Clearly I will want to listen to what the council has to say to my suggestion, and we have given it two weeks to respond. Assuming—although I make no assumption—that I am not satisfied with its response, it will be a high priority for the appointed commissioners, should I decide to appoint them, to get those two people in place. Given that a general election and London elections are coming up, people need to feel confident in the system.

I did not reply to an earlier question so, with your indulgence, Mr Speaker, I would like to do so now: will we be looking to get a package of care together, as we did in Doncaster with the Local Government Association? Yes, of course we will.

I thank my right hon. Friend for his statement, but where taxpayers have been deliberately short-changed will he reconsider reintroducing surcharging?

I have no intention of reintroducing those measures in the lifetime of this Parliament. What is most important for us is to get a strong sense of corporate identity for Tower Hamlets and some transparency, so when people are overriding the sensible decisions made, they understand that it will be given the full glare of publicity.

17. What steps he is taking to support local authorities in helping troubled families.

We are providing local authorities with £448 million over three years, including funding for troubled families co-ordinators in all 152 upper- tier councils. My troubled families team works closely to support councils and has recently published reports on effective family intervention and the significant cost savings that this work can bring. This would not have been possible without the active encouragement of Members in all parts of the House.

Is my right hon. Friend aware that my local council has been doing excellent work and that Barnet council has identified one troubled family who are benefiting by £400,000 a year from the public sector? What additional help can the Department give to good councils such as Barnet in tackling this problem?

When my hon. Friend was leader of Barnet council he was a very early adopter of this intervention model. As he rightly points out, it is not as though that money is spent terribly wisely; the majority is simply spent on reacting to the troubled family rather than positively getting them on side. Thanks to the work of my hon. Friend and of hon. Members all around the Chamber, we can jointly say that we have made significant progress on troubled families.

Well, there speaks the voice of moderate Labour: “If you live in a house, forget about a conservatory. If you live in a small house, forget about an extension. They’re not for the likes of you, my lad—we preserve those things for the toffs.”

I thank the Secretary of State for the boost to the home-owning democracy that this party believes in. Does he agree that we shall take no lessons on top-down interference from a party that introduced targets on non-determination—13-week determinations and 26-week determinations—and then sent in the planning inspectors and chopped off the planning delivery grant when councils did not perform? That was top-down interference.

My hon. Friend gives a far better answer than I could to the right hon. Member for Greenwich and Woolwich (Mr Raynsford). The reality is that this works with local people and local councils. It is not like sending in the commissioners.

I understand that the right hon. Gentleman has form on council tax. When he was deputy leader of Ealing council, it increased by 65% in one year only, although we should not be surprised, because council tax has doubled under Labour. However, I repeat: the only way he can arrive at anything close to those figures is by ignoring every single district council in the country. As the small print of his figures clearly shows, he has ignored a third of councils in order to arrive at those ridiculous figures.

The hon. Gentleman has to understand that we are in this position because of the way in which the Labour party left our national finances. The Labour party is apparently happy for us to continue to pay vast sums of money to foreign bankers by way of interest, but we have simply arrived at the point where the country is boracic, and that is a direct consequence of Opposition ladies and gentlemen’s neglect of the economy.

T7. In my constituency I have Brent Cross Cricklewood, the largest regeneration scheme outside of the Olympic park. Can the Minister confirm that, when council tenants or arm’s length management organisation tenants move into regeneration projects, their tenancies will continue unbroken?
