Commons ChamberT5. I thank you, Mr Speaker, for your earlier kind comments, and the Children’s Minister for the same. Given such warmth towards me today, perhaps the Secretary of State will tell me why, given that in 2007 the Prime Minister spoke of a new generation of Co-operative schools and said that they had been welcomed across the board, not one of the Ministers will agree to meet me to discuss these issues and the Bill that I put forward which would put Co-operative schools on a firmer footing.
Any opportunity to spend time with the hon. Lady is one that I would rush to take. The cause of the Co-operative movement is very close to my heart, so I would be delighted to talk to her, perhaps over a cup of tea, before too long.

Commons ChamberI do remember visiting that school and applaud my hon. Friend’s commitment to advancing educational achievement for all students. Let me take this opportunity to thank Rod Aldridge and all the sponsors behind the academies programme, who have done so much to tackle underperformance in our weaker schools. They are heroes.
The Secretary of State has said that accountability should be intelligent, but for too many schools in my constituency the Ofsted inspections over the past decade have not felt intelligent. They have failed to take account of the progress that has been made and the ability of the schools to progress further, focusing instead on an attainment level. Is it not now time to reform the process so that real improvement can be supported and encouraged further?

Commons ChamberI am certainly absolutely delighted that Conservative-led East Sussex county council is doing such a good job in the early years.
Last week, the National Society for the Prevention of Cruelty to Children produced its report on child protection, in which it described child protection services as working in overdrive. It also estimated that for every child subject to a child protection plan or on the child protection register, another eight children have suffered maltreatment. Will the Secretary of State or one of his colleagues tell me what he is doing to ensure that children who are not on child protection plans but are clearly in need of services get help and support?
The Under-Secretary of State for Education, my hon. Friend the Member for Crewe and Nantwich (Mr Timpson), had the opportunity to speak at the NSPCC conference, and I had an opportunity to read the report, which I found thought-provoking and challenging. In our reform of social work practice, we are attempting to ensure that social workers can spend more time with families in need where there are children who are at risk or face neglect. We will make more announcements shortly about how we are enhancing the way the social work profession works with families that need its support.

Commons Chamber18. What progress he has made on implementation of the recommendations of the Munro review of social work.
We are making a number of changes to the child protection system. “Working Together to Safeguard Children”, the guidance that provides support and advice to those who look after children potentially subject to abuse, risk or neglect, will be republished shortly in a tighter and more focused way.
We are two years on from the original work, whose aim was to reduce the amount of bureaucracy and the time that social workers were spending on form filling. Many social workers are reporting that the situation has not changed at all and that they are still in a system that does not give them sufficient time to work directly with children. Where have things gone wrong and what is the Secretary of State going to do about it?
The hon. Lady is right to emphasise how difficult life is for many social workers at the front line. Part of the problem rests with the complicated process that we inherited, which the revision of “Working Together” attempts to address. The space or gap between the initial and subsequent assessments that children at risk of abuse or neglect have to face is one of the changes addressed through the Munro recommendations. However, we also need to change how local safeguarding children boards operate and to make sure that the capacity of the social work profession to cope with the challenges thrown at it is greater. That is being addressed through the College of Social Work and the additional support that we hope to give through the launch of the Frontline programme.

Commons ChamberEngineering and technology have some of the lowest levels of participation among women of all the professions. Given that university technical colleges are new institutions that have the opportunity to ensure that more girls take part in these subjects, will the Secretary of State set them the aim of ensuring that 50% of their entrants are girls?
I am always wary of targets and quotas that have 50% at their heart. However, the broader point that the hon. Lady makes about the need for all of us to encourage more girls to contemplate a career in design, technology or engineering is very strong. She authored a report last year that was welcomed by the Minister for Further Education, Skills and Lifelong Learning, which made a series of recommendations that university technical colleges and, indeed, the whole school and college sector should take to heart.
I have been contacted by one of my constituents who adopted a child from care. She faces losing the only support she gets from the state—her child benefit. Given that the Secretary of State wants more people to adopt children from care and that they often have many needs that are ongoing for X number of years, will he put aside more money to support such children and their families in the years ahead?
That is a very good point. One thing we are looking at is how we can improve support for parents who do the right thing and adopt. We are looking at a range of ways of doing that. We are also looking at ways in which everything from the schools admissions system to the training of social workers can help to support those parents who are doing such a fantastic job by adopting children.

Commons ChamberWhen it comes to dealing with bureaucracy and red tape, the officials in my Department are allies. They are terrible, swift swords cutting through the bureaucracy that has so far held this country back.
This country is desperately short of skills in science, engineering and technology and far too few girls and women study those subjects. What will the Secretary of State do to ensure that at least 50% of the pupils who will go to UTCs are female?
I am grateful to the hon. Lady and know that she has recently completed a report on some of the barriers to young women taking advantage of the opportunities in science, technology, engineering and mathematics. A new UTC is opening in Sheffield and I hope to be able to work with her to ensure that it generates enthusiasm among boys and girls in Sheffield and across South Yorkshire for the superb education it will offer.

Will he therefore meet me to discuss why he is seeking to remove the outstanding leadership of a primary school in my constituency that has been praised by his permanent secretary and has this year taken children above floor standards, and where his proposals threaten to make the situation much worse?

Commons ChamberThat is a typically good question from the Education Committee Chairman. Unlike the previous Government, we will not be wasting money on a capital programme that is out of control and bureaucratic. Instead, we will be investing money in making sure that more of the very best graduates go into teaching and we will be expanding opportunities for inspirational figures such as Peter Hyman to open new free schools and target the disadvantaged, who need them most.
Last week, I visited a school in my constituency that struggles to meet the floor targets but which has the most dedicated and outstanding teachers and head teacher anyone could wish for. How will the Government support those outstanding teachers and make them feel that the job they are doing is valued even though, because of all the other circumstances that those children experience in their lives, the school will struggle to meet the floor targets?
We have made our floor standards not only tougher, by raising them, but fairer so that we take account of progression. Those schools in which there are children from challenging backgrounds with low levels of prior attainment will be judged in the round. We are going to have a new measure in our performance tables that focuses attention on the performance of the 20% of students who come from the toughest backgrounds. It is also the case that our pupil premium will ensure that schools such as the one the hon. Lady mentions, with a high proportion of children from disadvantaged backgrounds, will simply get more money so that teachers can do an even better job.

Commons ChamberRequiring 24 hours’ notice for detention does not in any way undermine discipline, but once that rule goes, teenagers could well tell their parents that they must stay behind for detention when in fact they have been inveigled into meeting abusers who have groomed them on the internet. I say seriously to the Secretary of State that removing that rule will put children at risk, and I am sure that he does not want to do that. Will he reconsider, and talk to children’s organisations such as the National Society for the Prevention of Cruelty to Children?
We take child protection amazingly seriously. We are working with the Council for Internet Safety and the Child Exploitation and Online Protection Centre to ensure that we are doing everything that is necessary to protect children from online grooming. However, I do not see how giving teachers more control over discipline can undermine the safety of all children.
