The Minister for Policing and the Fire Service has already spoken about the benefits of collaboration between emergency services and will be aware of proposed closer working between Warwickshire and West Midlands fire services, while there is already a strategic partnership between Warwickshire and West Mercia police services. Is there any potential conflict if Warwickshire’s blue-light services collaborate with bodies from different areas?

There is no conflict as far as I can see. We are keen to encourage the greatest levels of collaboration between our emergency services.

I know the hon. Gentleman knows this, but the proposed funding settlement will lead not to cuts, but to increased investment of £450 million in our policing system, which will help police forces across the country to cope with the changing face of crime.

T4. Ministers have already spoken about online crime. My constituent Anne Gleed was defrauded out of a considerable sum when she was given false bank account details for the seller of a car after her emails were hacked. She reported the matter on the same day, but has been unable to recover her funds. This is an authorised push payment scam. What are the Government able to do to reduce crimes of that nature?

Diesel-powered generators add to poor air quality. Will the Minister welcome the contribution of Off Grid Energy, a small, innovative business in my constituency, whose mobile hybrid units provide green energy to the construction and event sectors?

A new, independent organisation called the NCS Trust has been established to lead the programme in 2014. We are delighted that more than 70,000 young people have had this hugely positive experience since 2011. The trust will build on that success. In 2014, more young people than ever will have the opportunity to take part in the National Citizen Service.

In September last year, I joined 40 young people on Big Challenge Sunday. Guided by the park ranger, Trevor Hoyte, they painted fences and picked litter in Rugby’s Caldecott park. That was appreciated by local people and the young people gained valuable life skills. Should not Members from across the House encourage more people to take part in the National Citizen Service?

Yes, we should. I thank my hon. Friend for his support for the National Citizen Service. The NCS has a twin value: it gives young people the chance to do something in their community and, as he said, it helps them to develop confidence and skills that will make them more employable. That is why we are so ambitious for it and why there is cross-party support for it, led by the Leader of the Opposition.
