The whole system is not working as it should—[Interruption.] The whole system we inherited from the hon. Gentleman’s Government was one where we had 1.8 million people on the housing waiting list, hundreds of thousands of families living in overcrowded accommodation and other people receiving housing benefit for more bedrooms than they actually needed. That is the system we are trying to sort out. There are many features to this, which is why we decided that, in exactly the same way as his Government supported the rules in the private rented sector, we would apply the same rules in the social rented sector.

T13. My right hon. Friend will be aware of the excellent Speaker’s parliamentary placement scheme run by the Social Mobility Foundation and supported by many across this House. I will shortly be welcoming a new member of staff through that programme. Will he join me in welcoming its success in getting more people from a diverse range of backgrounds into politics and advancing the cause of social mobility?

I strongly endorse what my hon. Friend said. The scheme is excellent and it is part of a creeping culture change, whereby everyone is realising, in the private sector, the public sector, Parliament and Whitehall, that work experience places and internships should, wherever possible, be based on what people know rather than who they know. That is reflected in this truly excellent scheme.

I agree with my hon. Friend. Only yesterday I attended the pupil premium awards ceremony, which was for teachers and head teachers who have made best use of the additional money, which will be £2.5 billion extra going to those schools that are educating children from the most disadvantaged backgrounds. It was a wonderful occasion, because it really showed, much as the schools in her constituency have shown, what good can come from good use of the pupil premium.

Of course I agree with the hon. Lady that both are outstanding companies. The difference is that the announcement of the decision to provide a loan to Sheffield Forgemasters was made 11 days before the general election, when there was no money in this year’s budget to make that promise. It was a promise made by the previous Labour Government knowing that the cheque would bounce. We have made a decision on Westland in the light of our difficult, controversial decisions to bring sense to the public finances. That is the difference.

Q5. The Deputy Prime Minister might be aware that, in response to the comprehensive spending review, the three most senior officers of Pendle borough council have announced a wage cut of 27%. In contrast, the chief constable of Lancashire police, Steve Finnigan, has started a 90-day consultation on making all Lancashire’s police community support officers redundant. Does my right hon. Friend agree that the chief constable should think again and that he should support our PCSOs—[Interruption.]

As Deputy Prime Minister, I support the Prime Minister on the full range of Government policy and initiatives, and within Government I take direct responsibility for this Government’s programme of political and constitutional reform.

Although I welcome the coalition’s commitment to introduce individual voter registration, many Members across the House remain concerned about on-demand postal and proxy votes, which we still feel are too open to abuse. Will my right hon. Friend undertake to look at the possibility of reintroducing restrictions to those entitled to register for postal votes?

I certainly agree with my hon. Friend that any incidence of fraud in our elections, particularly postal vote fraud—there seems, at least, unacceptable evidence that that has been happening around the country—needs to be dealt with. How we do that is quite complex, and the kind of controls we put in place are still under consideration. We will consider our options and take measures forward as soon as we can.
