We will absolutely ensure that integrated care boards are delivering to the target they have been set. If we see any evidence of slowing down or backsliding, we will certainly intervene to ensure that appointments are accelerated. I would also be more than happy to receive representations from my hon. Friend if he feels that performance in his ICB is not delivering.

The state of NHS dentistry in Somerset, and the nation as a whole, is simply unacceptable and it has to change.

I welcome the action that the Government are taking to fix our dentistry crisis. In my constituency, only two dental practices accept adult patients, and vast swathes of the rural areas have no practice at all. Will the Minister set out how the Government’s plans will support my constituents to access the dental care that they need?

My hon. Friend puts her finger on the fundamental problem, which is that the NHS dental contract simply does not incentivise dentists to do NHS work. That is the fundamental reason why we are in this bizarre situation where demand for NHS dentistry is going through the roof, yet there is a consistent underspend in the NHS contract. It is a classic example of a false economy. The Conservatives thought they were being terribly clever by structuring a contract in a way they thought would deliver value for money, but in fact, it simply failed to incentivise dentists to do NHS work and they drifted more and more into purely private sector work. That is the very definition of a false economy.

Maternal Mental Health

I absolutely do, and I am sorry to hear of the experience of my hon. Friend’s friend.

What are the consequences of all this? The human suffering is immense, but maternal mental health has economic consequences and costs, too—an estimated £8.1 billion each year in the UK, according to research from the London School of Economics, and nearly three quarters of that cost relates to adverse impacts on the child rather than the mother.

I want to suggest four ways in which maternal mental health support can be improved, and I will be as brief as I can. The first is improving specialist perinatal mental health services. The second is better embedding mental health support in routine maternity care. The third is improving community support, and the fourth is education and awareness raising.

I thank my hon. Friend for the powerful speech she is making, and I am so sorry to hear about her friend. Does she agree that we also need specialist support for those experiencing post-adoptive depression? Although they have not gone through the same physical process as birth parents, it can be equally devastating.

Absolutely—that is one way in which people can experience severe mental health challenges and consequences, and it needs to be considered. I also want to acknowledge that new dads and partners experience mental health challenges too, but given our limited time, I am focusing today on maternal mental health.

New Hospital Programme Review

I will be getting to 42 slightly earlier than the hon. Gentleman, as it is my 42nd birthday is tomorrow—I look forward to the cards in the post.

More seriously, on the phasing of the programme, we have taken an approach that ensures that we can stand up and look his constituents and others in the eye, and say that we have an affordable programme that can be delivered according to the timetable that is set out. I know people will be disappointed by the length of time it will take and I am genuinely sorry that they were led up the garden path by our predecessors. That is why we have taken an approach that says that honesty is the best policy. We would rather be up front about the length of time and in the meantime ensure we are delivering the investment and reform needed to reduce waiting times and improve primary, community and social care services, so even as work continues to prepare for the Royal Berkshire hospital scheme, his constituents and others across Berkshire will begin to experience an improving NHS under Labour, as opposed to the broken one they experienced under the Conservatives.

While I welcome the firm commitment that the Secretary of State has made to a new Royal Berkshire hospital, my constituents will share my disappointment at the delay to its construction. I agree that the blame for the delay lies squarely with the Conservatives, who promised new hospitals without setting aside the money to pay for them, but will my right hon. Friend visit the Royal Berkshire hospital to discuss the interim capital funding that we will need as we wait for wave 3, and to see for himself how important it is that our new hospital is built as soon as possible?

No one has fought harder for the Royal Berkshire hospital scheme than my hon. Friend, and our hon. Friends the Members for Earley and Woodley (Yuan Yang) and for Reading Central (Matt Rodda), who are sitting beside her. They have worked incredibly hard as a team to make the case for investment in health and social care across Berkshire. I would be delighted to visit, because she is right that even as people wait for this particular hospital scheme there is a lot that we can, must and will do to improve health and social care services across her constituency and across Berkshire. I look forward to working with my hon. Friends to achieve that.
