That is an excellent question. The Minister for Defence Procurement has done an outstanding job on a publication that I recommend to everyone in the House: “Integrated Procurement Model”. It is much more exciting than it sounds. That new model has already been responsible for bringing forward the procurement of the DragonFire by five years. Rather than our trying to create exquisite, unbelievably complicated and never-quite-right equipment, the model will bring equipment into the field and allow it to be spiralled and developed further. My hon. Friend is absolutely right: we will use this money much more intelligently to make sure that we get kit into the field, and expand and improve it from there.

While I welcome the increase to 2.5%, the modus operandi of this Secretary of State is to come to this House and announce billions of pounds of investment to get people salivating about it, only for it to never happen. Look at Northern Powerhouse Rail and High Speed 2. We know it, the country knows it and the brass knows it. The Times reports that we will fall to below 70,000 full-time equivalent troops. Where will we be with boots on the ground in a year’s time?

The way for this not to happen is for the public to vote for the hon. Gentleman’s party, because I have not heard this afternoon that the Labour party is committed to making it happen. If people want 2.5% by 2030, they should vote Conservative, because that is what we will give them. I think I will leave it there.

It is my great pleasure to welcome the Secretary of State to oral questions today, because he was absent without leave last time, and he is missing in action when it comes to aviation. He mentioned the chaos over Easter and the jubilee weekend, but he did not hold one meeting with aviation bosses during that time. Now EasyJet, among others, has announced that it could cancel 10,000 flights in the next three months. The Secretary of State needs to step up to the plate. He needs to go to the Prime Minister, knock on the door, and clean up the mess.

I am not sure what the question was. During the last oral questions, I was taking on the UK presidency of the International Transport Forum, which is the world’s most important international transport body. If the hon. Gentleman does not think that a Secretary of State should be doing that, he is very mistaken indeed.

I commend my hon. Friend for the work he has been doing in that regard. We are very keen to ensure improvements and we will make sure that we continue to work with National Highways to try to provide those.

As you well know, Mr Speaker, I am a lifelong member of the Fianna Phadraig Irish pipe band in Wythenshawe; it is my great honour to stand at this Dispatch Box and wish one and all a very happy St Patrick’s day. I am looking forward to getting home this afternoon and joining my comrades to entertain the masses of Manchester.

Worrying news has just broken that P&O Ferries has been called to port as DP World, its owner, seeks the long-term viability of the ferry company. Major disruption is expected. Can the Secretary of State update the House about any discussions that he has had with DP World or P&O Ferries about any potential redundancies, and the fact that we do not want any crews who are made redundant to be replaced by foreign cheap labour?

It was remiss of me not to acknowledge St Patrick’s Day and Purim. Both are fun and enjoyable festivals, and I know that Members on both sides of the House and people throughout the country will be enjoying them.

On a much sadder note, I am concerned about the news that is breaking on P&O Ferries. I understand that it has temporarily paused its operations, which is causing disruption in the short straits between Calais and Dover, and at some other ports. I am working with the Kent resilience forum, and I have just instructed its members to become intricately involved, along with other partnerships. I will be taking further steps later today, which will include ensuring that my officials engage in urgent discussions with P&O about the situation, which is of particular concern to its workers.

I do not accept that. The hon. Gentleman actually highlights the problem, which is that the rest of Europe—indeed, the rest of the world—has a very significant HGV driver shortage. Simply trying to take from another part of the market that is already massively restricted is not the answer. We do not think that issuing visas is the right way forward. I know that the Leader of the Opposition called for 100,000 visas to be issued for HGV drivers. That is not our approach. These 32 measures are seeing vastly more people coming into HGV driving, with more than 1,350 more tests each week compared with pre-pandemic levels.

I have to say that we on the Labour Benches are not feeling the Christmas love from the Secretary of State today. Neither have we been invited to his last couple of Christmas parties, but we will wait to hear more on that. Perhaps, after the Sunday Times article, he should spend a little less time defending the rights of private airstrips where he can land his plane and a little more time sorting out the estimated 90,000 shortage of HGV drivers, which is holding our economy back. So here is some helpful advice: will he finally act to back Labour’s plans to appoint a Minister for the supply chain crisis, boost driver recruitment and retention, and secure agreement with the EU, particularly after the news on France today, to prevent future import controls at ports worsening the situation?

With our borders open and our schools closed and the Prime Minister introducing new quarantine measures, the recent aviation test and release announcement is now in tatters. We want to decarbonise and we want to give the industry confidence, but the Jet Zero Council, much lauded by the Prime Minister, has met only once and has no workstreams and the Government are dithering over financing the airspace modernisation programme. When will the Secretary of State step up?

I am disappointed that the hon. Gentleman missed my speech yesterday at Davos where I addressed that subject in detail. In fact, I want to correct the record of the House: the Jet Zero Council has actually met on two occasions and—wait for the punchline—has sub-committees that have met on many occasions, because they are the work horses of the Jet Zero Council and they bring together academia, the sector itself, Government and international partners to deliver zero-carbon flight by 2020. I refer him to my speech of yesterday, which he can get to from my tweet at @grantshapps.

My hon. Friend has absolutely nailed it; he is spot on. That is of course what we must do. I can report to him that 98% of the purchasing for HS2 so far been from British suppliers. There is of course a supply chain involved, but I absolutely support my hon. Friend’s ambition and I know he will do what Network Rail does—it buys nearly all its steel British.

British, British, British Airways, easyJet, Airbus and Jet2—every day we get more news of staggering job losses across the aviation industry. Our world-class airports and their supply chains are at critical. The US, Spain, Germany and France have all agreed specific aviation deals so that their countries bounce back more strongly. If not now, when will the Government implement a comprehensive package for our aviation sector matching Labour’s commitment?

The hon. Gentleman is absolutely right about the critical importance of our aviation sector, which is the third biggest in the world. These are extremely worrying times. As the air bridges start to unlock, that will help, and we will hear more about those soon. It is not the case that there has not been a massive package. He forgets the £330 billion to support the economy, which has included a number of measures that the aviation sector has been able to take specific assistance from. It is okay to discount it, but that is money it has been using all the way along. In addition, the aviation sector has been able to access a process that other sectors have not necessarily been able to, putting it directly in talks between the Department for Transport and the Treasury. It has been accessing money and cash through that process, as well.

Not only do we have the Bank of England scheme, which enables companies that would not ordinarily have the ability to raise money through a paper route; we also have the business interruption loan scheme for different-sized businesses, the time to pay flexibility, financial supports to employees and the VAT deferrals. We also have a special process in place, available only to the aviation sector, so that when it runs out of those other options, it can talk to us about it. That request needs to be made formally in writing to me. I then discuss it with the Treasury, and many aviation-oriented businesses are in the process of doing that.

British aviation is in freefall. BA, Ryanair, Virgin Atlantic and now the Emirates are set to lay off tens of thousands of staff. The job retention scheme is becoming the job restructuring scheme. We cannot allow that. With the added difficulty and confusion of the Government’s travel quarantine measures, will the Secretary of State urgently bring forward an aviation support package for the sector, matching Labour’s commitment?

It is a very welcome change, actually, because ordinarily I stand at this Dispatch Box and from my opposite numbers hear a lot of attacks on the aviation sector. I absolutely will bring forward enormous amounts of support to aviation businesses, including all those schemes I just mentioned. There are 43,500 furloughed staff right now from the airlines alone and another 2,600 from airports. I am acutely aware of the job losses and proposed job losses, about which we are very concerned, which is why we have the additional scheme, the Birch process, with the Treasury. Although I cannot go into details of individual cases, for reasons of confidentiality, I can assure the hon. Gentleman that that work is very much ongoing.
