Commons ChamberI am very grateful to the hon. Lady for making those points. She is absolutely right that the wider provision not just of trained music teachers, but of musical instruments will ensure not just that more children have access to the greatest of all art forms, but that more children as a result do better in every other subject.
I am sure the Secretary of State is aware of the excellent Blackpool Music Service, which has won national awards for bringing music provision to children who would otherwise not be able to afford it. As we debate the role of local education authorities alongside the new aims of academies, does he not agree that such co-ordination is a role that local authorities can still play, adding value to the work of all schools in their local area?
That is a typically acute point by my hon. Friend; he is absolutely right. In many cases, though not all, county music services do a superb job. One of the reforms that will be central to our national music plan is a way of making sure that the best county music services can do more while those that are weaker can have the service they provide supplanted by someone who is in a better position to raise standards for all children.

Commons ChamberI am surprised that the right hon. Gentleman has the brass neck to quote the PISA figures when they show that on his watch the standard of education which was offered to young people in this country declined relative to our international competitors. Literacy, down; numeracy, down; science, down: fail, fail, fail. I am surprised that he has the brass neck to stand here and to say that working-class children should not study modern foreign languages, should not study science, should not study history and should not study geography. If it is good enough for the likes of him, why should it not be good enough for working-class children elsewhere? Why is he pulling up the drawbridge on social mobility? Why is he saying that they are only fit to be hewers of wood and drawers of water rather than university graduates like you and me, Mr Speaker? Rank hypocrisy!
While I entirely accept the Secretary of State’s point that RE is compulsory, it is not obligatory to sit the GCSE. Does he agree that the very many faith schools where RE is compulsory are thereby penalised in the calculation of their English baccalaureate achievement?
I appreciate the care with which my hon. Friend puts his question. I also appreciate the fact that he has been a very strong advocate for faith schools in his own constituency, including St Mary’s, whose cause he has championed with particular eloquence. Many schools will want to offer RE as a GCSE, and indeed we would encourage them to do so, but the core element of the English baccalaureate relates to five subjects which we believe are the essential academic knowledge that students should be able to master. The news from the Russell group of universities last week that the subjects that we have chosen for the English baccalaureate are the subjects that they expect students to have if they are to go on to leading universities ensures that there is an appropriate match between schools and universities in advancing social mobility rather than seeing it decline, as happened over the past 13 years.

Commons ChamberI am very grateful to the hon. Lady for her question, which is also characteristically well informed. I have great respect for the IFS, and it has previously reported that there is no statistically significant information that EMA has either raised the attainment of young women or increased participation rates among young men. We will ensure, however, that the replacement is sufficiently well targeted to ensure that it provides value for money. I must stress that it is in everyone’s interests that more young people stay on in education for longer.
Does the Secretary of State agree that where discretionary spending to help students participate in full-time education is available, it should be focused on specific barriers that they face, rather than be a one-off, tokenistic payment that might not actually meet the needs of, for instance, many disabled students for whom participating in education will cost far more than £30 a week?
I am very grateful to my hon. Friend for making that point, and I thought it uncharacteristically discourteous of Labour Members not to listen to him in silence. As the only Member of this House to have attended a special school, he speaks with a degree of authority that Labour Members would do well to pay attention to. He makes the point crystal clear: we need to ensure that there is sufficient discretionary support for students who are living with handicaps and who have suffered from disability. I am only sorry that Labour Members saw fit to greet his comments with the sort of grumbling and mumbling more appropriate to a student union than the mother of Parliaments.

Commons ChamberI have been generous in giving way, and I should like to give way to some of the gentlemen and ladies on my own side who are anxious to make a point.
We have heard a lot from the Opposition about infrastructure, and my right hon. Friend has told us a lot about bureaucracy, which I think is what they mean by infrastructure. Will he give me his view on the extra bureaucracy required for disabled children to access sport? Under the current structure, their schools face much greater hurdles than many others.
My hon. Friend makes a very good point. As we know, he is utterly committed to ensuring appropriate provision for children who are living with disabilities, and I want to ensure that we get the spirit of both the Olympic and the Paralympic games into our schools. A lot of good work is going on, and I want to ensure that the money that we spend in future is targeted, in particular, at schools which often have a large number of children who are living with disabilities.

Commons ChamberI am grateful to the hon. Gentleman for his question. Once again, I expressed my regret on Monday, and I underline it again today, that we are not in a position to go ahead with 50% of the projects under the Building Schools for the Future programme. My reason for coming to the House today was to apologise for the 25 or so schools that were wrongly categorised in the 1,400 or so about which we made an announcement. However, I do understand the particular sense of regret that many—he and his parliamentary neighbours—will feel across Coventry and I am sorry that the decision that I announced to the House on Monday was forced on us because of the regrettable financial legacy that we inherited.
I thank the Secretary of State for the clarity that he has provided today on a very thorny issue. Rather than focusing on the synthetic anger of Labour Members, I welcome his offer to apologise to the schools affected, but ask him to ensure that he writes not only to the local education authority but to the individual headmasters. I have spent today on the phone having to deal with disappointed parents and headmasters who are uncertain of what the situation is. I welcome his apologies; can he please ensure that they are transmitted to the headmasters in my area and the other areas affected?

Commons ChamberMy hon. Friend the Minister enjoys debating with the hon. Gentleman at every available opportunity. He will be delighted to know that we want to ensure that the academy that is being opened by ARK in his constituency goes ahead. We also want to ensure that in future, we look to guarantee that future capital spending that might affect his constituency goes to those pupils and schools in greatest need, including primary schools.
The Secretary of State specifies 14 cases in which he will reconsider so-called sample projects. Can he explain what criteria and aspects he will consider when looking at those so-called sample projects, and what will most guide his decision making with regard to them?
I want to be sure that the legal and contractual position is secure for those sample projects, and also look at the arguments that have been made specifically to them. There are sample projects in Blackpool that we will want to review. I know that my hon. Friend, as a passionate fighter for education in his constituency and more broadly, will want to ensure that effective representations are made on behalf of his constituents, and I look forward to receiving them.
