The Minister mentioned the importance of those meals being healthy, and that is a key factor in UIFSM. It is not just about alleviating food poverty, but about removing the stigma. On the health point, the four London boroughs that have extended school meals to all primary children have found that obesity rates have fallen by 9.3% in reception children, and 5.6% in year 6 children. Pockets of bad practice on school food are few and far between, and we normally hear about good practice. The Minister will agree that school food is by far the healthiest option. Only 1% of packed lunches have been found to meet the school food standards.

I do not disagree with the hon. Member. Food standards and the regulations are very stringent, and we keep those regulations under review because I want to look at other issues within them. School food can also be used as a way of teaching children to adopt a healthy diet. The hon. Member made her point well.

I talked about schools being responsible for their contracts. Although we are clear that individual schools are responsible for their own budgets, we provide a free advice and guidance service for state schools, aiming to help them save money on existing contracts. The “get help buying for schools” service is made up of various resources to help schools buy goods and services efficiently and in compliance with all the regulations.

In conclusion, the provision of meals to infant pupils in school, and the wellbeing and nutrition of eligible pupils, are at the top of the Government’s priorities. We are monitoring the costs of schools and suppliers, and we have increased funds both directly through the amounts allocated for free school meals and via the universal infant free school meals grant, and indirectly by increasing core schools budgets. I understand and acknowledge the pressures that the industry is facing, and we will continue to take that into account when determining spending priorities.

I am confident that the offer we have in place through universal infant free school meals ensures that those children receive the best start to their time in school. It ensures that they can develop healthy eating habits at an early age, and that they can concentrate and learn. The offer also ensures that the Government continue to provide targeted support to pupils from disadvantaged backgrounds who are most in need.

My right hon. Friend is absolutely right. That legislation is still in force. Being from the same era as him, I too recall the debates that took place at that time.

The Government have actively supported teachers in developing their school curriculums beyond the national curriculum. Most relevant to this debate is the Government’s educate against hate website, which hosts resources for schools to support the promotion of democracy, including those on media literacy. Between September and November 2019, the website was visited over 80,000 times.

Schools do many other things across the curriculum to ensure that pupils are equipped to question and challenge what they read, watch and listen to. An online piece written by the headteacher of Passmores Academy in Harlow on the topic of fake news comments on how vital it is to teach young people to check their own facts. The head of English at that school organised activities including students learning the truth behind the scaling of maps in geography, how propaganda has been used throughout history, diet myths, the manipulation of statistics, and the role of computer-generated imagery in the creation of fake news. Additionally, media bias was debated, leading to extended pieces of writing being produced on the subject.

Online safety is an important component of the new relationships, sex and health education. From September 2020 it will be mandatory for schools to teach those subjects. They are about empowering pupils with the knowledge that will support their current and future relationships and health, enabling them to become active and positive members of society. Pupils will be taught about online relationships, the implications of sharing private or personal data online, harmful content and contact, cyber-bullying and where to get help and support.

In Ofsted’s new inspection framework, the personal development judgment focuses on the development of pupils’ character, their confidence, resilience, independence and knowledge. It includes matters such as pupils’ ability to recognise and respond to online and offline risks to their wellbeing.

I am grateful to my hon. Friend the Member for Yeovil for securing this debate. He has raised important concerns, shared by other hon. Members, as we have heard. I hope that he is reassured that there is legislation and support for schools in place, to mitigate the threat of political bias in our school system and to help young people be resilient to the concept of fake news.

Of course, we have a presumption against the closure of small rural schools. Closing a school is a very difficult decision to take, but my hon. Friend is right. This is a Government who are committed to ensuring that young people can get on to the housing ladder and, because we have a strong economy and a determination to build those houses, we hope that young people will have the homes that they need.

The Minister knows very well that, while I broadly welcome the increase in funding in Wiltshire, schools that are funded under the private finance initiative have particular difficulties. Abbeyfield in my constituency has historic debt and therefore cannot become an academy. Royal Wootton Bassett has had a very big cut in its budget overall, and Malmesbury has some detailed problems with regard to IT under the PFI contract. If I were to convene such a thing, would the Minister agree to meet with the three heads from the three secondary schools I have mentioned, either here or, even better, in Wiltshire?

I would be delighted to meet my hon. Friend and the headteachers of the schools concerned. We do specifically, in most cases, fund PFI costs that relate to schools through the national funding formula, but I do understand the pressures and problems that PFI can cause during the process of academy conversion. Our officials are becoming increasingly experienced at handling those challenges, but I will meet my hon. Friend with those headteachers.

The purpose of that announcement was to enable the chief schools adjudicator to focus on the concerns of parents and not to have the system absorbed by the need to handle multiple objections by campaigning organisations. That was a recommendation of the adjudicator as a consequence of her experiencing those issues in her term of office.

I think that the Minister is referring to secular organisations that have been trying to clog up faith school application and appeals processes. Will he confirm to the House that the code of practice brought in at the beginning of this year will specifically prevent that sort of thing from occurring?

Yes. The announcement made by my right hon. Friend the Secretary of State was to ensure that the school admissions process is fair, that parents—and only parents—can object to admission arrangements in their area if they regard them as unfair, and that it is not used as a campaigning tool.

My hon. Friend makes a good point. The evidence suggests that there have been improvements in maintained schools and in academies, but that more needs to be done in both types of school, which is why we have established the school review under Henry Dimbleby and John Vincent. There have been improvements over the past seven years in the proportion of healthy food taken at lunchtime. More pupils ate a balanced meal in 2010 than in 2004—67% compared to 60%, but that still means that a third of our youngsters are not taking a healthy meal at lunchtime. That is what we seek to address.

Does the Minister not agree that if the capable and intelligent people who have been given the opportunity to run their schools under academy status, and also free schools, are able to decide complex things such as finance and how the school is run from top to bottom, it is only reasonable that they should be given the opportunity to decide the nutritional value of school dinners?

My hon. Friend makes a good point. The Government’s direction of travel is to give the professionals who run our schools more autonomy to run their schools as they see best. If regulation were the answer to all our country’s problems, every child would be a fluent reader and know their multiplication tables, and every local authority school would be in full compliance with the school nutrition regulations.

There is no compulsion to convert to academy status, but all the evidence from around the world is that three factors give rise to higher performance: autonomy, high-quality teaching and external accountabilities—and it is autonomy that head teachers seek when they apply for academy status. There is no incentive, financially, to become an academy, as academies are funded on exactly the same basis as maintained schools.

Wootton Bassett comprehensive was, until Friday, an outstanding comprehensive, having achieved outstanding results in all five categories. Will the Minister join me in congratulating what from today will be called Royal Wootton Bassett academy on its achievement?

I congratulate both Royal Wootton Bassett and the school. It is a tremendous achievement for the town, and the academic results that my hon. Friend cites are a tribute to the teachers at that school.
