On a point of order, Mr Deputy Speaker. There is some confusion over whether it is technically possible under “Erskine May” to call for a Division on the Adjournment. Of course, you are the gatekeeper and the guardian of good order, but my understanding is that there have been occasions on which the House has divided on the Adjournment. I believe that after an Adjournment debate on Norway in 1940, there was a Division on the Adjournment. Any guidance that you can give me would be gratefully received.

I thank the hon. Gentleman for his point of order. I know that the House is waiting with eager anticipation for the answer. The answer is that it is gone 5.30, so the Question would not be put in any event. Therefore, the Question cannot be put.

Further to that point of order, Mr Deputy Speaker. I am incredibly grateful for that clarification. I had a brief opportunity in the few moments that I spent in the Aye Lobby to look at “Erskine May”, but I could not find that reference. Is it possible for it to be circulated, for the benefit of Members such as me who are not as knowledgeable as you, Mr Deputy Speaker, so that we do not waste any more of the House’s time?

Some people may interpret what is going on now as being a waste of time, but certainly not the Chair. I am absolutely certain that clarifications on the rules of procedure will be made. The Question could have been put before the moment of interruption, for instance at 5.29, which, as the hon. Gentleman has pointed out, has happened in the past. I think that the last time it happened was in the 1970s. On this occasion, we have clearly gone past the moment of interruption and, therefore, the Question will not be posed.

On a point of order, Mr Deputy Speaker. Could you remind me whether it is appropriate for an hon. Member to make remarks that appear to be disparaging about a member of the royal household?

I have already had to remind Mr Flynn that when he is referring to the royal family, he should do so with dignity, as their status in this country behoves. I hope that he will refrain from disparaging remarks in the future.

During Environment, Food and Rural Affairs questions earlier, Mr James Gray directed a racist remark towards my hon. Friend the Member for Glasgow North East (Mr Bain). What steps can you take to protect Members of the House from the racist views espoused by Mr James Gray, and will you now ask him to apologise?

Just to assist the House, I have not been given any indication that there is likely to be a statement today on that or, indeed, any other issue.

On a point of order, Mr Deputy Speaker. The House will know that many Members from all parts of the country have been struggling to get here, and that last Thursday they faced very long journeys back to their constituencies throughout the United Kingdom. Have either yourself or the Speaker had an opportunity to discuss with the two Front-Bench teams and, in particular, the Leader of the House whether it might be appropriate, given the very severe weather conditions and the fact that, for example, the Army has been called out in parts of the United Kingdom, to cancel tomorrow’s sitting so that we can reconvene when all Members are able to take part?

If there is likely to be any change to the business of the House tomorrow, the House will be told in the usual manner.

We shall now move on to the motion on the business of the House for Thursday. Before we do so, I ask hon. Members to look at the motion and to see how tight it is. I do not expect tomorrow’s debate to take place today; nor do I expect a rehearsal of it.

On a point of order, Mr Deputy Speaker. Most hon. Members will not have had a chance to see the written statement that the Under-Secretary of State for Justice, the hon. Member for Reigate (Mr Blunt) slipped out this lunch time. I understand that he found the time to be in the Chamber earlier. The written statement says that the Government have abandoned their plans to introduce defence anonymity in rape cases. Can you clarify whether the Under-Secretary sought an opportunity this morning to make an oral statement so that hon. Members could have a chance to question him? If not, what are my options as a new Member, if I want the Minister to come to the House next week and give hon. Members a proper chance to scrutinise the announcement?

Thank you for that point of order. No Minister has approached the Speaker to ask to make a statement today. However, as the hon. Member knows, it is for the Government to decide how they wish to make the announcement, whether through an oral or a written statement. Clearly, in this case, they have decided to make a written statement. Members on the Treasury Bench will have heard the hon. Member’s remarks and I am sure that, if the Under-Secretary wants to make an oral statement next week, the hon. Member will see on the Annunciator screens that that is what the Government wish to do.
