We take infrastructure challenges seriously. It is incredibly important to bear down on inflation for a whole range of reasons, including the impact on our capital projects. Clearly, inflation has had a dramatic impact over the last 18 months. The IPA is a force for challenge in Government projects. It supports HS2 delivery through advice and assurance, particularly through the annual assurance updates, which help to provide external challenge to the Department when it makes its regular reports to Parliament, which it will do this month.

Of course, no one knows what the cost to the public purse of the Nationality and Borders Act 2022 and the Illegal Migration Bill will be, because the Government are refusing to publish their economic impact assessment. Will the Minister speak to his colleagues in the Home Office to get that economic impact assessment published, not least because if it will not do that, it will face freedom of information requests and complaints to the Information Commissioner’s Office, which themselves are going to cost the taxpayer more money?

The benefit of having a long set of topicals is that we cover many Departments through the course of it. I am not totally aware of any answer to that question without consulting my colleagues in, I suspect, the Department of Health and Social Care. I am afraid that I am not able to give an answer to my right hon. Friend on that point.

Last year, the then Prime Minister, now the Steward and Bailiff of His Majesty’s Chiltern Hundreds, announced the creation of the Office of the Prime Minister. It was going to be very exciting—like something out of “The West Wing”, which, of course, was a work of fiction, much like a lot of Boris Johnson’s premiership. In the words of a character from “The West Wing”, is the Office of the Prime Minister still “a thing”?

I express sympathy and solidarity with my constituents who have been affected. Does the Minister accept, as the questions are demonstrating, that the longer it takes to implement compensation, the more complicated that process will become, not least because the question of estates and surviving relatives will increasingly come into play? Do the Government recognise the need to confirm the individuals who are due compensation and pay them as quickly as possible?

The hon. Gentleman will appreciate that that is exactly the process we are going through. We are working through Sir Brian’s report and his specific recommendations, including about the eligibility of estates—he recommends that the estates of those infected should be included in any scheme. The hon. Gentleman is not wrong to say that these are all complicated risks which are becoming more complicated. We want to make certain that we make progress and come to a resolution in our consideration of the report.

There are a number of ways in which we are taking back control in this place following Brexit. The most obvious example is what is taking place in Committee Rooms in the House even as we speak, as my hon. Friend the Parliamentary Secretary has said. The Procurement Bill is a major step forward: it increases flexibility, and will help smaller companies for many years to come.

That is a sincerely asked question, and I appreciate the hon. Gentleman’s sincerity. I trust that he will understand my sincerity when I say that I am not in a position to give a carte blanche acceptance. He appreciates that no Minister can do that on behalf of the Government for a report they have not yet seen. Have we accepted the moral case for compensation? We have. Have we paid interim compensation? We have. Are we keen to make certain we are in a position to respond effectively when the report is published? Absolutely, we will aim to do exactly that.

I echo the calls from my hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) that a way should be found to extend compensation payments to carers. That is particularly important to a constituent I have heard from. Can the Minister also say a bit more about exactly when and how he will engage with the devolved Administrations and also with survivors’ and families’ groups to ensure they are kept informed and consulted throughout this process?

First, I pay tribute to Sir Brian and Sir Robert for the work they have done to ensure that they are speaking to those affected in the communities, and I would like to personally speak to those members of the communities as well, as we progress our work. Contact is already ongoing with the devolved Administrations. We all had to work together on the interim compensation scheme, and it is critical that we do work together. This is a UK-wide issue, and I am sure we will be able to work collaboratively to ensure we get the right answers for those who have been infected and affected.

I wonder whether we might give Ministers a second chance and see whether one of them can explain what they understand the principles of the Sewel convention to be, and whether nowadays they are more easily observed in their breach than in their application.

I assure my hon. Friend that, as he is aware, there is no longer a military requirement for RAF Linton-on-Ouse. The timing of the site’s disposal is under active consideration. There will be an announcement and I will write to him as soon as it is made. I expect to do so shortly.

T10. Scientists for Global Responsibility estimates that the world’s militaries combined contribute 6% of all global carbon emissions, and they have been left off the negotiating agenda of successive United Nations framework convention on climate change conferences of the parties. Will the Government work to ensure that military missions are included in next year’s COP27?

I cannot comment on that, but I assure the hon. Gentleman that, as I think he is aware, the MOD looks seriously at that area. In March, we published our sustainability strategy, and we are regarded as a leader in NATO for our work on reducing emissions in military operations. We want to be best in class—that is what we are working towards—and I hope that we will see a further reduction in our carbon emissions in the years to come.
