Yes, I am happy to give way to my colleague on the Foreign Affairs Committee.
I thank the hon. Gentleman. I have raised the issue of the importance of guaranteeing the rights of EU citizens living here, perhaps unilaterally, and I have received assurances from the Prime Minister that this will be top of her list in the negotiations. Also, does the hon. Gentleman not accept in good faith that the issue could be resolved very easily if the EU reciprocated our intention of guaranteeing those rights? The issue could be put aside very quickly if the EU guaranteed the rights of British citizens living in the EU.
The hon. Gentleman has been around long enough to know that the negotiation will start after article 50 has been triggered. The reality is that the British Government could have provided reassurance to families in this country—perhaps families with one British and one French parent, whose children are born in this country—who are uncertain about their long-term future if a family member has retained citizenship of another EU country. Frankly, in the interests of those families in this country, the issue should be resolved today, not delayed until the negotiation. That is in our own interests as a country of values, high morals, justice and fairness.
The hon. Gentleman will find that globalisation and the expansion of the wealth of the world, led by regional trading blocs such as the EU, have led to a significant change in the types of industries located in particular countries. Hundreds of millions of people have been taken out of poverty because of industrialisation in China. The same thing is happening in Vietnam, the Philippines and India. Globalisation is affecting everyone. He refers to eastern Europe. Yes, the days when the polluting Trabi cars were being made in the German Democratic Republic, and when Škoda vehicles were regarded as a joke, have gone.
There is now high-quality manufacturing in many countries throughout Europe, but they often have integrated supply chains, which is why Ford Dagenham makes diesel engines for cars also manufactured in Belgium, Spain and other European countries. That is the nature of modern capitalism and the global world. The danger in our leaving the EU is that we could make those industries in this country less successful and put tens of thousands of jobs at risk.
I have good news for the hon. Gentleman: courtesy of our leaving the EU, sterling has fallen and manufacturing in this country is having a field day, as he can see from the export orders and factory output orders. Does he agree that that has been a boon to the manufacturing industry, particularly in the north?
Sterling has indeed fallen. As a result, foreign holidays and Marmite are more expensive and chocolate bars are getting smaller. There are all kinds of consequences coming through.

Commons ChamberI do not want to give way any more, as I want to make progress. I want to conclude my remarks soon.
We need to avoid the prospect of the date clashing with other elections. Amendment 13 deals with that issue because there are regional, local and national elections, by-elections and other elections. It is important for there to be clarity about the date.
Finally, in amendments 9, 10 and 11, I make the case for us to get into the 21st century. Gone are the days when we should vote on only one day—Thursdays. We no longer live in a world in which there is no flexitime or different hours, and in which most people live and work very close to the same place. Those days have gone. Like other countries, we should get into the modern world and allow voting on more than one day—Thursday, Friday and Saturday, or Saturday and Sunday. We need to be more flexible, more open and more democratic. It is crucial that we take account of the modern age. If we are to have this epoch-making referendum, we should at least consider it reflecting the situation in the 21st century.
I have introduced my amendments. I do not wish to delay the House any longer, but I would like to have votes on amendments 3 and 77.
I stand to speak briefly against any amendments, no matter how well intentioned, designed to bring forward the referendum date from 2017. Having campaigned hard with many other colleagues for a referendum in the next Parliament and legislation in this one to make sure that those outside this place really do believe our intent, I very much welcome this referendum Bill and congratulate my hon. Friend the Member for Stockton South (James Wharton) on bringing it to the Floor of the House.
Only a few years ago, the word “referendum” had hardly passed the Government’s lips, and certainly not the Prime Minister’s, yet here we are today pushing for legislation. I have already sent my thanks to all colleagues on these Benches who supported that campaign. It involved a number of letters signed by 100 colleagues, and also an amendment to the Queen’s Speech, which was well supported on the Conservative Benches and by principled Members on the Labour Benches. Many Members on both sides of the House and, in particular, people outside this place have campaigned on this issue long and hard over many years. It has been a long journey. Indeed, the British people have waited too long to have their say on our continued membership of an organisation that has fundamentally changed since we first joined. As chairman of the all-party group on European Union referendum, I can say that it is a shame that the Labour and the Liberal Democrat parties still do not support the idea of a referendum. I suggest to Members on the Front Benches that they should trust the electorate.

Commons Chamber I hear what my right hon. and learned Friend says. That is why I think it is important that we focus on the practical and moral implications of such a policy.
In answer to colleagues’ points about doing nothing, I think that history provides a guide to what we should do. The last decade would suggest that trying to promote democracy and human rights, which is the Government’s stated objective, by force of arms can often be counter-productive. If we look at north Africa and parts of the middle east, we see the seeds of democracy stuttering into life where we have committed relatively few resources. If we look at Iraq and Afghanistan, however, it is not such a rosy picture, despite the huge cost in lives and treasure.
If we wanted to go back further, we could look at our interventions since the second world war. They have had a tendency to have an embedding effect—to reinforce the existing regimes. It is no coincidence, I put it to the House, that communism has survived longest in those countries where the west actually intervened—Cuba, Vietnam, North Korea, even China. We have to be careful about our interventions.
The hon. Gentleman mentioned North Korea. Could we for the record confirm as a matter of fact that it was not the west that intervened in North Korea? It was actually the United Nations that was involved in defending the Koreans against aggression from the north and from China.
To a certain extent, but the hon. Gentleman well knows that both sides put in forces up to the 38th parallel. Yes, the northern forces attacked, but the bottom line is that both sides—including the UN—put in forces initially. Putting that to one side, I am sure that the hon. Gentleman would not detract from the point that interventions have tended to have an embedding effect, particularly in the other examples I provided. We have to be very careful about intervention.
As an aside, I certainly believe that we need to make greater use of soft power—the ability to coerce and persuade by non-violent means—which can often be more effective and cost-effective than conventional hard power. It saddens me to say this, although I will do so while the Minister is in his place, that we are making cuts to our soft power capability, including the BBC World Service, the British Council and, indeed, the Foreign Office itself. We need to ensure that our military are up to the mark—one is not saying anything else—but the emphasis in the past was too much on hard power. We should better nuance our approach to foreign policy, particularly in this information age.
In conclusion, I am conscious that the debate has been over-subscribed and I look forward to hearing the contributions from hon. Members. It is terribly important that we put a marker in the sand, saying that Parliament must be consulted and that no lethal interventions can take place
“without the explicit prior consent of Parliament”.
That is not to prejudge the decision itself, but the principle is there. I welcome the fact that the Government have in recent months been on a little bit of a journey on this, particularly given the indications they gave at the start, which contained no conclusive confirmation that a vote would take place before any arming of the rebels. I welcome the development and I welcome the efforts of colleagues of all parties—and indeed this debate—in helping to crystallise that fact. I very much look forward to hearing the debate that follows.

Commons ChamberI am grateful. The hon. Gentleman refers to lost opportunities. Does he agree that the Iranian regime was at fault in rejecting President Obama’s initiative when he first came to office? Is that not a sign that the regime in Tehran is afraid of international engagement and is pursuing this course relentlessly?
I am the first to agree that Iran was completely wrong on President Obama’s offer. Let me make it clear that I am not an apologist for Iran. No one can agree with its human rights record, its sponsoring of state terrorism or the storming of our embassy—all are terribly wrong—but they are not arguments for military intervention; they do not justify war. Rather, I suggest that no one’s hands are clean in this region, including our own, particularly after the invasion of Iraq on what turned out to be a false premise. Opportunities have been missed on both sides. I would have thought there can be little doubt about that.
Let us get to the nub of the issue and think the unthinkable. Let us assume, despite the lack of substantive evidence, that Iran is moving towards the option of nuclear capability. Hon. Members will be fully aware that there is a world of difference between nuclear capability and possessing nuclear weapons. This is perhaps understandable. We in the west underestimate the extent to which status is important in that part of the world. The reason Saddam Hussein did not deny possessing weapons of mass destruction, despite the fact that he did not have them, was that it was in his interest not to deny it. He had, after all, failed in his invasion of Iran. Iran’s insecurity is also understandable. Those who view the map from Tehran’s point of view will see that she is surrounded by nuclear powers: Russia, Pakistan, a United States naval presence, and Israel. All those powers contribute to Iran’s feeling of encirclement.
I am very conscious, as the House will be, of the argument that if Iran develops nuclear weapons, that will lead to a nuclear arms race in the region but without the safety mechanisms that existed during the cold war, which in itself could lead to a nuclear escalation. However, I do not accept that argument. There is no reason why the theory of nuclear deterrence to which the west adheres should not be equally valid in other parts and regions of the world. Paul Pillar, the CIA’s national intelligence officer for the middle east between 2000 and 2005, recently wrote that there was
“nothing in the record of behavior by the Islamic Republic that suggests irrationality”.
That view was reinforced by Ehud Barak, the Israeli Defence Minister, last year.
India and Pakistan have fought wars, yet both have shown nuclear restraint. As the House is well aware, only one country has ever used nuclear weapons in anger. Furthermore, the view that an Iranian nuclear capability would start a nuclear arms race in the region does not take into account the possibility that regional allies of the west will opt to shelter under a US nuclear umbrella. That happens in Japan and in South Korea.
