Commons ChamberThat is a very sensible question from the hon. Gentleman. It is absolutely the case that we need to ensure that those British national overseas passport holders who arrive in the UK are treated and greeted well. We welcome the many applications that we have had thus far. My right hon. Friend the Foreign Secretary has met the Secretary of State for Housing, Communities and Local Government to discuss exactly the issue the hon. Gentleman raises. It is important that people are given the right support when they arrive in the United Kingdom, and I am sure that further information on such schemes and what has been organised for these people coming from Hong Kong will be announced very shortly.

Commons ChamberThe hon. Gentleman seems to miss the fact that these are commercial decisions to put these projects on hold. In terms of Hitachi, it is a suspended project. We will continue to engage with Hitachi regarding options for the site. We are absolutely committed to creating a broad-based, resilient economy through our industrial strategy, and we will continue to work with the private sector, local partners and the Welsh Government to ensure that Wales prospers. I hope that Members across the House welcome the news this week that the employment rate in Wales now matches that of the UK for the first time since my right hon. Friend the Member for Wokingham (John Redwood) was the Secretary of State for Wales.
The Government recognise that transport is a major cost for households and businesses, so it was announced at last year’s Budget that fuel duty across the UK will remain frozen for the ninth successive year.
Despite the excellent fuel duty freeze from the Government, oil companies are still hitting motorists across Wales and the UK by increasing petrol prices hugely when the international oil price goes up but taking a long time to reduce it when the oil price goes down. Will my hon. Friend work with the Secretary of State for Transport and the Treasury to introduce a “pump watch” regulator, as recommended by FairFuelUK, so that there are fair prices for motorists at the pumps?
There is no greater champion for consumers than my right hon. Friend, but we do not believe that setting up a regulator would be justified, given the costs of doing so. This sector, like every other, is subject to the normal competition and consumer protection law. We are committed to passing on savings to commuters and, due to nine years of fuel duty freezes, the average car driver in Wales and the UK will have saved a cumulative £1,000 by April 2020.

Commons ChamberThe hon. Lady will be aware that I cannot comment on an individual case. I am sure that if she raises her constituent’s case with the Department, she will get a response. As I said earlier, this system is a huge transformational project, and we must learn as we go along. It is designed to mirror the way in which people in work are paid. There are advances available for anybody who is waiting for their universal credit payment.
I have not discussed this matter with the Welsh Government. Decisions on charges are entirely for the Welsh Government to make, as this is a devolved responsibility.
The brain injury charity Headway has supported families who have incurred hospital car parking charges of as much as £248 in just seven days. Given that all hospitals in Wales have now abolished hospital car parking charges, will my hon. Friend make representations to the Health Secretary on abolishing them in England too?
It is clear—everybody in the House will know—that there is no stronger champion of such causes than my right hon. Friend. We allow individual hospitals to take their own decisions in England, assisted by clear guidance. There are potential additional costs of a blanket removal of charging, which could be significant, but we keep our ears open.
