The school holidays in Wales and England start on 22 July. There are nearly 30 million visits abroad by air in quarter 3, which includes those school holidays. To help families get away, will the Passport Office backlog be cleared by 22 July?

We have already made clear the actions we are taking. Since April last year we have been advising people to allow up to 10 weeks for an application, although 91% of people get their passport back within six weeks of applying. The hon. Member will also be aware that in some instances, such as school trips, collective passports can be used, subject to those being accepted by the country they are travelling to.

I join the hon. Member in paying tribute to the staff at the Belfast passport office, who are working hard and delivering a strong service. I am pleased to hear about the engagement that he and his colleagues have had, which reflects some of the comments of other Northern Ireland Members about support in a previous exchange on passports. There is incentivised overtime, but obviously there has to be a balance in terms of wider pay policies. As I touched on, we need to ensure that people are working sensible amounts of overtime, because working seven days a week for months on end is not healthy or appropriate.

We are certainly looking at the future and what the capacity is in particular locations. We looked to see how we could maximise that, particularly as social distancing regulations ended. We dealt with something like 60,000 people at the counters in March and 74,000 last month. Although that is not the majority of our applications, it is certainly a service that we have looked to expand, as I will come on to in a moment.

I think it is safe to say that the vast majority of Passport Office staff have been back in the office for some time; indeed, as I have touched on, some of them have been in the office for seven days a week working overtime. There is a very small cohort employed specifically to handle digital work that is wholly online and can be dealt with purely online. Mostly that will be what we call simple renewals, where it is not necessary to look at documents—to prove citizenship, for instance. We have done pretty much all we can in getting people back into the office, although we did not exactly get a great deal of support for that approach from the Opposition. I am satisfied that the vast majority are now working in the office; anyone who needs to be in the office to do their work has been in the office now for some time.

The hon. Gentleman has already intervened once so I will continue.

HM Passport Office endeavours to process all applications as quickly as possible. The simplest of applications submitted online can be processed with fewer manual interventions, as I have just said, meaning a passport can be issued much more quickly. To help customers submit a simpler application, HM Passport Office is currently delivering a digital marketing campaign across social media with some basic tips such as applying online if possible and using a photo code from a photo booth or shop, including the photo booth we have here in Parliament.

It is worth noting, however, that the standard service does not have a guaranteed timeframe as a British passport cannot and will not be issued until all checks are satisfactorily completed. If further information is needed or an application is complex, the application will take longer, especially if there is doubt about whether the applicant is a British citizen.

The failure of the telephone line means that constituents have waited longer than they should have done. There have also been difficulties in receiving prompt updates to inquiries made by right hon. and hon. Members on their behalf. The number of HM Passport Office staff supporting the Home Office’s MP hotline and offering input and surgeries at Portcullis House has steadily increased. That will be monitored to ensure that those services to colleagues continue to improve. I am advised that people are now waiting much less time.

I will keep my conclusion brief. I very much welcome the support of the shadow Minister. I agree with many of his comments, although not necessarily all of them.

I emphasise that the core of the order is about modernising the process of the annual canvass. At the moment, it is based on paper forms being sent out and, in theory, exactly the same effort going into areas where there is no particular evidence that people are not registered or that households have changed as goes into communities where there may be a greater chance of people not being registered to vote. The order allows, in devolved and reserved elections, resources to be focused on getting people on to the register who might otherwise be excluded. A constructive piece of work has been done with the Welsh Government. The Cabinet Office, the Welsh Government, local government in England, and Scotland are looking to see how we can improve the process.

On the point about the UK Government supporting the Welsh Government and EROs in boosting electoral registration, when talking to my ERO in Blaenau Gwent, I found out that when young people try to register to vote, the single most common reason for them not registering to vote properly is their inability to provide their national insurance number. It is a simple thing, and many of us know it off by heart, but young people have not learned it yet. Will the new regulation allow EROs in Wales, or Welsh Government Ministers, to have stronger influence over the Department for Work and Pensions, so that there is better digital transfer of information, particularly around NI numbers, allowing EROs to target young people and provide that information as part of their boosting of electoral registration to support the growth of our democracy, as recommended by my hon. Friend the Member for Vale of Clwyd?

I thank the hon. Gentleman for the interesting intervention. He may want to look at the main canvass reform orders that will be laid, which look at how DWP data could be used to identify those who may be being excluded from the electoral roll. He will notice that there are some clear safeguards around such data matches being used, so that ERO teams can target exactly who might be most likely to not be registered or households where there may have been a change in composition. Again, we realise that those who are in receipt of particular DWP support are perhaps most likely to not be on the electoral register.

There are also some specific provisions in the English orders, which have now been laid before the House by the Cabinet Office, to look at issues such as specialist accommodation. Rather than just firing out random paper forms, we can do better work to identify a responsible person to then identify those who may be being excluded from the electoral roll. In some cases, it is about people literally not knowing how to get the form done or make declarations of local connections. Our priority is to target resources and move away from a bureaucratic method where we send a form and do not get a reply, then send another form, then knock on a door—that is from another era.

Welsh Ministers will also want to engage on the franchise that has been set for the devolved elections and how they can reach out. Speaking as the UK Minister with responsibility for democratic engagement, we welcome the steps that are being taken in all the nations of the United Kingdom to try to engage more people and get them to participate in our democracy. As hon. Members will appreciate, however, there is a separate system in Northern Ireland under the chief electoral officer, for fairly obvious historical reasons, where a requirement for an annual canvass does not exist under the laws that pertain there.

To use the earlier expression, this has been a tidy debate that has elicited a wide consensus. I commend the order to the Committee.

We certainly welcome any moves being taken by the social media giants to try to remove those who are looking to distort information or inappropriately influence elections. As part of the consultation we are taking forward, we will try to achieve some consensus about how we can have a modern and up-to-date set of rules that ensures people cannot go online to sidestep rules that are very strong in the physical world.

I must say that perhaps it would have been better to ask that supplementary on the next question, but I will just say that in building confidence in our electoral system, it is vital that we tackle a range of issues. If the hon. Gentleman wants to see what happens when people’s democratic rights are stolen via electoral fraud, he should talk to his hon. Friend the Member for Poplar and Limehouse (Jim Fitzpatrick).

The Government are clear that if a sustainable, long-term business plan can be produced, we will consider support packages, but the key part is that it must be sustainable for the long term, and it must be based on a clear business plan.

I thank the hon. Gentleman for his intervention. Of course I take an interest in the remarks that have been made. These works have been looked at on many occasions by professional advisers who are coming up with appropriate things. We can all talk about being imaginative, but the reality is that there has been a great deal of analysis that has gone into this project. Come 2021, the House will again be able to scrutinise the detail of business cases, to take votes based on real estimates and to scrutinise the estimates to ensure that everyone has the information that they need to make a decision.

On this topic of possible cost overruns, a number of colleagues have talked about the possibility of the northern estate being delayed because of planning problems, which could be very expensive indeed. Can the Minister tell us more about that possibility and how we are going to reduce that risk?

I thank the hon. Gentleman for his intervention. On planning, he will be aware that this project will follow the usual planning rules. We do not intend to make Parliament a special case; we will still liaise with Westminster City Council. On the detail in relation to the northern estate, I am happy to write to him and also place a copy of that letter in the Library. That would enable me to give him a detailed reply to his concerns. I am conscious though that, when we engage with the city council, we will do so as any other applicant would. We must be very clear that we are not setting ourselves in a special place because we are the UK Parliament.

Let me move on now to the comments of my right hon. Friend the Member for Derbyshire Dales (Sir Patrick McLoughlin). He quite rightly pointed out that, if this building were in private hands, we would insist on its repair via the law that we pass. That also applies in terms of conserving its heritage. I also pay tribute to the role that he plays on the shadow Sponsor Body, bringing his considerable experience of Parliament to bear in doing so.

It is always a pleasure to hear from the hon. Member for Rhondda (Chris Bryant). I know that, like me, he also managed to nip into the other debate to make a contribution, showing his passion for his work. Again, mention was made of his work on the Joint Committee of 2016. It was almost as if we managed to duplicate ourselves to ensure that we could achieve the feat of being in two places at once. We appreciate the comments that were made, especially the ones around planning, but again I have to say that there is a difference between these works and the works of the Olympics in terms of not having four different projects and of not having four different planning authorities. Again I say, it would be a low step for Parliament to look to put itself above other procedures and other organisations dealing with similar buildings.

My hon. Friend the Member for Mole Valley (Sir Paul Beresford) talked about the iconic nature of this building and the vast scale of the task—no one can underestimate the vast scale of the task. On the nature of this building, I sometimes make the point on a tour that this is probably one of the few places that literally has history attached to a broom cupboard because of what happened on the night of the 1911 census. Again, it rams home the fact that every part of this building has a history.

Let me move on to the comments of the hon. Member for Airdrie and Shotts (Neil Gray) who gave us his considered thoughts. I note that he said that he wanted a Treasury Minister on the Sponsor Body. The point that I make is that we are clear that this is a parliamentary project, not a Government project. I also noted the comments of the hon. Member for Hackney South and Shoreditch (Meg Hillier), who said that we can explore that matter in the Bill Committee. The Government’s view is that, while there will be some engagement with the Treasury, a Minister being on the board could confuse the roles and may not necessarily be the best way of ensuring that this project progresses.

My right hon. Friend the Member for Gainsborough (Sir Edward Leigh), as always, gave a passionate speech showing his great knowledge and skill, and making very clear the risks that we are running if we decide not to grasp this nettle. He talked us through the options. I know he has been a passionate proponent of particular outcomes for this project, but it is right that whatever option we look to take—whatever our thoughts on particular aspects of the project—we move on with this Bill and set up the Delivery Authority to allow it to happen.

It was interesting to hear the experience of the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) with the Scottish Parliament building. I actually saw the desk to which he referred only last week when I visited my opposite number in the Scottish Government. The hon. Gentleman is probably right to say that there will be some flak along the way in this project; that is almost inevitable. However, he is also right to say that this needs to be a project across the whole Union, not just one for the normal contractors, and that it should be something in which we can all take pride.

I found the comments of the hon. Member for Hackney South and Shoreditch particularly interesting, as she outlined the role that the Public Accounts Committee will look to play in overseeing this work. As she reflected, it was the work of the hon. Lady and her Committee that persuaded many Members to vote for the motion, given that the House supported her amendment by a majority and then supported the substantive motion that has brought us to where we are today. I am sure that many Members of the House will hope that such an approach will continue.

It is extremely important that we make progress with the restoration and renewal project so that we can secure this historic Palace for future generations. That is why I am pleased that the House passed the motions in 2018 voting for a full decant, and why I am pleased that this Bill is being debated today. As the Joint Committee on the Palace of Westminster said in its report, the Sponsor Body will need to set clear timelines for completing the vital works. It is very much my hope that we move back into this historic and iconic building as swiftly as possible afterwards. Indeed, the Bill provides for this. At the point that we vote on the design and funding for the project, we will have a better understanding of the timescales and will be proceeding—if it is the decision of the House—based on that timetable. If the timetable or costs shift significantly, the House will have the opportunity to vote again.

Concerns have rightly been raised about the cost of this project, and we are determined to ensure that the R and R programme represents best value for money for the taxpayer. That will be the guiding principle as we take this Bill forward. We are confident that the governance arrangements set out in the Bill can and will deliver the necessary restoration works while guaranteeing value for money for the taxpayer, as there is not an unlimited amount of available funds.

The Bill puts in place a number of core financial safeguards that have been signed off by the Chief Secretary to the Treasury. To mention just a few: Parliament will be given an opportunity to vote on the annual expenditure of the Sponsor Body; the Estimates Commission will have the power to reject draft estimates if the project is going over budget; the Comptroller and Auditor General will conduct annual financial audits in relation to both the Sponsor Body and the Delivery Authority, and of course has the relationship with the Public Accounts Committee that the Committee’s Chair touched on in her speech; and finally, Parliament will vote on the cost of the substantive building works. The Government are clear that the work must represent good value for tax- payers’ money, and the programme needs to be delivered on time and on budget.

The R and R programme is at its heart, and will continue to be, a parliamentary project. That is why the Bill ensures that parliamentarians have a clear voice as members of the Sponsor Body, and establishes a specific duty on the Sponsor Body to consult with parliamentarians on strategic objectives for the restoration and renewal works. Parliament will also have a significant role in approving the proposals for the works, including the scope, delivery method and cost.

The importance of engaging the public has also been mentioned, and I completely agree that the public need to have a clear voice in this historic project about the Parliament that represents them. This project will provide an unparalleled opportunity to get the public to engage with Parliament and democracy—both during the programme and through providing a lasting legacy. How we engage the public in R and R is ultimately for the Sponsor Body to define, working alongside the Delivery Authority. However, the Sponsor Body will have the chance to engage innovatively with the wider public about restoration and renewal, and I would expect that to be across the entire United Kingdom, as I touched on earlier.

If I may sum up, this Bill ensures that we establish the governance bodies that will be able—

It is a pleasure to serve under your chairmanship, Mr Brady. I will finish a minute early to allow the hon. Member for Aberavon (Stephen Kinnock) to respond to the debate. I congratulate him on having secured this debate, and I congratulate the hon. Members who have contributed today, showing their pride in, and passion for, the communities they represent here at Westminster. In particular, I thank those hon. Members who have welcomed me to my new post over recent weeks, and with whom I have already enjoyed discussions. My door is always open to those who want to engage constructively with the Government on issues that affect Wales and their constituents.

Although I have been in the Wales Office for only just over a month, I have managed to travel across the nation, so the issues raised today are already familiar. Particular highlights of the past month have been, first, the visit to Tata Steel in Port Talbot, in the constituency of the hon. Member for Aberavon. There, I heard first hand about the exciting prospects for carbon capture and not just storage but use. I was also in Monmouthshire recently to talk with the local authority about proposals for a Chepstow bypass to cut congestion through the town, improve economic growth and link our Union more closely, given that the bypass will literally cross the English-Welsh border. Only last week in north Wales, I met the innovative telecommunications business Moneypenny—familiar, I am sure, to the hon. Member for Wrexham (Ian C. Lucas)—which shows how Welsh firms compete on the global market.

I pay tribute to the hon. Member for Aberavon in his role as chair of the all-party parliamentary group for post-Brexit funding for nations, regions and local areas. From what he has said today, it is clear that he is passionate about that issue, as are his colleagues who have also spoken. That is why, as he mentioned, my right hon. Friend the Secretary of State for Wales met him and colleagues from the APPG on 11 March to discuss post-Brexit regional funding. I hope that the hon. Gentleman and his colleagues found the meeting helpful and that it reassured him that this Government are taking future regional funding in Wales seriously.

I thank the hon. Gentleman; I will come on to the shared prosperity fund in a moment. Of course, if he invited me to visit his beautiful constituency of Blaenau Gwent, I would be more than happy to add it to my list of travels.

At this point, it is important to look to the future and at what the Government have committed in regional funding. In our 2017 manifesto, which I am sure was a popular read for everyone in this room, we set out our proposals for a UK shared prosperity fund to reduce inequalities between communities across our four nations. The UK’s shared prosperity fund seeks to provide the opportunity to move away from the old bureaucratic EU model, and to design a future regional funding model that truly benefits people across our United Kingdom in a way that reflects the specific needs and strengths of its different parts.

I thank the hon. Gentleman for his constructive intervention. I am more than happy to accept the invitation, although I have not been short of north Wales Members of Parliament wanting to come and see me. I have already met the hon. Member for Arfon (Hywel Williams) and the right hon. Member for Dwyfor Meirionnydd (Liz Saville Roberts), and spoken with my hon. Friend the Member for Aberconwy (Guto Bebb). As I said at the start of my speech, my door is always open to those who want to talk constructively, and I hope to meet on their patch as well, if possible. Certainly, I am more than happy to engage with Members of Parliament on these issues.

The Minister seems reluctant to give us a date for when exactly the consultation will begin, but does he agree that it should begin, and finish, before the comprehensive spending review is delivered?

I thank the hon. Gentleman for his further intervention. As I said, I do not want to get into specific dates, but I am clear that the spending review will set out how we approach the fund in the future. I am not surprised to see such passion. We will ask people across Wales about the size, structure and priorities for the fund, and that will develop as we approach this year’s crucial spending review. Given the continuing debates about our EU exit, it is clearly hard to give a specific date, although, as the hon. Gentleman knows, constructive discussions are ongoing between our Front Benches as we speak.
