Commons ChamberThe Minister said that the regulations before the House are a small piece of legislation. He is right, and scholars of Parliament will look back at this motion coming to the Floor of the House as a strange occurrence. Usually, we are up in the gods in this place, in a draughty, dusty Committee room off a long corridor in this great edifice, but this Government have run out of legislation to consider in those Committee rooms, and have to bring this to the Floor of the House. They have run out of time, and they are fast running out of track.
When we talk about the general demise of transport in the United Kingdom, we can see that the Government came to Manchester to cancel HS2—they cancelled it to my city in my city. They announced a tram to my constituency that was opened in 2014, and they launched Network North, which sounds like a dodgy 1970s ITV franchise and was done on the back of a fag packet. The industry was not impressed by the fact that the Secretary of State—who is not here—was making up conspiracy theories on the floor of the conference hall about 20 mph zones and 15-minute cities.
The hon. Gentleman is very generous in giving way, but can I ask him what part of his speech is to do with slots and aviation?
I am coming on to that. This is about the general demise of transport—about abandoning the centre ground and abandoning an industry. We do not even have a Minister for aviation or for maritime in the House of Commons, whereas we in Labour support aviation and maritime to the hilt. When the Secretary of State was making up those conspiracy theories, the Minister—who is so keen on active travel: he walks the walk, talks the talk, and rides his bike as well—must have had his head in his hands. We in Labour offer industry reassurance and hope that things will get better.
To respond to the right hon. Member for Hemel Hempstead (Sir Mike Penning), let us talk about the motion at hand. As we know, the “use it or lose it” rule was relaxed throughout the pandemic: it was dropped to 70:30 to ensure that no environmentally damaging ghost flights were taking off. That was the right decision. Slots are commercially important and highly prized by airlines, giving them a monopoly on a route. Since the pandemic, there has been a strong recovery in passenger numbers and we are all grateful for that. However, the aviation industry can still exhibit a lack of resilience and some uncertainty at times and some routes are still not yet at capacity.
The pandemic has left airlines and airports with little resilience and tight staffing numbers and, as the Minister has mentioned, there are issues with aircraft availability and the global supply chain. With the benefit of hindsight, the Government’s failure to support our world-class aviation sector during the pandemic has led us here. We, as well as workforce representatives and unions, warned the Government that, if tens of thousands of skilled, trained workers were sacked or let go during the pandemic, it would be nigh on impossible to get back up to full speed—to be dynamic and react to industry demands.
The two main provisions in the regulations act as a safety net for airlines. The first allows them to justify not using a slot if new restrictions are to be introduced on particular routes. Of course, I hope that that will never be necessary, but if it should be, what data and metrics will be used? Does the Minister have an agreed plan with industry on this?
The other main provision is a limited slot hand-back of up to 5% of all slots, which are to be handed back before the start of the season. The justification for that is to ensure minimum delay and cancellations for consumers; however, the autumn timetable begins in just 11 days. The explanatory memorandum says that passengers are expected to benefit from the relief contained in the legislation by retaining good levels of historic connectivity, but also points out the downside of this provision: a potential negative impact on the marketplace.
The regulations are important to enable more airlines to deliver realistic winter schedules, and should minimise the cancellations and delays that have blighted the industry over the past few years. As I referenced earlier, many of those problems were predicted and avoidable: we cannot hollow out a skilled workforce with security requirements and expect there to be no impact on the consumer. Can the Minister update me on the work the Government have done to strengthen consumer rights, ensuring that passengers are paid compensation and refunds that they are entitled to in a timely fashion? We know that many airlines sit on tens of millions of pounds-worth of vouchers that were claimed during the pandemic, which are due to run out for customers.
These measures were brought in under exceptional circumstances. In a previous debate of this nature with one of the Minister’s predecessors back in 2021, it was said that it would take until 2023 for air traffic volumes to increase back to 2019 levels. I believe the current figure is that, on average, we are at around 88% of those 2019 levels. Do the Government have a plan for what they will do in March 2024, four years after the first debate of this nature took place? The sector has still not bounced back fully.
In May this year, I raised the point that the Government’s approach was a very short-term one and, even taking that into consideration, impact assessments were not being fully carried out. The Minister at the time assured me that the Government would continue to monitor impacts as they went. Have they been doing so, and what are their findings? I am still keen to see a retrospective assessment of the impact of the measures to ensure that these steps are proportionate—neither too harsh nor too weak. Have the extraordinary circumstances we found ourselves in in 2020 now become the norm in the aviation sector? Earlier this year, the Minister suggested that there would be a consultation on slots reform later in the year. Could I be updated on the progress of that consultation?
I have previously raised—and will continue to raise—the issue of airspace modernisation, which I know is something the Minister was keen on when he held that post. That issue needs to be addressed strategically, so when will we see more progress on it? We could cut carbon tomorrow by 10%, 20% or 30% if we upgraded our airspace. We have an analogue system in a digital age. As passenger demand is still in a recovery phase and we feel the hangover of the covid pandemic industry-wide, it is more important than ever to consider ways to future-proof our airspace and achieve lower emissions in the process.
I hate to say this to the shadow Minister, but this is about slots at Luton airport—in a Labour-controlled constituency—which I thought he might be interested in, because my constituents really are.
I just want to put on the record that increased slots will cause increased pollution and increased noise for my constituents. The decision to allow increased number of flights—the expansion will almost double Luton airport—was fundamentally opposed by me, and it will be a very sad day when it goes ahead.

Commons ChamberWhat an excellent finish to the contribution from the right hon. Member for Hemel Hempstead (Sir Mike Penning). I will get on to the £50 bonus in a few moments.
I congratulate the hon. Member for Wellingborough (Mr Bone) on securing progress for his Bill and on selflessly putting himself forward to be the Brexit dividend Minister. No wonder he has been mounting a full-throated defence of the Prime Minister on the news channels over the past few days. Those things are possibly connected.
The hon. Gentleman did a good job of explaining the background of the Vnuk case and its consequences for motorists here. I thank him for that good explanation. I did not agree with everything he said but people will look back at the Hansard report and say it was a good contribution.
As has been made clear, we have operated under the scheme set out in the Road Traffic Act for many decades. It is proportionate and it works, although that is not to say we should not revisit it from time to time. The Government have intended to overturn Vnuk for quite some time. The cost of uninsured drivers is currently met by the Motor Insurers’ Bureau. The Government have estimated that the implementation of the ECJ ruling in the Vnuk case could cost policy holders £1.227 billion, or an average rise of around £50 for 25 million customers. I think that figure is right, but I will come back to it, if I may.
I say respectfully to the shadow Minister that that cost is being met not by the Motor Insurers’ Bureau but by motorists in this country. That is probably very important.
It is indeed met by motorists, who are hard pressed in this cost of living crisis.
A few people veered slightly off the highway in the debate. There were terrific contributions from the hon. Members for Stourbridge (Suzanne Webb), for East Surrey (Claire Coutinho), for Loughborough (Jane Hunt), for Dudley North (Marco Longhi), for Vale of Clwyd (Dr Davies) and for South Cambridgeshire (Anthony Browne). I would love to talk about subsidiarity well into the night and juxtapose it with the principle of solidarity that the European Union was founded on—that is not a remainer case; it is just a great debate—but that is not for this place today.
Churchill said that a fanatic is someone who will not change their mind and cannot change the subject. We have seen a bit of that today. From some Government Members we have seen what I would call hubris—they are glad after the fact. Ask Odysseus how that worked out; I would be careful with it. The right hon. Member for Hemel Hempstead hit the nail on the head: there will be no £50 dividend. I shall say why—and I am going to veer off course.
There is an £11 billion pothole-repair backlog in this country. That is what is driving up motor insurance, because most damage is done by potholes. The Secretary of State for Transport has cut pothole-repair funding in Hertfordshire by 23%. The area represented by the Under-Secretary of State for Transport, the hon. Member for Copeland (Trudy Harrison) in Cumbria has the most reported potholes in the land. For the last 40 years—during which the seat belt rules have applied—the number of fatalities on our roads has gone down and down and down. In 2020, the number rose by 5%: we have reversed a 40-year trend. That is what will have an impact on people’s motor insurance, for sure. The £50 deficit—the “Brexit deficit”—is a complete misnomer. It will not affect motor insurance one bit. I think that that is what the right hon. Member for Hemel Hempstead was referring to, but let us see the insurers put that £50 in their policies! I doubt we will see that happen any time soon.
I could carry on, and name other factors that will have an impact on motor insurance—[Interruption.] It seems that Members do not want me to do that, but let me briefly talk about the highway code that we are implementing next week. There has been no promotion of it—absolutely nothing. The Government’s transport team are saying that they will get round to that in February, way after it has happened. We have major changes coming. What will that do to the accident ratio in the next few months, and what will it do to motor insurance payments? The cost of living crisis has been mentioned a great deal. How will the hike in national insurance payments affect the crisis that our people face? How will the depletion of our gas storage affect it?
Thank you, Mr Deputy Speaker, for allowing me to veer off track ever so slightly. I congratulate the hon. Member for Wellingborough on the Bill, but it is clear that there is much more work to do. We need to ensure that people who have to drive can afford their motor insurance and can afford to drive safely, and we need to look at the whole picture, in the round, of the damage being done to road maintenance and road safety. I look forward to hearing from the Minister about that.

I thank him for leading this e-petition debate and I thank those who secured it. To get more than 100,000 signatures for something so rare is incredible. I also thank the right hon. Member for Hemel Hempstead (Sir Mike Penning), who leads admirably on this subject across the House. He has my full support on anything going forward.
The right hon. Member heckles me: he will hold me to that, and so he should. He will not find me wanting.
It is a great honour to talk about FOP today. I am here on behalf of a young constituent, Oliver, who lives in my constituency of Wythenshawe and Sale East, with his brothers Leo and Harry and his mum and dad, Chris and Helen. I welcome Chris, who is here today in the Gallery, and thank him for taking the time to tell me about Oliver and how FOP has impacted their family life.
Oliver, who is now 14, was diagnosed with FOP in 2009. It impacts one in 2 million people. There are just 800 diagnosed cases in the world and only 50 in the UK. It is effectively a single letter that changes or mutates in the genome and over time results time in bone growth in muscles, ligaments and tendons. Usually, children are severely impacted by the time they are 10 years old. They are often contorted and immobile by the age of 20 and have an average life expectancy of around 40 years.
I have enjoyed hearing about Oliver and how he loves to read, play badminton and go to scouts, including to camp, where he slept in a hammock in the rain—not something I would do, but a mark of his extraordinary resilience. Oliver and his family really have shown resilience in the face of adversity, as do many families who suffer with the condition.
It is right for me also to pay tribute to the staff and pupils at Oliver’s school, Sale High in my constituency, who have given Oliver the opportunity to become more independent and to make friends on his own terms. They let him leave lessons shortly before the end of class—apart from history, where he insists on staying until the end because it is his favourite subject—so that he is not jostled in the corridor while moving from classroom to classroom. Those small adjustments give Oliver and his friends the opportunity to live as every 14-year-old should, with increasing independence and agency. May I place on record my personal thanks to Jayne O’Grady, who I know well as headteacher at Sale High School? She does a remarkable job, and I look forward to continuing to work with her to improve the fabric of that school, which is so desperately needed.
Oliver’s family and the wider FOP community have been phenomenal in their efforts to secure funding for FOP. The charity that they have set up, FOP Friends, is the only charity in the UK that focuses on research into the condition. It receives no Government funding at all. It is believed that advances in FOP research could have implications for more common bone conditions. If we know why bone forms in the way it does in FOP, researchers think that the same knowledge could be applied to people with limb damage and osteoporosis, and it could be helpful in cases of joint replacement. Developments made in FOP could eventually save the NHS money in care costs.
Although rare diseases are individually rare, within the population they are quite common, affecting one in 17 people at some point in their lifetime. The Government recognise the challenges faced by people affected by rare diseases, including ultra-rare conditions such as FOP, and in January 2020 they published the UK rare diseases framework, whose goal is,
“to help patients receive a final diagnosis faster”.
It also seeks to raise awareness of rare diseases among healthcare professionals. For example, there are only three doctors in the UK who have a specialist interest in FOP.
In summing up, I pay tribute to Oliver and ask if there is more that we can do to enable people like Oliver and others diagnosed with rare diseases in the UK to feel confident that we hear them and will support research into FOP, in line with the Government’s own framework.

Commons ChamberIn most cases CCTV is funded by the local authority, working closely with the police in that local area. I have visited many areas where new CCTV cameras have been installed. That is something we will work on together, and I would be happy to meet my hon. Friend.
T7. I am sure the Minister will welcome the appointment of Ian Hopkins as the new chief constable of Greater Manchester, but the Manchester Evening News is reporting that he could face £157 million of cuts because of the funding formula. Regardless of those negotiations, will the Minister guarantee that any negotiated settlement will not be undermined by the comprehensive spending review?
The funding formula changes were introduced because nearly every force in the country wanted them. I appreciate that there are concerns out there, but people do not know exactly what is happening, and the changes are separate from the spending review.

Commons ChamberThe Minister said that we have the greatest police force in the world, but the coalition has had a funny way of showing it, given the cuts made to the police up and down this land in the past five years.
In a spirit of even-handedness, I also criticise my hon. Friend the Member for Birmingham, Erdington (Jack Dromey), who said that spending levels would be going back to those of the 1930s. I remind him of the famous Mancunian Robert Peel and the fact that there was no police force before the Metropolitan Police Act 1829—those are the levels we will be going back to. Our chief constable, Peter Fahy, and our police and crime commissioner, Tony Lloyd, have said that if policing cuts continue beyond 2017, Greater Manchester police will not be able to maintain its service to the public. That is a very serious accusation from two very senior people in the police force of this land.
Cuts to GMP’s front-line services have been ongoing since the coalition Government came to power. GMP has lost 1,151 officers, with a further 226 expected to go this year alone. The service has already made considerable savings as it strives to deal with the £134 million hole in its budget this financial year, resulting in 1,000 fewer police staff posts and the loss of 1,138 police officers from our streets in Greater Manchester. Since 2010, the Government have slashed Greater Manchester’s police budget by a quarter, with an estimated £114 million of cuts still to come. This does not take into account the community fund, which in 2013 saw a further £6 million of cuts to GMP’s funding, to be redirected to London. In 2013, GMP had a further £6.4 million slashed from its budget to fund the Government’s own projects. That money, which could have paid for 145 police officers or 210 PCSOs, was clawed back by the Government to fund unpopular schemes such as the proposal to allow people to join the police service at a senior rank without ever having to walk the beat, and giving additional funding to the Independent Police Complaints Commission and to City of London police.
At the beginning of 2014, the Chancellor announced that the Home Office budget, which includes policing, would be cut by another 6% in 2015-16. A 6% cut would see Greater Manchester police lose another £26.8 million—the equivalent of 1,200 student police officers. Most recently, the police and crime commissioner was asked to find £19 million to cut from GMP’s budget. This is on top of the £134 million that has already been taken from policing in the region, resulting, as I said, in the loss of 1,138 police officers. So much for the northern powerhouse and devolution in our great cities!
Between 2010 and 2013, the service was losing on average 350 police officers each year as GMP struggled to cope with the ongoing programme of austerity. In order to meet the cuts required by central Government, GMP has undertaken a series of changes, including using office space that accommodates 1,100 admin and support staff in a building with space for just 500 desks. All employees can now work from home or in other GMP buildings. The closure and disposal of surplus estates has thus reduced operating costs by £3 million, with further year-on-year savings to come through associated reductions in business rates, energy and maintenance. GMP is playing its part.
GMP and Manchester city council are sharing vehicle servicing with each other. The force has developed a simulation model to help it understand the effects of changes to demand and resources. It researched the length of time taken by officers to deal with certain types of crimes and then used this understanding to anticipate demand and allocate resources more efficiently. Through partnership working, GMP has taken part in a variety of schemes, including a pilot scheme in Oldham providing officers with access to mental health professionals, linking with Stockport’s psychiatric department to train response officers and concluding agreements with care homes on how they and the force can work together. GMP is clearing up more and more of the other problems that are being caused by this Government’s austerity programme.
Much has been made of the need to preserve the numbers of PCSOs within GMP, in accordance with the neighbourhood policing strategy. Despite the best efforts of the police commissioner to preserve PSCO numbers, since 2010 there has been a reduction of just over 50. However, the service expects its numbers to be back up to full strength by next March. These reductions have been mitigated slightly by an increase in operational front-line staff, with an increase of 200 over the same period.
Early in 2014, the commissioner outlined plans to raise the police precept element of council tax by 5%, which would have raised £3.3 million. The plan was to help to mitigate some of the cuts being made by central Government. It would have added £5 to the average annual council tax bill—about 10p a week. This money would have been invested in shoring up neighbourhood policing teams, including the recruitment of 50 new police officers to mitigate the annual loss of about 350 officers. Unfortunately, the referendum that would have been triggered as a result of the Government’s introduction of compulsory referendums on tax increases over 5% would have cost more money to implement than it would have raised. As a result, the commissioner was able to raise only £2 million towards the cost of GMP’s policing budget, and that has been used to support front-line policing.
Most of the increases in crime rates from 2013 onwards are in what could loosely be defined as economic-type crimes such as theft, burglary, vehicle offences and shoplifting. This has come at the same time as the slashing of police numbers that we have seen in Greater Manchester. Let me make this very clear: the Government say that crime is going down, but crime in Greater Manchester is going up.
The combination of all these measures is threatening the great work that has been done by Greater Manchester police, partner agencies and local communities to build safer neighbourhoods across our region. That work is being endangered.
The Minister said from a sedentary position that crime in Greater Manchester is not going up. I suggest that he talk to the Manchester Evening News, which has proved—
Crime in the Greater Manchester area since 2010 is down by 21%. The hon. Gentleman should not believe everything he reads in the local newspaper. I used to write for one, so I know just how they work. However, we have had an increase in reported crime in some areas, which I am really pleased about, particularly rape and serious assaults, which have seen a 3% increase this year. Three per cent. off 21%—there has been a 18% decrease since the election.
When Robert Peel graced the Minister’s position, he introduced the police force and Catholic emancipation and got rid of the corn laws, and now we are arguing about whether crime is up or down. The position is clear. Statistics released this year show that crime in Greater Manchester is on the rise for the first time in 20 years. The areas that have seen the biggest increase are theft offences, including burglary, mobile phone theft and shoplifting. Detection rates across Greater Manchester are also falling, which could indicate the effect of the massive reduction in the number of police officers as a result of the cuts.
Her Majesty’s inspectorate of constabulary has echoed the concerns of GMP and the commissioner that the ongoing programme of cuts could start to hit front-line services. An HMIC report “Policing in Austerity: Meeting the Challenge” has tracked how police have responded to budget cuts since summer 2011, using force data and inspections to analyse how they are making savings and how this is affecting the way they work and the service they provide to their communities. GMP is one of the forces to have received a “good” rating for the way it has managed the budget cuts so far, but HMIC also recognised that budget cuts disproportionately affect Greater Manchester.
The chief constable has told me, “We are now standing at the edge of a cliff.” He says that if this programme of cuts goes beyond 2017, he cannot provide the levels of policing that Greater Manchester people expect and deserve, because there is simply not enough money in the pot. If policing cuts continue beyond 2017, GMP will not be able to maintain its service to the public. The police and crime commissioner, Tony Lloyd, has warned since before he was elected that the Government’s reckless programme of cuts is endangering community safety and threatening the work done by GMP over the past 20 years to reduce crime rates and restore Manchester’s reputation in the light of the “Gunchester” years. That is in addition to our counter-terrorism work.
After I entered public life in the early 1990s, our city experienced two terrorist attacks by the IRA. In 1992, 65 people were injured, and in 1996 the biggest bomb in peacetime devastated our city. In 2003, PC Oake was murdered by fundamentalist Islamists when he visited a scene to arrest somebody. There are currently all sorts of pressures on how Greater Manchester deals with counter-terrorism.
