10.   I have just come from a meeting with the London Pedicabs Operators Association, Transport for London and the Department for Transport, where sadly my hon. Friend the Member for Christchurch (Sir Christopher Chope) confirmed that on Friday he will be objecting once again to my Pedicabs (London) Bill, which means it will fall. Does my right hon. Friend the Prime Minister agree that it is time we legislated for pedicabs, to ensure that they are safe for women and girls to use, that we rid ourselves of the dodgy fares and that the noise they create is regulated? Will he work with me to legislate for and to regulate pedicabs once and for all?

When I was Mayor of London I always yearned to be in a position to put that through Parliament, and now I am. I am very grateful to my hon. Friend and we will ensure we give parliamentary time to make it possible. It will be a boon for cyclists and a boon for taxi drivers, and it is high time we did it.

Yes we are, and we are in a position to impose considerable economic cost on Putin. The question is whether he will care enough about it, because he is plainly in an illogical and irrational frame of mind.

I welcome my right hon. Friend’s statement, and his and this Government’s leadership in defending democracy and freedom and standing by our Ukrainian allies, showing what global Britain is all about. Sadly, my constituency is home to too much Russian dirty money and I welcome the further sanctions. As the children of Ukraine are set to suffer in fear of war, will my right hon. Friend consider whether the children of Russians connected to the Kremlin, who may be in schools in this country, should be sent home to Russia and not allowed to benefit from an education in this country?

I know that my hon. Friend shares my concern about beneficial ownership of properties in London, which we will now be exposing. I am grateful for her support for that. When it comes to children, maybe I am not quite there. The sins of the fathers—or indeed the mothers—should not be visited on their children, in my view.

During the summer recess, I spent a week looking after my father who has advanced Alzheimer’s as my mother had a respite holiday. I pay tribute to all those who look after their loved ones in similar circumstances and all those who work in the care service. I certainly welcome the Prime Minister’s statement today. May I seek assurances that, through the health and social care levy, money raised will go to fund local authorities that do so much brilliant work in this area as well as the NHS?

My hon. Friend asks the question that everybody wants to be certain of. Absolutely, this is a legally hypothecated levy, but we will ensure that the funds that are fixed for social care go to social care so that we deal with the problem of the catastrophic costs. This will not be dispensed by the NHS, but by the Treasury in the normal course of Government spending.

My message—I am sorry, obviously, for the condition that Jacqui suffers, and I think that the Labour party obviously needs to work out whether it is in favour of going ahead with step 4 or not, because that is not at all clear from what the hon. Gentleman has said, or what the Leader of the Opposition has said. They do not have a clue. But what I can say to the hon. Gentleman, and to Jacqui, is that we expect and recommend everybody to wear a face covering in a confined space where they are meeting people they do not normally meet, and that is quite right.

Last week I met with the Reading Agency, which is about to launch its annual summer reading challenge and hopes to reach 1 million primary school children this year. What a great excuse to go to one of our brilliant libraries and take part in the big covid education catch-up. With that in mind, will my right hon. Friend join me in encouraging every child across the nation to take part in the summer reading challenge? Pick up a book and read back better!

I thank my hon. Friend. She is quite right; there could not be a better campaign for the summer. We have put £1.9 million of support into the reading scheme that she mentions. But of course there is £200 million going into the holiday activities fund, and there could not be a better, more useful, happier way of occupying your time on holiday than reading a good book.

I repeat that countries around the world are in awe of this country’s continued contributions. They know that we are spending £10 billion during a very difficult time; they also know, because they have long memories, that we are spending more now than the Labour party ever did under Gordon Brown or Tony Blair.

The G7 set out plans to lift women out of poverty and build back a more equal world by putting 40 million more girls into school in the next five years—another example of global Britain as a force for good. Does my right hon. Friend agree that investing in women, particularly girls’ education, is one of the most efficient ways to create economic growth in developing countries? Can he confirm that the UK will continue to lead the way on girls’ education moving forward?

My hon. Friend is completely right. I think that investing in girls’ education—12 years of quality education for every girl—is probably the single best, most efficient policy that we can support around the world. That is why we are putting another £430 million into the Global Partnership for Education, with more to come in July.

Thank you, Mr Speaker. No—I am grateful for your clarification—because what we are doing is saying that we so value the incredible contribution of nurses to our country over the past year or more that we want them, exceptionally of all the public services, to be looked at for a pay increase at a time of real difficulty in the public finances, which I think people understand. That is on top of the 12.8% increase in starting salary for nurses, plus the £5,000 bursary and the £3,000 that we have given for special help for childcare and other training needs.

If the hon. Gentleman looks at the figures, he will see that they are leading to a big increase in the number of nurses in the NHS—10,600 more this year than last year; more nurses in the NHS—and 60,000 more in training. When I talk to nurses—of course everyone wants better pay and conditions; I totally understand that—they say what they also want is an extra pair of hands next to them to give them the help and reassurance that they need. That is what we are recruiting for.

Recent horrific events have brought the important debate on women’s and girls’ rights into the spotlight, specifically their right to be safe and feel safe as they go about their daily lives. Does my right hon. Friend agree that such issues need to be treated sensitively, and false claims made by the Labour party last night on social media about the Police, Crime, Sentencing and Courts Bill are misleading and certainly not helpful?

It was certainly a mistake, and a regrettable mistake, for anybody to suggest that rape had been decriminalised in this country, because we must do everything we can to reassure victims of rape and sexual violence and get them to come forward. That is what we are doing. I also think it would be a good thing if, together, we could vote for some of the tougher sentences that we have put forward in the Bill. I liked the collegiate spirit that we had earlier on, and I hope it can be extended to voting for the tougher sentences that we have put forward.

I beseech the right hon. Gentleman just to think that he may be mistaken. The UK Government are absolutely dedicated to supporting people of all incomes across the country. That is why we have actually increased spending on benefits by £7 billion with universal credit, and we stand ready to do more, but I can tell him that there will be plenty of wonderful things that we want to do, working with him and with the Scottish Administration, to improve transport and other infrastructure across the whole of the United Kingdom, including Scotland. I really hope he will co-operate.

My constituency sits at the heart of our great metropolis. Cities of London and Westminster is the home of the west end, whose theatres and cultural venues, such as the Royal Albert Hall, the London Palladium and the Barbican Centre, attract visitors from across the globe and will help power our economic recovery. Does my right hon. Friend share my aspiration to see these venues open as soon as it is safe to do so, ensuring that the show must go on?

Yes, the show must go on. I know the power of the theatres of London’s west end and the entire cultural industry in London, not just as a magnet for our country, but for the sheer revenues they deliver. We want that to get going as fast as we possibly can, and we want life for theatres and theatregoers to get back to normal as fast as we possibly can, but to do that we have to defeat the disease, and that is what this Government are engaged in.

Q12. I congratulate my right hon. Friend on the news that he and Carrie are expecting their first child. All parents want the best start in life for their children. With the UK lagging behind the rest of the world in the number of diseases that we genetically test for—we test for only nine genetic conditions in this country—does he agree with and will he support my campaign calling for a review of the new-born baby screening programme?

My hon. Friend raises a very important point. I am glad that, starting this year, screening for babies with severe combined immunodeficiency will be evaluated for inclusion in the screening programme, but my right hon. Friend the Health Secretary says he is more than willing to meet her to discuss further how screening could be improved.
