I have already had occasion in the House to offer my thanks and gratitude to Nick Hardwick, the outgoing chief inspector of prisons, and to Paul Wilson, the outgoing chief inspector of probation. Their expertise will not be lost to the criminal justice system, however, because, as I am delighted to announce today, I will be appointing Nick Hardwick as the new chair of the Parole Board. He will succeed the current chair, Sir David Calvert-Smith, who is due to leave at the end of March. I thank him for his service.
The courts Minister, my hon. Friend the Member for North West Cambridgeshire (Mr Vara), will know that last year I wrote a report on former service personnel in the criminal justice system that recommended, among other things, training for members of the Bar, solicitors and judges to deal with this cohort—albeit a small cohort—of offenders. What steps is my right hon. Friend taking to ensure that court staff—those actually employed in the courts—receive appropriate training to deal with these individuals?
My hon. and learned Friend, who is a distinguished veteran as well as an outstanding silk, makes an important point. He produced an excellent report on offenders who have been in the armed forces. Court staff are trained to deal with the specific needs of veterans, and we are aware that there are particular needs, which might relate to post-traumatic stress disorder and associated mental health concerns, to which court staff need to be sensitive.

Commons ChamberMore than 100 civil servants are working on the free schools programme—a testimony to its popularity. Last Thursday, I had the opportunity to talk to them and share a drink—in my case, apple juice—to congratulate them on their work. I was overjoyed to discover that this has been one of the most successful and inspiring things they have done in their distinguished careers in public service.
T7. My right hon. Friend the Minister will be aware of the extra costs of funding rural school places. Will he tell the House what steps the Government are taking to ensure that school places in Lincolnshire are adequately funded?

I have a lot of respect for the hon. Gentleman, who has been in the House for many years and has stood up for many unpopular and noble causes, but I think that he is quite wrong in this instance. We are not declaring war on anyone. We want to ensure that our public finances can be restored to balance after what happened under the last Government, and we also want to ensure that public sector workers have the best pensions available. It is critical for us to ensure that our reforms proceed. The right hon. Member for Leigh made it clear that we need to work constructively on the basis of Lord Hutton’s proposals. I hope that the hon. Gentleman will reflect on his rhetoric, and recognise that it is not helpful to parents or to his own community.
The shadow Secretary of State, the right hon. Member for Leigh (Andy Burnham), said that the Government could not evade their share of the responsibility for what is happening. Earlier, he said that the Government must accept their share of the blame for causing disruption to millions of families. Can my right hon. Friend reassure me, and the whole House, that he will not consider taking an ounce of blame for the strikes until the Labour party apologises for the dreadful financial legacy that he and the Government inherited?
My hon. and learned Friend has made a good point, but notwithstanding the dreadful financial situation that we inherited, teachers, and all public sector workers, will retain a defined-benefit pension scheme. Defined-benefit pension schemes were the norm in 1979, and indeed in 1997, but I am afraid that after what happened with the Labour Government, they became a rarity in the private sector. That is why we are so anxious to ensure that they are reformed in the public sector so that they can be secure for the future.

Commons ChamberThat is a very good question, actually—much better than any of those from the Labour Front Bench. Unfortunately, the evidence does not stack up. The IFS actually pointed out that there had been no increase in participation and only a modest increase in attainment, and the National Foundation for Educational Research pointed out that the dead-weight cost was roughly 88%, so only 12% of students were participating who would not otherwise have participated. Clearly we can have more effective targeting. Just because many policies carry a dead weight, that does not mean that all policies should. Neither, indeed, should all Front Benches carry dead weight.
T3. My right hon. and hon. Friends will be aware of Operation Golf, the Metropolitan police’s operation in London that has identified several hundred trafficked children on the streets of the capital, mostly from eastern Europe. What consideration have they given to ensuring that those children receive a decent education while they remain in the United Kingdom?

Commons ChamberI am grateful to the hon. Gentleman for that well rehearsed question. I know that he is a brilliant musician, but in the words of the Pet Shop Boys, he’s got the brains and I’ve got the looks, and together—I suspect—we could make lots of money.
We want to ensure that the spirit of innovation can flourish, and that Britain, and indeed our education system, is open for business in raising standards.
2. What steps he is taking to reduce the administrative burden on (a) head teachers and (b) school governors.
The Government are committed to reducing the administrative burden on both head teachers and governors. We have already announced that the self-evaluation form will be removed, that the inspection framework will be streamlined and that we will reduce the amount of guidance issued to schools. Today I can announce that we are abolishing the overly bureaucratic financial management standard in schools scheme. We will also simplify school funding, and we are considering how to reduce funding differences between similar schools in different local authority areas. We will continue to work with local authorities and others to reduce the bureaucratic burden, so that schools have more time to focus on raising standards.
I am grateful to my right hon. Friend for that answer. As he is aware, the imposition of school improvement partners by the previous Government led to the senior management teams of many schools spending vast amounts of their time holding meetings, ticking boxes and discussing meaningless strategies, targets and initiatives. Will the forthcoming White Paper bring an end to that aspect of the wasteful bureaucracy created by the previous Government?

Commons ChamberI am grateful for the hon. Gentleman’s point. He was a distinguished editor of History Today, and his voice in these debates is important. It is critical that we ensure that every child has a proper spine of knowledge—the narrative of the history of these islands. Without that, the skills of comparison and of examining primary and secondary sources and drawing the appropriate conclusions, are meaningless. Without that spine, history cannot stand up and take its place properly in the national curriculum. One of the problems in the past 13 years—indeed, since 1990—is that national history has not been taught as it should be in our schools. Under the coalition Government, that will change.
T10. I think that my hon. Friends are aware of my interest in and support for deaf education; I remain a chair of governors at a deaf school. What plans has the Secretary of State for deaf education and for ensuring that deaf children receive the same education as their hearing peers?
