Does my right hon. Friend agree that those of us who wish to respect the result of the referendum and deliver on Brexit should be comforted by the comments in the statement that my right hon. Friend has made, because they appear to provide the reassurances that we were seeking on the backstop? Not unsurprisingly, some who do not wish to implement Brexit appear to be uncomfortable with the reassurances he has given this evening, for a variety of understandable reasons. Nevertheless, when we vote tomorrow, should we all not remember what we promised the electorate at the general election?

I do agree with my hon. Friend. Many of us in this House and many people outside the House who voted and campaigned to remain in the European Union have said that we accept the majority verdict of the British people but want to deliver that in a way that secures jobs, living standards and investment in the United Kingdom and the integrity of our Union.

I am deeply shocked that the hon. Lady has so little confidence in her own colleagues as to think that they would be capable of that.

Some of my most engaged constituents are expats who currently reside in France or Spain. Does the Minister agree that it is unfair and undemocratic to deny these British citizens the right to vote after an arbitrary 15 years?

Does my right hon. Friend agree that the UK is actually already a world leader in cyber-security, and will the Government continue to commit, through education and training, to ensure that we continue to be so?
Mr Lidington
I am happy to give my hon. Friend that commitment. I could list a range of programmes that the Government are undertaking with school-age students and tertiary education students to drive up those standards, as well as working with international partners, who look to us for some of the best practice around the world.

The informal ways of working in this place can be both a strength and a weakness. Does my right hon. Friend agree that it is quite important every now and again to reflect on the fact that the composition of the House has changed, the world outside has changed and technology has moved on, and we need periodically to look at those informal processes and see whether some of them need formalising?

It is certainly right that we review things in the light of changing technology and changing circumstances, and that is what the Leader of the House wishes to do.
