Actually, on increased food prices in Wales, the biggest danger is taking 20% of land away from Welsh farmers and out of production and imposing a top-down approach to those farmers. I hope that the right hon. Lady will rethink her support for the Welsh Government’s disastrous proposals, which will drive thousands and thousands of people out of Welsh agriculture.

As a direct result of all these changes, small businesses will close, jobs will be lost and consumer choice will be reduced. That is the exact opposite of what Brexit was supposed to achieve, is it not?

I do not accept the hon. Gentleman’s characterisation. This is a pragmatic approach to keeping the country safe from animal and plant diseases while allowing the free flow of trade via a model in which people can get certification away from the ports to ensure that they can import products, and stamping down on those who want to act illegally.

I can. The sustainable farming incentive motivates farmers to improve their soil quality, which is good for the production of food, and incentivises farmers to look after pollinators, which is good for the pollination of crops. The environment and food production are two sides of the same coin. We, as farmers, want to encourage farmers to look after the environment, so that we can continue to produce top-quality food on highly productive land.

October’s consumer prices index price inflation was 10.1%, down from 12.1% in September and the lowest figure since June 2022. Industry analysts expect food price inflation to continue to decrease, and the Government are providing an average of £3,300 per household to help with the cost of living this year and next.

The Minister, like the Secretary of State before him, forgot to mention one of the biggest drivers of food inflation in this country. I will give them a clue: it starts with “Br” and ends in “exit”. The reality is that the UK is the only G7 country where food price inflation remains above 10%, and the average across OECD countries is 7.4%. If this Government are not going to follow the SNP’s proposals for price controls on food, what are they going to do to finally get a grip on increasing food prices?

I think the hon. Gentleman is mistaken. If we compare prices in the European Union with prices here in the UK, we see that the price of a basket of goods here in the UK is substantially lower than it is for our friends in the European Union. If Brexit were the problem here, surely those prices would be higher in the UK than they are in the European Union. I think he is barking up the wrong tree.

I think the hon. Gentleman will be aware that we are not responsible for Russia’s invasion of Ukraine, which has had a significant impact on global energy prices. The good news is that those global energy prices are coming back to a level, and that is starting to feed back into our food supply chain. That is why we are helping and supporting farmers, investing in new technology and investing in their businesses to make them more sustainable and more profitable going forwards so that they can continue to deliver great quality British food at a reasonable price.

The war in Ukraine has not caused the labour shortages that are causing Scottish crops to be ploughed back into the fields. The war in Ukraine has not caused customs barriers and tariffs that mean that Scottish seafood is being left in the sea. Brexit has caused those things. That is why food inflation is higher in the UK than elsewhere. When will the Government accept that?

Unfortunately, the hon. Gentleman is misinformed. Food prices are higher in Germany and France. If Brexit were the issue, clearly that would not be the case. That is why we are investing in those farmers. We are supporting them by increasing the number of visas that are available in the seasonal agricultural worker scheme. We are supporting those farmers to continue to produce great quality food.

Is the ploughing under of perfectly good crops because there is not enough labour to harvest them efficiently a success of Brexit?

The hon. Gentleman will be aware that we have increased by another 15,000 the number of visas available through the seasonal agriculture workers scheme. An extra 10,000 visas are available should the industry require them. We are supplying the industry with the labour it requires, and the scheme seems to be working very well at this moment in time.

I thank the hon. Lady for her question. I am blessed to have my hon. Friend the Member for Brecon and Radnorshire (Fay Jones) as my Parliamentary Private Secretary, so I have been tutored on how to say Blaen-y-Maes. I wish the hon. Lady’s community well. It is doing great work, and there are lots of suggestions from across the House on how families up and down the country can meet the economic challenge we face and the global battle against inflation.

“The UK Government’s Strategy

for International Development” was published as Command Paper 676 on 16 May, but the Government have not seen fit to schedule either a statement or a debate so that Members can scrutinise this significant change in international development policy, which particularly diminishes the role of tackling climate change, mitigation and adaptation in developing countries. Will the Leader of the House arrange for the Foreign Secretary either to come and lead a debate or make a statement on this important policy change as soon as possible?

My hon. Friend is right to highlight this matter. Frankly, it is almost laughable that Russia even thinks it would have the remotest chance of hosting an event of that nature while it is committing such actions in Ukraine. I know that FA representatives will be making the strongest representations to UEFA to make sure that that does not happen, but I am sure that my hon. Friend will find other opportunities to continue to raise the matter in the House.

Can we have an urgent debate or statement on the future of the aid budget? Yesterday, the Chancellor could not confirm whether humanitarian aid for Ukraine would be counted towards the official development assistance total, which would squeeze spending plans elsewhere in the Foreign, Commonwealth and Development Office. Our responsibility to people in need should not be an either/or choice. The resources desperately needed in Ukraine should not be at the expense of existing FCDO aid plans. Can an FCDO Minister come to the House as a matter of urgency and explain exactly what is happening to the international aid budget?

I think there are Department for Business, Energy and Industrial Strategy questions in the week we return from half-term, and I know that my hon. Friend will take the opportunity to question our colleagues in BEIS then. The Government are managing the transition from a carbon-driven energy production system to new tech. I know that he is a keen advocate of that, and I am sure that he will hold us to account as we make that transition.

FDR created the Executive Office of the President in response to the great depression and to drive through the new deal. The Office of the Prime Minister has been created in response to partygate and to get through a leadership crisis. Can we have a debate on the significant constitutional change—the power grab—that is being perpetrated by Downing Street?

I think that the hon. Gentleman is being a little disingenuous. The Prime Minister wants to bring efficiency to Downing Street, which will benefit my constituents and his. We need a system in Government that delivers for the House of Commons so that hon. Members in the Chamber can hold the Government to account as well as bringing the changes that our constituents desperately need to see.
