I am grateful to my hon. Friend, and I will certainly do that. As I said, the official receiver is independent, but it is very much in his interests to maximise the opportunities on the sites that are now in his charge, and I dare say that that study will be helpful.

I completely agree with my hon. Friend that we should not take an ideological approach. We need to do what is right for the jobs and livelihoods of the people who work in and around those sites.

I thank the Secretary of State and his Ministers and officials for their work over a long period to get this business to where we all want it to be. I thank him for his statement, the commitments in it and his recognition of the strategic value of this industry and the business not just to the workers and families in my constituency and others but to the UK. Will he commit to ensure that these national assets are secure and to involve the workforce in all discussions through the excellent trade unions that work in the steel industry, so that they can be full partners as we take this business into a better future?

I am grateful to the hon. Gentleman for his comments. The town that he represents has a proud history of steelmaking, and I want that to continue for many years. It should be making history in the future, as it has done in the past. It is vital in that to reflect the sense of community in the steel industry, both in particular places and across the country. Through my contact with the trade unions and the workforce, I will certainly involve them in the discussions about the future, and I will encourage the official receiver, who will want to benefit from those discussions, to do the same.

My hon. Friend can reflect on the fact that the Government have taken action to permanently double business rates relief from 50% to 100% and to raise the threshold from £6,000 to £12,000. That means that a third of all properties, including small shops, now pay no business rates at all.

With Small Business Saturday coming up on 1 December, I am sure everybody in this House will be celebrating their local small businesses. I will be launching my Small Business Saturday competition soon. Is it not a good opportunity to use the Budget to show that we are behind small businesses by doing something about business rates, which are hitting small businesses on the high street?

I join the hon. Gentleman in drawing attention to Small Business Saturday, which is coming up. I am sure colleagues right across the House will want to enthusiastically promote businesses in their constituencies. I hope that, being a fair-minded Member, he will reflect on the major changes that have been made. As I said, the Retail Sector Council has made some suggestions for the future, and I am sure the Chancellor will be listening.

My hon. Friend makes an excellent proposal. Let me choose one of the aspects of the industrial strategy that is relevant: the importance of local leadership with the powers to make a difference. She is fortunate as a midlands MP, as we are fortunate in this country, to have Andy Street as the new West Midlands Mayor, who is already playing such a significant leadership role in the area. As my hon. Friend will know, last week, the Budget set out significant investment in the region’s transport system in order better to connect those areas that have not been well connected to Birmingham and other towns and cities in the midlands, which we know internationally is key to raising productivity.

I absolutely applaud the industrial strategy for saying that we need to build on our strengths. One of our great strengths is our foundation industries, such as steel. Will the Government get on with energetically pursuing a sector deal with the steel industry, so we can add it to the other four deals he announced today?

I will indeed. The Minister for Climate Change and Industry—there is no more energetic person than the Minister of State—met the steel sector today to pursue those discussions. The sector features in the White Paper published today and the hon. Gentleman knows that I agree with him on its importance. I am full of enthusiasm for that being brought to a conclusion.

My hon. Friend is absolutely right. That is one of the reasons why much of the proposals are cross-cutting, rather than about particular firms. It is also why there is a particular emphasis on helping small businesses to grow and new businesses to be set up.

Steel is a key product for all the infrastructure projects that the Secretary of State mentioned, including Hinkley C, Heathrow and High Speed 2, so I welcome his statement that there is likely to be a sector deal for steel. What does the steel industry need to do to make sure that it achieves that deal?

The steel industry is already embarking on a consideration of how it can plan out its future. I have encouraged it to do that—although it needed no encouragement, because it is keen to do so—and I look forward to seeing the fruits of that during the weeks ahead.

I will certainly do that. I recognise my hon. Friend’s constituency experience, and, indeed, his expertise as vice-chairman of the all-party parliamentary group on flood prevention. However, the national planning policy framework states that any new application in an area of flooding risk

“must demonstrate that the development will be safe for its lifetime…without increasing flood risk elsewhere, and, where possible, will reduce flood risk overall.”

That test must be passed for the development to be permitted.

Is it not time to recognise the fantastic work that firefighters do in dealing with floods, and to make it a statutory duty for fire and rescue services to respond to flooding?

T9. What discussions has the Secretary of State had with the Business Secretary to explore how councils in steel communities can use imaginative and creative approaches to business rates to support the steel industry through this difficult time?

I have had discussions with the Business Secretary and his colleagues. It is very important that we empower those local communities to be able to act in support of the businesses and the employees of those industries. Through the extension of the enterprise zone in Teesside, for example, the hon. Gentleman will see that practical support has been given to make sure that the prosperity of those regions continues to grow, despite these challenges.

My right hon. Friend is absolutely right. He and I had the privilege to be at the Royal Society last night, where awards were presented for some of the key figures who are translating some of our most brilliant ideas into practice, especially in advanced manufacturing. Across all the sectors there is confidence that the prospects for this country are better than ever. That is a tribute in large part to the work that my right hon. Friend did in office.

The steel unions, supported by steel employers, launched a “Stand Up for Steel” campaign after the debate in this Chamber on the future of the steel industry. With there still being uncertainty about the future of Tata long products, what are the Government doing to stand up for steel, a crucial part of our manufacturing industry that is famous for its innovation and crucial to the future success of this country?

Anyone who was born on Teesside cannot fail to be aware of the importance of the steel industry. It is an important part of our industrial base, and this Government have made significant strides in supporting it. For example, we have reduced the energy costs that would otherwise have been incurred. The hon. Gentleman will know that my right hon. and hon. Friends have regular discussions with representatives of the steel industry and will continue to support it.

The Government are safeguarding the completeness of the electoral register by using data-matching to confirm the majority of existing electors to ensure that they are all automatically enrolled during the transition to individual electoral registration. We are also phasing in the transition over two years to allow those not individually registered to vote in the 2015 election. We are making registration simpler and more convenient by enabling online registration for the first time. In addition, resources have been provided to maximise voter registration ahead of individual electoral registration.

How many eligible voters would have to drop off the register for the Government, the Minister and the Deputy Prime Minister to pause and review this policy?

The hon. Gentleman should know that the tests that have been done and the safeguards that are in place, including carrying over the existing register to the 2015 election, mean that there is every prospect that the number of people able to vote in that election will increase. That is what has led the chair of the Electoral Commission to say:

“We have independently assessed how ready the plans are for this change to the registration system and have concluded that it can proceed”.

My hon. Friend is right that development must be sustainable and must not compromise the ability of future generations to enjoy the environment that we have. The Government’s policy has always been clear in that regard.
