Commons ChamberConservative Members very much respect Sir David Dalton. I remind the hon. Lady that she stood for election on a slogan of not a penny more for local government, so it is entirely inappropriate for her to say different things now. There is now an opportunity in Manchester, through the devolution deal, to integrate care and the NHS more effectively, and I expect that to happen.
Best trend data come from the GP patient survey, which collates feedback from more than 2 million patients biannually. The most recent results show that 92% of patients found their appointment to be convenient—a slight increase on previous results—and that 86% of respondents rated their overall experience of their GP’s surgery as good.
The Minister knows that there was a 30% rise in waiting times in 2016—that is one of the key concerns that constituents raise with me. Local GPs tell me that one of the main pressures they face is the failing social care system. The Minister knows that the answers he gave a moment ago do not address the problem, so will he commit to doing something meaningful?
The answer I gave a moment ago was the results of the GP patient survey. The Government and I accept that the country needs more GPs. GPs are the fulcrum of the NHS, and we have plans for a further 5,000 doctors working in primary care by 2020. We intend to add pharmacists, clinical pharmacists and mental health therapists as part of the solution.

Commons ChamberThe Minister was right to describe community pharmacies as the essential front line of the NHS. What assessment has he made of the additional pressures and costs that will be put on other parts of the NHS as a result of this decision?
The King’s Fund study and the £42 million integration fund are directly focused on services and on enabling pharmacies to become more integrated with GPs. In addition, I repeat that 1,500 more clinical pharmacists than we have now will be working for GPs in 2020. That is a huge difference.
I thank the Minister, the shadow Minister, and all Members who have contributed to what has been a thoughtful debate, with a cross-party consensus in support of the central thrust of Government policy to devolve jobs, but with concern expressed about this decision. I acknowledge and am grateful for the Minister’s frank reply in saying that no full assessment of the costs has been made. The motion simply seeks what other Members have called for, namely a proper cost-benefit analysis so that any decision can be made on the basis of demonstrable and provable facts, and the commitment that all that information will be available—perhaps through the National Audit Office, as we suggest—before the BIS board makes its decision. That is an important step, and I thank Members for their participation.
I am not sure that I am allowed to give way, but I thank the hon. Gentleman for all his support in this debate and the points that he has made, and I very much commend his double-hub strategy. I am grateful to the Minister for saying that no final decision has yet been taken, and for acknowledging that no cost assessment has been made, which is frankly extraordinary. I hope that a decision will now be made, and I commend the motion to the House.

That this House notes with concern the Business, Innovation and Skills Department’s proposal to close its Sheffield policy office, moving 247 posts to London; further notes that the Sheffield BIS office proposal runs counter to the Government’s welcome commitment to create a public sector that reflects the diverse nature of the UK following the publication of the Bridge report and also to the commitment in Budget 2016 to move civil servants out of expensive Whitehall accommodation; and therefore calls on the National Audit Office to conduct a cost benefit assessment of the BIS Sheffield proposal.
