Four former UK Supreme Court judges and more than 600 lawyers, including over 60 KCs, have warned the Prime Minister that the UK risks breaking international law relating to a plausible risk of genocide in Gaza if it does not stop its weapons exports to Israel. The Prime Minister is ignoring their warnings and hiding his Government’s legal advice on this matter. Why, Prime Minister?

No, that is not right. We have a very robust and rigorous export licensing regime. The Foreign Secretary confirmed last week that the UK’s position on export licences is unchanged following the latest assessment, and is in line with the legal advice. We keep that position under review, and always act in accordance with that advice.

Like my hon. Friend, I am concerned to hear that children in Herefordshire are not receiving the level of service that they should expect. I know that Ministers have revisited the commissioner’s latest report, and while some improvements have been made, I agree that it is very clear that the pace of change is not what it should be. My hon. Friend has been right to campaign tirelessly on this. I assure him that Ministers continue to hold the local authority to account, but I will be happy to meet with him to discuss his concerns further.

Q7. Bedford renal unit is closed until further notice while investigations into the water treatment unit are carried out. This is a major incident for the nearly 100 patients in Bedford whose lives are now severely disrupted by the need to travel around 50 miles up to four times a week to access lifesaving kidney dialysis. Will the Prime Minister commit all the necessary resources needed by East and North Hertfordshire NHS Trust renal services to urgently fix this major issue?

I know that my hon. Friend campaigns passionately for the delivery of first-class healthcare for her constituents. Like her, I welcome the investment that the Alexandra Hospital has had in recent years in a range of different services. She will know that reconfigurations of services are, of course, clinically led local decisions following the appropriate engagement with patients and stakeholders, but I know that she will continue to make her case on behalf of her community.

Q11.   In June, the Canadian Prime Minister claimed that the Indian Government may be linked to the killing of Canadian Sikh activist Hardeep Singh Nijjar in Canada. Now, it is reported that the US Government thwarted a second assassination attempt on a Canadian-American citizen on US soil, so will the Prime Minister reassure my Sikh constituents—who have raised their safety concerns with me—that this Government are taking the matter very seriously, and will he raise my constituents’ concerns with his counterpart in India?

I have already made statements on this matter, but crucially, of course, we ensure the safety of all communities in our country. That is the first duty of government, and we will continue to do that, not just for the Sikh community but for every community here in the UK.

My right hon. Friend will know that there are established mechanisms for that, but I am reassured by what the Israeli President has said very publicly and in our conversations that Israel intends to act within humanitarian law and is taking every precaution to avoid harming civilians.

We all condemned the attacks by Hamas on innocent civilians, but since then thousands of innocent Palestinians—including children—have been killed by the Israeli army’s bombardment, which I also condemn. Over a million Palestinians have been displaced, and many more are suffering without access to food, water, electricity, fuel and medicines, which is inhumane and against international law. Will the Prime Minister join me in calling for a ceasefire today, to end this collective punishment?

Again, Israel has the right the defend itself in line with international and humanitarian law, and it has our support in doing that.

I join my hon. Friend in congratulating carers in her constituency on all their awards. I am incredibly proud of our health and care staff across the country, and recognise their extraordinary commitment. I pay tribute to unpaid carers and young carers for all they are doing in Hastings and across our nation.

Q11. Funding to bring desperately needed in-patient mental health services to Bedford is sitting in the bank account of our local mental health trust, not to be touched because of the Government’s ridiculous capital spending limits. Will the Prime Minister meet with East London NHS Foundation Trust, apply some common sense and find a way to release the cash to get this mental health unit fixed, so that my constituents do not have to travel miles to access services?

We are investing record sums in NHS capital; I can tell the hon. Gentleman that we are putting more money into mental health services and taking more action than any previous Government. At the heart of the NHS long-term plan is the largest expansion of mental health services in a generation. I will ensure that the appropriate Minister writes to him with an update on the conversations with his trust about its local capital plan.

I thank my hon. Friend for all the advice and support he has provided for me and the team over the past year as we have sought to develop policies that will help businesses, including Leonardo in his constituency, which I know he champions. He is right to highlight the opportunities of better procurement, particularly for our defence supply chain, and I look forward to working with him and colleagues to ensure that we can support his local businesses and many others across the United Kingdom.

Work between the NHS and local authorities through the better care fund is addressing the issue that the hon. Lady mentions. I am pleased to say that the most recent statistic shows a 37% fall in delayed transfers of care relating to social care, which shows that the approach we are taking is working, and local authorities should be commended for delivering that.

The Secretary of State for Housing, Communities and Local Government has many conversations with the Secretary of State for Health and Social Care, and most recently they have been discussing the fact that effectively targeted NHS spend can reduce the need for social care, just as effectively targeted social care spending can reduce pressures on the NHS.

Bedford Borough Council has the country’s lowest rate of delayed transfers of care. Instead of being congratulated, the council has been told that it will now be penalised if it fails to meet zero delays, when other authorities have much more generous allowances. Does the Minister agree that he should be supporting Bedford Borough Council to be the best in the country, instead of making that as difficult as possible through the delays in funding and the unfair targets?

I am happy to look into the specific issue that the hon. Gentleman mentions, but I join him in paying tribute to the work that has led to Bedford delivering a fantastic performance on delayed transfers of care.

T8. What assessment has the Minister made of the effect on the long-term financial viability of councils of the use of reserves to fund adult social care?

It is important that each local council makes those decisions itself. It was the responsibility of the statutory officer to decide on the appropriate level of reserves. I am pleased to see that, in the hon. Gentleman’s own local authority, non-ring-fenced reserves are up 30% in the past six years. I am sure that his council will use those reserves prudently as required.
