My hon. Friend is absolutely right, but someone who is arrested and offered bail when an investigation is ongoing faces a really difficult decision. We have indicated that the period should be no more than 28 days, and the consultation is looking at whether that is viable. The period may need to be longer in exceptional circumstances, particularly when the police are looking at encrypted hard drives, but at the end of the day it is for the individual and the police to decide.

I am very surprised by an Opposition and a Labour party that have PCCs out there such as Vera Baird—[Interruption.] Is the hon. Gentleman decrying the work that Vera Baird does? That is interesting—we have a Labour party that decries its own PCCs.

Does not my right hon. Friend agree that turnout in elections for PCCs might improve if we went back to using the tried and tested first-past-the-post method?

We are thinking carefully about the two by-elections and about what methodology would help to increase turnout, but if Labour Members keep running them down, it is no surprise that police and crime commissioners in their own areas—and the shadow Minister told me that they were doing a fantastic job—[Interruption.] Members can try and shout me down, but, at the end of the day, they will not succeed.

I think the hon. Lady might be pushing it a bit with our diary secretaries in trying to do that. If she wants a speedy meeting with me, I suggest that we have that meeting. I will get a full briefing from my colleagues and I will know exactly what is going on.

Further to the reply given to my hon. Friend the Member for Shipley (Philip Davies), will the Lord Chancellor join me on a visit to Bury and Rochdale magistrates court so that he can see for himself the excellent work that the magistrates are doing and see that the capacity exists for their sentencing powers to be increased from six months to 12 months?

That is a matter for the Secretary of State for Justice, but we have no plans whatsoever to charge for appeals or tribunals.

Does the Secretary of State agree that, when it comes to a jobs guarantee, in the real world there is no such thing as a guaranteed job and that new, genuine jobs can be created only by growing companies?

I welcome the fact that it is now 45%, but we can do better, and we need to do better for those disabled people who want to get back into the workplace. That is why Disability Confident is going around the country showing employers how easy and right it is that they employ people with long-term illness and disabilities, and that has been very successful.
