This issue is an extremely important one, and I congratulate my hon. Friend the Member for Croydon South (Chris Philp) on securing the debate.
It is shocking that more than 2 million Christians around the world are persecuted simply because of their faith, and like many hon. Members today I commend the work of Open Doors. What stood out for me on its world watch list was the fact that many of the countries on the list are also synonymous with luxury holidays, such as the Maldives and Mexico.
We need to talk more about this issue and not be afraid to talk about it. We are traditionally still a Christian country, and this issue does not necessarily get the airtime that it deserves. We have leverage with our international aid budget, enabling us to push countries to do more and to stop persecuting people simply because of their faith. We should also ring-fence a proportion of our international aid specifically to address this issue, because it is so important. In addition, I want us to ensure that our aid does not have unintended consequences, whereby we try to further causes such as education but actually make the problem worse.
I also note the work of SAT-7 in my constituency of Chippenham. It is a broadcaster across the middle east and Africa that tries to promote Christian values but also tolerance of and respect for all religions, which we all want to see. Also, I echo the comments made earlier about SAT-7 being unable to get donations from the Department for International Development just because of its religious background.

Commons ChamberThe hon. Gentleman puts his own case and I recognise that. It is not the view of the United Kingdom Government. We recognise the territorial concerns of Turkey, but equally we have been very clear on the humanitarian impact of the conflict and on the opportunity to find a political resolution to the issues that have beset the area for too long. That solution will not come about through conflict; it will come about through political dialogue, which is of course made more difficult by the circumstances. That is why the United Kingdom continues to urge de-escalation, humanitarian access and relief for the families of the hon. Gentleman’s constituents, about whom he speaks so eloquently.
The Turkish Government have assured the Foreign and Commonwealth Office that they are working to prevent civilian casualties, but reports show that they are actually increasing. Can the Minister confirm how the UK will ensure that civilians are protected from a Turkish siege of Afrin city?
I am grateful to my hon. Friend, but the honest answer to her question is that I cannot ensure it and the United Kingdom Government cannot ensure it. That would be to suggest something that we just do not possess and it seems inappropriate for me to do so. All I can say is, along with others in the international community, we will continue to make the representations we can. We moved for a ceasefire in Syria in general, UN resolution 2401, which the Secretary-General spoke about just a few days ago. We worry that these norms are not adhered to. In the immensely complex situation of northern Syria—its Turkish border, what has been experienced in Turkey over the years and the long-standing conflict—the United Kingdom Government can give an assurance on none of this. All we can say is that we are very clear that humanitarian considerations must come first. There must be humanitarian access. The best way to deal with almost any of the conflicts that have arisen in the area is through political dialogue, not the escalation of conflict that will lead only to the resurgence of conflict as soon as this one is over.

I will, if I may, address two issues. In relation to Yemen, no one denies the scale of the humanitarian crisis. I have met officials from the UN, the Red Cross and the World Health Organisation, and we are as confident as we can be that support to prevent the next round of cholera will be in place. Of course, none of it should be necessary. If the conflict were ended, these concerns would not be raised, and that, of course, is what we are bending all our efforts to. I genuinely wish it was as straightforward as saying to one of the parties to the conflict—to the party that did not start it—“if you stop doing anything, everything will be all right.” I honestly do not believe that that is the answer, which is why we work through other methods and other means. We have done all we can in relation to providing food, fuel and water and supporting those who deliver it, but the restrictions are caused by the conflict. They are caused by those who support the insurgents and what they have done, and we will do all we can to break that down. We do indeed raise the case of the blogger. We have followed that case very carefully and raised our concerns with Saudi Arabia.
Does my right hon. Friend welcome the Crown Prince’s statement that his goal is to build a country of moderate Islam that is open to all religions and to the world? Will this Government be encouraging and influencing them to follow through on this and build on their recent social reforms?
I thank my hon. Friend for her question. As I mentioned earlier, that statement about moderate Islam is something that we would all take for granted here, but we should set it in a context in which there are disputes about where Islam should go, what we have seen in relation to Daesh, and the propaganda that emerges from those who would see Islam taking quite a different course. The fact that the statement comes from someone who will, in time, be the custodian of the two holy mosques is really very significant, and she is right to draw attention to that.

Commons ChamberI am grateful for the opportunity to speak in today’s debate. The motion calls for the Government to lead international efforts to ensure that human rights are protected and upheld across the world. We have global influence and reach, and we have a moral obligation to ensure that freedom is not just a notion of which people dream but one that they live.
Our freedom of speech, freedom of association and freedom to practise our own religion—we take all those things for granted in this country. I am proud of all this Government’s great work, and I believe it is imperative that we improve lives in countries across the world.
We are leading the way, but we need more nations to follow our lead. Today, I will concentrate on the situation that has been endured for five harrowing months by the Rohingya people in Burma. A few months back, I met a group of local Muslims in my constituency who showed me some of the distressing images taken on mobile phones—images that were much worse than those shown in the media, including of a cart full of the severed heads of young men. The images still haunt me today.
I can only begin to imagine what life is like for those who have been forced to flee their home with nothing and for those who have been left behind to continue living out the nightmare in Burma. Ten thousand people have been confirmed dead, but the actual figure could be immeasurably higher. Some 830,000 refugees are estimated to have crossed over to Bangladesh, which is 11 times the number of people in my constituency. Those refugees must be allowed to return to Burma, but only when it is safe, which is far from the current situation.
Currently, 95% of refugees are drinking untreated water, risking cholera; 40% of children are malnourished; and women and children who have suffered rape or assault are forced to continue without the support they need. That is why I am proud that the Secretary of State for International Development did the right thing in prioritising this situation—this humanitarian crisis—and I welcome the £59 million that the UK has committed since August.
We do have a vital role to play, and we are playing it, but we also need to continue to encourage other nations to do more. The UK was the quickest to act, with a third of all aid pledged by November 2017, and we are in fact one of the largest donors, while Bangladesh has opened its doors and is now at breaking point. It is estimated that international funds will run out by February. February is next month. That was why I was delighted that, in response, the UK provided £12 million for urgently needed food. But the reality is that international funds will run out, and our Government have repeatedly pressed the Burmese military to end the inhumane violence and guarantee unrestricted humanitarian access. However, we must also use our international position to demand greater action from our international partners, particularly India and China, to support their neighbour.
The UK cannot turn its back on people suffering, and we must continue to send a clear message. We must not tolerate the humanitarian crisis in Burma, and we must continue to lead the way with aid and action, but other nations must follow our lead, and soon, as money is running out. It has been 70 years since the universal declaration on human rights, and now we must all honour that declaration, work together to save lives and protect humanitarian rights and freedoms for our fellow humankind.

Commons ChamberThis Budget is outward looking and is designed not only to weather any potential storms from Brexit, but to seize the opportunities that they may bring for us as a global-facing country.
There has been some talking down of our economy recently, and, specifically, in this Chamber today. It would be foolish and naive to oversell the economic state of the country, but it is crucial that we stop this negative Britain bashing. It is damaging our economy, our morale and our ability to attract inward investment.
Let us remind ourselves of some of the key facts: the UK has now seen 19 consecutive quarters of continuous economic growth; employment is up by 279,000 from a year ago; and another 600,000 people are forecast to be in work by 2022. In Chippenham, my constituency, youth unemployment has fallen from 7.5% in 2012 to 2.5% now. The number of VAT-registered businesses has risen by more than 2% in the past tax year alone. Yes, the growth forecast for 2017 has been reduced from 2% to 1.5%, and forecasts for 2018 to 2021 have been revised down, but the reality is that the economy is still growing. It is irresponsible and incorrect to suggest otherwise. Moreover, it is the predicted rate of growth that has been revised down. The key words there are “predicted” and “growth”. The post-Brexit figures are, in fact, far better than some have predicted. The real worry here is the productivity lag, which we need to fix. The Budget highlighted the Government’s understanding of that and the need to target it, which seems to have been omitted and overlooked by the Opposition.
We have invested half a trillion pounds in our infrastructure since 2010, and the Budget builds on that, including transport measures to help productivity. The Budget also announced the largest boost to research and development support for 40 years, with a further £2.3 billion investment from the National Productivity Investment Fund. The Budget means investment in our digital infrastructure. The increase of the National Productivity Investment Fund to £30 billion will help investment in technologies such as artificial intelligence and driverless cars. It will have an impact up and down the country, particularly in my constituency in AB Dynamics, and in Dyson, which is across the border in North Wiltshire.
Investing in and fostering skills is vital to productivity, but they have to be the right skills for our economic success, which is why the Budget’s focus on T-levels, mathematics and computer science, is so important. As an aside, I look forward to the long-anticipated publication of the careers strategy, which I hope will foster a greater link between careers advice and the labour market’s needs and predictions. By continuing to make work pay, this Budget will also help productivity. I am talking about the increase in the personal tax allowance to £11,850 and an increase in the national living wage by 4.4%
In conclusion, we are the fifth biggest economy in the world. Since 2010, we have 1 million more businesses that are creating jobs. We are the fifth largest exporter in the world and the top destination for inward investment in Europe. Let us not talk down Britain or our growing economy. As I said at the beginning of my remarks, that is irresponsible and incorrect. Yes, there is much that we need to do to foster growth, but this Budget recognises that and focuses on targeting the productivity lag. It is a plan for Britain of which we can continue to be proud.

Commons ChamberThe hon. Gentleman speaks with some knowledge on this subject and puts a necessary balance into the conversation. It is much easier to pick up on media interest in the Saudis and the coalition, so it has been harder to talk about what the Houthi insurgency has done, but he rightly points a finger at its numerous atrocities and human rights abuses. Its willingness to bring in sophisticated missiles to spread the conflict emphasises how important it is to bring it to an end and to support those trying legitimately to prevent it from taking over the country and subjecting its people to still more conflict and ill rule.
As previously pointed out, today is the UN’s Universal Children’s Day, and the UN estimates that more than 2 million children are starving in Yemen, so will the Minister assure the House that the Government are doing all they can to lobby the Kingdom of Saudi Arabia to allow aid into Yemen?
I can absolutely assure my hon. Friend that we are doing that, but again I draw attention to remarks made in the House about there being two sides to the conflict and the need to make sure that both contribute to an end to the conflict. That is the only way to ensure access to food, medicines and water in those areas currently under Houthi control. The heart-rending pictures of suffering children are an affront on a day like today, which is why we must continue to bend all our efforts to supporting a conclusion to this terrible conflict.

Commons ChamberI am grateful to my hon. Friend the Member for Bethnal Green and Bow (Rushanara Ali) for securing this important debate—although, as other Members have said, it is not really a debate, because most of us agree. We are all horrified. We have heard the details of atrocities for weeks in the House, and none of us can have failed to be shocked by the child beheadings, the rape, the murder and the burning of homes—the ruthless targeting of innocent civilians.
The recent outbreak of violence against the Rohingya people began on 25 August, nearly eight weeks ago. I want to know—and Members in all parts of the House are asking this question, as are my constituents—what the British Government have done in the meantime. I applaud the efforts that we have heard about today, but do they go far enough? My constituents want to see an end to the military action that the Rohingya are still facing in Myanmar. They want to see the naming and shaming of the military leader. They want to be sure that humanitarian aid is reaching the people in Myanmar and the camps in Bangladesh.
Does the hon. Lady agree that access to Myanmar is crucial, and we must ensure that the United Nations and non-governmental organisations have access to those who are left there in a vulnerable state, living and enduring this nightmare?
Absolutely, and I am grateful to the hon. Lady for making that point.
My constituents and I—and, I am sure, many Members on both sides of the House—want to see the British Government lead not just in respect of the naming and shaming of the military and on humanitarian aid, but in the long term, when the current crisis has calmed down, in respect of a permanent solution that will implement the recommendations of the Rakhine commission. That is vital. Points have already been made about the British Government’s taking a lead, and I would say, “So we should.” We have a moral obligation: our history dictates that ours should be the loudest voice in the world on this issue. We should not be content to leave it to the United Nations or the European Union.
There is a strong perception that we have still not done enough, and that more must be done. Indeed, nearly eight weeks on, not much has been done, and Burma Campaign UK is very critical of our lack of action. I know that we may have gone further than it is suggesting, but we have not gone far enough, and we must do more. I want ours to be the loudest voice. I hope the Minister will confirm that when we have delivered the humanitarian aid, when we have stopped the violence and when we have taken the honours from Aung San Suu Kyi, we will lead in securing a permanent, peaceful settlement for democracy and the rights of everyone in Myanmar, particularly the Rohingya Muslims.
