That this House has considered the potential merits of an innovation centre for energy transition in Peterborough.
It is a pleasure to serve under your chairmanship, Sir George. Once again, I have the pleasure of making the case for my super city of Peterborough. In February, I hosted a reception in Parliament to launch the business case for a facility in Peterborough for researching and developing hydrogen technologies. I want to attract high-skilled, high-wage jobs to my growing city; I made that key promise to the people of Peterborough, and this proposal is an excellent opportunity to achieve that as it would bring globally competitive research and development technologies to the UK.
I want the UK be a green, low-carbon economy. We should be proud that we have made enormous strides in that regard since 2010. Investment in technology, not punitive measures that would make working people colder and poorer, is the way to continue the drive towards net zero and make the UK competitive over the coming decades. We must drive productive growth in new industries and technologies.
Partners in Peterborough including the city council, Anglia Ruskin University, TWI and key businesses are developing their case for a high-growth energy cluster at the new university campus on Peterborough’s Embankment. It is the culmination of a 10-year plan to transform the local economy and will platform technology-focused foreign direct investment in the UK to drive growth in the green economy and address some of the most challenging obstacles to the international community’s transition to new energies.
I congratulate the hon. Gentleman on securing this debate, and I support his efforts to increase Peterborough’s potential. Does he agree that if we are ever to come close to our net zero target, investment is needed on a large scale? I support what he is saying and agree that university research, corralling the best and brightest minds, is essential. Does he envisage that that will include university students from across the whole of the United Kingdom and will lead to a UK-wide centre with UK and global benefits?
The hon. Gentleman must have had a sneak glance at my speech, because that is exactly what I am going to say.
We must do that while creating new high-skilled and well-paid job opportunities in Peterborough. The ambition is to create a new research institute called the global innovation centre for energy transition, through which to attract large global energy production companies, including Shell, BP and the Abu Dhabi National Oil Company, and a consortium of domestic industrial high energy users. Foundation industries, such as steel, glass and concrete producers, will develop the new technologies needed for the safe transmission, distribution and use of hydrogen in industrial and domestic applications. The ecosystem created will also focus on related technologies for the storage of hydrogen and carbon dioxide, as well as the production of sustainable aviation fuels.
Global energy and technology companies are ready to partner with the UK Government to invest in the establishment of the centre and fund a 10-year programme of research and development worth £150 million. These firms will pool resources, knowledge and investment at sufficient scale, as well as scientific expertise, to generate the enabling technologies to produce new products and systems that will allow the new market to form and grow.
Excitingly, the R&D programme will create opportunities for local businesses and supply chains to link into the research institute’s global network, attracting R&D investment into the east of England from large knowledge-intensive businesses in Europe, the US and the Gulf states. That in turn will increase demand for higher level skills, improving access to better quality jobs, and increasing aspirations and wages for local residents. That is important to the UK and to Peterborough.
First, there is the obvious case for transitioning towards more sustainable, greener energy sources. Hydrogen can form an important part of our future energy mix in the UK, but the UK’s natural gas network is currently unsuitable for the transportation of hydrogen, which can permeate and cause failure in steel pipes—a phenomenon known as hydrogen embrittlement. New transmission networks will need to be developed from new materials. Those include protective inner coatings or non-metallic network materials to safely store, transport and distribute hydrogen. The UK Government plan to assemble sufficient evidence by September 2024 to enable a decision to be made in 2025 on whether to upgrade the national grid distribution network. The global innovation centre for energy transition can be operational in 2026 and ready to develop the solutions to enable the transformation.
Many of the foundation industries’ process equipment for the production of glass, steel and concrete, although having shown the ability to use hydrogen cost-effectively in pilot trials, is at risk of component failure and may present serious safety risks. Significant research is needed to develop safe materials, equipment and operating procedures to allow the transition of those industrial processes from natural gas to hydrogen. There are no other plans in the UK to attract research and development activity in this emerging sector.
Global firms are looking at addressing specific aspects of the broader challenge. Those disparate efforts will create a patchwork of solutions. By attracting a critical mass of the key players to integrate their R&D programmes in the UK, there is an opportunity to lock those firms into a joint endeavour for decades to come. That in turn provides the UK with the opportunity to find ways of convening its science base as a partnership with, for instance, the Henry Royce Institute and the high value manufacturing catapult to create a solutions network bespoke to the challenges around the transmission, storage and use of hydrogen and CO2.
In a stepwise manner, we can use the opportunity to integrate R&D in the UK, expanding the network of UK institutes that can create an anchoring effect, which makes it difficult for the energy companies to disengage and disintegrate their R&D efforts in this specific field. The ultimate benefit of attracting and integrating global R&D efforts is the opportunity to link intellectual property into UK supply chains for myriad technical applications, including design, manufacturing and services.
The second reason for developing the technology and why it should be done in Peterborough relates to the opportunity to develop a high-value industry that can provide opportunities for high-skilled workers and help to level up the regional economy. The business structure of Peterborough has transitioned over the last few decades from industries based in engineering and manufacturing to lower value services in retail, wholesale, transport and storage, accommodation and food services. Employment has remained relatively high, but average wages are 9% lower than the national average.
Peterborough was on a trend towards the classic low-wage, low-skill equilibrium, but in recent years it has emerged as an increasingly innovative economy. It is now among the 15 cities with the highest number of business start-ups and patents in the UK. The move towards more knowledge-intensive industries can also be observed when looking at the make-up of its industrial structure, with five high-performing business sectors, including advanced engineering and manufacturing, agri-tech, food and drink, digital and creative, energy and environment, and financial services.
Making further progress is not without its challenges. Peterborough has for a long time been an education cold spot, with low levels of participation in higher education and low skill levels among the working-age population. It has limited wage and productivity growth, at 6% below the national average. Skills of level 4 and above are lower than in the wider region, but are now improving quickly. We are turning a corner. The new university has helped to turn the situation around and will accelerate the trend, providing the necessary skill base for existing firms and new science and tech businesses that can be attracted into the city by a new research centre.
Although there are signs that industry formation is improving, with new start-ups in knowledge-intensive industries, the local ecosystem is fragmented and lacks strong links to higher education and research institutions. The proposed R&D facility will provide the demand-side driver for innovation and growth. It will accelerate the positive progress we are making with recent investment and levelling-up projects in our city.
The future for Peterborough will benefit from a new rail upgrade with faster links into London and across the east of England to Cambridge and other neighbouring cities and towns, and the development of the city centre around the new station quarter will provide new, affordable, grade A commercial premises that will help to attract new businesses into Peterborough. The regeneration of the station quarter, combined with an R&D facility for green energy at the university campus, will create better links to London and Cambridge, enabling greater spill-out effects.
The immediate benefits of a new research facility and R&D programme stem from rapidly establishing an innovative ecosystem that generates increasing demand for high-skilled workers in Peterborough and the fens. They include the creation of 100 direct jobs in R&D and 200 indirect jobs in related science, technology, engineering and maths activity. The R&D programme will also create 500 indirect and induced jobs through the participation of 150 local firms in global supply chains, as well as new business start-ups and spinouts.
There will be a substantial positive economic impact on Peterborough city and the surrounding region. Investment in the R&D programme will generate a positive impact in new opportunities for graduate-level employment, encouraging both participation in higher education and, more important, the local retention of graduates. As we become a more skilled working city, it is important to retain our graduates. The R&D centre will allow us to do just that.
However, the wider benefits will also accrue to the UK as a whole. The global market for these new technologies is huge. The forecast value of global hydrogen transmission and distribution pipe networks is estimated to be £427 billion by 2050. By anchoring the underpinning knowledge for these solutions into the UK via the global innovation centre, we significantly increase the chances for British firms—those regionally around Peterborough, and those connected through hubs in Middlesbrough and Port Talbot—to be integrated into future supply chains.
Having the technology developed here also gives the UK first-mover advantage for the global roll-out of new technologies. The proposal to build a new research institute on the university campus in Peterborough presents a huge opportunity for the regional and national economy. To achieve it, we will need to build on existing expertise and import key elements of the Greater Cambridge innovation ecosystem into Peterborough, creating inherent connectivity between the two cities, which will help to rebalance growth across the region.
We will also need to encourage more residents into higher education, enabling access to higher-value jobs. Currently, the proportion of the working-age population with high-level qualifications at level 4 and above is 36.3%. That is below the regional average of 39.6% and the national average of 43.6%. However, that position is also improving, and the gap has narrowed by more than half since 2018. If Peterborough matched the national average for skills, an extra 9,130 people would have an NVQ level 4 qualification or above.
The establishment of the new university in Peterborough has provided an essential component for an innovation ecosystem, investing in human capital to improve higher-level skills to meet local economic needs, as well as providing vital interactions between businesses and higher education. A new research institute is now needed to build on these developments and to raise demand for higher-skilled jobs in the local economy by attracting global firms and connecting research and industry via a bespoke facility and an R&D programme that can translate research into practice in the local economy. That would provide a strong future energy sector focus to what is currently a fragmented innovation ecosystem, and it would harness regional, national and global opportunities in this emerging sector.
The proposals for a global innovation centre for energy transition at Peterborough have the potential to leverage significant economic benefits for Peterborough and the whole UK. The investment proposals are expected to generate approximately £160 million of private sector investment over 10 years from 2025, against a public investment of £30 million. That would provide a benefit-cost ratio of 3.3, which represents exceptionally good value for money.
We need an urgent meeting with Ministers to realise this opportunity for the UK and for my city. It involves several Departments, spanning trade, energy and levelling up. I hope that the Minister can say today that she is willing to take part in this effort, help me convene such a meeting and get the project moving. I am proud of the progress we are making in Peterborough. As I stated earlier—

That this House has considered the situation of Hazaras in Afghanistan.
It is a pleasure to serve under your chairmanship, Mr Hollobone. I am extremely grateful for the opportunity to have this debate. I am also grateful to my constituents who have come to join me today. Hazaras from not just Peterborough but across the country are sitting in the Gallery, listening to the debate—the first, I think, in the Palace of Westminster devoted purely to the Hazaras and their situation in Afghanistan.
The Hazaras are one of Afghanistan’s largest ethnic groups. Exact numbers are unknown, as there has been no accurate census of the Hazara population, but some estimate it to be between 20% and 30% of Afghanistan’s population. They are predominantly, but not exclusively, Shi’a. The number is often disputed by the Hazara community themselves, who believe that they are underrepresented in order to be denied adequate funding and political representation.
For over a century, the Hazara community has suffered from targeted discrimination, persecution and massacres because of their ethnicity and religious sect. Identifiable by distinctive features, Hazaras cannot hide their ethnicity from aggressors. As early as the 1890s, about 60% of the Hazara population were slaughtered during genocidal campaigns. Those who survived were dispossessed of their land, displaced from their homes, with some even being sold as slaves. Oppression continued throughout the 20th century, as Hazaras were denied access to education and political rights. To this day, Hazara areas in Afghanistan remain some of the poorest parts of the country.
I am proud to be chair of the all-party parliamentary group on Hazaras. As I say, I have a number of Hazara constituents in the great city of Peterborough. The community there is growing, with over 140 Hazara families living in my city. They have an amazing community centre called the Peterborough Afghan Shia Association —or PASA—to help residents with numerous issues. They are a real asset to my city. That is why this debate is so important to me personally. It is paramount that we raise awareness of and stand up for minorities such as the Hazaras in Afghanistan.
The Hazara community in Peterborough are not just any community; they are our neighbours, our co-workers and our friends. They have been targeted in Afghanistan in places of worship, over cultural festivals, in sports clubs, at wedding ceremonies, at hospitals and schools, during peaceful protests, on public transportation and in the streets. For example, on 8 May 2021, a Hazara girls high school was attacked in Kabul, killing over 100 students and injuring over 160 others. On 19 April 2021, two other Hazara schools were attacked in Kabul, again killing 126 students and injuring 60. Two days later a Hazara mosque was attacked in northern Afghanistan, killing more than 50 worshipers and injuring hundreds more. On 30 September 2022, at attack at an education centre killed more than 60 female Hazara students and injured over 100. Those are just a few examples of attacks against Hazaras in Afghanistan over the last few years. Unfortunately, that is the tip of the iceberg, and it is something that the Hazara community have to live with each and every day in Afghanistan.
The persecution of the Hazaras has continued into the Taliban era, but it has been around for a lot longer than that. Thousands of Hazaras were killed in massacres during the civil war, as they were under the Taliban Government. Since the takeover of Afghanistan, again by the Taliban, in August 2021, the plight of the Hazaras has only increased.
I commend the hon. Gentleman for bringing this debate forward and thank him for being a champion—I use that word honestly because it is the right one—in this House for the Hazaras. Other debates he has secured in Westminster Hall have been an indication of that. The Hazaras have long faced discrimination and violence. When the Taliban were last in power the Hazaras faced targeted violence. They fled to Iran and Pakistan for safety, such was their fear of what would happen to them or their families if they remained. The Taliban’s restrictions disproportionately affect women from religious minorities. As chair of the APPG for international freedom of religion or belief, I have spoken for the Hazaras before, and I would do so again. I commend the hon. Gentleman, and I also suggest that what he is doing—what we in this House are doing—today is being a voice for the Hazaras, and for their community here.
I thank the hon. Gentleman for that intervention; today is just the start. This is the first dedicated Commons debate on the issue, but we have raised questions on it before. I want to work with Members such as the hon. Members for Strangford (Jim Shannon) and for Bedford (Mohammad Yasin)—and others too—so that we can end the suffering. I hope that this is just the start of an extended campaign to protect Hazaras in Afghanistan.
Hazaras face suicide attacks, forced displacement, torture and even execution. Those displaced people then have to make the harrowing journey, as the hon. Member for Strangford said, to find safety in other countries in the region and in Europe. To date, however, not a single perpetrator has ever been brought to justice, and the attacks against the Hazaras have been allowed to go on without punishment. Enough is enough; this cannot continue.
Action is required to thoroughly investigate these crimes, bring perpetrators to justice and take further steps to protect the Hazara people in Afghanistan. Alongside colleagues and external advisers, I was part of the inquiry into the situation of Hazaras in Afghanistan, which was published last year. In its report, there were numerous recommendations for the United Kingdom Government, as well as the International Criminal Court and the UN. The recommendations to the Government were:
“Monitor the situation of the Hazara, collect and preserve the evidence of the atrocities…Conduct an inquiry into the issue of sexual violence against the Hazara in Afghanistan…Recognise the specific targeting of the Hazara in Afghanistan and their vulnerability as a result (including for the purposes of asylum resettlement to the UK under”
the Afghan citizens resettlement scheme. The report also recommended that the Government:
“Assess the situation and identify a comprehensive response plan, including in accordance with the UK’s duties under the Genocide Convention…Assess whether and how the Hazara communities have access to humanitarian aid provided by the UK…Ensure that the UK Aid provided to Afghanistan researches the Hazara communities…Engage in a dialogue with Afghan-neighbouring countries to ensure that the Hazara fleeing persecution in Afghanistan are provided with assistance and not returned to Afghanistan…Impose the Magnitsky sanctions against all those responsible for the atrocities…Call upon the Taliban-run ‘caretaker government’ to ensure that all atrocities against the community are investigated and the perpetrators are brought to justice…Provide capacity assistance to help with investigations and prosecutions of the perpetrators.”
We, along with the international community, have a responsibility to do whatever we can to protect and to bring about justice whenever we can.

The hon. Member for Oldham East and Saddleworth (Debbie Abrahams) rightly said that awareness of this issue is not widespread in this country, but lots of people and Kashmiri human rights organisations in my city and in communities across the country are working hard to spread awareness. This debate is, in part, down to them and their hard work. I thank Friends of Kashmir in Peterborough, Abdul Choudhuri, Mohammad Choudhary, Ghafarat Shahid, Mohammad Ikram and Mohammad Yousaf for all their work in highlighting this issue.
What happens in Kashmir matters in Peterborough, not just because we have a 20,000 Kashmiri diaspora population in my city but because if we care about human rights, we care about Kashmir. I suggest that all hon. Members care about human rights and, if they do, they should reflect on the murder, torture, rape and all the other atrocities happening in Indian-occupied Kashmir. My hon. Friends the Members for Dewsbury (Mark Eastwood), for Hyndburn (Sara Britcliffe) and for Stoke-on-Trent North (Jonathan Gullis), who cannot be here today, care deeply about these issues, too.
In another world, I am chair of the all-party parliamentary group on British Muslims, and it is incumbent on British Muslims to be aware that this Government and all hon. Members in the Chamber today care about atrocities and human rights abuses carried out against their fellow Muslims across the world. I ask the Minister to think about it carefully. Just as we care about injustice against the Rohingya and the Uyghur, we also care about injustice against the Kashmiris.
The hon. Gentleman mentions persecution against many peoples, and there is anti-Christian violence in Kashmir, too. Christians have their churches burned and there is forced conversion of Christians by brutal force, physical and sexual violence, rape and murder. Christians need equality in Kashmir, too.
The hon. Gentleman must have read my mind, because I was going to come on to that next. Just as we care about atrocities against the Rohingya and the Uyghur and about persecuted Christians around the world, we must make sure that we stand up for persecuted Muslim communities, too.
I completely reject the argument that, somehow, to care about human rights in Kashmir is anti-Indian. India is the seventh largest country in the world by land area and it has the second largest population, at 1.2 billion. India’s list of economic and other achievements is impressive, but the ongoing human rights situation in Kashmir does not benefit India at all. If India wants to take its place as one of the great world powers, surely the human rights abuses in Kashmir hold it back and make people feel differently about India.
I stand with the hundreds of millions of Indians across the world and with the Indian diaspora in this country who care about human rights. This is not just a Muslim issue. Ordinary people in this country care about human rights, and that includes our Indian diaspora population.
This is a bilateral issue for India and Pakistan, and we face our own territorial arguments on the Falkland Islands and Gibraltar. We will never negotiate the sovereignty of Gibraltar or the Falkland Islands without consulting the Gibraltarians or the Falkland islanders themselves. We say that self-determination for these people is important, and if it is good enough for the people of the Falkland Islands and Gibraltar, it is good enough for the people of Kashmir.

That this House has considered the definition of Islamophobia.
It is a pleasure to serve under your chairmanship, Mrs Murray, and I thank the Backbench Business Committee for permitting the debate. I introduce the debate as one of the co-chairs of the all-party parliamentary group on British Muslims. It is a privilege to chair that APPG, and something that I take very seriously indeed. The year before I became a Member of Parliament in 2019, the APPG proposed a definition of Islamophobia. The group undertook widespread consultation with parliamentarians, experts, lawyers, community activists and victim-led organisations so that they could propose a working definition. This was a sincere attempt to give meaning to the word and the nature of what we call Islamophobia, and that definition has since been adopted by hundreds of different organisations and bodies. It was, and remains, a valuable piece of work.
During the 2019 Peterborough by-election, in which I came third, I canvassed a gentleman called Amir Suleman. He is, and was, a presenter on a local radio station, Salaam Radio, and he asked me what I thought about the APPG definition of Islamophobia and whether it should be adopted by the Government. Embarrassingly, I had very little to say to him, but I promised that if I were elected, I would become active on the issue. A general election and several tough interviews on Salaam Radio later, I have kept my promise, and Amir is my friend and a tremendous source of advice. I have a large Muslim population in my city and in my constituency, and I see day in, day out, the fantastic contribution Muslims make to life in Peterborough and throughout the whole of the UK.
I thank the hon. Gentleman for securing this this debate. I want to put on record that I am chair of the all-party parliamentary group for international freedom of religion or belief. We speak out for those with Christian beliefs, those with other beliefs, and those with no beliefs. I support the campaign that the hon. Gentleman is describing; I think that the Government should respond to it in a very positive way and that the same freedom should be there for everyone of every faith in the United Kingdom, not just in word but in deed.
I thank the hon. Gentleman very much for that contribution. He will know as well as I do that discrimination against any faith can have a huge detrimental impact on the outcomes of people who are of that faith, so championing this cause and pushing back against discrimination and hatred against Muslims—my friends, my neighbours, my city—seems like the most natural thing for me to do. It is something positive I can do as the Member of Parliament for Peterborough, because Peterborough would not be Peterborough without the contribution of its Muslim residents.
Back in 2013, a report published to coincide with the ninth World Islamic Economic Forum in London stated that the nearly 2.8 million Muslims in the UK contribute over £31 billion to its economy, and wield a spending power of £20.5 billion. I see that economic input all the time in my constituency, with its hundreds of Muslim-owned businesses: these are entrepreneurial and charitable people, wealth and job creators, making my city more prosperous. Successful British Muslim entrepreneurs not only contribute to the prosperity of Peterborough and our country, but contribute to the fabric of British society and act as role models for us all.
Muslims contribute to the social fabric of my city. In Peterborough, as in other places, we have Muslim doctors, professors, lawyers, journalists, teachers, academics, pharmacists, care staff, charity workers, those who work in local Government and, of course, thousands working across the private sector. They contribute to our politics, with Muslim councillors in Peterborough representing all three major parties. In the Conservative-led administration, two Muslim councillors serve in the cabinet and the mayor last year was a Muslim Conservative councillor. From the Labour party, we have some of the longest-serving and respected councillors in our city. In the Conservative party, we have scores of activists, members and the only local branch, I believe, of the Conservative Muslim Forum. Considering the recent Singh report, I think we are one of the flagship Conservative associations in the country for engaging with the Muslim community and Muslim members of my party.
The APPG published another report in 2021, which demonstrated the role Muslims have played in fighting covid-19. Again, Peterborough is a fantastic example. Muslim institutions in my city, both charities and Islamic institutions, have shown us what being in this together really means. Those organisations and community activists, such as Zillur Hussain, who was awarded an MBE for his community efforts, have had me handing out face masks on busy streets, delivering food and hot meals to those who were shielding, to rough sleepers and the vulnerable, and promoting businesses like car washes offering free services. I have been photographed scores of times across my city with Muslim businesses and Muslims doing good things for everybody in our city. They have brought me, as their MP, into their hearts and homes. During covid-19, they showed the best of all of us.
It would take too much time for me to name all the Muslim businesses in Peterborough and what they have done during covid-19, but I listed 30 or so in a previous Westminster Hall debate. They know who they are, and I thank them from the very bottom of my heart. I know that this was replicated across the country, but despite that amazing contribution and those efforts, Islamophobia remains a social evil that has a devastating impact on British Muslims and on wider society. It is not just British Muslims who are impacted by Islamophobia, but British society at large, to the detriment of social harmony and inclusion.
In September 2017 the Runnymede Trust published a report titled “Racial prejudice in Britain today”. The report found that one in four Britons—26%—admitted to being racially prejudiced. Given that this admission is one that individuals would not readily make, the figure may be an underestimation of the actual number. A poll carried out by Savanta ComRes in 2018 found that 58% agreed with the statement:
“Islamophobia is a real problem in today’s society.”
That is a good thing. Almost one in two agreed with the statement:
“Prejudice against Islam makes it difficult to be a Muslim in this country.”
That is shocking. A further YouGov poll from 2018 shows that around one in four Britons believes that Islam is compatible with the values of British society. Alarmingly, around one in two believe that there is a fundamental clash between the two.
Despite the levels of prejudice evidenced in the national surveys, British Muslims continue to rise to high levels of British society, experiencing loyalty, belonging and social interaction with their fellow citizens. Some 93% of Muslims say they feel they belong to Britain, with more than half saying they felt this very strongly. The APPG report on Islamophobia clearly evidences discriminatory outcomes faced by Muslims in employment, housing, education, the criminal justice system, social and public life and political or media discourse. It contains a number of incidents widely reported in the press in order to demonstrate the breadth of Islamophobia in society. I am not going to name them all, because some of them, quite honestly, are too shocking to describe in a calm and respectful manner.
One incident really did catch my eye. An investigation conducted by The Sun in January 2018 revealed that the country’s top companies that provide car insurance would give far lower quotes to drivers with typical English-sounding names, such as John Smith, and far higher quotes to drivers with typical Muslim-sounding names, such as Mohammed Ali. This form of Islamophobia manifests itself in a subtler way than, say, an act of violence. This is institutionalised Islamophobia, and it impacts the lives of Muslims and leads to unequal outcomes. To make much greater progress in reversing these discriminatory outcomes, we must begin from the point of an agreed definition.
In response to the APPG’s report, in May 2019, the then Communities Secretary said that Ministers would appoint two expert advisers to work on a different definition of Islamophobia.
“To get a firmer grip on the nature of this bigotry and division we agree there needs to be a formal definition of Islamophobia to help strengthen our efforts.”
They pledged that the Government would develop an effective definition of Islamophobia that commands wide-spread support. Following this announcement, in July 2019, the first appointment was made. Imam Qari Asim, deputy chair of the anti-Muslim hatred working group, was appointed to lead the process for establishing a definition of Islamophobia. There has been no second appointment. Imam Qari Asim was appointed for his experience working with a broad range of communities to tackle Islamophobia, including in his role as deputy chair of the cross-Government working group to tackle anti-Muslim hatred. I have spoken to him and he is keen to begin this work. Muslim communities up and down the country are waiting; they are expecting something—they were promised something. This cannot wait. In the absence of any action, the APPG definition has already been adopted by scores of councils, and the Scottish and Welsh Governments are also now considering this.
When I appeared on Salaam Radio, shortly after my election, the first question I was asked was not about the economy, the NHS or foreign affairs, but rather about when the Government were going to complete this work. I shall be on again soon; please, let me tell them that we have, at least, started this work. My message is clear: quickly appoint a second adviser, or tell Imam Qari Asim to begin his work. I shall work with him, and with the working group to tackle anti-Muslim hatred.
I know I speak for other APPG officers and Members when I say that frustration is building. A definition of Islamophobia has the potential to be a tremendous force for good, and it is brilliant that the Government recognise that. It is the first step in a country-wide effort to stamp out this evil and improve outcomes for millions of people. I cannot stand idly by and allow the children, and grandchildren, of my constituents to face the same discrimination and racism that their parents and grandparents faced during their lives. Islamophobia not only impacts lives and outcomes, it holds us back as a country. If Muslim men and women are prevented from being all that they can be, this country will never fulfil its potential. Please, Minister, let’s begin this work.
