I welcome the Bill. When I studied for my planning diploma, I learned that since the Town and Country Planning Act 1947, the power of national strategic policy versus the challenge of local politics in planning approvals has waxed and waned. It felt under the previous Government as though national powers over significant development decisions almost disappeared, and MPs of the Government party effectively pressured the then Secretary of State to refuse much-needed infrastructure developments that included new housing developments, prisons and more. There has to be a balance. The national Government have to be able to deliver on their national strategies. This is what the Bill does.

I particularly welcome specific parts of the Bill. It fosters more certainty for critical national infrastructure such as electricity—that is so important, as we heard earlier in the Heathrow statement—clean energy, roads, public transport, water and sewerage. I welcome the certainty of decision making for planning applications, more effective land assembly through improving the compulsory purchase orders process and bringing back development corporations, and the return of effective spatial development strategies. The Bill will enable the Government to reform the planning system to deliver on growth, new housing, cutting carbon emissions and climate change resilience—all of which the UK badly needs.

As an MP in London where buying a home or even renting is out of reach to most young people, I welcome the Government’s focus on delivering the 1.5 million new homes that are needed. The Bill and the excellent national planning policy framework enable new housing developments to no longer be designed with entrenched car dependence. The Bill is an excellent opportunity to ensure that new housing and other developments can be concentrated in locations with good public transport, so that schools, shops, health centres, parks and open spaces are easily reachable without the need to drive. This ensures access for all, not only those who have a car. It ensures access to jobs, education, training and shops—all essential building blocks for growth across the country.

My constituency neighbour is making a strong speech. I agree with her about building homes in areas that are accessible by public transport. Does she agree that the Government should be encouraged to ensure that where the public sector is selling off land and buildings—disused police stations, fire stations or other public sector buildings—it should be allowed to sell below market value, and should be encouraged to do so to enable more affordable housing and social housing in constituencies like mine and hers, where there just is not the land to build on?

My constituency neighbour makes a good point, but she must remember that due to 15 years of austerity, many of those sales were the only way that public sector institutions could deliver the new services that were so badly needed.

The Mayor of London and councils such as Hounslow are working with the Labour Government on several key transport links, including the west London orbital, which will unlock thousands of new homes. However, the Bill alone will not unlock the housing and infrastructure projects that the country so urgently needs, so I ask the Secretary of State—or the Minister for Housing and Planning, who is still present—to address the other causes of delay and uncertainty that we are seeing in the system. The community infrastructure levy and section 106 agreements on, say, new bus routes, must be adequate, timely and sustainable, so that people are not moving into estates to then become dependent on having a car. Providing two buses a day for a couple of years, some time after tens or even hundreds of homes have been occupied, is not building in sustainable transport.

My second point is about new joint public-private developments. The hybrid Bill process, as was used for High Speed 2, took years and still did not deliver detailed plans for the routes. It then got mired in lengthy legal processes over the details. The chairman of the National Infrastructure Commission told our Transport Committee how France and Spain delivered new high-speed rail in a fraction of the time, without it being mired in public opposition and legal challenges. It has taken far too long to deliver even half of the original HS2 project. I therefore hope that the Government will come up with a more streamlined process for such major national projects.

Thirdly, I hope that the Secretary of State will work with the Chancellor on different public-private funding mechanisms that other equivalent economies have long used to develop transport infrastructure, social and affordable housing and other public services, so that they are no longer held back due to historic Treasury orthodoxies on capital expenditure.

Fourthly, the Housing Minister will be aware of the additional delays faced by developers of tall blocks of flats. They have planning permission but are being delayed in gateways 2 and 3 of the Building Safety Act 2022. The legislation itself may not be the problem, but the building safety regulator processes certainly are. A development of more than 400 homes in my constituency has been stuck for over a year, with no certainty about if and when they will go ahead. Obviously, my last three points are not within the scope of the Bill, but they are relevant to the aspirations of this Labour Government to get Britain building, which the Bill will deliver.

I beg to move,

That this House has considered water resources plan proposals for Teddington.

It is a pleasure, Sir Christopher, to serve under your chairmanship and to lead this important debate on Thames Water’s hugely controversial plans for a water recycling scheme at Teddington in my constituency.

I am very glad to see the Minister in her place. She will know that my hon. Friend the Member for Richmond Park (Sarah Olney) and I have repeatedly asked her, for many months now, for a meeting to discuss this scheme. Given that Thames Water’s newly revised plans have just hit the Secretary of State’s desk for approval, this debate could not have been granted at a more critical time.

Although I have a number of questions to put to the Minister, my overarching request is very simple. On behalf of the residents of Teddington, Twickenham, St Margarets and beyond, I ask Ministers to veto the Teddington water recycling proposals now, before yet more money is wasted on a project that is bad for the environment and bad for water bill payers, as well as barely scratching the surface of the problem it seeks to resolve.

It is no secret that our water system is under pressure. Both population growth and climate change are challenges that must be overcome, so I recognise and welcome the work that Thames Water has undertaken to prepare for future water shortages. However, because of the limited capacity and the potentially disastrous impact on water quality and the environment, our community believes that Thames Water has taken a damaging wrong turn in promoting a water recycling scheme at Teddington.

I thank the hon. Member, who is my constituency neighbour, for securing this debate. Does she agree that instead of yet another hugely expensive capital scheme—we still have Tideway, as well—it might be better if Thames Water focused on significantly reducing the leakage of fresh water from its pipes?

I could not agree more with the hon. Lady, my constituency neighbour, and I will make that very point in my speech.

However, I will just briefly set out what the proposal is. It is to abstract millions of litres of fresh water from the Thames in my constituency and transfer it across London to the Lea Valley reservoir during times of drought. To replace that fresh water, Thames Water plans to pump millions upon millions of litres of treated effluent from Mogden sewage treatment works into the river at Teddington. That is millions upon millions of litres of treated sewage being dumped every day—not just in times of drought, but every day—into a tranquil yet lively hotspot for fishing, boating, paddleboarding and even wild swimming.

If that was not enough, the scheme threatens to wreak havoc on the local environment before a single drop of treated sewage even enters the Thames. That is because a new pipeline will have to be drilled underground from Isleworth to Ham, which means constructing eight access shafts. Each shaft will require a sizeable construction site, with conservation areas such as Ham Lands and recreation grounds such as Moormead Park being put at risk. Residents do not want their river harmed and they do not want to see their green spaces turned to rubble.

I thank the hon. Gentleman for that excellent point. This is a universal issue across the UK and affects people at all income levels and in all areas.

I recently spoke to a friend who has a young baby and who is planning her return to work, having struggled to find a nursery place. She told me that Sweden, where her brother lives, pays £100 per month per child for a nursery place. However, across England, childminders are packing up and nurseries are closing or cutting places.

I thank the hon. Lady, my constituency neighbour, for giving way, and I congratulate her on securing this extremely important debate. On the supply of childcare, does she share my concern that Ofsted figures show that 10,000 childcare providers closed last year alone and that there was a net reduction of 4,000 overall? Analysis by the London Early Years Foundation shows that many of those providers are in disproportionately poorer areas, where people cannot afford to pay for childcare.

By highlighting those shocking Ofsted figures my neighbour from Twickenham has powerfully expanded on the point I was making.

The Minister will no doubt describe the various Government support mechanisms for childcare, but they are not working. Government per-place funding for funded places is falling further and further behind the cost to providers. Providers in less well-off areas are struggling because they cannot rely on fees to top up their income. That means that places are hit even harder—yet another example of the Government levelling down.

Then there are the estimated 15% to 20% of children with special educational needs, who face further inequality due to the lack of specialist childcare. As documented by Coram, there is inadequate funding for SEN childcare. A survey by the Early Years Alliance found that 92% of childcare providers have to fund additional support for children with special educational needs and disabilities out of their own pockets.

On the challenges that childcare providers face, I met local early years leaders in my constituency in November. They told me that, although the pandemic had affected their viability, the cost of living and the funding crisis are having an even bigger impact and are doing even more damage. Their food costs are up 40%, their energy costs have more than doubled, even after Government support, and their business rates are up—a triple whammy. Those cost increases have not been met by an increase in the funding rate for so-called free places. Providers cannot afford to keep passing on the increasing cost of delivering high-quality childcare and education to parents. The Government need to see the huge cost to parents and the huge cost to providers as two sides of the same coin. It is creating a perfect storm, which is causing a crisis.

This crisis is not the fault of the childcare providers, who are working tirelessly up and down the country. It has been fuelled by 13 long years of a Conservative Government who have failed to act.

I believe that they have not. They certainly did not discuss the implications because it came, as I said, out of the blue. It is good to know that local authorities are assessing the impact.

London is the UK’s most congested city, with the lowest levels of car ownership and the greatest numbers of families living in poverty. Free travel for under-18s was introduced by a Labour Mayor, and since 2006 subsequent Mayors, including the current Prime Minister, have retained the policy.

I thank the hon. Lady for securing this very important debate. I am particularly concerned about the impact that this will have on students who go to further education colleges. I have Richmond upon Thames College in my own constituency. We know that a quarter of college students are on free school meals, so does she agree that the policy is hitting hardest the most needy who are trying to educate themselves?

I absolutely agree with my neighbour’s point. My son went to Richmond upon Thames College, and many students journey from far too far away to be able to cycle. As she so rightly says, the proposal hits the poorest hardest—the very families that need all the help that they can get to ensure that their children can achieve and prosper. It is those families who are doing worst in the covid crisis. According to the Child Poverty Action Group, 700,000 children in London are estimated to be growing up in poverty.
