The hon. Lady is raising a very serious constituency issue, and I am very sorry to hear about it. If she wants to write to me, I will happily take it up with the Department on her behalf. In more general terms, we spend £55 billion a year on benefits to support disabled people and people with health conditions. That is up more than £10 billion in real terms since 2010. Under this Government, the number of disabled people in work has increased by more than 900,000 in the past five years. That shows a really important Government commitment to doing everything we can for people with disabilities.

I am told that some people seeking mental health support are just being given a phone number to ring by their GP. For vulnerable people, this can be quite difficult, but it shows the pressure that GPs and mental health services are under. Can we have a statement on the Government’s plans properly to resource and deliver effective mental health services?

The hon. Gentleman is right that mental health is absolutely vital to all of us. The Government are putting in more money—a record £12 billion—and are taking more action on mental health than any previous Government. At the heart of the NHS long-term plan is the largest expansion of mental health services in a generation: £2.3 billion of extra investment to support almost 345,000 more children, at least 380,000 more adults and 24,000 new and expectant mothers. It will see 24/7 mental health crisis care for adults, children and young people, which will be rolled out through NHS 111. What is vital is that people have access to support as soon as they need it.

I know the hon. Gentleman cares passionately about this issue, as do the many right hon. and hon. Members who raise it frequently at business questions. As a matter of fact, my right hon. Friend the Home Secretary was here yesterday, making a statement on Windrush compensation. He is of course always willing and keen to update the House as soon as some important breakthrough takes place. The hon. Gentleman will know that a tremendous amount of work has gone into our serious violence strategy, the Offensive Weapons Bill, the creation of knife crime prevention orders, the youth endowment fund and the recent discussions about making knife crime a public health matter, so that we can do everything possible to steer young people away from a life of knife crime and violence. I totally understand the hon. Gentleman’s frustration. I will again raise the issue with the Home Secretary, but he is willing to—indeed, has he done so very regularly—come to update this House whenever there is more to say.

At his last meeting with the all-party group on steel, the then steel Minister, the hon. Member for Watford (Richard Harrington), committed to bring together all the key steel stakeholders to look again at how to progress a steel sector deal. May we have a statement from the Secretary of State for Business, Energy and Industrial Strategy on how we are to bring about this steel summit?

My hon. Friend raises important issues on behalf of her constituents and she is quite right to do so. While banks are obviously commercial businesses, the impact of closures on communities must be understood and mitigated wherever possible. That is why we support the industry’s access to banking standard, which commits banks to carrying out a number of steps before closing any branches. We also welcome some of the innovative solutions that banks can find to ensure that they can continue to provide banking services to communities when they do close branches. She will be aware that the Post Office has reached an agreement with the banks that allows more banking customers to access a wider range of services at the post office than ever before. I encourage her perhaps to seek an Adjournment debate so that she can discuss this more, directly with Ministers.

I was privileged to join Councillor Glyn Williams, Mayor of Bottesford, for an event at Bottesford Town football club to celebrate the role of volunteers in the community. May we have a debate to recognise and thank all volunteers for their strong contribution to our communities?

The hon. Gentleman has raised an important issue. I pay tribute to all those who do so much volunteering for our communities, and in particular to the Mayor of Bottesford for his contribution. We recently had a debate on this subject in Government time, because I know that Members like to seek such an opportunity from time to time, but I will certainly look at the issue again.

I am incredibly sympathetic to the hon. Gentleman’s point. Of course, it is the Government’s clear goal to ensure that nobody needs to go hungry. He will appreciate that there are now 1 million fewer people in absolute poverty, which is a record low. It is the Government’s policy to help more and more people into work, so they have the security of a pay packet to help them and their family to feed and take care of themselves. We now have 300,000 fewer children in absolute poverty and we have taken 4 million of the lowest paid out of paying any income tax altogether, all of which is helping people to meet their own needs and to be independent.

North Lincolnshire Council has ended its core funding for North Lincolnshire citizens advice bureau. That means that the general advice sessions, which are very much valued locally, will cease. May we have a debate on the value of citizens advice bureaux and their partnership working with councils, which is crucial to their future?

My right hon. Friend raises an important matter on behalf of his constituents, and I am sure many hon. Members will have a lot of sympathy. High-quality journalism is vital to our democracy, and I am very sorry to hear about the closure of the Harlow Star. He might be aware that the Government have commissioned Dame Frances Cairncross, supported by an expert advisory panel, to conduct an independent review of press sustainability, and we expect the report to be published soon. Once it has been published, the Government will respond in due course.

When we finish early, as we did yesterday, it raises the question of whether the Government are using the time available effectively. Can we have a statement on how the cancelling of the recess has affected staff and impacted on their caring responsibilities and other reasonable plans? What support and mitigation are the authorities putting in place to support the staff who do so much to support us?

The hon. Gentleman is absolutely right to raise that question. I am assured that the House staff—those who provide us with a range of support in this place, from Clerk advice and digital support to support in the Tea Rooms, cleaning and so on—are almost all unaffected. If they have holidays booked or childcare or other arrangements they need to make, they will be able to continue to fulfil their responsibilities, so I am reassured by the House authorities that it will not impact significantly on the day-to-day work of those who support us.

The hon. Gentleman raises a sensible and practical suggestion that I am happy to take away. On the broader issue of businesses providing products to deal with menstrual periods, he makes an equally good suggestion. Obviously, the Government do not seek to legislate on every aspect of corporate life, but he may well wish to seek a debate so that he can discuss this with other MPs and raise the issue more broadly, so that sympathetic companies might choose to take this action unilaterally.

As we celebrate another fantastic Ryder cup win, it is appropriate to reflect on the role of Scunthorpe’s Tony Jacklin. At a time when the Ryder cup was going through difficulty, he was instrumental in rejuvenating the cup, as its most successful captain ever. As the only British golfer to win both the British and US Opens, his is surely the sort of achievement worthy of a knighthood. May we have a statement on how the nation can properly recognise Tony Jacklin’s contribution to golf and wider public life?

I am aware that many hon. and right hon. Members frequently raise the problem of Travellers. My hon. Friend will be aware that we recently had a debate on this very problematic area. The Government are looking at whether there is in fact a weakness in the regulation or whether more could be done to enforce what are already very strong rules around Travellers.

I was disappointed with what the Leader of the House said about the nodding through problem yesterday, because it did not marry with my understanding of the facts of the situation in terms of how I was supporting my hon. Friend the Member for Bradford West (Naz Shah). I am, however, pleased that the right hon. Lady announced a debate on proxy voting on 5 July. Will it include consideration of the Procedure Committee’s report on this issue? If not, why not? While considering the Procedure Committee’s work, she might look back at the report on private Members’ Bills, which, had it been accepted, would have prevented the fracas around upskirting on Friday.

I say again that it is vital that we enable new parents to spend the critical early periods of time with their new baby. I am absolutely supportive of that. In response to the hon. Gentleman’s specific question, yes the debate is deliberately timed. As he will recall, I asked the Procedure Committee last November to look into proxy voting. I was delighted with the Committee’s work in producing a report. My Government response to it is due on 15 July. I wanted to have that general debate, so that the constitutional implications of proxy voting, as opposed to other forms of formalised pairing, for example, and who should operate proxy voting if it were to be introduced and so on, can be properly aired in this place before I give a considered response to the work of the Procedure Committee, for which I am very grateful.

My hon. Friend the Member for Great Grimsby (Melanie Onn) and I have been campaigning for the visa cap on doctors that is affecting recruitment to North Lincolnshire and Goole NHS Foundation Trust to be lifted so that patients needing treatment can get it sooner rather than later. There is speculation that this change is about to happen. Will the Leader of the House confirm that the Government will come to this House shortly and announce that it is taking place?

We all want the excellent work of many immigrant medical professionals who come to this country and contribute so much to our NHS to be able to continue. I am genuinely sorry to hear about the hon. Gentleman’s constituent. As I have said before in this place, my husband is the vice-chairman of a homeless centre in Northampton that is doing a huge amount to turn around the lives of people who have been or are now homeless. It is absolutely vital that we focus on what more can be done. The hon. Gentleman will be aware that the Government are committed to halving homelessness by 2022 and to eliminating it altogether by 2027. Millions of pounds are being invested both in community projects and in other projects such as No Second Night Out to ensure that we do everything we can to get people off the streets, but also, importantly, to help people who are at risk of becoming homeless.

Last week, I met an incredible group of local women who are supported by Breast Cancer Care. They told me that receiving a diagnosis of secondary breast cancer was devastating, but what added to their devastation, difficulty and struggle was having to fill in a personal independence payment application for the Department for Work and Pensions. May we have a statement from the Secretary of State for Work and Pensions on the impact of filling in unnecessary PIP applications for women with secondary breast cancer?

I know many hon. Members will have constituents, and indeed family members, who are in the same situation. I think we all know of women and men who have suffered from breast cancer. He is right: a diagnosis of secondary breast cancer is devastating for anyone. We know that there were problems with the original work capability assessments, which is why the Government have scrapped unnecessary repeat assessments for people with the most severe health conditions. If the hon. Gentleman has a specific issue in relation to a particular constituent, I urge him to write to Ministers directly on that point.

I am delighted that the hon. Gentleman is delighted with the progress of his private Member’s Bill. He has raised the important issue of acquired brain injuries before, and ABI can be devastating not only for the victim but for their family and friends. He is right to keeping pressing for a change, and I am very sympathetic. If he wants to bring forward specific proposals, I am sure that Ministers would be keen to hear them.

North Lincolnshire Council is removing its core funding grant for Citizens Advice North Lincolnshire at short notice, thus jeopardising the excellent work that it does locally. May we have a debate on the value of Citizens Advice and the importance of local councils supporting their citizens advice bureaux?

I join the hon. Gentleman in congratulating citizens advice bureaux on their amazing work. In my constituency, they provide advice on how to switch energy supplier or how to claim to benefits. They really do go above and beyond, and I know that many people heavily rely on them. As it is a specific constituency issue, I encourage the hon. Gentleman to raise the matter at departmental questions or to seek an Adjournment debate.

As ever, my hon. Friend raises a very significant issue for his constituency. He is a great champion for Moray. I absolutely agree that Walkers Shortbread is delicious. It is a vital UK brand and a fabulous Scottish brand. Many of its tins are marked with “I love Scotland”, while others, very often for export, are marked with the Union Jack. It is a fabulous export and a delicious snack. It should be eaten in moderation—we do not want to encourage the overeating of shortbread or any other sugary product—but nevertheless we love Walkers. It is a great UK and Scottish product.

The Leader of the House was quite right to say, in her answers to my hon. Friend the Member for Redcar (Anna Turley) and the shadow Leader of the House, that the threat by the US Administration to put huge tariffs on steel is a moving issue, but the very fact that it is a moving issue underlines the need for a statement in this House on what the Government are doing. When will we have a statement on that, and when will the official Opposition be again granted an Opposition day debate?

I think that I have said as much as I can about the Prime Minister’s determination to protect UK interests. She has made her views very clear to President Trump. As I have already mentioned, my right hon. Friend the Secretary of State for International Trade has raised the matter with US Commerce Secretary Wilbur Ross, and overnight, the White House has indicated that there may be exemptions from tariffs for allies of the United States. It is very important that we continue to work to look after global trade. As we leave the EU, the United Kingdom wishes to be a world leader in promoting free trade around the globe, so that is what we will be doing. In terms of Opposition days, as I mentioned to the shadow Leader of the House, they will be brought forward in the usual way.

The hon. Gentleman often raises issues relating to the Home Office, and he is absolutely right to do so. As he knows, there are Members’ helplines to enable concerns raised by Members of Parliament to be fast-tracked, but if he has specific issues, I encourage him to write to Home Office Ministers or, if he wants to write to me, I can take this matter up on his behalf.

My constituents are finding it ever more difficult to get access to dentists locally, so may we have a statement from the Government on the access to and provision of dentists in areas such as Scunthorpe, Bottesford and Kirton in Lindsey?

We know that dentistry is absolutely vital, and that tooth decay is an increasing problem because, let us be honest, too much sugar is being eaten. The hon. Gentleman is absolutely right to raise this matter. So far as the specific provision in his constituency is concerned, I recommend that he seeks an Adjournment debate on the subject.

My hon. Friend is working with the friends of the museum to save this valuable community asset, and I understand that the world’s oldest football is one of its exhibits. My hon. Friend will no doubt be aware that the Budget allocated a further £2 billion to the settlement for Scotland and that the Scottish Government can take the decision to save this asset should they choose.

With no proper consultation, North Lincolnshire Council is reducing the number of unpaid councillors on Kirton in Lindsey Town Council and Bottesford Town Council, meaning those councils will have fewer voluntary councillors than smaller neighbouring parish councils. Can we have a debate on the relationship between district councils and town councils?

The hon. Gentleman raises an important issue about local democracy. We would all like to see much greater decision making at local level, with good people coming forward to take up those posts. An Adjournment debate would be a good candidate to raise these specific issues with a Minister.

Today is World Pancreatic Cancer Day. Last night, the all-party parliamentary group on pancreatic cancer launched its report “The Need for Speed: Diagnosing Pancreatic Cancer Earlier, Giving Patients a Chance of Living Better for Longer”. May we have a statement from the Government about what progress is being made to tackle the disease?

I recently launched my Small Business Saturday awards to celebrate the richness and diversity of small businesses in Bottesford, Kirton in Lindsey, Scunthorpe and the surrounding areas. Small Business Saturday is coming up on 2 December, so may we have a debate before that date on the contribution that small businesses make to our economy and communities?

I commend the hon. Gentleman for raising this matter. Of course, small businesses are the lifeblood of our communities. We all share a concern that, too often, the town centre dies when small businesses leave and close down, so we should do everything that we can to support them. The Government welcome and fully take part in Small Business Saturday. I think that we will all be visiting our local small businesses on that Saturday.

I say again that the universal credit programme has received approval across the House because it is helping more people into work. It enables people to keep more of their benefits as they increase their hours and it helps with childcare costs. It is intended to help people. The Department has made it clear that it has listened to points from hon. Members of all parties about implementation, and it is taking action, such as getting rid of call charges to the universal credit helpline and ensuring that people know that they can get emergency payments up front. Evidence shows that the scheme helps people to get into work and gives them the security of a pay packet that benefits them and their families.

There is no pause in Scunthorpe, where universal credit is being rolled out this week. Local partners, whether Ongo, the social housing provider, private landlords or the citizens advice bureau are genuinely concerned that what my hon. Friend the Member for Gedling (Vernon Coaker) described—an increase in rent arrears and evictions—will happen locally. What would the Leader of the House say to my constituents, who hear that the House has said so clearly that there should be a pause, when nothing then happens?

I would say to the hon. Gentleman’s constituents that the Department for Work and Pensions has listened to the House and acted straight away. There has just been a pause, and that is why the Department could take action quickly to improve the roll-out of universal credit. A further pause is planned for January, and DWP Ministers will come back to the House to provide further updates in due course. The hon. Gentleman’s constituents should therefore be reassured that this benefit, which is designed to help them get back into work, will be improved as much as possible.

My hon. Friend has made this suggestion several times, and I am interested in it and would like to discuss it with him further. My concern is that such a process could lead to the downgrading of the quality of debate, because it would effectively mean that the Government could just reply after the fact. Nevertheless, I am interested in what my hon. Friend has to say and would be delighted to have him buy me a drink so that we can discuss it further.

Scunthorpe market provides around 250 local jobs and is well valued by its customers, yet its future is currently at risk because of the behaviour of North Lincolnshire Council. May we have a debate about the role of markets in local communities and councils’ roles in supporting them?

I am grateful to the hon. Gentleman for raising this issue. Market towns, of which I have two in my constituency, are incredibly important to our communities and we should do everything we can to sustain them. I thoroughly recommend that he use the good offices of the Chairman of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns); I am sure there would be enthusiasm across the House for such a debate.

We are always incredibly concerned to hear about the prospect of job losses. My hon. Friend will be aware that there are very strict rules on consultation and about working closely with those affected to ensure that all decisions taken are fair. However, if he wants to write to me specifically about this, I will see whether I can bring it to the attention of the relevant Ministers.

British Steel pensioners are concerned that proposed changes will result in their losing out on the proper uplifting of their pre-1997 service. May we have a statement from the Government on the proposed changes to the British Steel pension scheme and on how they will ensure that pensioners are not short-changed?

Again, I thank all those who work in food banks for what they do. It is important that we recognise the amount of volunteering and the generosity of people who donate to food banks. As I said in answer to a previous question, the reasons that push people to food banks are complicated. A debate in Westminster Hall to try to get some of the evidence would be valuable, and I would support him seeking to hold such a debate.

NHS Improvement seems to be struggling to provide the required timely and effective support to the Northern Lincolnshire and Goole NHS Foundation Trust to bring about the sustained improvements at Scunthorpe general hospital that everybody wants. May we have a statement about the performance of NHSI in bringing about improvements in the health service?

My right hon. Friend the Minister for Small Business, Industry and Enterprise is asking whether we can carry my hon. Friend’s bags—I think that is a very good idea. I congratulate him on his new role as trade envoy, and assure him that we are doing what we can to try to secure the future for sustainable biomass, which is important.

We are all aware of the Siemens investment at the port of Hull. That £310 million investment will help to support the industries of the future, and is due to be completed by the end of this year. Of course, we could not talk about the Humber without mentioning Hull, which has been named as the UK City of Culture 2017. We all hope that that will leave a lasting legacy in Hull and the region, as has happened in previous cities.

All those achievements have seen the Humber become a key element of the northern powerhouse, but a key driver for growth in the region will be the offshore wind industry. There has been an incredible expansion in offshore wind which, as my hon. Friend the Member for Cleethorpes rightly pointed out, has been at the expense of bill payers in the UK. Much of that growth is off the east coast of England, generating clean power for hundreds of thousands of homes.

In November 2015, the Secretary of State for the Department of Energy and Climate Change set out our commitment to the future of the UK offshore industry, backed up by the pledge of three contract for difference auctions in this Parliament, provided that we get costs down. Those actions are part of what makes us the greenest Government ever. Alongside our support and commitment to offshore wind, this Government are determined to see higher levels of supply chain content in our energy infrastructure. Our objective is to have a strong, industrialised UK supply chain that delivers higher UK content in offshore projects, and proves its capability, increasing its capacity to win export orders.

On the supply chain and local content, this is a great opportunity for the Minister, and the Minister for Small Business, Industry and Enterprise who is sitting alongside her, to ensure that the procurement guidelines that the Government have put in place have leverage, and that the development is built with UK steel.

My right hon. Friend and I have spoken about that on a regular basis, and we will continue to work together to ensure that we maximise the procurement of UK content wherever we can. The Humber region has huge potential to contribute to growth in the UK supply chain. Just last week we saw DONG Energy secure financial approval to build what will be by far and away the biggest offshore wind farm in the world, with around 1.2 GW—enough to power 800,000 homes. By its own estimate that will create 2,000 jobs during construction, and 300 long-term permanent jobs in operations and maintenance.

The region has had success in realising many of these jobs already. Grimsby is fast becoming the centre of excellence for operations and maintenance activities for offshore wind farms in the North sea, with DONG, Centrica and E.ON having located their bases there. I enjoyed visiting the E.ON operations and maintenance facility with the hon. Member for Great Grimsby and my hon. Friend the Member for Cleethorpes when I was in the area to open the Humber Gateway wind farm last September. During that visit, I also went to see the site where Siemens is constructing its blade manufacturing facility and service centre at Green Port Hull, which will provide over 1,200 much-needed apprenticeships and skilled jobs in the local area when it opens later this year. I was particularly struck by the export capability of this new factory.

I can absolutely assure the hon. Lady that the Government are committed to the Welsh devolution Bill, as set out in the Silk commission, and that is going through. Specifically, Ofgem, through the electricity distribution network price control, has approved about £24 billion of investment in the distribution network for between 2015 and 2023, and about £1.7 billion of that is for the distribution company responsible for north Wales, including the hon. Lady’s constituency.

Does the Minister share my concerns that, in the short to medium term, our energy security may be put at risk if the capacity market that is being put in place to bring forward new gas capacity not only fails to do that, but makes current gas capacity, such as that provided by the Glanford Brigg power station in my constituency, no longer worthwhile and results in it coming off-stream?

We have just completed the second capacity market auction and achieved a very competitive price for consumers; as the hon. Gentleman will know, it is a top priority for this Government to keep the bills down. At the same time, we have ensured that National Grid has the tools at its disposal to be able to ensure energy security, which is our overriding concern. I do not share his concerns. We are reviewing the capacity market to make sure we bring on new gas, but there are no concerns about energy security.
