What the UK has been doing is leading by example. It was at Cardiff in 2014 that we set the target of 2% of GDP—a floor, not a ceiling. We were one of the first to exceed it, and eight other countries are now exceeding it. What we are seeing around the table is countries absolutely determined to follow suit and spend more. I will single out what Olaf Scholz has been doing in Germany, where there has been a quite remarkable change of events.

That was a clumsy attempt to unseat the secretary-general of the Commonwealth. It was hardly good statecraft, Prime Minister.

It was a great day for democracy, which is one thing among many that the Commonwealth stands for in the world. I think that Patricia Scotland will do an excellent job for the next two years, and she will get every possible support.

I thank my right hon. Friend particularly for his important testimonial to the City of London, whose work should not be sullied by association with ill-gotten Russian money. The programme he sets out for sanctions is exactly the right one and the one that the Government are following.

Will the Prime Minister reiterate that our quarrel is not with the Russian people, but with their leader Vladimir Putin, who has committed a very grave error?

The hon. Gentleman is so right, and I know that is what the House thinks. We admire the Russian people. Our links to the Russian people go back to the time when we stood shoulder to shoulder with them to fight fascism. Russia’s contribution to culture, to art, to literature and to music is unparalleled. It is an extraordinary country, and nothing we do or say should obscure that.

My hon. Friend asks an extremely important question. I think the answer is that there is currently no evidence, but there is certainly evidence that the different levels of vaccine take-up, and booster take-up in particular, are affecting outcomes.

Disraeli gave his one nation speech in Manchester in 1872; I doubt he would recognise the party political knockabout that the Prime Minister is engaging in over a national crisis. What I will say about the situation is that tonight, with case rates rising in Greater Manchester, there are 600 patients across GM who cannot get out of hospital due to social care staff shortages. About half of care homes are not currently accepting anyone. That is not just to do with the pandemic; it is historical under-investment in our social care sector. Surely the Prime Minister sees that.

I have a couple of points—I do not think the hon. Gentleman knows much about Disraeli, by the way. The Mayor of Greater Manchester actually just said that the Government are taking the right approach. To the hon. Gentleman’s point about fixing the problems of the social care sector, which is valid, it is this Government, after decades of failure by Labour to do it—[Interruption.] Absolutely true. We are fixing social care, and they would not even support it.

HS2 reduces journey times from Manchester airport to London from two hours 24 minutes to 59 minutes. With the carbon capture that we would generate and the increased capacity to the west coast main line, what prevents the Government from putting shovels in the ground in the north now?

The answer to that is, as anybody who gets a project done on their home or wherever knows, that starting again midway through I am afraid greatly multiplies the cost, but we will go as fast as we possibly can.

I have looked at that issue, and I am convinced that the existing capacity will continue to be extremely important and drive jobs and investment in Rugby, where my hon. Friend and I opened a fantastic electric taxi factory.

Despite going under my house, HS2 will reduce journey times from Manchester airport in my constituency to London from two hours 24 minutes to 59 minutes, opening up a plethora of opportunities for the poor people of the south-east and the great city of Manchester. The Prime Minister dodged the question from my hon. Friends the Members for Oldham West and Royton (Jim McMahon) and for Blackley and Broughton (Graham Stringer). If he wants to level up and have a northern powerhouse, why does he not start building the line from Manchester down?

We are building Northern Powerhouse Rail as fast as we can, but the hon. Gentleman will appreciate that that project is not in the state of readiness of the Birmingham to London route.

Well, as I told the House, there are still substantial numbers of people in Syria—around 4 million, which is around a quarter of the population—who are not under the regime’s control. Furthermore, the hon. Lady should remember that the Assad regime is basically a minority regime that seeks to impose itself on a Sunni majority in the country. It is sowing the seeds of its own destruction by its continued brutality. It is not a strategy that can work in the long term, which is why a political process has to begin now.

On Friday, I was pressed by the Afrin diaspora in my constituency about the Turkish bombardment and invasion. I understand that today President Macron picked up the phone and spoke to President Erdoğan to remind him that the humanitarian truce applies. From what the Foreign Secretary has said, though, I am still not clear what representations Her Majesty’s Government or the Prime Minister have made to President Erdoğan to underline that the truce does apply.

I remind the hon. Gentleman of what I think I said pretty clearly to the House just now. Yesterday morning, at my initiative, I had a long conversation with my Turkish counterpart, Mevlüt Çavuşoğlu, about what is happening in Afrin, the suffering that is taking place there and the UK Government’s strong desire that restraint should be shown—notwithstanding Turkey’s security concerns, which we all understand—and that the primary focus should be on the political process in Geneva and on the defeat of Daesh.

I thank my hon. Friend for a really excellent question. It is one thing for us to drive Daesh out of Mosul and Raqqa, but we must ensure that the reasons it sprouted in those cities do not recur and that the Sunni minority in Iraq have conditions of governance that give them confidence in the future of their country.

T5. Not since the Suez crisis have the United Kingdom Government been so comprehensively defeated at the United Nations as they were last week over the Chagos Islands. In this week’s spirit of bipartisan co-operation, should the Foreign Secretary not just grant the right of return?

I respectfully disagree with the hon. Gentleman. In point of fact, we secured rather more positive votes than we expected. As it happens, the other side of the case got fewer than half the members of the UN in support of its cause. Most impartial observers would agree that that side of the case had been substantially weakened as a result—not that it was a strong case to begin with.
