would limit their powers of innovation.
Charities have clearly poisoned their own well. So many people have turned not only against the charities involved when that scam was announced last year, but against the whole idea of charity giving, so we want to make the point powerfully in new clauses 4 and 5, which seek to introduce reforms. We are strongly behind the Charity Commission. If it is to do a bigger job, it must have the money restored—30% of its funding was taken away from it. The Committee’s message, which will be in our report on Kids Company that comes out on Monday, is that charitable ends can never justify uncharitable means.

Commons ChamberThis may be the kiss of death for them, but I congratulate the right hon. Members for Derby South (Margaret Beckett), for Kingston upon Hull West and Hessle (Alan Johnson) and for Normanton, Pontefract and Castleford (Yvette Cooper) on three formidable speeches. It always takes incredible courage to stand against one’s party and they should not be denigrated for doing so.
I support the Government’s motion. I fully understand all the caveats of one kind or another that colleagues have put forward, but the most important immediate issue is making the strikes against Daesh in Syria that our intelligence and security agencies have identified and wish to carry out, because it offers a present threat to us, our constituents and our allies in Europe. This is a present threat. They may not get it entirely right. I can see my right hon. Friend for—what is his constituency? [Interruption.] I have so many friends! It would be wrong to name them all, but they think that there is no direct threat as far as intelligence is concerned. Those colleagues who have received briefings of one kind or another understand that. The intelligence and security services cannot guarantee to prevent every threat. We should support the motion primarily because we wish to extend our air campaign into Syria to help prevent the threats to this country.
Secondly, I am mindful that the elephant in the room is the Iraq war. We tend to look back to previous wars to draw lessons of one kind or another. The Prime Minister is absolutely right that we have to look at the present situation and the future. Hopefully, we have learned lessons, both political and military, from that war, but we can end up having our current operations and politics determined by past experiences.
Our predecessors sat in the Commons in the 1930s, determined never to have a great war again. The Labour party was divided—there were pacifists and those who wanted collective security. My party supported appeasement, as did the overwhelming majority of the British public, because they genuinely—these were not evil men and women—wanted to prevent another war. They failed, of course, because they were dealing with people in other countries who were not prepared to negotiate. The lessons learned from that war were used in 1956. Anthony Eden believed that Nasser was another Mussolini. He was therefore prepared to take action, but it was the wrong action at the time. I believe that we should put aside where we stood on other campaigns and look at what the situation is today.
My final point is that there has been a great debate about the 70,000 moderate or immoderate people who might or might not provide ground forces. I am sure that the leader of the SNP is, even as we speak, getting YouGov to go out and ask them whether they consider themselves to be moderates or immoderates.
I am sorry but I have almost run out of time.
During the second world war, when Churchill and Roosevelt were looking at resistance in Europe, it was dreadfully difficult to find out whether people were communists, non-communists, or Gaullists of one kind or another. At the end of the day, their criterion was, “Are they fighting the Nazis?” There is no easy solution, but the Prime Minister has laid out a set of proposals as far as he can, and I urge the House to vote with him on this occasion.
We are fighting and losing the wrong war. This is a war of hearts and minds that can never be won with bombs and bullets. The situation is truly terrifying, and we underestimate it if we imagine that it is confined to a couple of countries. People who have been brought up in this country, gone to our schools and absorbed our culture and values find themselves seduced by the message of Daesh. Two such people went to Syria from Cardiff and are now dead. They gave their lives to this mad, murderous cult. We must examine why they did that.
The reason is that Daesh’s narrative is very cleverly conceived to appeal to adolescents. It offers danger, adventure in foreign parts and martyrdom. It also deepens the sense of victimhood by churning up all the stories from the middle ages about how the wicked Christian crusaders slaughtered without mercy the Muslims. We must challenge that dialogue of hate. We must have a different narrative. There is a good narrative for us to take up, because in the past 200 years we have had great success in places like Cardiff and Newport in building up mixed communities of races and religions.
We must not imagine that anything will be over as a result of what happens in Syria or Iraq. This has spread throughout the world—throughout Asia and throughout South America. There is hardly a country in the world where Daesh does not want to spread its hatred. It has a worldwide plan to divide the world into Muslim communities and Christian communities that are at war. In other countries there is great suffering in many of the Christian communities that are being persecuted. We are falling into the trap it designed in Sharm el-Sheikh, Tunisia and Paris to pull us on to the punch. It is saying, “This is the way to get a world war going. This is the way to incite the west to send in military people and have a world war.” This is precisely what it wants—it has said so. It wants a world war and we must not fall into the trap.
We have heard today throughout this House some very good, sincere speeches, but I believe that the combination of two dangerous views, “Something must be done” and “Give war a chance”, leads us to the position that we are now in. Those of us who were in the House when we went to war in Iraq were told, by the same people who are telling us now that there are 70,000 friendly troops, that there were definitely weapons of mass destruction there. There were not. In 2006, we were told that we could go into Helmand with no chance of a shot being fired. We lost 454 of our soldiers there. Little has been achieved. Because of decisions taken in this House in the past 20 years, we have lost the lives of 633 of our soldiers. I believe that if we go in now, nothing much will happen. There will be no improvement—we will rearrange the rubble, perhaps—but we will strengthen the antagonism and deepen the sense of victimhood among Muslims worldwide; they will have another excuse. We must not fall into that trap. We need to have a counter-dialogue, and get it into the media and on to the world wide web, to say that there is a great story to be told of harmony in our country. We must put that forward as a genuine alternative.

Commons ChamberI believe that what there are too many of is terrorists threatening our country, but I agree with my hon. Friend that we have to combat the ideology, and that is a very big part of our strategy. It is a very big part of our domestic strategy—the Prevent duty: what we are saying all our schools and universities must do, and what our communities must do together. I think that more action on that has been taken by this country than by many others in Europe and around the world.
On starving ISIL of money and resources, I could not agree more. If there are more UN resolutions, more action, more that can be done, I will be first to push for that, but let us be frank about where ISIL get their money from: they got their money out of the banks in Mosul; they get their money from selling oil to Assad; they get their money from owning and occupying such a large amount of territory.
The 70,000 figure is not mine. I have not produced any of these figures; they come directly from the security and intelligence experts who advise me, now filtered through a proper Joint Intelligence Committee process set up under the Butler inquiry after the Iraq war. I am determined that we learn the lessons of that conflict, but surely the lesson cannot be that when we are threatened and we can make a difference, we should somehow stand back.
The Prime Minister was commended, rightly, for not lashing out militarily after the provocation of the atrocities of Tunisia, but he is wrong now to ignore the real threat—the ISIL plan—which is to escalate a regional war into a world war between Christians and Muslims. Would not our action now repeat what we did in 2003, when we deepened the divide between Muslims and Christians, which is ISIL’s strategy? The great threat is home-grown terrorism, and is it not likely that the Prime Minister’s action will increase recruits to jihadism, here and elsewhere in the world?
I know the hon. Gentleman deeply wants to have the peaceful world that we all dream of. In that we have something in common, but ISIL have taken action against us already. They were behind the murder of the people on the beach in Tunisia. They are behind the plots in our country. They butchered our friends and allies and our citizens in Paris. As for the battle between Muslims and Christians, that is what we want to avoid. It is by working with Muslim allies to stop this radicalisation, stop this extremism and stop ISIL that we prevent that clash from taking place. ISIL butcher Muslims in vast numbers, and that is why they have to be stopped. We cannot subcontract that work out to everybody else; we should be part of it.

Commons ChamberMy hon. Friend is absolutely right to raise this matter. We have seen a 72% increase in the number of children being adopted, and the average waiting time has come down by something like five months, but it is still far too long. If we look across the 150 different councils responsible for adoption, we see that around 68 of them have no mechanism for what we call early placement, where fostering and adoption are run alongside each other. If we can introduce that, not least through the regional adoption agencies that we will be establishing, we will see many more children get the warm and loving home we want them to have.
Q11. Will the Prime Minister spare a thought on Armistice Day for the 633 of our bravest and best who died as a result of two political mistakes: 179 in pursuit of non-existent weapons of mass destruction in Iraq; and 454 in the Helmand incursion that promised that no shot would be fired? Will he rethink his own plan to order more of our brave soldiers to put their lives on the line in the chaos and confusion of a four-sided civil war in Syria?
I have great respect for the hon. Gentleman, but I suggest, with respect, that on Armistice Day we should put aside political questions about conflicts and decisions that were made and simply remember the men and women who put on a uniform, go and serve and risk their lives on our behalf. Let us make Armistice day about that, not about other questions.

Commons ChamberMy hon. Friend is absolutely right to highlight that issue. We are working with European partners, particularly through the operation centre in Sicily, where we are bringing to bear our expertise in combating the people traffickers. European action, of which we are part, is under way.
Does the Prime Minister agree that there are great advantages to both local communities and refugees if they are located evenly and proportionately throughout the kingdom? Does he know that in the fine city of Newport, we successfully host 459 asylum seekers and Cardiff has more than 900, but the constituency of the Chancellor has only two, the Home Secretary has only five and the Prime Minister has none? How many of the 20,000 will be located to his constituency?
That will be for the discussions chaired by the Home Secretary and the Communities Secretary. We want to make sure that the whole country can come together to welcome these people.

Commons ChamberI am sure I speak for the whole House and indeed for the whole country when I say that our hearts go out to the families of James Dunsby, Craig Roberts and Edward Maher. Having seen at first hand some of the extraordinary things that our special forces do, the bravery of people who volunteer to join and the training that they do, I know how vital this is, but it is an absolutely tragic case. I understand that the Ministry of Defence has accepted the failures identified by the coroner and has apologised for these. I also understand that a number of changes have already been made to this particular exercise. We now need to study the coroner’s conclusions very carefully, and make sure that this cannot possibly happen again. I know the Army will also hold its own service inquiry as soon as all the civil investigations have been completed. It is an absolutely tragic case, and we will learn from it.
Q7. Cardiff has 600, Newport has 400, Rochdale has 700—yet the constituencies of the Prime Minister, the Chancellor and the Home Secretary have a grand total of only three. Is this a fair and efficient way to locate asylum seekers?
I believe we are operating the dispersal system in the same way it was operated for many years under the previous Labour Government, but I will look very carefully at the points the hon. Gentleman makes.

Commons ChamberI will leave the marking and the scores to other people. I look to hearing the scores that will no doubt be delivered by other, more critical voices shortly. I agree with my hon. Friend that the durability of the coalition Government was not widely predicted when we were formed. I remember, when the coalition started, reading almost daily portentous predictions that the coalition Government would not survive. We have survived for half a decade and we have done so in the national interest.
T8. The Deputy Prime Minister promised in the coalition agreement to set a limit on the number of special advisers. There were 71 under Labour. There are 107 now, including 20 in his office, at a cost of £1,200,000. Does he believe in leading by exhortation rather than example?
We have been more open and transparent about the employment of special advisers than any previous Government, and I have never hidden the fact that in a coalition Government of two parties, clearly both parties will wish to employ special advisers in order to facilitate the mechanics and workings of government.

The last Government did nothing to drive the sort of efficiency savings that we have achieved, so when it comes to making cuts in public spending, we can only fear that they would cut the services, whereas we are cutting the costs, which is the better way to go.
Why has there been no reform of the continuing parliamentary scandals of cash for access to politicians and cash to buy peerages? Why has there been no brake on the revolving door that allows retiring Ministers to prostitute their insider knowledge to the highest bidder, and why are there no controls over lobbyists who are still free to buy influence and privilege in this House? Is not the Minister ashamed that, after his Government have been in office for five years, the reputation of politics remains firmly in the gutter?
I cannot imagine a greater contribution to that reputation than the hon. Gentleman going on about it all the time. As he above all people ought to know, most people come into this particular form of public service, known as politics, for high reasons and with high motivation, and they do their job in an honourable way. He might just occasionally shrug off that carapace of cynicism and give due credit to the public servants in this House as well as to those outside it.
