Those of us who have active neighbourhood watch networks in our constituencies know the value of that network of active citizens working closely with the police: it is the heart of our police model. We are big fans of neighbourhood watch and we have supported it for many years. I would be delighted to sit down with my hon. Friend to discuss how that funding could help in her constituency.

On Friday, Justin Welby, the Archbishop of Canterbury, told the independent inquiry into child sexual abuse:“I am convinced we need to move to mandatory reporting for regulated activities.”Does the Home Secretary agree with the archbishop, and will he now introduce mandatory reporting legislation to protect children from harm?

In the year to June 2018, the proportion of recorded crime that was closed with no suspect identified was 47%—a similar proportion to that in the previous year.

Charge rates in West Yorkshire have fallen for some key crimes, with charges for sexual offences as low as 4%—among the lowest in the country. The chair of the National Police Chiefs’ Council has said that this is because of fewer officers and staff. The Government’s decision to raise money through an increase in council tax means that West Yorkshire will be able to raise almost the same as Surrey, despite having double the population. Will that really meet local need?

I am sure that, given the seriousness of the point the hon. Lady raises, she will welcome the fact that rates of prosecutions and convictions for rape and sexual offences are at their highest ever level. She also asked about funding, and she wants more resources for her local police force, so I hope that she will support the proposed police funding settlement that will, if the NPCC uses the flexibility, provide an additional £28.5 million for her local police force.

We have not, and I do not necessarily think there is any link between a reduction in police numbers and the outcome in terms of the complex drivers of the crime that the hon. Lady mentioned. The Under-Secretary of State for the Home Department, the hon. Member for Truro and Falmouth (Sarah Newton) is totally on top of this in terms of new legislation to ban the sale of zombie knives, for example. What I say, as a London MP, is that the budget for the Met is under review, as is that of every other force in the country, ahead of the 2018-19 funding settlement.

“With officer numbers at 1985 levels, crime up 10% in the last year and police work becoming ever more complex, this additional pressure is not sustainable.

The current flat cash settlement for forces announced in 2015 is no longer enough.”

Those were the words of Britain’s most senior police chief. Which part of that does the Minister disagree with?

The hon. Lady will know, because her shadow Minister put it on the record last time, that police budgets have been protected in the round—that is the reality—but we recognise that demand on the police is changing. I echo the Home Secretary’s words: we are absolutely determined to make sure that the police have the resources they need to do the job properly, while continuing to support and challenge them to be more efficient and effective.
