My hon. Friend is right to raise that point. Let me refer again to the scheme to help Afghan nationals. Afghanistan is a good example of a clear conflict zone. Many Afghan nationals, such as interpreters, help British forces, and we owe them a duty of respect and have a responsibility to them. I had already made changes a few months ago to welcome more of them to settle in our country, if they wish, and from a safety point of view we must help in such cases. Under that scheme, they should not have been told that this was mandatory. Once the system is explained, people might believe that providing DNA will help them and then choose to do so. In those cases involving Afghan nationals from that conflict zone, given the work they did for this country, we can even look to pay for that, but the key point is that the process should always be optional for them.

I welcome the news that my right hon. Friend has set up an urgent review, but given that DNA evidence has been sought from applicants under successive Governments, does he agree that this issue should not be politicised, as happens all too often?

I agree, but a decision on whether an issue is politicised cannot be taken by just one side of the House. This is an important point, and it is worth reminding ourselves that after the wrongs done to the Windrush generation were first discovered, a review of historical cases over the summer showed that almost half those cases in which people suffered detriment took place under the previous Labour Government. Since then, there has been a much more co-operative approach across the House. I think that that is what the public want to see, and it is what they would want to see in this case as well.

Yes, it is. It has an important role to play, which is to advise Ministers on the scheduling of drugs. If we are to change a scheduling, it is important to listen to its point of view.

I welcome the fact that the Home Secretary set out at the start of his statement that

“cannabis can harm people’s mental and physical health and damage communities.”

I also welcome the fact that any change will be science-led. Will he also look at international examples? He mentioned Canada, where a law was introduced very recently. Will he see what works—and, importantly, what does not work—with that law, in particular, because the evidence is mixed?

My hon. Friend is absolutely right. We will certainly be looking at international evidence. A lot has changed in the UK since the current rules were put in place, and we will take all that into account.

Clearly, no one should be wrongfully deported—of course not. If the hon. Lady has any details—forgive me if she has already shared them with the Department—I will certainly take a very close look at them.

I commend the Secretary of State’s personal commitment to the Windrush generation, but any credible immigration policy must distinguish between those who are here legally and illegal immigration. Is it not striking that there is an absence of policy on illegal immigration from the Labour party?

I am glad my hon. Friend points that out. I very much agree with him about making that distinction. I believe the right hon. Member for Hackney North and Stoke Newington (Ms Abbott) was asked just this morning, in a number of interviews she gave, what would be the policy of the Labour party, and she had no answer.

In the recent Budget, we announced £28 million to pilot Housing First for some of the country’s most entrenched rough sleepers in the west midlands, the Liverpool city region and Greater Manchester. We are continuing to work with the pilot regions to refine the scope and design, ready for launch later this year.

Ahead of the commencement of the Homelessness Reduction Act 2017, will the Secretary of State join me in praising the work of Routes to Roots, a local charity that helps homeless and vulnerably housed adults in Poole?

First, let me thank my hon. Friend for the role that he played on the Bill Committee in getting that legislation on to the statute book. It will help to prevent homelessness in Poole and elsewhere. I agree that there is a lot that individuals can do to help to end the homelessness cycle, including by getting involved with voluntary groups such as Routes to Roots in his constituency, and to make a real difference for vulnerable people.

I am grateful to the Secretary of State for his comments about the green belt and areas of outstanding natural beauty, both of which are reasons why Dorset is such a special place in which to live and work and to visit. Will he reaffirm the Government’s position on the green belt, and reassure my constituents and the three local planning authorities that cover my constituency that protections are still in place?

I will happily reaffirm the Government’s position. We remain absolutely committed to the protections that are already in the planning code. Nothing that I have announced today will change the protections that are rightly afforded to the green belt, or our demand that when it comes to development, the priority should always be brownfield.

Yes, I will. The recent visit was to build on the momentum generated by Prime Minister Modi’s recent visit. Along with the Minister for Universities and Science, I went to India to promote getting more Indian students to come to the UK and study. I took 30 vice chancellors, including two from Dorset. That is just the kind of export that we want.

More than 2.4 million apprenticeship starts have been delivered in England since May 2010, but we are now going even further. We are committed to 3 million more over the course of this Parliament and we will ensure that they deliver the skills that employers and the economy need for continued growth.

I am delighted to congratulate those who have started their apprenticeships in my hon. Friend’s constituency. There has been a 45% increase in apprenticeships since 2010, and we have ensured that they are high-quality paid jobs that last at least 12 months. The whole House should acknowledge the incredible work that has been done by the Minister for Skills, my hon. Friend the Member for Grantham and Stamford (Nick Boles) on apprenticeships. He has focused not only on quality but on quantity.

Cobham, a company in Wimborne in my constituency, takes on between 12 and 18 new apprentices each year, and there have been just under 700 new apprenticeship starts in my constituency in the past 12 months. Businesses are responding to the call for new apprenticeships, but may I urge the Secretary of State to ensure that these apprenticeships really are worth while and high-skilled, so that those who undertake them will really benefit from them?

I am delighted to say that my hon. Friend’s constituency has had a 37% increase in apprenticeship starts since 2010. I know that he is very passionate about this, and that he has done much to promote apprenticeships. He is absolutely right to talk about the quality. Higher and degree apprenticeships are widening access to professions, giving young people new, well-respected routes to professional education at some of our best universities.

I agree with the hon. Gentleman that the proposal for a west midlands combined authority looks exciting and should be taken seriously. Obviously, the Government are considering all the proposals and need to look at their merits. I have met a number of people behind that proposal and it would be great to see whether we can work together and bring it forward.

Dorset Young Enterprise is a voluntary organisation that goes into schools to help improve skills with local employers. I declare an interest as someone who has worked within Dorset Young Enterprise. Does my right hon. Friend agree that such organisations are vital in closing the skills gap and ensuring that young people leave school ready to start work?

My hon. Friend is absolutely correct that Dorset Young Enterprise and many groups like it throughout the country are doing a hugely important and vital job in closing the skills gap. The Government could look at how we can support that not just in Dorset but throughout the country. He is absolutely right to raise this matter.
