Commons ChamberMy hon. Friend has raised a very important point on the whole issue of the irresponsibility of alcohol being sold to children. We have taken steps to double the maximum fine to those who are selling alcohol persistently to under-age children to £20,000, and to increase the powers of the police and local councils to close such premises down permanently. We are working with other Departments, and the Department of Health is leading on an alcohol strategy that will take into account further issues. I am under no illusions about the important role that parents and schools also have, which is why further action is being taken.
Will the Minister update us on the Government’s plans to introduce a minimum price for alcohol to reduce alcohol misuse and antisocial behaviour?
Yes. The hon. Gentleman will be aware that the Government have stated clearly their intention to ban below-cost sales, with the first measure being the banning of sales below duty plus VAT. I can confirm to him that those proposals will be implemented on 1 April next year.

My hon. Friend has opened a can of worms by raising the responsibilities that parents have to not only their own children but other people’s children in their homes. Parents often underestimate their influence over their children, whether it involves setting an example or supplying alcohol for parties. She has made an excellent point, and I hope that the Minister will respond to it when he winds up the debate.
We know from research by the Joseph Rowntree Foundation, which published a paper on this issue in June, that if a young person finds alcohol easy to obtain their chances of drinking excessively increase fourfold. Equally, if a young person sees their parents drunk, it doubles the chance that they themselves will get drunk. In that report, parents emerge as one of the crucial influences on teenage drinking. Shockingly, that research, which was based on a survey of 5,700 children, found that one in five children claim to have been drunk for the first time by the age of 14 and that half of all 16-year-olds report having been drunk.
Last weekend, further research from the schools health education unit showed that children as young as 12 say that they drink the equivalent of 19 glasses of wine per week. In that survey, 83,000 school pupils were questioned, and 4% of 12 and 13-year-olds said that they consume 28 or more units of alcohol a week, which is more than the maximum amount suggested in the adult weekly guidelines for alcohol. Clearly, it might not be possible or appropriate to use legislation to solve this widespread cultural problem, but we must ensure that legislation passed by this House does not create an opportunity for the problem to get worse. I welcome the steps that the Government are taking to crack down on people who sell alcohol to children, including the doubling to £20,000 of the fine for under-age alcohol sales and the extension of the period of closure that can be given as an alternative to prosecution when premises are found to have been involved in supplying alcohol to children.
I want the Minister to touch on a number of issues that continue to cause me and the police concern. The first is section 149 of the Licensing Act 2003, which prohibits the proxy purchase of alcohol by adults for children. The section has been successfully used in Newquay in a campaign supported by Crimestoppers, with a number of individuals being prosecuted when there was evidence that alcohol has been bought by an adult and supplied to a child. There is a clear problem, however, with parent dealers, who when questioned by the police often say that they did not buy the alcohol for their children—they just happened to have it and handed to them. Any well-prepared brief could drive a coach and horses through the attempted prosecution of a parent under that legislation.
Another legal avenue at our disposal are child neglect provisions, but they would apply only to under-16s, leaving a hole where the slightly older, but still vulnerable, 17 and 18-year-olds are. Will the Minister, therefore, undertake to review section 149, and look at tightening up rules on parental supply, perhaps stipulating that parents must be on hand to supervise the drinking of any alcohol that they supply to their children?
A second legislative hole is in the Confiscation of Alcohol (Young Persons) Act 1997, which provides the police with the power to confiscate but to make an arrest only if the request to hand over the alcohol is not complied with. Because of the significant pressure on local police forces, it is often not possible for them to make an arrest even if such action is desirable, and their power in that regard must be strengthened.
I firmly believe that we must look again at alcohol pricing, and I have raised the issue in the House. Even with the changes recently announced by the Government, supermarkets’ ability to sell alcohol at prices that are so much cheaper than in pubs and clubs causes genuine concern to many people.
I thank the hon. Gentleman for initiating this important debate. He has painted a powerful picture of the effect of alcohol misuse in his constituency. Does he agree that we must have a minimum price of at least 50p, as recommended by the British Medical Association, if we are to make a difference?
I am not expert enough to say where the price should be set, but I agree that the Government need to take a concerted look at minimum alcohol pricing, because what has been done to date does not go far enough. I firmly agree that minimum pricing is the only real way forward. The hon. Gentleman’s point is backed up by a 2008 report by the university of Sheffield, which showed that minimum pricing is the best way to reduce alcohol harm, and the report forms the basis of a handbook being produced by the World Health Organisation on its approach to dealing with alcohol-related harm.
The Minister will be aware, as early-day motion 2264 makes clear, that of the 4,000 price promotions under way in February, only one would have been affected by the current Government policy to prevent the sale of alcohol at a cost below duty plus VAT. Will the Minister undertake to meet me and representatives of Devon and Cornwall police to discuss minimum alcohol pricing and the further steps that the Government can take? Will he also look, with colleagues in the Department for Culture, Media and Sport, at the ubiquity of alcohol in supermarkets? If a licensing regime and hours are felt appropriate for clubs and pubs, should they not also apply to supermarkets and other outlets? The Minister will be aware that the Association of Chief Police Officers is considering a national policing alcohol harm reduction strategy, which covers the role of parental control and supply. Will he engage with officers who face this problem across the country, and take concrete steps to help the police to keep children safe?
The problem of alcohol abuse requires a deep-seated cultural change. A single debate here today will not achieve that, but I hope that it will help to promote discussion about parents’ role in supplying children with alcohol for unsupervised consumption. As well as ensuring that the police have the necessary powers to combat under-age drinking, we need a greater emphasis on education. The charity Drinkaware has recently launched a “Your kids and alcohol” campaign, which emphasises the importance of parents talking to their children from an early age about drink, ideally in their pre-teens before the influence of peers increases. Drinkaware’s advice to parents is clear, “You have more influence than you think.” Most parents assume that they are the last people their children would turn to to talk about alcohol, but research shows that children between the ages of nine and 17 would go to their parents first. Parents need to talk to their children, and keep talking, before their friends do. Giving children the facts earlier ensures that they get accurate information with which to challenge what their friends tell them and make responsible choices.
We all enjoy a drink, but we must recognise the dangers that unsupervised drinking can present to children and the need for parents to help educate and protect them. I look forward to the Minister’s reply.

With permission, may I briefly update the House in relation to the appointment of the new Metropolitan Police Commissioner? The Mayor of London and I conducted interviews with the candidates this morning, and I expect to make a recommendation to the palace later today.
We have set a challenging but manageable funding settlement for the police service. It is a matter for the chief constable and the police authority in each force to determine the number of police officers that are deployed within the available resource.
May I thank the Secretary of State for her response? Will she congratulate Gwent police authority, which was recently assessed by inspectors as performing well? Can she explain why more than £100 million will be spent on elected police commissioners, given that there is no guarantee that such performance will be sustained, let alone improved, with them? Would not the money be better spent on keeping more police on our streets?
If the hon. Gentleman is going to ask questions like that, he really should get his figures right, because of course, the figure to be spent on police and crime commissioners is not £100 million. I am happy to join him in congratulating Gwent police. I had a very good meeting the other day with the chief constable of Gwent police, who is the Association of Chief Police Officers lead on matters relating to domestic violence. He talked about some of the excellent work that Gwent police had done on that.

Commons ChamberMy hon. Friend raises a very important point. Many people write to me about the problem of having a new CRB check on each occasion. The new system will make the check portable. An employer will be able to go online to see whether an individual, who will have a unique number, ever had any information on them and whether anything has changed since they first had a check. That will make the whole system simple and quick, which will encourage volunteering, which is part of the purpose.
T4. Given media reports that police patrols are being scaled back because of the price of fuel and that Gwent police spend £4 million on their car fleet, including fuel, what action are the Government taking to help our local police officers to keep their patrols on the road?
I am not sure whether the hon. Gentleman’s question is about fuel prices, which are not a matter for me, or taxation, or patrols. I repeat, however, that we are committed to working with police forces to maintain, and indeed to improve, the visibility and availability of police officers on patrol by making savings elsewhere in police forces.

Alcohol pricing is of great concern to many MPs. The subject has been raised by Back Benchers on both sides of the House in recent Home Office, Health and Business questions, and it has been the subject of a number of early-day motions that received cross-party support.
Some say that alcohol misuse, with its related health and social problems, is a major problem in the United Kingdom, so it is right that we should debate how alcohol pricing can help to tackle it. A constituent of mine wrote to me recently, saying that politicians are too reactive and unwilling to offer leadership on difficult issues. The Conservative-led Government have certainly made a start on alcohol pricing, but it is a rather timid one. I hope they can be persuaded to be bold and to act swiftly. If they do not do so, precious lives may be lost and many lives blighted.
The British Medical Association has highlighted the staggering cost of alcohol abuse to the national health service, at £2.8 billion. The British Society of Gastroenterology says that a serious cost is attached to cheap booze, and the UK is now paying the price.
I requested this debate primarily because of my interest in public health, and I am glad to see the Home Office Minister and the shadow Minister here today. We all know that antisocial behaviour, fuelled by binge drinking, can blight our neighbourhoods; and many are affected in their own homes as a result of domestic violence and the breakdown of relationships.
A British crime survey showed that half of all crime is alcohol related. In 2008, the then South Wales police chief constable warned people that
“In Wales you are more likely to be assaulted by someone you know than anywhere else in the UK…alcohol plays a huge, huge role in it.”
Similar findings were set out in the excellent report of the Select Committee on Home Affairs, produced in the previous Parliament under the chairmanship of my right hon. Friend the Member for Leicester East (Keith Vaz); I am pleased to see him here today.
Figures released last week show that Wales has among the highest rates of death in the UK linked to alcohol. Over Christmas in my local area of Gwent, as a result of the Wales drink-drive campaign 95 people were found to be over the limit. Despite the snow and ice and the wind chill factor to be found at 1,200 feet—a time when most sober people would not dream of driving—some drivers were on the road and over the limit.
I raised this matter in the Christmas recess Adjournment debate and called on the Government for tougher action. A recent Alcohol Concern report showed that more than 92,000 children and young people under the age of 18 were admitted to hospital as a result of alcohol misuse between 2002 and 2009. Girls are more likely to need hospital treatment than boys. Furthermore, a university of Manchester study found that some young women were consuming more than a week’s allowance of alcohol units in a single night. Excessive drinking leads them to take more risks, such as walking home alone when drunk, particularly after they have sampled a ladies “drink for free” promotion. Since 1970, we have seen a threefold increase in cirrhosis, but it is ninefold for those under the age of 45. The age at which people develop cirrhosis has been falling, and even teenagers are now developing liver failure.
The Welsh Assembly rightly wants to take effective action to help people in Wales, but points out that the main levers for making the most significant change remain with the Government, who have the power to legislate on price, licensing and advertising—the Government did not accede to the Welsh Assembly’s request for alcohol licensing powers to be devolved.
Another problem is the so-called pocket-money priced alcohol on offer in supermarkets. That can undermine local pubs, which are generally places of responsible drinking. My dad was a publican after working as a steelworker, and before becoming a bread delivery man. Other Members will doubtless wish to elaborate on the negative effect that such pricing can have on pubs and the local community.
Before going any further, may I say that when seeking to reduce harmful drinking we must, in tandem, provide adequate funding for alcohol research, treatment and prevention programmes, with sufficient training for health professionals to detect and manage those who have alcohol misuse problems.
The Minister with responsibility for public health, the Under-Secretary of State for Health, the hon. Member for Guildford (Anne Milton), said:
“The Government alone cannot improve public health; we need to use all the tools in the box.”—[Official Report, 21 December 2010; Vol. 520, c. 1351.]
I would argue that alcohol pricing is a high-powered tool—and one that should be used now.
The Government may be about to act—I give credit where it is due—but their proposed minimum price is too low. It covers only duty and VAT. As the National Retail Federation said, the Government’s “duty plus VAT” definition woefully fails to cover the real cost of alcohol; 40p for a litre of cider can hardly be considered positive action. For me, it is the duty of Government to protect and promote the health of their citizens. I am unpersuaded by the concern expressed by the Wine and Spirit Trade Association that minimum pricing will hit responsible drinkers and hurt the poor the most. I cannot believe that responsible drinkers expect to get their alcohol at “duty plus VAT” prices, with no allowance for production or distribution costs.
Furthermore, as the Alcohol Health Alliance points out,
“low alcohol prices means that responsible drinkers are subsidising the behaviour of the 25% of the population who are drinking at hazardous or harmful levels.”
The effect of a minimum price on moderate drinkers will be low, as they consume less alcohol. If a 50p minimum price were introduced, it would mean an increase in spending on alcohol of less than 23p a week for a moderate drinker; but a heavy drinker could pay slightly more than £3 a week.
As for the poor being most affected by high prices, I cannot repeat too often that alcohol misuse costs us £2.8 billion. If we include the cost of crime and absenteeism from work, the bill would be much higher. The Government clearly need some more detailed research. We know that the National Institute for Health and Clinical Excellence, the British Medical Association, the Association of Chief Police Officers and others have called for a realistic minimum price for alcohol. How can the Government justify a minimum price for alcohol that covers only taxes but not the production and distribution costs? Will that really reduce binge drinking in our towns, particularly among vulnerable young women? Perhaps the Minister will tell us.
A spokesperson for the British Liver Trust said on BBC News 24 that the Government’s proposal would save 21 lives a year. That is good, but I understand that research commissioned by the Department of Health demonstrates that a minimum unit price of 20p, 30p, 40p and 50p would prevent 30, 300, 1,300 and 3,300 deaths respectively.
The hon. Gentleman wishes to increase the price of alcohol on the supermarket shelves and discourage the unscrupulous pricing behaviour that has been displayed. However, one of the unintended consequences of minimum pricing is that it could skew the market and encourage people to drink spirits such as vodka, which is becoming an increasing problem among young drinkers.
The point about discouraging young people is powerfully made, and I know that unintended consequences can be a problem. That is why we need more research. Having said that, I still think the price suggested by the Government is way too low.
Is it not more likely that minimum pricing will encourage young people to drink responsibly in public houses, thus supporting the traditional pub industry and also providing a degree of supervision?
The hon. Gentleman makes a powerful point.
It is not surprising that the former chief medical officer, Sir Liam Donaldson, has called for a 50p minimum price per unit, as it is estimated that it could save 3,300 lives a year. Does not a proposal from such an eminent source, with a distinguished record of public service, merit serious consideration?
Does the hon. Gentleman agree that, along with the clear need to increase the price of alcohol, we need an education strategy from the Department of Health, perhaps to shock people into realising what would happen to them? Many who imbibe unfortunately end up with liver polyps at an early age. Does the hon. Gentleman agree that, along with the need for an education strategy from the Department of Health, we need a concerted campaign from the supermarkets?
It is important that there be greater public awareness of the dangers of drinking excessive amounts of alcohol.
As yet, no legislative plans have been put before Parliament to implement the Government’s half-measure to end below-cost selling. None is included in the Police Reform and Social Responsibility Bill that is currently in Committee. Will the Minister tell us how the Government intend to introduce their proposal? Will we have legislation now, or action in the Budget? Some more details would be helpful. Moreover, the Minister has said that the Government will consider the rate of duty on super-strength lagers, but how long will that take?
In opposition, the Conservatives promised to call time on drinks that fuel antisocial behaviour. The Government know that there is a clear link between the price of alcohol and the harms associated with alcohol, but they are too timid to tackle the matter. They are concerned that everyone will be penalised if realistic minimum pricing is introduced. As I said earlier, that argument does not hold water.
I apologise for being late, Mr Sheridan. I congratulate the hon. Gentleman on securing this debate. The research papers on this issue say that two thirds of the public believe that drinking in Britain is out of control. In my constituency, the fact that children as young as 10 can easily access alcohol is destroying lives. In my own business, in respect of which I declare an interest, a 16-year-old was recently diagnosed as being an alcoholic.
The hon. Gentleman makes a powerful argument.
I am concerned that cinemas promote alcohol because young people can be easily influenced in such places. Alcohol marketing creates new young drinkers, many of whom, unfortunately, think it cool to drink in excess. We have to teach them how to enjoy a drink, as many of us do, without drinking too much. Therefore, more regulation may be necessary. France, for example, bans drink advertisements both in the cinema and on TV. It also has a great rugby team who play with real élan.
Finally, we have developed a culture in our country in which alcohol and sport go too easily together. We all remember the days when John Player sponsored cricket and Embassy sponsored snooker and darts. It is salutary to reflect on the fact that some of our greatest sports personalities, such as George Best and Alex Higgins, have fallen foul of too much drink.
We need a major cultural change, and out sports administrators should note the contradiction in alcohol sponsorship of sport and their primary goal of promoting sporting success and physical well-being for us all.
Watching the Heineken cup and having a pint is one of life’s pleasures, but it would still be a great tournament if it was sponsored by another industry and drinking in moderation was seen as cool by young people.

Let us be clear: what is being offered is the loss of the regional passport application centre and its replacement with an interview office. That would be a downgrading of the service, which leads me to my final point. Staff and the PCS have real concerns that if the proposals were to go through, reduced staffing would make the passport a less secure document. British passports are regarded as the most secure in the world, and the basis of that confidence is the integrity and skills of the staff involved. The loss of staff will mean that the work will have to done by fewer people, and there will be an inevitable impact on customer service and security. Is the Minister really confident that the loss of jobs will not have an impact on security?
Only this weekend, the Secretary of State for Work and Pensions said that people from the valleys should get on a bus to find work. Perhaps the Minister could tell us what town he is expecting the people of Newport to get a bus to if he proceeds with this proposal.
Does my hon. Friend agree that that remark about people getting a bus to work was outrageous, not least because in Blaenau Gwent, not very far from Newport, there are seven people chasing each job?
It was an outrageous remark. Hon. Members are here in numbers tonight precisely because their constituents do get on a bus to Newport, to work at the passport office. I hope that the Minister understands that this is not just a paper exercise; it is about people’s lives. The workers at Newport passport office deserve to have the Government consider their plans in depth during the consultation period and change their mind.

Commons Chamber1. What progress is being made on the Government’s review of alcohol licensing.
The Government are determined to tackle alcohol-related crime and disorder. We launched the consultation “Rebalancing the Licensing Act” on 28 July. We have held seven national and seven regional stakeholder events to consult with the police, licensing authorities and representatives from the trade on the coalition Government’s proposals. The Government will be analysing the responses, and we intend to take forward the proposals in the forthcoming police reform and social responsibility Bill.
The misuse of alcohol has a considerable negative impact on the health of our citizens, and it increases crime. What will the Government do to stop the inappropriate and excessive advertising of alcohol, often geared towards young people, in cinemas, on commercial TV stations and in TV storylines?
I am grateful to the hon. Gentleman for his observations. He is absolutely correct to raise the health impact of alcohol as well as its impact on crime. The most recent figures show that over the five years to 2008-09, there were 825 more alcohol-related admissions to hospital per day than during the previous five years. This is a very real issue. We are considering a number of actions in relation to the sale of alcohol, the unit cost of alcohol and the powers of licensing authorities. If the hon. Gentleman has a specific proposal, I suggest that he puts it to the Home Office as part of the consultation.
