Commons ChamberI am pleased to say that this year, core spending power in my hon. Friend’s area will increase by 8.1%, and again, that does not take into account the billions of pounds that will follow. That reflects the service demand pressures, but also the reality of the local tax bases in that area. Telford, like many areas, does a very good job of providing local public services, but the council itself recognises that the neighbourhood services that most people see and feel—those that make a difference to quality of life—have been retreated on because of the need to fund targeted services, and social care in particular. We are absolutely determined to rebuild adult and children’s social care and sort out the housing crisis, but we also want people to live in good places that people are proud of, which requires those neighbourhood services to be rebuilt. It will take time to do that, but our commitment to Telford and the rest of the country is that we are absolutely determined to do so.
The core spending power tables that the Government have published today show that total Government funding for South Staffordshire is down by 7.5%. Just what do the Government have against council tax payers in South Staffordshire?
Given the hon. Gentleman’s background, I am surprised that he is displaying such ignorance of council finance. The Government’s role in local government finance is to be an equaliser. As he knows, everywhere has the ability to raise tax locally through council tax and business rates, but he also knows that some areas have the ability to raise far more than others because of their tax base. It is the job of the Government to equalise—to make sure that when it comes to demand for services, everywhere gets the service provision it needs. That requires the Government to provide more funding in some places to reconcile that lower tax base, so that everyone gets the services they are entitled to. The presentation that the hon. Gentleman has offered shows either ignorance or politics, but I think the country deserves better.

Commons ChamberThe west midlands has some world-leading, innovative companies as well as universities and research institutions doing ground-breaking research, but public research and development investment in the west midlands has been low compared with other areas, even though for every £1 of Government investment, we have seen a private sector return of £4. How will the innovation accelerator help to close that gap?
My hon. Friend brilliantly encapsulates the challenge. The innovation accelerator will bring together representatives from the private sector—from business—as well as those in the outstanding universities that, as he rightly points out, are a feature of the west midlands in order to ensure that its manufacturing strengths can be leveraged more effectively. I look forward to working with him and others to achieve that.

Commons ChamberMy hon. Friend, who is an expert in this field, is absolutely right. As I said in my earlier remarks, too few councils have up-to-date local plans. That leaves their communities at risk of speculative development. By implementing our proposals, which will ensure that local authorities must have local plans in place within 30 months, we will help protect communities such as his and such as all of ours against speculative development.
Our reforms will also leave an inheritance of strengthening and enhancing our environment. They will mean that environmental assets are better protected, more green spaces are provided, more sustainable development is supported, and new homes will be, as I said earlier, much more energy-efficient. Our planning reforms will support the implementation of the 10% biodiversity net gain enshrined in the Environment Bill and capitalise on the potential of local nature recovery networks. We will also make the system clearer and more accountable.
Our reforms also include measures to protect and enhance the green belt, taking into account its fundamental importance when considering the constraints that areas face. We have made it clear in the NPPF, through Government investment and through our permitted development rights reforms, and we make it clear once again in our wider planning reforms: brownfield development must come first.
Under the current system, too often local planning officers advise that unless green belt is released, local plans will be subject to challenge and will lose once they are referred to the inspector. Will my right hon. Friend ensure that where local authorities can demonstrate that they have enough brownfield sites available for development for their own assessed housing need, the green belt in areas such as Dudley South will be protected?
My hon. Friend must have seen my speech, because I am about to move on to the matter of the green belt, which we will continue to protect, because our policy has not changed. We made a manifesto commitment to the green belt as a means of protecting against urban sprawl, and we mean to keep it. Local authorities should not develop on the green belt, save in exceptional circumstances, and local plan making should recognise the green belt as a constraint on numbers, as my letter to Members of Parliament in December last year made clear. For the record, we will not be accepting the recommendation in the Housing, Communities and Local Government Committee’s report for a wholesale review of the green belt.
These measures and these commitments are important. They are a very important part of delivering the Government’s manifesto commitment to create the most ambitious environmental programme of any country in the world. We are clear that to help make home ownership affordable for more people, we need to deliver more homes, because by the age of 30, those born between 1981 and 2000 are half as likely to be homeowners as those born between 1946 and 1965. We need to take bold steps to provide enough homes in the places where people and communities need them.
At the last general election, we made a commitment to deliver the homes that the country needs—better-quality homes, of different designs and different tenures in the right places all around the country where they are needed. We have promised to extend the chance of home ownership to all who want it, and in any poll one cares to conduct, more than 80% of people—young people, less affluent people—will say that they want the opportunity to own their own home. They aspire to a stake in their community and their country, yet for far too many people that aspiration—

Commons ChamberTo be fair, the accountability of managers will absolutely be in the inquiry, because that is part of the expansion of it. Sir Wyn can now look right the way out to the settlement of the group litigation and ensure that it is not just about the wrongs of the 20 years, but the lead-up to that civil case as well. I have answered the question about compensation in as much as an inquiry, statutory or not, cannot determine liability in itself. That needs to go through the courts, but I dare say that postmasters giving evidence will share their experiences of their financial losses, as well as the emotional impact on them and their families.
The behaviour of the Post Office and the failures of Fujitsu have destroyed the lives of many hard-working and innocent postmasters. The Minister is clearly right to put this inquiry on a statutory footing, but what will he be able to do to ensure that, whatever the inquiry concludes, the Post Office acts on those recommendations and the report is not simply allowed to gather dust in a drawer?
Part of the inquiry is to measure whether the Post Office has put into place the things that it has promised to do as a result of the civil litigation and the many, many pages of evidence and comment by Mr Justice Fraser. There are many areas there that should put the Post Office on a firm footing for the future relationship with its postmasters. This part of the inquiry is testing whether they have done so already.

The Chancellor and other Ministers have spent many, many hours speaking to lenders and to businesses of all sizes to make sure that we can best reflect on and flex the support that is given to them. The system worked when the Chancellor was asked to change the scheme inappropriately, because, rather than having the banks involved in the CCFF, it was a Government-backed scheme with the Bank of England. That is why he rejected that approach, which meant that the procedure went well.
Businesses in Dudley South want support to go to the businesses that need it as quickly and effectively as possible rather than just falling back on how things have always been done when the times are far from ordinary. Can my hon. Friend assure them that, while processes will be transparent and due diligence will be done with taxpayers’ money, his Department will continue to look at all the options to make sure that the necessary support is getting to where it is needed rather than just going with traditional processes of distributing funds?
My hon. Friend is absolutely right. What the Chancellor, the Secretary of State for Business, Energy and Industrial Strategy and other Ministers have done throughout is to make sure that, rather than just reacting to events, we can flex and respond as best we can by speaking to businesses large and small and by speaking to stakeholders to try to smooth out those cliff edges of support. As we get to that road map, as we start to reopen and recover our economy, it is as important as ever to make sure that we have that flexibility within our support.

Commons ChamberLike her fellow Liverpool colleagues, I thank the hon. Lady for the way in which spoke. The timetable for the period ahead is that the report is now available for members of the public, colleagues in Parliament and the council to review and consider at length. The council has until 24 May to revert to me with comments and representations. We have chosen a longer than normal period, reflecting the fact that the local elections will now take place, to give the new council and the newly elected Mayor the time after the local elections have concluded to meet to consider this and make those representations to me. Once those representations have been made, I will consider them carefully and decide whether to proceed with the proposal that I have outlined today or to change it in any way, and I will then revert to the House with my final decision. If that is to appoint commissioners, we will set out the process and the names of the individuals I have chosen.
The allegations that my right hon. Friend describes will be familiar to many residents of Sandwell borough. As a former local councillor, I know how important it is that elected members are able to both guide and scrutinise officers. Does he think that Liverpool city councillors have been unable to do that in this instance due to lack of powers, lack of capacity or lack of capability?
I recommend that my hon. Friend reads the report by Max Caller, which sets out his observations, having spent the last three months working in and around the council and having dozens, if not hundreds, of conversations and interviews with councillors and officers. He concludes that the council needs to raise its game substantially in respect of some officers and also some elected members; that there needs to be much greater scrutiny and accountability; that there needs to be much greater care in the way that those elected members manage public money and how they manage directly owned and operated companies that the council has chosen to use; and that it needs a greater sense of vision for the future and a business plan for its activities. There is a great deal of work ahead for those individuals who are elected in May, and I hope that they will show the leadership that is required to turn the city around. It will be a big task, but we are here to support them.

As I say, it is now for Uber to respond to that judgment. It is there, and it is final: it was a Supreme Court judgment, so there is no further right of appeal for Uber. It must adhere to its legal responsibilities.
Flexible contracts can work well for some employees, but they must not be used by firms to avoid their responsibilities. Does my hon. Friend agree that all workers should have the right to request a more predictable contract, so that the balance of power does not lie exclusively with the employer?
As I said, we have extended the right to a written statement of core terms of employment to all workers, to make sure they understand the conditions they have and their status. We need to do more work in that area, which I am looking forward to doing, as we speak to people to make sure our labour market is fit for purpose.

Commons ChamberBefore being elected to Parliament, I had the honour of being a local councillor in Dudley, including serving as shadow finance cabinet member. Having seen Labour’s record on council tax when running Dudley Council and when in power nationally, I am amazed that Labour Members have the sheer brass neck to talk about council tax. In the six years when we had both a Labour Government and a Labour-run council, Dudley’s council tax rose by more than 45%—by twice the rate it has gone up over the past six years. Since being a Member of Parliament, I have heard Labour Members in this House and Labour councils around the country demanding that the referendum cap be scrapped, yet now they attack an increase raising that cap by 1% more than last year—an increase that is earmarked to fund social care. How I wish that this change was the result of some damascene conversion, but sadly the reality is more cynical.
As a Conservative, I want all taxes to be as low as possible for hard-working families in our communities, but at the same time I know that the vital services that local councils provide have to be paid for. I declare an interest, as I have a brother who works in social care. To meet the urgent care of more people being likely to need greater and more expensive social care, for longer in their lives, the cost will have to be shared between central Government, local government and those who benefit most directly. Government is about making difficult choices, but instead of addressing those choices, the Opposition’s response is, “Can’t someone else pay for it?” That is not principled leadership; it is cynical opportunism. The public expect us to work together to find solutions to the greatest issues facing our country, and there can be no greater challenge than reforming social care.
A 1% increase in the cap allowed for the earmarked rise in council tax for social care works out at less than £40 per year for a household in Dudley—less than £1.20 per month. It is a necessary short-term measure while long-term reform is properly considered. We must find a sustainable solution to social care that is fair to those who need care, fair to those who provide it, and fair to the taxpayers both locally and nationally who will have to pay a share. The people we represent deserve better than the ham-fisted attempts today to score political points at the expense of short-changing our social care system.

Commons ChamberAs the Minister so rightly said, our high streets are not just economic units that provide much-needed prosperity and create valuable jobs; they are at the heart of our communities. They are key to local identities and they bring people together. When our high streets and town centres are strong, our communities are stronger. When our high streets struggle, it puts additional pressures on our communities. We see this in high streets around my constituency, whether it is in Kingswinford, Brockmoor, Pensnett or Netherton, but perhaps the struggles facing our high streets and town centres can best be seen in Brierley Hill, the largest town centre in Dudley South.
When Brierley Hill high street grew and thrived either side of the second world war, the local economy was based largely around the Marsh & Baxter sausage factory in Brierley Hill and the Round Oak steelworks. As those two major employers declined through the ’70s—the steelworks was replaced by the intu Merry Hill shopping centre in the mid-1980s—instead of there being a large customer base, there was suddenly competition on the doorstep, which again provided enormous numbers of jobs but put further pressures on high streets. Since then, even Merry Hill has faced increasing competition from the move to online retail and the pressures that that has brought.
If high streets such as Brierley Hill are going to succeed, they need to be able to adapt to modern shopping trends and the realities of the economy in the 21st century, not what we might wish we could turn our local economies back to. This is where the future high streets fund is so important, and it is why I think that Brierley Hill’s bid for that fund is such a strong one. I very much hope that the Minister will be able to visit Brierley Hill with me to see why it is such a strong bid and so desperately needed.
Our high streets will need to be able to offer something that online retail cannot. That means an experience. A large part of that is hospitality, and, as the Minister knows and has heard, hospitality has faced particular problems through this pandemic. It is important that it is allowed to reopen as soon as it safely can, but short-term support is needed. In particular, as we look at Christmas, it seems ludicrous that we are sending families together, in household bubbles of three households, into the most dangerous places—private homes—instead of allowing them to mix in those three household bubbles in well regulated hospitality venues.

We are working with the retail sector itself, including online businesses like Amazon and Asos, and bricks and mortar businesses providing the retail brands that we all know and love, to make sure that we can get the whole gamut of retail together as one and look at the long-term prospects, including digitisation and increasing the skills of retailers and those wanting to go into the sector.
Workers at Debenhams, Dorothy Perkins, Evans, Miss Selfridge, Burton, Top Man and Top Shop in Dudley South face a really worrying time, but the challenges facing retail go much wider. Can my hon. Friend therefore confirm that the £1 billion future high streets fund will be accelerated, and will he join me on a visit to Brierley Hill so that he can see for himself how much our bid will transform the town centre and help to support retail jobs in my constituency?
Owing to the restrictions it is nice to be offered a trip anywhere, so I will be more than happy to take that up. Yes indeed—the future high streets fund is a really important initiative along the way of tackling the issues in retail and our high streets as a whole. I wish my hon. Friend well in his bid.
