Question to the Department for Transport:

To ask the Secretary of State for Transport, what recent steps he has taken in response to the recommendation of the Fourth Report of the Environment, Food and Rural Affairs Committee, Fourth Report of the Environmental Audit Committee, Third Report of the Health and Social Care Committee, and Second Report of the Transport Committee of Session 2017–19 on Improving air quality, HC 433, that the Government aligns (a) climate change schemes, (b) urban planning, (c) public transport and (d) fiscal incentives with air quality goals to prevent its policy from working at cross-purposes.

The Government responded in full to the recommendations on 22 May 2018. The Government’s focus in the immediate term is on bringing forward compliance with legal limits for NO2 concentrations, and stakeholders from seven departments take part in the governance of the NO2 Plan in order to ensure that policies are closely aligned.

The Government published its new Clean Air Strategy on 14 January 2019, setting out a comprehensive plan to tackle air pollution, aimed at all sectors of industry and society.

To ask the Secretary of State for Work and Pensions, how many people were unemployed in Ribble Valley in (a) 2016, (b) 2017 and (c) 2018.

Official Statistics, published by the Office for National Statistics and based on the Annual Population Survey, do not provide reliable estimates at this geography, due to the sample size being too small.

However, using the Labour Force Survey, the Office for National Statistics estimate the level of unemployment in the North West was 143,000 in the quarter to December 2018. The data shows:

  • A decrease in unemployment of 5,000 on the same quarter of 2017,
  • A decrease in unemployment of 38,000 on the same quarter of 2016.
  • A decrease in unemployment of 152,000 since the quarter to April 2010.

To ask the Chancellor of the Exchequer, what steps he is taking to tackle the financial effect of the introduction of the Worldwide Harmonised Light Vehicle Test Procedure on company car drivers.

As the Worldwide harmonised Light vehicles Test Procedure (WLTP) aims to replicate real-world driving conditions more closely, it is expected that reported CO2 values will increase.

Through the review of WLTP and vehicle taxes, the government has engaged with stakeholders to determine the impact on tax liabilities and the UK’s environmental objectives.

The review closed on 17 February and the responses are currently being analysed. The government has committed to publishing a response in the spring.

For 2016-17 the estimated level of fraud in the National Health Service in England was £1.29 billion. The NHS Counter Fraud Authority will produce its revised Strategic Intelligence Assessment of the estimated level of fraud in the NHS in England for 2017-18 shortly.

- Completed investigations or is currently investigating a total of 148 individuals; and

- Submitted evidence and supporting information to the Crown Prosecution Service in respect of 51 individuals.
