Commons ChamberI understand and agree with my hon. Friend about the importance of certainty over funding. The dedicated school grant allocations for 2023-24 were published in December 2022, including indicative allocations for the mainstream schools’ additional grant, which will distribute the additional £2 billion of funding that was announced in the autumn statement.
As we have heard, the additional £15 million hardship funding for students announced last week amounts to less than £10 per head—significantly less, according to my sums—while the Institute for Fiscal Studies says that students are £1,500 a year worse off. Today, the all-party parliamentary group for students is launching an inquiry into the impact of the cost of living crisis on students, inviting submissions from students, their unions and institutions across the UK. Will the Minister agree to meet us to consider the evidence we receive?

My hon. Friend, with her experience in the NHS and as a mother, is right to point to the importance of children being back in the classroom. It is right for their education and for their mental wellbeing. It is right for them to be with their friends. Education will be a national priority for this Government during this pandemic. Schools will be the last to close and the first to open, and that remains our position.
Teachers have taken on many additional tasks during the pandemic, as well as developing online learning, which is a substantial job in itself. Will the Minister therefore consider providing extra support to schools to deliver the testing that is needed? Will he also say a little bit more about plans to address lost learning, which affects all years, not just those with imminent exams?
The hon. Gentleman raises the issue of testing. We are testing staff in schools twice weekly to identify any asymptomatic cases. That is an important measure that we have taken. We are helping schools with the cost of rolling that out; there is £78 million of funding available for schools to employ agency workers and others to help them to deliver those lateral flow device tests. He is right to point out that lost education is important. That is why we are supporting the Oak National Academy, which was set up by a group of teachers. We have funded it with over £4 million. The academy has had 3 million individual users, and 32 million of its lessons have been viewed online.

Commons ChamberI congratulate the mayor on the golden kilometre challenge, which is a very welcome initiative. I believe that every primary school should adopt either the golden kilometre challenge or the non-metric and slightly longer daily mile. Regular exercise is clearly linked to long-term health, which is why the new health curriculum guidance emphasises its importance.

Commons ChamberAs I said, since 2017 we have provided and are providing local authorities with more money for every pupil in every school. There are 10,000 more teachers in our school system today than there were when we came into office in 2010. In the recruitment cycle last year, we recruited 2,600 more teacher trainees into teacher training. It is an attractive and an honourable profession to work in. I wish the hon. Gentleman and Labour Front Benchers would support our schools and talk them up instead of talking them down.

Commons ChamberI am pleased to tell my right hon. Friend that help is available. While core school funding has been and is being protected in real terms, we understand that schools are facing cost pressures due to higher employers’ national insurance contributions and higher contributions to teachers’ pensions. We will continue to work to deliver the initiative set out in the schools buying strategy to help schools get the best value for their non-staff expenditure, such as through regional purchasing hubs, and we will support schools in managing their staff and workloads by implementing flexible working and by deploying support staff effectively.
There is no single model for rigorous assessment. I recently held a series of meetings with year 12 and year 13 students in schools across my constituency, and one issue of concern to them all was the move away from coursework to closed exams. They believe that such exams provide an incomplete assessment of their abilities, discriminate against those who are unwell on the day of an exam, and are a contributory factor in the growth of mental health problems. Will the Minister agree to look at those concerns?
We looked carefully at that issue. We found that controlled assessments were consuming vast amounts of teaching time and a culture of resits was taking up more teaching time. Ofqual said that the controlled assessment system was not the most reliable way of assessing pupils.
