Since we are having this debate at a time of escalating tension and violence in the middle east, I want to start by putting on record what I did not have time to do in the statement, which is to add my condemnation to any assault on, or murder of, civilians, no matter from what quarter. My sympathy is with the families of those who have lost loved ones in recent weeks and months.
However, as violence increases, I caution against slipping into what we used to call the politics of the last atrocity, whereby we try to understand and explain an event by seeing it as a reaction to the event that happened before. We need a wider, longer-term view that looks at the context and the factors behind what is happening in Israel-Palestine, if we are to have any prospect of beginning to rejuvenate moves towards peace. When we do that, the obvious and glaring thing in front of us is that within 20 years of the state of Israel coming into existence, it began a military occupation of territories outwith its borders that belong to other countries or that were designated by the United Nations as a future homeland of Palestine.
Fifty-six years later, that military occupation continues. That has the biggest bearing on human rights for the people who live in the occupied area, not just because—obviously—by occupying it militarily, basic human rights such as the right to exist and to be, the right to self-determination and the right to for someone to come back to the land from which they were displaced cannot happen, but because it is in the essence of occupation that the population in the occupied area has to be controlled, constrained and subjugated. That is what an occupation has to do to work. Therefore, across every aspect—education, health, travel and everywhere—the human rights of Palestinians have to be suppressed. Until we commit to ending that military occupation, it will be impossible to properly establish human rights for Palestinians.
I am unashamedly an advocate for the human rights of Palestinians, but I also want to see a future where Israel exists in harmony with its neighbours and at peace with itself, as a partner for progress in humanity. That can properly happen only once the occupation ends. It is distressing that we never hear talk of ending the occupation or even pathways towards it—certainly not from the Israeli Government and, most importantly, not from the UK Government. I ask the Minister to comment on how the UK, as a matter of policy, will work towards ending the military occupation.
My hon. Friend speaks with passion and knowledge on this issue. I hear regularly from constituents in Glasgow North who express solidarity with Palestinians and want to ensure that their human rights are fully recognised. He is right about how the UK Government respond to all that. One of the ways to get us on the road to an end to the occupation and the achievement of a two-state solution—still the global consensus of the best way to achieve a long-lasting peace—would be to recognise the state of Palestine, as many Members have said in the debate. Should the Government not follow this Parliament’s lead by making that recognition?
They should, and I will come to that in a moment. I want to say first that there are two major factors in the recent past that ought to dictate a change and a review of UK Government policy. The first is the stated policy of the Israeli Government. People have commented throughout the debate that they are the most extreme right-wing Government in the history of the state of Israel, and that is true. People have commented on Ben-Gvir and Smotrich and some of the vile statements they have made, but it is not just them. As was quoted by the hon. Member for Hammersmith (Andy Slaughter), Prime Minister Netanyahu himself made clear in the mission statement of the new coalition Government that the Jewish people have the right to claim all of Israel. By all of Israel, he means all the land that Israel occupies, from the Jordan river to the Mediterranean sea. There is no room in that perspective for a two-state solution and an independent state of Palestine.
Why do we not stop pretending that the current Israeli Government are a good actor and believe in a long-term two-state solution, when they have clearly stated that they do not? Everything they are doing on the ground is designed to remove the building blocks that would be needed to ever move talk forwards to a two-state solution.
The other factor that needs to be addressed is the escalating and widespread problem of settler violence. Among the settler communities that have been established in the occupied areas, there are now effectively armed militias operating a campaign of violence and intimidation against the local Palestinian population, often with the connivance of, or certainly with the turning of a blind eye by, the official Israeli authorities.
We saw that in Huwara, in what people described as a pogrom, with settlers on the rampage, attacking any Palestinian they could come across in that village. The IDF went in, and as a result of the IDF action, more than 400 Palestinians needed treatment because of tear gas and other injuries. That is an unprecedented situation that ought to require the British Government to change their mind.
I also want to mention the word apartheid. I expect in his notes the Minister has something that says that the British Government do not consider that to be a relevant word in the context of Israel and Palestine, because it is about South Africa, and that they do not agree with the description. Let us be clear: the word apartheid is not an adjective, but a noun. It has a precise legal definition. Respected international and Israeli organisations have spent a lot of time considering the matter and have come to the conclusion that the legal test for the crime of apartheid has been met in the occupied territories and that it is being practised by the Israeli authorities.
We cannot just ignore that. The British Government may wish to come to a different view, but they should do so not by pretending that this is about some sort of linguistic choice about what words people use, but by looking at the coherent and compelling evidence that has been provided and saying whether or not they want to refute that evidence and come to a different conclusion. To simply make no comment on it seems to me to be a gross dereliction of duty.
I finish by putting forward a couple of asks to the Minister. The first is about recognition. This has been said many times, so let me rephrase it: can the Minister explain how British policy in the region would be undermined or compromised in any way by deciding to recognise the state of Palestine now? If that is not to be undermined, then what is the reason for delay? The more delay happens, the more it looks as if this country is not really serious about a two-state solution, when it is prepared to recognise only one of the states in question.
Finally, I come back the road map. Can we have a commitment, as we would with other countries, to make sure that our trading relationships with Israel are centred on the protection of human rights and the rule of international law, and that we are prepared to use the development of those trading relationships to that end?

That this House has considered the report of the Lord Speaker’s Committee on reform of the House of Lords.
It is a pleasure to serve under your stewardship, Mr Howarth, for what I hope will be a scintillating debate. I say at the outset that none of what I am about to say should be taken as a slight or criticism on any individual Member of the upper House. I have, in my limited time in this place, worked with many of them in all-party groups and on various campaigns where we share the same objectives, and I have found them, to a man and woman, to be people of integrity and ability and to exude a commitment to public service.
That aside, the institution of the House of Lords is fast becoming a national embarrassment. It is something we urgently need to address. The House of Lords is the largest legislative assembly anywhere in the world, with the sole exception of the People’s Republic of China. It is an institution where no one is elected by the wider citizenry, and it is accountable to no one. It is staggeringly unrepresentative of the population at large: only 26% of its Members are women; 44% of its Members live in London and the south-east of England; and 56% of its Members are older than 70 years of age. That is an institution that in no way reflects contemporary society. It is also an expensive institution, costing almost £100 million for every year that it operates, £20 million of which goes on the expenses and stipends of the Members who serve in that Chamber.
We are fast approaching a situation where the legitimacy and credibility of the House of Lords will be in crisis. Unless we do something about it, that crisis of credibility will extend to us as well by implication.
The Parliament Act 1911 first established that the House of Commons, the elected Chamber of this Parliament, should have primacy over the House of Lords. The preamble of that Act noted that the intention was to introduce
“a Second Chamber constituted on a popular instead of hereditary basis, but such substitution cannot be immediately brought into operation”.
For the 106 years since the passage of that Act, we have argued about how to make the upper House a popular and democratic institution. For most of that time, the argument has been led by this Chamber—elected Members representing the people—which has argued for shining the flashlight of democracy into the darker recesses of our Parliament. What we have today, however, is something quite remarkable. We have a situation where the Government of the day have said publicly that they will not countenance any reform of the upper House; they do not have the time or inclination to consider those arguments.
In frustration, Members of the upper House themselves have got together to beg the case for reform. That is a remarkable volte-face from the arguments we have had for over 100 years. I hope that the Minister, when he concludes, feels just the slightest sense of embarrassment at the situation. Here we are contemplating reform of the House of Lords not because of any motion or suggestion from an elected Member of the House of Commons but because the House of Lords is asking us to take action to try to salvage its credibility and reform its institution.
I congratulate my hon. Friend on securing the debate and on his contribution. Does he not think that one of the main reasons why many Members of the House of Commons are reluctant to push reform of the House of Lords is that they want to end up there? They see it is quite a cushy retirement number, rather than seeing any practical function that a second Chamber might offer. We should be proud of the Scottish National party’s long-standing tradition of not taking seats in the House of Lords.
I agree. It is inconsistent for someone to say they wish to abolish an institution but then prop it up by serving in it and trying to enhance its credibility. That, however, is a political contradiction that others will have to wrestle with. I am glad to say it is not one my own party faces.

Commons ChamberI would like to start with a quote from a constituent’s letter. Dr Amer Masri left Damascus a few years ago and now works as a researcher in Edinburgh. He says:
“It is a shame for the free world to see the massacres and mass executions happening to the civilians that are trying to flee Aleppo right now and no action is being taken.
I am very, very disappointed and heartbroken that the free world has left civilians who chanted the values the west believes in like freedom, democracy and dignity, and they are left starving and facing the Russian, Iranian and Assad regime brutality alone. We are left alone.
I urge the UK not to bomb Syria but we need aid drops. It is not too late. There are besieged areas in Damascus suburbs, besieged areas all over Syria. Use these planes to create safe corridors to protect the civilians—not to bomb them.”
I cannot add to the many comments that have been made on both sides of the House that sum up the despair and frustration that people in this country and others feel about the situation in Aleppo. However, I want to reflect on the fact that it is just over a year since we had a vote in this House on whether to join military action in Syria. Those of us on the SNP Benches opposed that motion, yet we were assured that if we voted to join that military action, we would cut off the head of ISIS, provide air support for 70,000 ground troops and be part of co-ordinated military action that would lead to and enhance a political solution. It is now terrifyingly obvious that none of those things has come to pass.
Another thing suggested was that joining that military action would give this country and this Government greater leverage in trying to influence events as they unfolded in Syria. It seems terrifyingly obvious that that is not the case either, and I am sure that there are many in this House, and many throughout the country watching their television screens, whose main feeling is one of frustration at the apparent impotence of our Government when it comes to getting involved and doing anything.
I think that some people—perhaps not those sitting on the Government Front Bench, but certainly some people in the Foreign Office—need to go on an assertiveness training course. They need to speak a lot more loudly and more emphatically than they have thus far. I would like to see this country leading, not following; not being a bystander watching the discussions of others, but getting involved, getting our hands dirty and trying to sort the problem out. After all, if this problem was not caused by France and our own country, whose problem is it? We have a responsibility to the world to show leadership, and I hope very much that we will do that.
Along with many in this House, I am very angry at, and opposed to, the actions that Russia has taken militarily in recent months. However, I would say this to the House: the way forward is not going to be to demonise President Putin, to try to move to a new cold war or to try to pretend that Russia does not have legitimate interests in the region. I would like to see firm but emphatic engagement with the Russian authorities and an insistence from this Government that they need to be part of the equation and part of the plan.
We should call Russia to account and insist that humanitarian aid is prioritised and that corridors are allowed so that it can be delivered. We should stand up and be seen to be doing that. Let us get on the planes. Let us have the shuttle diplomacy. Let us be seen to speak out for the people of this country, to lead international opinion and to put pressure on the Russians and others who are trying to make a bad situation worse.
We also need to call out the Turkish Government on their actions in this affair, because they have been none too helpful. Turkey’s support for the al-Nusra front has created a fig leaf of credibility for the Russian military’s excuse that the people of eastern Aleppo are somehow in a terrorist enclave that needs to be liquidated. That is unhelpful, as is the hostility of the Turkish Government to pretty much any sentiment expressed by the Kurdish population in the region.
So, let us take action now to deliver the humanitarian aid, to make sure there is a ceasefire that can be policed and, most of all, to make sure that war crimes, if they have been committed, will be recorded and that those responsible will be brought to book in the future.

Commons ChamberI totally agree with my hon. Friend. We heard the hon. Member for Gainsborough (Sir Edward Leigh) making a point of order earlier in the day about precisely that matter: that the House of Lords might choose to undermine or vote against the current Government’s policy. I do not know whether it was him or someone else, but it was suggested that the solution to that, rather than abolishing the House of Lords or electing Members of the House of Lords and giving it a mandate, was simply to create yet more peers to outnumber us even more. I am sure the irony was not lost on those of us who were sitting in the Royal Gallery yesterday: the question of where elected mandates come from.
As my colleagues have stated, the human rights framework is at the core of the Scotland Act 1998 and it is fundamental to the new democracy that exists north of the border. Given that the Government seem determined to undermine the Human Rights Act here in this Parliament, it is even more concerning that we are not being given a voice on the Joint Committee—they are refusing to give a voice to the third party. We have a democratic right, as democratically elected Members of this House, and a duty to look out for the human rights of our constituents. Tomorrow, the Government are going to force through Standing Orders that will further undermine our rights, and it raises the question: where is this respect agenda? Where is the respect for the decision that the people of Scotland made last year when they said to stay in the UK, for now.
Does my hon. Friend agree that another context to this debate is the recent discussion in Scotland? Scottish people who voted to remain part of the United Kingdom were given every assurance that Scotland would play a full role within that Union, but they now see not only no SNP representation, but no Scottish representation on this Joint Committee.
Absolutely. I completely agree with my hon. Friend. The Labour party could nominate its Member from Scotland for the Committee—perhaps even the Liberal Democrats could do so as well. The reality is that this matter is not simply about the third party, but about a complete lack of geographical representation, and the point that my hon. Friend makes is very well made.
If the Government are serious about the respect agenda and about respecting the decisions that have been made by the people in Scotland both in the referendum last year and in the election this year, I strongly encourage them to reconsider the decision that they are making tonight, to listen to the constructive suggestions that have been made and to bring this matter back when there is a decent proposal that represents and respects the views of the people of Scotland.
