Commons ChamberI know that the hon. Member feels passionately about this issue, and I know that my hon. Friend the Member for Harrow East feel strongly about it as well. That is exactly the point that I was going to come to.
Several Members have raised the issue of the IRGC, which we have already sanctioned in its entirety. The hon. Member for Halifax will be familiar with what I am about to say, but I will put it on the record. We have real concerns about the intent and activities of the IRGC. The separate list of terrorist organisation proscriptions is kept under review, but we do not routinely comment on whether an organisation is under consideration. We are actively disrupting Iranian malign activity by means of a range of tools. This is about using effective measures to curb Iran’s destabilising activity, which has been highlighted by the hon. Member for Halifax and others throughout the debate. The UK maintains sanctions on more than 400 Iranian individuals, entities and aligned groups for roles in weapons proliferation, regional conflicts, human rights violations and terrorism, and more than 47 IRGC officials have been sanctioned since October 2022.
Comments have been made about Iran’s interference in other countries, notably, today, in Albania, which is typical of its nefarious tactics. We support partners in the face of pressure from Iran, and, following the visit of the hon. Member for Caerphilly and that of the Inter-Parliamentary Union, we will be interested to find out whether there is any other intelligence that we need to learn from; if so, we will gather it in. The hon. Member for North Antrim (Ian Paisley), who is no longer in the Chamber, raised a sad case involving the secretariat of an all-party parliamentary group. We would be very interested to see the dossier that the APPG has given to Mr Speaker if that is appropriate, and we will do anything we can to follow that up.
Points have also been made about Iran’s nuclear programme, which has never been more advanced than it is today and which threatens international peace and security. Iran’s behaviour since those negotiations has made progress much more difficult, and we are working with our international partners to co-ordinate our response. We are clear about the fact that Iran poses an unacceptable threat to Israel, for instance through its long-term support for Hamas. In December, designations were made under our new Iran sanctions regime, targeting the head of the IRGC Quds Force, IRGC individuals, and an entity linked to Iran’s relationship with proxy groups such as Hamas.
Other points were made about what we are doing in the light of the action in which Iran has been engaging through actors such as the Houthis. The targeted strikes, which have been supported by Members on both sides of the House, have been, as we have said today, limited, necessary and proportionate. Military action is, of course, always a last resort. We continue our diplomatic efforts, talking to countries in the region such as Oman and Turkey—the hon. Member for Caerphilly was interested in these points—but we provided warning after warning, including at the UN Security Council and directly to the Iran Foreign Minister, yet the Houthis have continued the attacks. If necessary, the UK will not hesitate to respond again in self-defence; we cannot stand by and allow these attacks to go unchallenged.
In conclusion, it is clear that Iranian authorities are imposing policies at odds with the values of freedom and democracy. As has been said across the Chamber, their upcoming elections are clearly not going to be free and fair, and will not address the concerns set out in this debate. For as long as that remains the case, we will continue to work across government, and with the international community, to hold Iran to account for its unacceptable behaviour. The repression of women and girls, the uninhibited use of the death penalty and violent crackdowns on dissenting voices within Iran cannot go unchallenged, but that is also true of Iran’s behaviour in the region and beyond. We will continue to work with international partners to make it clear to Iran that we will not stand for destabilising activity that threatens our values and our security, and indeed the security of the region. Like the Iranian people, we want to see an Iran that respects the rights and freedoms of its citizens, and respects international law and norms. That is why we are urging its leaders to listen to the Iranian people, who are calling for a better future.

Commons ChamberI congratulate the hon. Member for Hemsworth (Jon Trickett) on securing this debate and on sharing his lived experiences and sincerely held views. I assure you, Mr Deputy Speaker, Members and my Parliamentary Private Secretary that I do not intend to speak until 5.30, but I will reply to the important points that the hon. Gentleman has made with sincere conviction, and to the other contributions.
As a country, we share a long-standing and warm partnership and friendship with Chile, which continues to go from strength to strength, as demonstrated by this week’s highly successful Chile Day. I would like to take a moment to express my sincere sympathies for those affected by the recent deadly flooding in central and southern Chile, which saw over 30,000 people evacuated from their homes last month. Let me reaffirm this Government’s commitment to address climate risks.
This is a timely debate, following the anniversary of the coup on Monday and the fact that this year marks the 200th anniversary of the UK and Chile establishing formal consular relations. It has been an honour to join the celebrations on Chile Day this week. Let me begin by reflecting on the anniversary of the coup.
Just over 50 years ago, General Pinochet launched a coup against the democratically elected Government of Salvador Allende. Fifty years might feel like a long time ago for some people, but I remember it myself—perhaps not in quite the same way as the hon. Gentleman—and it is not quite as long ago for me as it will be for some people listening to the debate. Following the coup, the military junta was quick to suspend all political activity and suppress dissent. The total number of people who were disappeared or killed between 1973 and 1990 stands at 3,216. That is a slightly different number from that given by the hon. Gentleman, but as we understand it, it is 3,216. That is a large number of people, with the figure for survivors of political imprisonment and/or torture much, more higher. It is tragic to hear about the experiences of the Bell family and others. There can be no justification for an armed coup bringing to an end a democratically elected Government.
At the time, all countries grappled with the challenge of how to respond to the events on the ground. The UK was far from the first country to recognise the Pinochet regime. Indeed, we were the eighth European country to do so, having judged that we needed to be able to talk to the Government to present our views on human rights and protect the interests of over 4,000 British subjects in Chile. Demonstrating our support for the return to democracy, just over a year after it happened, the UK welcomed President Aylwin on a state visit in April 1991 when he met Her late Majesty the Queen and the Prime Minister.
It is important to recognise—I think the hon. Gentleman recognises it, too—that there is a live debate today in Chile over the context in which the coup happened. That debate is happening democratically and peacefully, and it is right that the Chileans are leading it. It is also the case that the hon. Gentleman has a democratic right to put his views on the record today as well. It reminds us of the importance, still today, of protecting democracy, freedom of speech and human rights. They have been hard won and hard fought for in this country and across Latin America over recent decades, and they absolutely need to be protected. Across the House, we would all agree with that.
Following the commemorative events this week in Chile, it was heartening to see representatives of all political parties come together to agree a commemorative statement made by the Senate President on Tuesday. The Foreign Secretary saw during his visit in May, which was part of an extended visit across Latin America, including Brazil, Colombia and the Caribbean, how Chile has restored and strengthened democracy since 1990, and how the country continues to work through the consequences of the dictatorship. In particular, his visit to the Museum of Memory and Human Rights, which commemorates the victims of human rights violations during the military dictatorship, highlighted the importance of memorialising the 50th anniversary of the coup, as the hon. Gentleman indicated. The Foreign Secretary met the museum’s director, Marcia Scantlebury, a victim of torture by the military dictatorship, and jointly toured the museum—this is significant—with Chile’s Foreign Minister, Alberto van Klaveren. In their meeting, the Foreign Secretary and Minister van Klaveren reaffirmed our countries’ shared values and commitments to protecting and promoting democracy, human rights and the rule of law.
Today, the UK and Chile are two like-minded, liberal democracies committed to working together to solve global challenges. I particularly welcome Chile’s membership of the UN Human Rights Council. It is a key priority for both Governments to protect and strengthen democracy and human rights in the face of increasing challenges. Democracy and human rights are not abstract concepts in Chile or the UK. They are values that must be fought for and protected. It is important, now more than ever, to reaffirm our shared values and commitment to protecting and promoting democracy, human rights and the rule of law.
Looking further back, this year also marks 200 years of our consular relations with Chile, which began with Christopher Nugent, the first British consul general in Chile, who was appointed to Valparaiso in 1823—I cannot remember that far back, Mr Deputy Speaker, before you cheekily intervene. It is a reminder of the strength and longevity of our partnership, which continues to thrive today. The UK supported the establishment of Chile’s navy. Admiral Lord Cochrane’s heroic efforts to support Chilean independence are still celebrated—he was certainly quite a character by all accounts. Indeed, our defence co-operation continues to this day through joint training and exercising among our armed services and through the defence dialogue between our two countries, addressing shared defence priorities on a range of issues.
Sadly, I missed the all-party group’s reception to celebrate the 200th anniversary this morning because I needed to respond to the urgent question on Libya, but I would like to thank the Chilean embassy in London and the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron)—sometimes I wish the Scottish constituency names were shorter—for organising the event to celebrate this important anniversary.
I would also like to welcome the Chile Day celebrations taking place in London this week for the 12th year. These events have now flourished to such an extent that I suggest that we change the name. Although it is not my call, I think “Chile week” would be a much more appropriate description. It is a perfect example of our close relationship, with over 300 top Chilean investors and businesses visiting London, led by Finance Minister Mario Marcel, to improve economic and trade co-operation between our two countries.
I know that it is not all about commerce, but commerce is important to bind our countries together. Chile was the first country to sign a continuity agreement with the UK after we left the EU. We have worked together with Chile to further strengthen our relationship through our annual trade dialogue and modernisation road map. The fourth trade dialogue took place yesterday, with Trade Ministers in discussions. It was led by my hon. Friend the Minister for Industry and Economic Security on our side and by Claudia Sanhueza.
Chile acceded to the comprehensive and progressive agreement for trans-Pacific partnership in February, and we are grateful for its support for the UK’s accession in July. As a result, the bloc now accounts for 15% of global trade. The partnership brings new opportunities for both countries, including for growth. The agreement will eliminate tariffs on over 800 products, including exports of Chilean fruits, fruit juice and olive oil to the UK. I pay tribute to my hon. Friend the Member for Fylde (Mark Menzies) for his sterling work as trade envoy.
Overall, the figures show that trade between the two countries is thriving. Bilateral trade between our countries amounted to £1.7 billion in the year to March 2023, an increase of £100 million on the preceding year. Clearly, there are more opportunities going forward.
As the hon. Member for Hemsworth set out, this is not just about trade. Of course, we need to ensure that growth is green and sustainable. Chile is a clear climate leader in Latin America. Inspired in part by UK legislation, Chile has legally committed to a net zero target by 2050 and has ambitions to be a leading global producer of green hydrogen. I learned more about that during the Chile Day celebrations this week. There are clear opportunities to benefit both our countries and the planet if we move these initiatives forward. Our COP26 presidency came after Chile’s, creating a close relationship on climate action that continues to this day. Chile signed up to more commitments at COP26 than any other Latin American country. We have supported Chile to sell green and sustainable bonds worth more than £21 billion on London’s sustainable bond market.
Turning to foreign policy, we stand together against Russia’s illegal invasion of Ukraine. President Boric is a leading Latin American voice against it. We must continue to work together with other allies in the region to condemn Russia’s aggression in Ukraine.
The ties between our countries are equally strong when it comes to cultural links. The UK is a destination of choice for Chileans undertaking postgraduate study. They are supported by UK scholarships such as Chevening and welcomed by leading universities such as the London School of Economics—where I was privileged to study—University College London, Sussex and many others. We want to expand the Chevening programme to enable more Chilean students to pursue postgraduate studies in the UK, especially when it comes to fields concerning lithium and green hydrogen. Plans are in train to launch a scholarship next year to boost the study of lithium battery technology.
British music is big in Chile. I hear that Chilean music was big in Leeds, at least for a period, and I am sure that it will continue with the support of the hon. Member for Hemsworth. Over the past 12 months, global British artists such as Harry Styles, Coldplay, and Dua Lipa have performed in Santiago to huge crowds. Some other bands that I am a bit more familiar with, such as Blur and Pulp, are at the vanguard of British music in Chile.
British immigrants introduced a number of sports to Chile, including football, tennis and rugby. We are all proud to see that Chile have qualified for the rugby world cup, for the first time in their history. We congratulate them and look forward to an entertaining match on Saturday.
I am confident that the links between our two countries will only continue to grow over the coming years and decades. Chile has an important role to play in making the international order fit for the 21st century, and the UK will work closely with our friends and partners there to do just that. We will continue to stand together to promote and protect democracy and human rights. We will work to boost our trade relationships further, creating jobs and furthering innovation in both our countries. On climate, we will continue our close relationship as we strive to deliver net zero, and on the global stage we will continue to stand together to speak out in condemning Russia’s aggression and supporting the people of Ukraine.
Although we might be rivals on the rugby pitch next week, our links across sport, music and education continue to promote friendship, understanding and connections between our people. Long may that continue.
I was privileged to visit Chile a few years ago with an Inter-Parliamentary Union delegation. I went to Santiago and a few other places, and we were royally looked after by the Chilean Parliament. It is a superb country. I was there at the same time as the Archbishop of Canterbury, so the links between the United Kingdom and Chile are incredibly strong. I wish all well for Chile week, as it has now been rebranded by the Minister.

I know that you were able to come in only for the tail end of it, but it was one of those occasions when it was genuinely good to see both sides of the House speak up unanimously in favour of this important institution, with heartfelt gratitude for its existence. The Minister for Europe, my hon. Friend the Member for Aldershot (Leo Docherty), would have been delighted to take part in this debate, but he was not available to attend. It is therefore my pleasure to respond on behalf of the Government.
I wish to congratulate—along with just about everybody in the Chamber—my hon. Friend the Member for Henley (John Howell) on his incredible work. I had always thought that he had done well, but, having listened to all the tributes to him from right across the Chamber, I now know that he has done even better than I originally thought. That is quite extraordinary, so I say well done to him and thank him very much. He and other members of the UK delegation play a vital role in promoting the Council of Europe and its work. It is also right to highlight the important work of Sandy Moss and our superb team there as well.
I wish to say that our thoughts are with the people of Ukraine—especially those living in the area that has been affected by the flooding over recent days—whose lives, homes and livelihoods are threatened. This was just another terrible incident that has happened in this tragic war. I also echo the timely remarks of the hon. Member for Cardiff South and Penarth (Stephen Doughty). Our thoughts and prayers are with the people of France— I cannot speak French, so I will go along with his words —following that terrible attack in Annecy. They are also with the family of the British child who was sadly injured in that attack.
I am grateful for all the contributions that have been made, and I will seek to respond to as many as I can in my winding-up remarks. The UK has long been at the forefront of the Council of Europe, from its creation through the Treaty of London in 1949 to the Prime Minister attending the Reykjavik summit just a few weeks ago. The Council of Europe has been, and will continue to be, important to our human rights and foreign policy agenda. That is why the work of the Parliamentary Assembly is so vital.
We are grateful to the UK delegation for its efforts to promote and protect UK interests. As the Prime Minister said at the summit in Reykjavik last month, the Council of Europe has an extraordinary legacy. The reason that it has endured for so long is its important role in upholding the fundamental rights and freedoms underpinning our security and prosperity. We continue to co-operate and collaborate with our friends across Europe to uphold and promote the values of the Council of Europe.
As I said at the start of my speech, it is good to hear such strong support for the Council of Europe. The hon. Member for Livingston (Hannah Bardell) made some really important points. I could see her pride in being able to be part of the delegation, which was true for many others as well. It is very clear that, although we have differences, there is definitely more that unites us than divides us, particularly on core values around democracy and freedom. Like her, I regard it an extreme honour to be able to help engage with interlocutors and often friends around the world as we seek to promote those values. I also recognise the significant 40th anniversary of the right hon. Member for Islington North (Jeremy Corbyn)—[Interruption.] Ruby, indeed.
Putin’s heinous and unjustified war of aggression against Ukraine is the biggest threat to democracy, human rights and the rule of law on our continent since the Council was established, and it is rightly standing strong against those threats. Last year, the organisation took quick and decisive action to expel Russia, as has been highlighted. We should not forget that the UK parliamentary delegation and the Government were at the forefront in calling for that expulsion.
Today, the Council of Europe is playing a vital role in supporting Ukraine. Its work to establish the register of damage is an important step in securing financial accountability and supporting justice for the people of Ukraine, as was highlighted by my hon. Friends the Members for Stafford (Theo Clarke) and for Cities of London and Westminster (Nickie Aiken) in their excellent remarks. The Prime Minister signed the register at the summit as a founding participant, and we will continue to work with the Council and our friends worldwide to ensure support for it.
We also look forward to welcoming the Secretary-General of the Council of Europe and many other member states to the Ukraine recovery conference later this month, as the hon. Member for Cardiff South and Penarth highlighted—we will follow up on the important points that he raised in his letter. That will enable us to galvanise international investment in reconstruction as we co-host the conference with Ukraine, building on the £220 million of humanitarian assistance we have already provided.
Responding to Russia’s war, democratic backsliding and growing authoritarian trends, we renewed our commitment to the Council of Europe’s democratic values and principles through the Reykjavik principles of democracy. The UK was proud to be at the forefront of that effort. We also demonstrated our commitment to the Council’s convention system as the cornerstone of its protection of human rights.
We were instrumental in ensuring that the declaration referenced the principle of subsidiarity and the doctrine of margin of appreciation. Those key concepts define the boundaries of the Strasbourg Court’s role and rightly allow it to concentrate on serious systemic issues when they arise. The UK has a strong tradition of both ensuring that rights and liberties are protected domestically and fulfilling our international human rights obligations. As the Prime Minister said in this House a few months ago:
“The UK is and will remain a member of the ECHR.”—[Official Report, 27 February 2023; Vol. 728, c. 594.]
As many of my hon. Friends have noted, the Council of Europe is an important institution for the United Kingdom. We are actively involved in much of its diverse work, from minority languages to the environment to violence against women and girls, which has been called out in this debate. Our membership allows us to shape international norms and standards and to reform conventions such as mutual legal assistance to better reflect today’s challenges.
The breadth, scope and ambition of the Council’s work is the reason its value has endured, and the UK is determined to ensure that that continues as we face the challenges of tomorrow. Digital technologies, as my hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds) noted, have transformed the world, but we cannot ignore the complex risks to human rights that they can present, particularly when it comes to artificial intelligence. That is why the UK is committed to the Council of Europe’s pioneering work to develop the world’s first international treaty on AI in relation to human rights, democracy and rule of law.
The UK is also taking ambitious action to deliver a cleaner and greener world, and we are pleased to be engaging with the Council on how we might define the right to a clean, healthy and sustainable environment, which has been raised in this debate. Illegal migration is another fast-growing problem and a pressing human rights issue. If we are to stop it, we need a concerted and collective effort from all countries in Europe to shut down people-smuggling gangs and to block them at every stage of their illegal and inhumane journey. We will continue to work with the Council of Europe to ensure that it plays its part in confronting illegal migration.
I recognise the work of members of the UK delegation on migration, refugees and displaced persons, including my hon. Friend the Member for Stafford, who recently, as she said, visited Strasbourg with her baby—that is real dedication to the cause and I thank her for that work. On Kosovo, I just wanted to highlight to the hon. Member for Gower (Tonia Antoniazzi), who is not in her place—[Interruption.] Oh, there she is—excuse me. She made an important contribution on a number of issues, but I want to reassure her that the UK Government welcome the decision by the Committee of Ministers to refer Kosovo’s application to the Parliamentary Assembly of the Council of Europe. That is the next step in the process.
Like my hon. Friend the Member for Cities of London and Westminster, we recognise the importance of the Istanbul convention in helping to protect women and girls. There is also important work to be done on issues such as educational impacts during the pandemic, as my hon. Friend the Member for North Norfolk (Duncan Baker) highlighted. We should recognise the wider work of the Council, including its ongoing work on election monitoring, which my hon. Friend the Member for Henley highlighted and on which he and my hon. Friend the Member for Ruislip, Northwood and Pinner have done considerable work.
Before I conclude, I wish my good and hon. Friend the Member for Redcar (Jacob Young) very well for his first outing at the Dispatch Box in the Adjournment—good luck.
To end, let me reiterate what valuable work the Council of Europe does. Next year marks 75 years since the signing of the treaty of London—that is even longer than the right hon. Member for Islington North has been a Member of this House. It is an established, venerable institution. The UK has been a leading player since the Council’s inception. In the face of the challenges on our doorstep in Europe, we will strive to ensure that the Council’s value and legacy endure as they rightly should.

That is an incredibly strong point. We should look at the work that the Scouts do, for example—it is great to see Scouts and Guides doing so well—because what we want to do, as the hon. Gentleman has said, is encourage people into a healthier, more active lifestyle, which can carry on throughout the whole of their lives.
When I was preparing for the debate, the charity Sense got in touch with me with its excellent paper “The Case for Play”, which includes a review and describes the need to emphasise the importance of facilitating what it calls joyful recreation opportunities for children with often complex needs. That is a lifestyle choice that we have to encourage.
With Christmas coming, I am sure that a lot of youngsters will be demanding that their parents buy them the latest Xbox, or goodness knows what, which plugs into the back of a TV. That would be great exercise for their thumbs, but that is about it. Perhaps instead they should get a Fitbit or trainers and be encouraged to get out and do outdoor activities, to ensure that they are fit not just for one or two years but for the long term. We are living longer, so we want to make sure that people will be healthy when they reach 50, 60 and 70.
My great friend is a wonderful example of what a healthy lifestyle can do for a person, and I think that young people in Ribble Valley and far beyond should look at his Fitbit and his healthy lifestyle.
In each of our areas, bodies like Sport Cheshire help to bring together local interests such as businesses and local authorities. Recently, Sport Cheshire changed its name to Active Cheshire to reinforce what we have all been talking about—the importance of encouraging active lifestyles. That change of name signals a change in attitude and approach that we should encourage.
Let me move on to some of the health benefits, having mentioned some of the challenges. A study published in The Lancet in 2012 highlighted how inactivity is responsible for 17% of premature deaths in the UK every year and shortens a person’s lifespan by three to five years. Other hon. Members have commented on similar studies. The Government-sponsored paper “Moving More, Living More” states that the cost associated with inactivity in the UK is some £20 billion a year.

Commons ChamberIt is a delight for me to make my first speech in the Chamber for three years on this subject. I thank the hon. Member for Gosport (Caroline Dinenage) for giving me the opportunity to do so by securing the debate. I also thank the hon. Member for Huddersfield (Mr Sheerman) for remarking that he was my lecturer at Swansea university—he has a lot to be blamed for in many ways. I always said that he taught me all I know about politics, and he reminds me that I came into Swansea university as a little Tory and came out a bigger Tory. That is a fact.
This is a good debate. We need to do more about literacy and numeracy, and I was delighted to hear what the Leader of the House said about it in business questions. The hon. Member for Huddersfield is absolutely right that it is not a party political matter. It has dogged this country for decades under different Governments, and we have to look harder for the solution. It is about making people better not simply so that they can get better jobs but so that they can fulfil their ambitions and lead better lives for themselves. It is a quality of life thing, and that is vital. Millions of people are affected in this country alone. The OECD report has been mentioned, and it is shocking that we are so low down the table—almost at the bottom. All Members should hang their heads in shame that that is the case, and we need to do more.
Dyslexia has not yet been mentioned. We need to do a lot more to understand people who suffer from it—they are not stupid people, but they need better help and earlier diagnosis. If that does not happen early on, we can find that they lack interest in what is going on in school because they feel that they are not up to it, which is not the case. Some 10% of people in this country suffer from dyslexia, and apparently 4% severely so, so we need to do a lot more.
We have heard about the shocking number of people who are innumerate and illiterate, and the same goes for people in prison. There are 84,000 people in prison at the moment, and we need to do a lot more for them to ensure that they get the education they need while they are in prison.
The hon. Member for Gosport mentioned libraries in prisons and the good they do. When local authorities up and down the country are looking for savings, it is shocking that one of the first and easiest targets they choose are libraries. “Let’s close the library”—well no; let us ensure that the libraries stay open, encourage more people into them, and use them for adult education classes so that people can become more literate and see the wealth of books available. That is one of the reasons people should want to learn to read, write and be numerate.
About 3 million pupils who leave school after GCSEs are ill-equipped for life, and, as I said, about 40,000 of people in prison are illiterate, and 55,000 are innumerate. We must do more to make education in schools more relevant to pupils so that they see why they need to read and write. Nothing surprises me more than when I go into a pub and see youngsters playing darts. They are able to add up what they have just scored and deduct it from, I think, 360. I am there with chalk and a board trying to do that, but they do it in their heads. They are so much better at it because it is relevant to them and that is why they are able to do it. On literacy it is the same with texting, and people substitute certain words for letters and so on. That may be okay, but life is not Twitter and we do not lead our lives in 140 characters. It is much richer than that, and we must ensure that people get the full wealth of knowledge and culture that is denied to them if they are not able to read and write.
I do not believe that teachers want demotivated classes with youngsters who lack ambition or hope, and where the only thing they look forward to is the “X Factor” on television. There are 25 letters in the alphabet apart from X, and if we combine them there is more wealth out there than there is on “X Factor”.
I was on the Council of Europe for five years, and nothing shamed me more than the fact that there were people from other countries who seemed to speak English better than we do. They came from Denmark, Sweden—a number of countries—and their ability to speak English as well as their own language, and probably Italian, Spanish and French while they are at it, was amazing. In this country, however, we have statistics showing that people cannot even speak our country’s national language. We must do more.
The hon. Lady mentioned stigma, and we must stop all that. People have not failed; we have failed them because they are unable to read and write. It is not their stigma but ours, and we—rather than those people—should have that stigma. We must correct that and give people opportunities to be able to read and write. Lifelong learning is important because education does not finish when people are 18 or 19, or when they leave school or university. It goes on for ever, and we must make opportunities for people to have lifelong learning.
The number of immigrants who have come to the country over the years is phenomenal and many simply do not have the skills to speak English. That should be a priority for us. I know we say that people should not come to the country and settle down unless they are able to speak English, but we must recognise that millions of people have come in who cannot do that. What are we going to do about that? Let us not deny to immigrants who have settled in this country, rightfully and legally, the opportunity to play a full role. Let us do more for immigrants who have settled in the country but who are not able to speak English.
When schools finish and the doors and gates are locked at night, it is a crying shame that they are not thrown open for all the people who want to do night classes. Community centres have been mentioned, but lots of schools up and down the country are closed and should not be. The lights should be on at 7 o’clock in the evening so that people can go there, and there are lots of resources, including teachers who would be willing to be mentors and teach those who want to read and write.
If we want people to have fuller lives, and if we want people to be better citizens and have better opportunities for employment, we must ensure they can read, write and be numerate. We must work harder. We cannot let people down as we have for decades.
My hon. Friend, as well as other hon. Members today, makes a powerful speech. Given the importance of the internet and the digital economy in helping people to access information and to learn, does he agree that it is vital that IT skills are linked to helping people to learn literacy and numeracy skills, including older people who have difficulty accessing public services? Does he recognise the important role that organisations such as Age UK play in that important task?
I agree with my hon. Friend—that is exactly what should happen. When I am learning French or Russian, I use the internet. There is an amazing amount of stuff in different languages to read on the internet. It is the same for those who want to learn English, but they need the IT skills to do that. Those things can be combined—lifelong learning clearly involves IT.

Commons ChamberContrary to what the hon. Member for Dundee East (Stewart Hosie) said, the economy is central to the Government’s agenda. They have already taken much-needed action to ensure lower-cost Government borrowing by working to create the most cost-effective business tax system in the G7 and by pushing forward supply-side reforms that are needed to tackle the burden of bureaucracy facing British businesses, much of which was put in place by Labour when it was in power. Real progress is being made, and I support the Government in their efforts to show that Britain is open for business once again.
The Queen’s Speech sets out proposals that will build on those achievements. The enterprise and regulatory reform Bill will promote enterprise and fair markets through a new competition and markets authority, the creation of the green investment bank, and much-needed reform of employment tribunals. The Queen’s Speech also contained the Groceries Code Adjudicator Bill, which has been welcomed by farmers in Macclesfield, the National Farmers Union, and small food producers more widely. By establishing an independent adjudicator that will enforce the groceries supply code of practice, the Government will ensure that supermarkets deal more fairly with their suppliers and that we have a much more effective supply chain for the food industry.
The Queen’s Speech includes important measures on financial services. The banking reform Bill will create a ring fence around vital banking services and introduce depositor preference, in line with the recommendations of the Vickers Independent Commission on Banking. After the Northern Rock experience, with the first run on the banks in over a century, it was clear that much needed to be done to protect the pensioners, families and small businesses who rely on our banks and financial services and that the failed framework of the previous Government had to be replaced. After the general election, the Government rightly focused on putting back in place a financially stable mechanism to ensure that we had a solid foundation, and they commissioned Vickers to take forward a bold approach to financial regulation and propose the ring fence for retail banks. That must be put in place to make certain that we do not see further failures such as Northern Rock and the Royal Bank of Scotland. This highlights the importance of going beyond Basel III and the minimum capital requirements that it proposes to ensure that there is real stability for the UK financial services system. I am pleased that the recommendations of the Vickers commission are now being taken forward by the Government in the banking reform Bill.
The Financial Services Bill, which I was involved in scrutinising in Committee, was the next step in the process. It puts accountability back with the Bank of England, where it needs to be, by creating a new systemic regulator—the Financial Policy Committee. The Bill is one of the carry-over Bills that will continue its progress in this parliamentary Session, and it is vital that it does so.
It is a concern that the aims of these reforms, whether banking reform or the Financial Services Bill, might be undermined by plans being suggested by Brussels. There are worrying signs that a significant number of EU regulations in the pipeline could have a major effect on the Government’s new financial regulations and undermine our freedom to take the necessary steps to get our banking system into a safer, more secure position.
A huge amount is at stake for the UK economy, and it should not be forgotten that the financial services sector still accounts for 10% of UK gross domestic product. In 2010, the sector employed 1 million people, and it contributed £53 billion in taxes in the 2009-10 financial year alone.
The Chancellor is right to work hard to ensure that the single European rule book does not bind the UK to a maximum level of EU capital requirements, which the Vickers report believes is inadequate. Capital requirements directive IV threatens to tie the hands of the Financial Policy Committee. Given the importance of this decision to the British economy, our negotiators are right to use every tool in their arsenal to protect our ability to regulate UK financial services. The Treasury is right to push back on Brussels to ensure that the box-ticking culture that was all too prevalent under the previous system is not replaced by further box ticking from Brussels.
Domestic regulators require discretion to utilise the new judgment-led approach, which is welcomed by many, to cater for the changing needs of the financial services sector here at home. However, without the effective safeguards from EU regulations, the UK risks being tied into a system more suited to Germany’s regional Landesbank or Spain’s caja savings banks than one regulating the globally important City of London.
The Government are right to continue to press for the safeguards that the Prime Minister sought at the EU Council meeting, where he made his decisive veto. Tomorrow’s ECOFIN meeting offers Finance Ministers from across the EU the chance to address the eurozone’s crisis and I hope that they take note of what this Government are doing in their efforts to tackle the deficit and push forward constructive reforms in the financial—
