Commons ChamberMy hon. Friend and my hon. Friend the Member for West Aberdeenshire and Kincardine (Sir Robert Smith) have been campaigning sensibly on the issue and raising important points. We certainly want to engage with my hon. Friend the Member for West Aberdeenshire and Kincardine on his private Member’s Bill, which addresses a serious issue. We support the principles that underpin the Bill and want to see how we can use existing arrangements, through trading standards and other facilities, to make sure that nobody in remote or rural areas suffers from those excess delivery charges.
The average wage in my local authority area is 24% beneath the national average. Figures out this week show that 23.8% of households there are workless, almost 3% above the Scottish average. Does the Secretary of State believe that the Government, perhaps in conjunction with the Scottish Government, should be doing much more for rural economies?
I hope the hon. Gentleman recognises that these are structural problems that have persisted for a very long time, including when his party’s Government were in power. I share his desire to ensure that low-wage economies, particularly in rural areas, get the support they need. The very heart of our economic policy is to rebalance the country as a whole and move from the rescue to recovery phase. As we do that, the measures we are taking to support the economy as a whole by keeping interest rates and corporation tax down and investing in infrastructure will help rural and urban Scotland alike.

Commons ChamberMy right hon. and learned Friend highlights some very important central issues in the debate about independence. I believe Scotland is stronger as part of the United Kingdom, and the United Kingdom is stronger because Scotland is part of it. On financial issues, our place in the world and the strength of our defences, there are huge numbers of unanswered questions for the SNP that it must now get on and address.
2. How many young people aged between 16 and 24 are not in employment, education or training in Scotland; and if he will make a statement.
According to the latest figures published in the annual population survey, the number of 16 to 19-year-olds estimated to be not in education, employment or training in Scotland in 2010 was 36,000.
There is another important element to the question that I asked, which refers to young people up to 24 years old. They are the hardest-hit young people and we do not want to see that generation lost. In rural localities such as the right hon. Gentleman’s and mine, policies to get young people back into work will depend, as far as the private sector is concerned, on small and medium-sized enterprises. These businesses are suffering severely and the pressure on them is not enabling them to create jobs. Does the Secretary of State understand that we need a taskforce mentality to deal with young people’s unemployment?
My officials are working on the statistics for up to 24-year-olds. They are not currently published but I look forward to getting the data for the hon. Gentleman and other hon. Members.
On the fundamentals of the economy, I absolutely agree that we need small and medium-sized businesses to be given the ability to grow. That is why we are putting pressure on the banks to lend to them and ensuring that we support the young people we are dealing with. The youth contract is fundamental—£1 billion to help people get more places on work experience and to help employers to take people on. It is that kind of action that will help people get into the jobs market.

Commons ChamberI am absolutely committed to Scotland remaining part of the United Kingdom. When we can get on to that debate, I will be clear in arguing the case on that, day in and day out. At the moment we have to get to that debate, and today we have offered a reasonable and straightforward way that we might do that.
My hon. Friend the Member for Dundee West (Jim McGovern) is exactly right. The SNP manifesto last year made no reference whatsoever to the second half of the Parliament, but does the Secretary of State feel that if the legal powers are transferred and the SNP has a good showing in May’s local government elections, the First Minister might just take a gamble, ignore the second half of the Parliament and go for a snap referendum?

Commons ChamberI recognise the vital role that the construction industry plays in the Scottish and UK economy. The plan for growth includes a wide range of measures to support the industry across the UK. I have regular discussions with Scottish Ministers on these and other matters of importance to the Scottish economy.
May I say to the Secretary of State that his Under-Secretary and I have one thing in common? We still have construction workers who remain unemployed after R & D Construction went into administration earlier this year. Does the Secretary of State fully recognise that throughout the UK, and especially in Scotland, there are far too many unemployed construction workers, who desperately want to get back to work? He needs to encourage the Scottish Government to stimulate that sector.
I agree that we must take all appropriate measures to get the economy on the right footing. As he will appreciate, we have a big challenge clearing up the mess left by the previous Government and the challenging situation in the eurozone, but we are determined, through our credible deficit plan and with a strong economy, to get construction and other sectors in the right place.

Commons ChamberI welcome the hon. Gentleman to the proceedings on the Scotland Bill, albeit belatedly, and commend him for his ever sharp eye, looking for opportunities to raise matters European in the Chamber. Perhaps with some disappointment, we will have to agree to disagree on the fundamentals, but I point out that we are indeed considering human rights legislation in this country. I am sure that we will have a proper debate about that over many days and weeks.
Let me outline the key changes that we introduced on Report. First, we will bring forward to this financial year access to finance to allow work on projects, such as the Forth replacement crossing, to begin. We are removing the requirement for Scottish Ministers to absorb the first £125 million of tax forecasting variation within their budget. That will give Scottish Ministers more flexibility to decide how best to respond to any variations in tax receipts compared with forecasts. We will also allow Scottish Ministers to make discretionary payments into the Scottish cash reserve for the next five years, up to an overall total of £125 million. That will help manage any variation in Scottish income tax receipts, compared with forecasts in the initial phase of the new system.
As debated on Report, we have included a provision in the Bill to enable the Government to amend the way in which Scottish Ministers can borrow to include bond issuance. Without that power, further primary legislation would have been necessary to allow bonds to be issued by Scottish Ministers. Before that power is transferred, the Government will conduct a review of the costs and benefits of bond issuance over other forms of borrowing.
We have also strengthened the non-financial sections of the package to enable Scottish Ministers to approve the appointments of MG Alba board members, and to provide for reciprocal consultation between UK and Scottish Ministers when either make changes to electoral administration that impact on their respective responsibilities. We are devolving the power to make an order to disqualify persons from membership of the Scottish Parliament, and we intend to strengthen intergovernmental dialogue in areas of mutual interest in welfare.
Importantly, as my right hon. and learned Friend the Member for North East Fife (Sir Menzies Campbell) indicated, we are implementing the findings of the expert group appointed by the Advocate-General. There is a consensus that there is a problem with the role of the Lord Advocate under existing legislation. The Scotland Act 1998 did not properly recognise that the Lord Advocate fulfils two separate roles: one as chief prosecutor in Scotland, and the second as a Scottish Minister. Our amendment separates those two roles while retaining the consistent application of the protection of fundamental rights for those in Scotland, as exists for those in the rest of the United Kingdom. We believe that it strikes the correct balance.
We believe that the package of the Bill as amended and the supporting non-legislative measures provides the right balance of powers and responsibility for Scotland within the United Kingdom. Today’s debate marks the end of the first stage of debate on, and scrutiny of, the Bill in the House of Commons, but it is by no means the end of the process. There will be further opportunities to consider, debate and amend the Bill in their lordships’ House.
However, as hon. Members will be aware, the Scottish Government have asked for further amendments to the Bill. We have made it clear that we will listen and that we are willing to consider further amendments if they satisfy some key tests. First, any further amendments must be based on detailed proposals. We must be convinced, by evidence and detailed analysis, to support any amendments to a package that we believe provides Scotland with the right balance of responsibility and accountability. Secondly, any further amendments must demonstrate that they will deliver clear benefits to Scotland, without prejudice to the rest of the United Kingdom. Thirdly, any further amendments must generate cross-party consensus, which the measures set out in the Bill have achieved.
The Liberal Democrats, the Conservatives and the Labour party want this legislation, but the Secretary of State is talking about further amendments. Does he recognise that members of the public wonder why we are going ahead with the Bill, when what lies in front of us at some given point is a referendum on independence? The point has been made to me, by an admittedly small number of my constituents, that we should have parked the Bill, waited for a referendum, and resurrected it thereafter if necessary. Does he recognise that some outside this place will have concerns about further amendments?
I have just set out the criteria against which we would assess any suggested further amendments. There is scope within the passage of the Bill to consider those points further.
On the hon. Gentleman’s fundamental point, my argument right from the start, which I believe has had a degree of cross-party consensus, is that it is important that we empower Scottish Ministers and the Scottish Parliament with these new arrangements to enable them to get on with their jobs. The measures enhance Ministers’ economic powers and the accountability of the Scottish Parliament. I do not believe that delaying those measures is in anybody’s interest. We do not know what the terms of any referendum will be or what type of independence will be offered.

Commons ChamberFirst, I commend the hon. Gentleman for his consistent campaigning on this issue, which is a very significant one in his part of the world. However, I think that he would also acknowledge the point that I made to the hon. Member for Glasgow North (Ann McKechin) a moment ago—that youth unemployment has been a serious problem for a long period. I discussed the issue with the Work and Pensions Secretary only last night. As I have said to the hon. Gentleman previously, I look forward to convening a meeting in his constituency where we will discuss all these issues with the relevant individuals and organisations from across Scotland. I look forward to his being part of that event.
I think the whole House shares the concern that the Secretary of State seems to indicate that he has, but can he share with the House the number of young unemployed people to whom he has spoken this year?
I have spoken to many young unemployed people across Scotland, not just this year but over the whole course of my time as a Member of Parliament, and not just in my own constituency but elsewhere too. They all want to see a sustainable route out of the difficulties that the country is in. This is not only about the Work programme measures that I have already mentioned but about getting the country back on its feet and tackling the deficit, making sure that we have a sustainable way to growth by focusing on bank lending, keeping interest rates low, and providing support by cutting taxes, be they corporation tax or national insurance. All those measures will help.

Commons ChamberThe first person I spoke to after my appointment was the First Minister. I have since had further discussions with him and Scottish Ministers, including on the subject of the fossil fuel levy and transmission charging. I remain committed to having constructive discussions with Scottish Ministers.
I welcome the Secretary of State and the Under-Secretary to their new posts. For the Under-Secretary it will be déjà vu, recalling his initial days as a Social Democratic party councillor sitting with the Liberals. On future nuclear electricity generation, can the Secretary of State explain to the House how his position and that of the Energy Secretary squares with the stance taken by the Under-Secretary?
I thank the hon. Gentleman for his warm welcome. I am sure that as a fellow south of Scotland MP, he is delighted to see the region so well represented in the Scotland Office.
On energy policy and particularly electricity supply, my right hon. Friend the Secretary of State for Energy and Climate Change and the Government have set out clearly in the coalition programme our commitment to ensuring that under our policy we tackle the twin issues of climate change and a secure, clean and affordable supply of energy. We have set out how we intend to go about that in respect of all forms of energy, and I am sure the hon. Gentleman will support us in developing that programme to ensure a successful and productive future for Britain’s energy and Scotland’s energy within it.
