We do not at this stage see any evidence of third-party intervention of that sort. The first premise is that it is a leak from within, but we do not rule out any options, and that is what the investigation is there to study closely.

This leak is both reprehensible and deeply unpatriotic. Once the investigation is concluded, will its outcomes be reported to the House, along with the lessons to be learned?

I imagine that the results, whatever the outcomes, would definitely be made public—in what form, I am not in a position to say, but I am sure that if someone is found, the world will soon find out about it.

The UK is leading by example. We are taking action to put our own house in order on this issue. We have announced that the UK will introduce new rules that require companies to obtain and hold information on their beneficial ownership. That information will be held in a central, publicly accessible registry maintained by Companies House.

DFID believes that people can never escape poverty without the opportunity to produce and trade freely. By promoting open markets and a strong framework for international trade, we are helping to support fair market access for poor people. We aim to double the number of fair trade certified producers to 2.2 million by the end of 2013, and to improve working conditions in global supply chains.

That is an essential objective for the entire Department. International progress towards the conclusion that we would like to see is proving somewhat difficult, but we will continue our great effort to try to secure an improved trading environment for the world.
