I have regular discussions with the First Minister on the implications and opportunities for Wales arising from EU exit, including the withdrawal agreement and the political declaration.

The hon. Gentleman is well aware that my right hon. Friend the Prime Minister is keen to work with colleagues across the House to secure a deal to leave the European Union in a smooth and orderly way. My relationship with the Welsh Government, and specifically with the First Minister in Wales, is warm, positive and constructive. As the hon. Gentleman will be well aware, the First Minister or someone that he nominates attends the European Union exit committee, which focuses on preparedness in the event of a no deal.

If it is good enough for this House to be asked repeatedly to approve the Prime Minister’s deal, why is it not good enough to put it back to the people of Wales? If the Secretary of State is so confident in the merits of the Prime Minister’s deal, why is he so afraid to put a deal that has been rejected by the Scottish Parliament and the Welsh Assembly back to the people of Wales to decide?

The Government’s analysis shows that the deal the Government have negotiated is the best deal available for Welsh jobs and the Welsh economy. That allows us to honour the referendum and realise the new opportunities Brexit will bring.

But nobody in Wales voted for Brexit to make them poorer. Perhaps that is why the Welsh Assembly voted to reject the withdrawal agreement last night, as the Scottish Parliament will do this evening. The Minister’s Scottish colleagues are going around saying that the vote is needless. Does that not simply demonstrate the contempt that the Government and the Tories have always had for the devolution settlement? They are using Brexit to further undermine devolution.

I remind the hon. Gentleman that Wales voted to leave the European Union and that we have an obligation to respond to the demand that came from the referendum. We will continue to work with the Welsh Government in seeking a legislative consent motion to the withdrawal agreement Bill when it goes through Parliament. That is exactly what we gained having worked with them closely in relation to the European Union (Withdrawal) Act 2018. I look forward to continuing to working with them on the Bill.

I am grateful to my right hon. Friend for that question, because he rightly focuses on the practical benefits and the outcomes. I believe that so long as we are focusing on an environment in which business can continue to invest, employ and represent communities in the way we have negotiated with the Welsh Government, that will put us in the strongest position to get the best benefits for every part of the UK.

I am sure that, in the interests of co-operation, the Government would not want to do anything that undermines the devolution settlement. Do they not recognise that the Conservatives are isolated in the Scottish Parliament, where there is a cross-party consensus that the EU withdrawal Bill is not fit for purpose? Will the Secretary of State therefore ensure that the House of Lords is not asked to consider the European Union (Withdrawal) Bill on Third Reading until all the devolved Assemblies have had a chance to pass a legislative consent motion?

As my right hon. Friend the Member for Clwyd West (Mr Jones) highlighted, so long as we focus on outcomes—and the Scottish Government focus on outcomes and delivering for Scottish businesses—I am confident we can reach an agreement. The Welsh Government clearly would not undermine the devolution settlement as far as Wales is concerned, and I hope the Scottish Government will see the merits of the certainty and security that we can offer Scottish industry and Scottish business with this agreement.

13. If he will hold discussions with the National Assembly of Wales on the effect of the UK leaving the EU on the balance of powers held between the UK Government and the Welsh Government.

I hold regular discussions with the First Minister and Assembly Members, as well as with local authorities, industry representatives and third sector organisations, on matters relating to the UK leaving the EU.

There are 64 areas of law that intersect with the Welsh Government, and I think that there are 111 that relate to Scotland. There is an awful lot of technical work going on between officials in the Scottish and Welsh Governments and the UK Administration. There are many functions beneath that, but we are working positively to establish which of them can be devolved as quickly as possible when powers are returned from the European Union to the UK.

Will the right hon. Gentleman, like the Secretary of State for Scotland, promise the Welsh Assembly a powers bonanza following Brexit, and if so, unlike the Secretary of State for Scotland, can he name one power that will actually be devolved?

I have mentioned that officials are working on 64 areas, and we want to move forward so that the powers of the Scottish and Welsh Governments will be extended, but we also need to maintain the integrity of the UK market. We need to remember that everything we are doing needs to suit business, because we want business in Scotland to continue to export and work throughout the UK, but we also want business in Wales to have the opportunity perhaps to take some of the Scottish market.

The White Paper, “Securing Wales’ Future”, was presented to the Joint Ministerial Committee on EU negotiations in late February, and we are discussing the detailed proposals with the Welsh Government.

Does the Minister realise that there is a difference between discussing a paper and taking action on it? When are the devolved Governments going to have any tangible action taken on their Brexit strategies; or are the devolved Assemblies not going to be part of empire 2.0 and instead be left with the scraps from the table?

I hope the hon. Gentleman will recognise that there is a significant amount of common ground between the Welsh Government’s paper and the 12 principles that my right hon. Friend the Prime Minister has outlined. This Government are determined to deliver a deal that works for every part of the United Kingdom. We have already said that no decisions currently taken by the devolved Administrations will be removed from them and that we will use the return of powers from Europe to the United Kingdom to strengthen devolution and the Union of the United Kingdom.
