The Secretary of State for Culture, Media and Sport (Karen Bradley)
Since we last had oral questions to my Department, it has launched the Government’s digital strategy, which will ensure that we have the infrastructure, regulation and skills that we need to build a world-leading digital economy that works for everyone. The Dormant Assets Commission identified a potential £2 billion in such assets, which could open up new streams of funding for good causes, and we are considering the best way to proceed on that. I visited South Korea for the third Korea-UK Creative Industries Forum, launched the UK-Korea year of culture, and signed a joint statement on co-operating on the content industry. Finally, I am sure that at least most Members will join me in wishing the England team well this weekend in their attempt to break New Zealand’s record for the most consecutive wins in top-level rugby.

To echo what my hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) said, the Secretary of State will be well aware that the maximum stake on fixed odds betting terminals is £100, which is 50 times the permitted cap on other high-street fruit machines. That particularly affects areas of severe deprivation, as there is great proliferation of these machines on high streets in such areas right across the UK. Does the Secretary of State recognise that that is an anomaly in gambling regulation and that far tougher regulation is required?

10. Under what circumstances her Department permits the immigration of children to join relatives living in the UK.

The circumstances in which a child can come to the UK to join relatives living here are set out in the immigration rules. We keep the rules under review, but believe that they protect the rights of individuals, while ensuring that there is confidence in an immigration system that is fair.

Save the Children estimates that up to 2,000 unaccompanied children are living in refugee camps in Calais and Dunkirk, many of whom have family in the UK. However, the family reunification process between the French Government and the UK Government can take up to 11 months, which results in many children making the dangerous decision to cross the channel. Will the Minister tell the House why the process takes so long and what steps the Government have taken to speed it up?

I do not recognise the length of time the hon. Lady suggests the process takes. We work very closely with the French authorities, but let us bear it in mind that those children are in camps in France, which is part of the European Union. It is important that they are processed properly in that sovereign state.

In June 2012, the United Kingdom Government signed up to the Istanbul convention on preventing and combating violence against women and domestic violence. Will the Minister tell us why, three years later, organisations such as Women’s Aid are criticising the Government for not taking further action?

The hon. Lady will know that primary legislation is necessary if we are to comply with all the articles in the Istanbul convention, including article 44, which concerns extra-territoriality. We are negotiating with the devolved Administrations to ensure that we can introduce such legislation. I should add that the Government comply with everything else in the convention. We have criminalised forced marriage, for example, and we have taken steps to deal with female genital mutilation. We have done more than any previous Government, but we do not ratify conventions until we are absolutely certain that we comply fully with them.
