The hon. Gentleman always makes serious points on behalf of his constituents. I appreciate that what he has asked about is a consistent theme of the tourism sector, and the Chancellor will no doubt regard it as an early bid for next year’s Budget measures. However, the hon. Gentleman would be more convincing if he brought along a costed example of how an independent Scotland would do such a thing.

My right hon. Friend will be aware that a major contributor to the rural economy is the ability to send goods around the country. In the north highlands, sending packages by courier services comes at extreme cost; the companies charge more than for the rest of the mainland. My hon. Friend the Member for West Aberdeenshire and Kincardine (Sir Robert Smith) will present his excellent private Member’s Bill on Friday. What more can the Secretary of State do to ensure that courier charges for remote areas are in line with those for the rest of the mainland?

My hon. Friend and my hon. Friend the Member for West Aberdeenshire and Kincardine (Sir Robert Smith) have been campaigning sensibly on the issue and raising important points. We certainly want to engage with my hon. Friend the Member for West Aberdeenshire and Kincardine on his private Member’s Bill, which addresses a serious issue. We support the principles that underpin the Bill and want to see how we can use existing arrangements, through trading standards and other facilities, to make sure that nobody in remote or rural areas suffers from those excess delivery charges.

The hon. Gentleman should perhaps practise his questions a little more. Yet again, there is denial from him and his colleagues of the good progress we have been making on unemployment, and I hope he recognises that. It is absolutely essential that we take the measures to support people into work, which we are doing with the Work programme and the Youth Contract, and we will be making work pay with universal credit. He can shake his head, but he needs to get with the reality.

Does my right hon. Friend agree that connectivity through regional air hubs to international hubs is vital to the performance of the Scottish economy? What can the Government do to assist in maintaining those links, particularly at Inverness and to the highlands?

My hon. Friend is a real champion of those vital air links to the north and to the far north, which he represents. I know that he has been making strong representations recently, and we would be happy to have further meetings with him to discuss these issues.

As I mentioned, I spoke to the First Minister earlier this afternoon, and I hope we will be able to meet soon to discuss the proposals that we have set out in the consultation. We have, of course, for some time been discussing with colleagues in the Scottish Government when they were going to bring forward their own proposals on a referendum. None has been forthcoming, although I hear that today they might be hurrying that up. We have provided the basis for a discussion, and I hope the two Governments can work well together for the people of Scotland.

My right hon. Friend and a number of other hon. Members have referred to the uncertainty, particularly over jobs and investment. Can I tell my right hon. Friend that mature opinion in the far north, whether it be in favour of the United Kingdom or in favour of independence, recognises that uncertainty and wishes to see it resolved. Will he therefore ensure that his consultation goes to those of mature political opinion throughout Scotland and ignores the bleatings of those in the nationalist playpen opposite?

I think everybody in Scotland, whatever their temperament, will be welcomed to be part of the consultation, but I agree with my hon. Friend that many from both sides of the debate want the clarity and the legal certainty that we are offering and to get on with the debate—which, after all, has been the reason the SNP has existed for decades. I still am not sure why it is resisting a way forward. I hope that when we discuss the detail, it will agree with us and we will resolve this and get on and have the referendum.

I agree that it is vital that the UK Government and the Scottish Government work together. Whether that is on terms and conditions or on the general state of the economy, it is extremely important. We as the UK Government have taken important steps to support the Scottish Government in their efforts with the economy.

Is my right hon. Friend aware of the considerable construction activity taking place prior to deployment of marine energy in the Pentland firth, particularly at places such as Scrabster harbour? What more can this Government do to ensure that the right infrastructure is constructed now so that we benefit from the opportunity of marine renewable energy in the future?

As my hon. Friend knows, through our plan for growth, which sets out the basis on which we will support the economy through these difficult times—cutting corporation tax, reducing the burden of income tax, reducing the national insurance burden and, with a huge investment in marine renewables, reforming the energy market—we are laying the foundations for that important sector to develop. It is important that that is not undermined by the uncertainty that the independence referendum is causing in Scotland at present.

My hon. Friend is right to highlight what we are focusing on as a Government. “The Plan for Growth” seeks to give us the most competitive tax system in the G20, to ensure we are the best place in Europe to start, grow and finance a business and to bring about further investment and a flexible work force. None of that can be done if we have the uncertainty that the independence referendum casts over the Scottish economy.

Does my right hon. Friend agree that the Olympics offer a splendid opportunity for promoting inward investment to Scotland? In that regard, is it not tragic that the torch, having visited Land’s End, will fly over John O’Groats?

As I have said previously to the hon. Gentleman, our visit together to Abertay university was very worth while, and he makes a strong case for the computer games industry. Taxation is clearly a matter for the Chancellor, and the Budget is coming along soon, but, as I said in answer to his hon. Friend the Member for Edinburgh South (Ian Murray) a moment ago, the overriding thing, which will help the computer games industry and everybody else, is to get us back on a sustainable path to growth. That is our overwhelming priority.

My right hon. Friend will know that marine renewable energy offers tremendous employment prospects in Scotland. Is he aware of the proposal by Department for Energy and Climate Change Ministers to create renewable energy parks; and will he use all his powers to ensure that the first such park is in Caithness, where all the ingredients already exist?

If I may say so, the hon. Gentleman makes the point very neatly. Like him, I await the SNP’s detailed proposals on either fiscal autonomy or the Crown Estate, so that they might be debated. I believe that what we have in the Bill is the right balance, which will give Scotland the powers and accountability that it should have.

On taxation generally, is not the lesson that we have learned, from the original Scotland Act 1998, through many Standing Orders over two Parliaments, that we are involved in an iterative process? What can be devolved should be devolved, but at a gentle pace, so that we can assimilate what has happened. In that regard, the agreement that the three parties have come to is the correct way to proceed at this time, but does not preclude further devolution when appropriate at a later stage.

5. What discussions he has had with ministerial colleagues on expenditure on port infrastructure in Scotland for the development of marine renewable energy projects; and if he will make a statement.

I was delighted to visit my hon. Friend’s constituency last month, and to find out more about the plans there for the development of marine renewable energy projects.

Scottish Ministers can direct Ofgem to pay an amount from the Scottish fossil fuel levy account to the Scottish Consolidated Fund, which could be used for such projects. If Scottish Ministers do that, they will benefit from our arrangements for the devolution of at least £250 million for Scotland from the green investment bank.

I am sure that my right hon. Friend is aware of the immense potential of the Nigg yard in Easter Ross. Is he also aware that its current owner, KBR, has declined to use it, and is dragging its feet over selling it? Will he make it clear to KBR that a speedy completion is necessary to return the yard to use and create important jobs?

When we visited Scrabster and other parts of my hon. Friend’s constituency, I was impressed by the serious efforts that are already being made to develop marine renewable projects in the far north. I recognise my hon. Friend’s concern about the situation at Nigg, and his comments will have been heard by the management team there. It is important for us to secure, across Scotland, as much investment as possible in the new renewables projects. I hope that the Scottish Government will respond positively now that we have ring-fenced money in the green investment bank.
