No. I share the hon. Lady’s view that overseas territories with financial centres should meet international standards on tax transparency and anti-money laundering, but most overseas territories are either being evaluated or due to be evaluated by the financial action taskforce and are working to deliver their commitments made to the European Commission to prevent them from being included on the EU’s list of non-co-operative tax jurisdictions.

I agree very strongly with the hon. Gentleman. Each country has its laws, and those laws, having been made by a sovereign Parliament—do not forget that Spain is a properly working democracy—should be upheld. We have been robust in saying so. My right hon. Friend the Prime Minister has spoken to Prime Minister Rajoy, I have spoken several times to the Spanish ambassador in the UK, and we issued a very firm statement last week, when the declaration of independence was made, standing firmly with Spain as it upholds the workings of its constitution.

In the light of the situation in Catalonia, do the Government need to provide additional guidance not only to the tens of thousands of Brits living there but to the hundreds of thousands planning on holidaying there next year?

Yes, I can give a positive answer. This is a positive and ongoing policy stream within DFID. The UK and DFID are in the lead on this across the world, so I can confidently reassure the hon. Lady.

The hurricane has been devastating but the islands will recover. Past experience tells us that they often recover well before they are perceived to have recovered. Will we therefore help to provide assistance in communicating that fact and promoting the islands once they are in a position to communicate that they are open for business again?

Well, let me do my bit now by saying that I hope people will still plan to go on holiday to all the islands, which will be pieced back together again. The worst thing that could happen to them is that they face a long-term economic cost because people turn their back on them. I urge everyone not to turn their back on the islands but to think positively of going there to get some sunshine and to share in the recovery.
